Important decisions at the federal level are made by Valentina Matvienko. The dynamics of the world and the economy greatly change the distribution of roles in the social sphere, and now no one will be surprised by a lady taxi driver.

On the other hand, the largely patriarchal Russian society is in no hurry for these changes. In the media, there is constantly news about scandals between feminists and their opponents.

More recently, Ksenia Sobchak announced her intention to run for president. And who knows, maybe she will become the first woman president.

Sergei Medvedev: Is Sobchak - aside from whether she's a Kremlin project, Navalny's spoiler - a breakthrough for women? She understands the women's agenda in the all-Russian context.

We have very few women in leadership positions in politics: only 3% in the Cabinet of Ministers, 14% in the State Duma, three governors among the entire governor corps. A huge number of women at the municipal level. But local self-government is not included in the structure of state power. And we come to the conclusion that women are perceived by us as a kind of service personnel of power, and decisions in power are made by men. Of course, given that women are the demographic majority (after all, there are 78.5 million of us and 67 million of men), we are extremely poorly represented in power.

At the same time, we do not demand a majority in power. We believe: at least 50 to 50 (by "we", I mean women's organizations that advocate equal representation of men and women in power) ... I think that there should be many women candidates for the country's highest post, I expect that it will not only be Ksenia Sobchak. I would like to see a candidate from the social democratic camp, from all the ideological camps that exist, including the ultra-conservative ones: let it also be a woman.

Sergei Medvedev: Poklonskaya.

I have a very negative attitude towards the candidacy of Poklonskaya, precisely because I was with the kings in Sredneuralsk, in the monastery that promotes the idea of ​​​​Nicholas II. I was born in Yekaterinburg, we were told from childhood about the history of our region and the Ipatiev estate. And that wave of extremism, which, I believe, was provoked by Poklonskaya's statements, just needs to be stopped. And, of course, it is impossible to allow her to rhetoric as a presidential candidate.

Sergei Medvedev: It seems to me that things were moving towards the nomination of Sobchak: the authorities had already been choosing for a long time: Matvienko, Volodin introduced a bill on equal rights for men and women ...

It is clear that there was some game moment. There is a conspiracy theorist in all of us. It's hard for me to say exactly when the authorities took care of the women's issue. It is obvious that someone on the tail informed someone that this is what is happening in the world: here is Western show business on the ears, here are Western politicians thinking about women's rights. And someone told this in the Kremlin.

I have collected a selection of facts that may not be related to each other, but what definitely pointed me to some possibility of the emergence of this topic - on the children's direct line, Vladimir Putin was asked what feminism is. I was very surprised, because in the children's environment this topic is not so common. Children's direct lines are arranged according to the principle of adults, usually the president is aware of what questions he is asked, he endorses the script, and this question should not have taken him by surprise.

Indeed, various symbols and speeches by Valentina Matvienko began to appear, which from time to time raises the topic of women, maybe even from the bottom of her heart, but now it is more intense. And, indeed, Volodin, speaker of the Duma, dug up his old bill. It could be assumed that this topic could suddenly somehow break through.

It seems to me that the systemic appearance of a woman among candidates for a serious political position, as well as for any leading position, is always good if historically these positions were held by men. This is the case when the last thing you want to do is to put aside the political aspect of the nomination of Ksenia Sobchak. It seems to me that this is not quite the right political path, because it is absolutely impossible to evaluate the nomination of a particular candidate in Russia solely on the basis of gender. Rather, Ksenia Sobchak will use some elements of the so-called women's agenda. If her political technologists still learn and write these pieces into her program, or if she reads the Western press herself, she will be able to use it. But it was definitely not the fact that she was a woman that was the main thing in her nomination. She is a show business type person, a performance person.

Sergei Medvedev: Why do you think so? It seems to me that the Kremlin thought that this was such a fresh move and that it removed the theme of Navalny. It is clear that this is instrumental, that the Kremlin does not think about promoting the feminist agenda.

When they chose another person who was not like the others, they were looking for a person with a certain set of criteria, perhaps younger, completely different, not political in the literal sense of the word, not from a clearing that was stuck in their teeth. Maybe gender mattered in this case.

Sergei Medvedev: Alena, can Ksenia Sobchak be a conductor of feminist ideas for you? Here Margaret Thatcher worked, walked through the political stages of her career, gnawed her place with her teeth in this granite of a male patriarchal society. Sobchak, in my opinion, throughout her previous life and work affirmed the ideals of sexism. If we take, say, what Dom-2 was, then this is the reproduction of a patriarchal society in all its blooming complexity and blooming simplicity: a blonde in chocolate.

It is necessary to speak not about feminism, but about currents within feminism. It is different: there is right, there is left feminism, there is body positivity. Ksenia and I have very rigid ideological differences. And in general, Ksenia has ideological differences with feminism regarding body positivity. This is her call to everyone to lose weight urgently ... And we know the case with the flight attendants of Aeroflot.

Yes, and we defended Aeroflot flight attendants. I still believe that weight and professionalism are different things, especially in relation to a woman. It is simply unacceptable to use the criterion of weight in order to evaluate professionalism. This is nonsense!

In addition, Ksenia still has a right-wing liberal agenda. I think it's not worth talking about feminism as such, because it defends the values ​​of right-wing liberalism. I don't know what right-wing feminists think. I myself am on the ideological spectrum of the left camp. I am for equality, for the removal of women from the poverty line. We have 22 million poor people in our country, and 67% are women with children. A minimum wage, a living wage, a basic income are things to talk about to a person on the left spectrum.

Sergei Medvedev: And how to call her? Now everyone says: "poet, director." So, she should be a "candidate", "president"?

Sergei Medvedev: A lot has changed here. Alena, has there been any shift in public opinion in recent years that influences politics?

Of course have. The Soviet Union was sufficiently feminized in the sense that a woman is a labor unit. She has equal rights: the right to inherit, the right to divide property in a divorce, the right to represent herself in court, equal pay, political quotas. And then there was a collapse, and a conservative wave surged in our country.

In recent years, we have seen all our opponents facing us. Conservatives are lobbying their agenda: a woman should stay at home, cook borscht, be a mother. People are glad that a woman, leaving on maternity leave, does not return to work, because her main function is to be the guardian of the hearth.

Sergei Medvedev: The value of borscht is, as it were, equated with the value of a child.

But it's not just us. This is a famous German proverb - "A woman's place is in nature."

In fact, the topic of respect for human dignity and equal rights is a topic of choice that is actually rejected by conservatives. Here you have a function - to be a mother, and if you do not choose this function, then you are somehow defective. This is disrespect for choice, for human dignity. We do not have female candidates, but my choice still applies, among other things, to the representation of gender, since a woman represents the gender agenda much more adequately.

Now we are also starting to unite from our flank, and this is great. We are all different, we have different views on the economy, on the inclusion of women in the political agenda. But what we are all sure of is equality, equal opportunities, not only fixed in legislative acts, but also existing in practice. If it says that a man and a woman are equal in the Labor Code, then you, Sergey, and Yulia, working in the same positions in journalism, cannot receive a salary with a difference of 30%.

Sergei Medvedev: And who decides that they take a woman or a man, and that a woman will receive 30% less? Is it written in the tariff scale?

Of course not. It's such a cultural tradition. There is a feeling that a man has more financial obligations, that he must pay different bills. I think the bosses can proceed from this. A man, as it were, is a little more important in this sense, in this conditional tariff scale.

Sergei Medvedev: A staff member is sitting. There are two candidates - a man and a woman. A man is offered 130 thousand, and a woman - 100 thousand for the same position.

It doesn't happen like that. Men get their bonuses with bonuses, salary increases, bonuses. The starting price can be 30 thousand rubles, and then this bonus component varies dramatically.

I am an employer, I have people working for me. Ten years ago, a girl came to get a job. I asked her: "Are you married?" - "Not". - "Are you planning?" - "Not". I apologized to her then. I read the research and realized that I was categorically wrong. But a lot of employers do exactly the same thing. They believe that taking a woman to work is a high-risk decision, which then will turn into the fact that she will go on maternity leave, and you will have to save her place. That is why we must say that feminism calls for equal rights for men too, so that they can take maternity leave, for example.

I have hired different women in my life and, thank God, it never occurred to me to ask such questions. It seemed to me that the woman herself would cope with her departure, arrival and assimilation after the decree. The important thing is that this is an absolutely archetypal story. It has to do with your self-confidence. Your salary requirements are related to the certainty of your position. And in this sense, I suspect that some self-confidence allows you to demand a slightly higher salary than in a situation where you understand that a less risky candidate may be preferred to you.

I have always worked in the press, and we never had a question like that. It is impossible to imagine that the editor would prefer a man or a woman - this is quite some kind of the last century. But I suspect that in other areas, where the situation is a little more patriarchal and less dependent on qualifications, such reasoning is common. This is not a made up story. Any employer will tell you about these typical female traits, about the fact that for these types of work you need to take a woman, because she knows how to talk affectionately, and for these types - a man, because he knows how to be sharper. This is some kind of madness! I have not met men who would be fundamentally less emotional than me.

Sergei Medvedev: Are these completely socially constructed stereotypes? Do they really work in the business in the perception of people? Even Yandex made a voice assistant - Alice. Potential client services are also socially constructed. I'm driving, and, for example, I'm pleased to hear a female voice in the car navigator.

Ekaterina Chiganova: I can call myself a business woman, because our client pays us a salary. I work with many men as students and I know that it is hardly necessary to talk about some kind of gender factor here, but rather about qualities. Perhaps due to emancipation, due to the fact that the world has now accelerated so much and has offered so many opportunities, a woman plays many more roles than even ten years ago. If, suppose, then it was considered something special, if a woman knew how to combine family and work, now the basic principle is that this is not an achievement, but a given: you have to give birth to children, get married and at the same time work, very often lead. You must organize certain conditions, continue to be competitive in the market, be able to present yourself as a specialist.

In the modern world, the roles are completely mixed up. The fact that now anyone can live with anyone, and this is no longer anathema, I think this is an indicator. More and more women began to enter the government for various positions in political movements. They are not so diverse here, but a "woman politician" in Russia does not sound like something non-existent. We see many examples where women occupy leadership positions and, in my opinion, they are quite successful, at least competitively, with them.

"President" is equal to "man"

There is Russia, and there is Moscow. The moods and opinions that we see in Moscow are usually directly opposite to what is happening in the regions: people there live according to their own laws, including financial ones. I would not be surprised if the protest groups of the population of Moscow support any woman candidate, just in spite of it ... If we talk about the whole of Russia, then I am inclined to believe that - no, because there are conservative people who have not yet had time to change their pace and views. In general, "president" is equal to "man".

Sergei Medvedev: Do you agree with this assessment?

I did not ask for a female candidate in the form in which she is given to me. This is not a personal feature of the candidacy of Ksenia Sobchak. I absolutely do not need a man in the role of a woman, this is a little artificial construction. We have a certain number of women who play this female role in power and, under the auspices of women's topics, do inhumane things that are dangerous to society. There is a set of State Duma deputies who carry this female grain in themselves, and they are delegated the right to be the banner of initiatives that, from my point of view, do not relate to either the women's or the general humanist agenda.

Sergei Medvedev: Elena Mizulina?

Yes. And it's always a story about the fact that "we are women, we are mothers."

Sergei Medvedev: "As a mother I speak and as a woman."

I absolutely do not need these feminine deeds to be performed with such a flag. We remember that in a situation where it is necessary to talk about domestic violence, a woman deputy comes with a flag and pronounces a certain feminine, from the point of view of our power, text about the importance of family values. She pronounces the entire flow of information about how a woman "should think about marriage, about how not to wash dirty linen in public" (this is a verbatim quote from State Duma deputies). I don't need this type of communication.

Here Alena is a left-wing person, and I am a right-wing person. I have a historical problem with quotas, I don't communicate well with them. Specially highlight two places and sign them with the letter "Ж" - this does not work well for me. We wrote a big text after the story with Google.

Sergei Medvedev: When a programmer was fired who sent out a letter stating that women are different.

I just didn't like this letter. We in our editorial office wrote a long text about the so-called positive discrimination and came to the conclusion that we are not very much in favor of it in the sense that we are against these signed chairs, but rather we are in favor of systemic measures.

American business, for example, unlike European business, does not employ 50% women versus 50% men (or 20% versus 80%). It creates some institutional environment, pays grants, helps women feel comfortable in the process of studying, perhaps creates some conditions for people that allow them to realize themselves. And, reaching some position of equality, they in the natural environment begin to compete with men who, according to these companies, had an easier life.

This is an important story. We are against artificial women and even against this quota in general.

Sergei Medvedev: Here, perhaps, what in America is called "tokenism" will turn out, that is, this is such a replacement, a dummy: one person is exposed, and the women's agenda is blocked. Here we had a candidate Sobchak - and, in fact, the issue was resolved.

A strong professional is a strong professional, regardless of gender

I would like to object to Julia. As an entrepreneur, I respect and support women's business and oppose quotas. Previously, I was very active in representing stereotypes, and then I realized that I needed to do something about it, and I began to do it. Quotas are not about artificially pushing women into some agenda in business or politics; they are about compensating women for the small resources they have to achieve equality and equal opportunities with men. Norway has introduced quotas. Quotas have a certain period when a certain indicator of equality is reached, and the quotas cease to be valid.

I believe that a strong professional is a strong professional, regardless of gender. But women are less resourceful here. And even if we look at the lists of parties, then women are put in obviously impassable places. As a candidate for the State Duma in 2011, I can say that the list in which I was a non-partisan candidate gained the percentage that he scored, because women on our list worked the most, and a male deputy passed. I don't think this is correct.

Moreover, in Norway, for example, quotas consist of the fact that you must have 30% of women in the list of political parties, but in succession: man, woman, man, woman (or - woman, man) - so that two candidates in a row do not were of the same sex. These are the so-called heterosexual quotas. That's a very good thing, because you can't push women to the bottom of the list.

There is a story that if quotas are not introduced, equality will be achieved in 72 years, and if they are introduced, then in 10-12 years. I think that it is better to narrow this gap, because when we talk about mentoring programs, about supporting the career growth of women in business, this is very good. We strongly support this. It's just that women in 10-12 years will be more qualified to approach these tasks than in 72. It's better to solve the problem faster.

Sergei Medvedev: But in general, do all Russian women politicians, one way or another, play some kind of female role? There is Nabiullina, for example.

Most recently, I was the editor-in-chief of Forbes Woman magazine. We did covers with various very famous Russian women. We had a financial issue and we wanted to do a cover with one of the female financial executives. As a result, Tatyana Golikova, head of the Accounts Chamber, was on the cover. We requested an interview from Elvira Nabiullina, and I remember that it was a problem for her to be in a women's magazine. As a result, she gave an interview to the men's Forbes at the same time as we did.

Sergei Medvedev: Were there women on the covers of the men's Forbes?

Were. Once, in my opinion, there was Ksenia Sobchak, when Lisa Osetinskaya was the editor-in-chief of Forbes. But it seems to me that she did not proceed from gender considerations, but simply made a number about the protest and about how people monetized themselves, increased their incomes. And on the cover, quite naturally, was the star of the protest - Ksenia Sobchak. And, it seems to me, at some point there was Maria Sharapova, that is, these are women who have reached some serious business heights, but in their own sector.

We have the only woman who has achieved competitive business heights, got into the Forbes 100 and consistently exists in it - this is Elena Baturina, Luzhkov's wife. Everyone else has a much lower income.

Sergei Medvedev: But this is a parody of women's business.

It is hard to say. We and men are a parody.

Sergei Medvedev: But in this case it is a purely administrative resource.

And men can be blamed for the same. Yuri Luzhkov believes that his wife is a wildly capable and talented business person. I know for sure that for some women this positioning is difficult.

And it is true. When in 2010 we created a project to support women entrepreneurs, in every interview, at every our forum, successful women said: "We are women, and not some kind of defective, special, who should be singled out in a group. Why are you insulting us?" . Many famous high-tech women refused to come to us.

I understand this logic, I absolutely welcome the desire to be equal. However, I believe that it is necessary to create role models, and the most important role is played by the allocation of these role models to a certain group. Against the backdrop of the absence of such examples ... Here I have 12-year-old Masha, she is a fan of Olga Buzova: "I listen to Russian rock" ... Where does Masha get such examples from? It is clear that from the school environment in which she communicates. Well, if she switches from Olga Buzova to Ksenia Sobchak and to dialogues about politics, that will suit me more. And I think that in her life it will play a more significant role, so role models are needed.

This is an eternal debate. I deal with women's magazines in a completely pragmatic way. It is clear why women's and men's magazines appeared - this is exclusively a matter of advertising, because in our bigender world, advertising is sometimes male, and sometimes female. At the same time, the debate continues forever about whether it is necessary to single out women in this separate space where they sound. There are people who believe that the female voice is lost in the male choir, and in this sense it is good when there are venues where women have the right to a separate microphone. This is one position.

And there are people who believe that this is a women's ghetto, that you multiply sexism in this way. And this dispute will never lead to any victory, because both are right.

Sergei Medvedev: Still, imagine not even the 2018 elections, but just free elections without a significant administrative resource. And now, let's say, a female candidate and a male candidate with approximately equal chances - is Russia able to elect a female candidate for president?

100%.

I don't see a problem here. Russia always votes with its heart. If a person sounds convincing, does not lie, puts words well and seems close to another person, he can win. This is, of course, the ingrained notion that a woman is not quite human.

Sergei Medvedev: In this situation, it is not important whether Ksenia Sobchak is a woman or a man. In this situation, unfortunately, what clan a person belongs to is much more important. And the fact that Ksenia Sobchak belongs to a fairly influential ruling clan, to one of the few families that are at the head of Russia, is much more important. This separates her from the rest of the population much more than whether she is a woman or a man. After all, Russian society is divided not only between men and women, but also between the authorities and the rest of the people.

My uncle left home in Novosibirsk and disappeared. A few days later, my uncle was found not by the Ministry of Internal Affairs, but by a search and rescue team, when we had already practically buried him. In my presence, they tried to steal a 6-year-old child on the street. Therefore, I decided to apply my entrepreneurial experience in the technology field to the development of the volunteer movement and security programs within the framework of the Civil Corps NGO and the City Without Danger initiative.

The main emphasis in this program is the development of technologies and volunteering in the field of security, the promotion and implementation of training programs on the correct behavior in case of emergencies in an urban environment (including children's programs dedicated to the urban environment), reducing the vulnerability of the population in emergencies, etc.

Also, within the framework of the "City Without Danger", we are engaged in targeted assistance to victims of domestic violence, combining all existing rehabilitation centers and hotlines into a single initiative, and promoting a bill to combat domestic violence.

I believe that any of my words will say much less than my experience in the category in which I run for elections to the Public Chamber.
