A regular flight from Yuzhno-Sakhalinsk at the Sheremetyevo airport today was met by an unusually large number of people - the press and employees of the investigating authorities. "Large sums of money in rubles and foreign currency, as well as a large amount of jewelry, expensive watches and telephones, were seized in a Moscow apartment in the dacha and in the residence of Khoroshavin," said Vladimir Markin, spokesman for the TFR.

The first to be brought into the courtroom was adviser to the governor Andrey Ikramov. He is suspected of mediating in receiving a bribe when concluding contracts for the construction of the 4th power unit of the Yuzhno-Sakhalinskaya CHPP-1 under the Federal Target Program "Social and Economic Development of the Far East." For the implementation of the project, an agreement was concluded with the contractor company Energostroy. Its head, Nikolai Kran, has already given evidence that, according to investigators, proves the guilt of the suspects.

The court chooses a measure of restraint for the detained governor. From the materials of the case, which were announced at the meeting, it is clear that the head of the region is charged with taking a bribe of 5.5 million dollars.

Alexander Khoroshavin, 55, has been heading the island region since 2007. His term of office expires in 2016. In the ranking of the effectiveness of governors, prepared by the Foundation for the Development of Civil Society, Khoroshavin ranks 76-77 out of 83. This rating is compiled on the basis of an assessment of the economic activity of the head of the region, whether there are claims against him from law enforcement officers, as well as on the basis of feedback from public organizations, such as the All-Russian People's Front, for example.

And the ONF has long had a number of questions for the Sakhalin Governor, which, among other things, is engaged in the search for and exposure of corruption schemes in power. In 2013, after numerous appeals from citizens with complaints about island officials, it turned out that the Sakhalin Region is one of the leaders in terms of the unjustified cost of public procurement. What representatives of the front informed Vladimir Putin about at one of the congresses.

"Administration of the Sakhalin Region. Purchase of a car for 8 million rubles. Construction for 25 million rubles. Well, the hit of the rating is the article "To improve the image of the governor" - 680 million rubles," said Alexander Brechalov, co-chairman of the central headquarters of the All-Russian People's Front.

“Well, the fact that it is planned to improve the image of the governor is, of course, the biggest blow to his rating. 600 million allocated, let's say, I don't know, for the construction of kindergartens," the President said.

Very soon after this criticism, the leadership of the Sakhalin region again came to the attention of the All-Russian Popular Front. The purchase of a car for 8 million rubles was canceled, but the repair of the regional administration building in 2014, worth more than 860 million rubles, was nevertheless carried out by officials.

The Investigative Committee reminded all officials and entrepreneurs of Sakhalin that anyone who voluntarily announced that he had given a bribe is exempted from criminal liability.

"The very fact of initiating a criminal case against officials of such a high level confirms the determination of the state in the fight against corruption, one of the main principles of which is that there have been and will not be untouchables. Therefore, it would be useful to remind officials of various levels who confuse their personal wool with state : stop before it's too late," said Vladimir Markin, spokesman for the TFR.

Until an acting governor is officially appointed on Sakhalin, Khoroshavin's deputy Sergei Karaganov will lead the region.

The governor was absolutely not shy about demonstrating his chic personal fleet, moving alternately in several luxurious Lexus cars (local motorists immediately estimated them at no less than 5 million each), or in an expensive Toyota Land Cruiser. And wherever Khoroshavin rushed, his passage was always accompanied by howling, quacking and flashing special signals, which meant that everyone who was on the way should immediately make way.

It is not surprising that citizens filmed this entire circus on wheels with their cameras and posted it on social networks. Videos were actively commented. Some were indignant at the behavior unworthy of the head of Sakhalin, others frankly laughed at the "bloated ego of the local king", dangling "with light music", as they were sure, "for lunch and dinner."

And those who are familiar with the laws noticed that special signals were installed on Khoroshavin’s car, including those with blue-red flashing beacons (as on the vehicles of the traffic police and operational special services). But the governor is supposed to have only one special signal installed on a car with the AMP 97 series number, and it must be blue. According to the investigation, it was in 2009 that Khoroshavin organized an organized criminal group on Sakhalin, which included ex-deputy chairman of the regional government Sergey Karepkin and ex-adviser to the governor Andrey Ikramov. Until 2015, until they were seized by the hand, officials under the leadership of the governor, according to the investigation, received colossal bribes from entrepreneurs employed in the most important economic sectors of the region. “On the paw” of the accused, they put more than 522 million rubles. Officials were paid, as they say today in the TFR, "for general patronage in the service, the commission of actions that are within the powers of members of an organized group and the facilitation of such actions by officials of the executive authorities of the Sakhalin Region."

Nikolai Borisov, the regional minister of agriculture, trade and food, will also sit in the dock in the Yuzhno-Sakhalinsk court next to the former head of the region and his subordinates. As explained in the ICR, Borisov was not a member of the organized group and was not aware of its activities, but only once, at the direction of Khoroshavin, was involved in taking a bribe. He is also the only one of the defendants who admitted his guilt and gave evidence incriminating Khoroshavin and Karepkin.

If the verdict is guilty, the defendants face long terms and fines many times (up to 70 times) exceeding the amount of bribes.

The “cleansing” of Sakhalin from corrupt leaders, we recall, was preceded by criticism from the ONF, whose activists drew attention to dubious public procurement in the region. The public men backed up their words with documents that they handed over to the Prosecutor General's Office, the Accounts Chamber and the President. In January 2015, inspections of regional ministries began on the island. And on March 4, operatives were already conducting a search in the government building of the Sakhalin Region, after which Khoroshavin was detained: for the first time, the governor was taken right at his workplace.

The searches took place at the dacha and at Khoroshavin's residence. It is worth saying a few words about the Uyun residence, where Khoroshavin preferred to live in the last years of his governorship. It was a carefully guarded territory, which housed a cozy mansion, a winter garden and an economic building. According to the deputies of the Sakhalin Regional Duma, up to 200 million rubles were annually allocated from the budget for the maintenance of the residence.

In total, in the places where Khoroshavin lived, during searches, operatives found and seized about a billion rubles in cash in different currencies and several hundred jewelry. And soon the Basmanny Court of Moscow arrested Khoroshavin's bank accounts and real estate in Moscow and the Moscow region, issued to his son and wife. These are three plots with mansions in one of the villages on Rublyovka, as well as four apartments in elite residential complexes in the south-west and in the very center of Moscow.

The general list of the governor's property turned out to be impressive. The Prosecutor General's Office immediately appealed to the court with a request, within the framework of the anti-corruption law, to turn the confiscated property of the Khoroshavin family in the amount of more than 1.1 billion rubles into state revenue. And on May 20, 2016, the Yuzhno-Sakhalinsk City Court granted this petition.

Among the confiscated were 4 apartments with a total cadastral value of over 240 million rubles, 6 parking spaces with a total value of more than 2.9 million rubles, 6 cars worth at least 42.3 million rubles, including Mercedes-Benz worth 11 million rubles, " Bentley-Continental GT" and "Bentley Mulsanne" with a total value of more than 23.3 million rubles, two "Lexus" valued at least 6 million rubles. A residential building, non-residential premises, land plots, cash in rubles and foreign currency in the amount of more than 700 million rubles, jewelry and other valuables are also turned into state income, - said MK, acting. Bring back corruption!

The Khoroshavins filed a cassation appeal, but this did not help them: the higher court agreed with the decision. Then they went not just anywhere, but immediately to the Constitutional Court demanding that the very provision of the anti-corruption law adopted in 2012, which allowed them to seize all the property found from them before a guilty verdict, be declared illegal.

The essence of their complaint is that the law is imperfect: it contradicts the basic principles of the Constitution, which protects the right to property, since it can be applied to the wife of an official and his minor children. Khoroshavin's son was an adult at the time of his father's appointment as governor, and he had his own declared property. And the Constitutional Court itself previously prescribed that only property that requires state registration is subject to seizure - that is, real estate, transport, shares, shares of enterprises. Or the money received from its sale, which the official did not declare. And other money, valuables, as well as objects of use cannot be taken away. Everything was confiscated from the Khoroshavins, including memorable gifts from law enforcement agencies, jewelry inherited from their grandmother, and even gold crowns.

While this complaint is only awaiting consideration by the Constitutional Court, Khoroshavin wrote a letter to the president, who at one time, we recall, removed him from the post of governor due to a loss of confidence. Guess what worries Khoroshavin the most?

“Not everything that was and is being reported to you about me and my property is true,” he writes. - In particular, not a part of the property, but all the property, including the only housing of my wife and son, was seized from me, my wife and my adult son, and now, before the court verdict, not a part of the property, but all the property, including the only housing of my wife and son ... As I understand it, with the light hand of the Investigative Committee, a lie was launched about my untold wealth, which was expressed in a statement that I had “a pen for 36 million rubles. and a billion under the bed. (...) Now that the case materials have established that no pen for 36 million rubles. (...) I didn’t have, I think, this information was not brought to you, and also that neither I nor my son have yachts, or villas in Switzerland, or hotels on the Mediterranean coast ... "

These words made me want to cry. Of course, sheikh Dubai has untold riches. And this little thing - apartments, cars, houses - and it's a shame to call it wealth ...

I remember when the ex-head of the press service of the TFR, Vladimir Markin, spoke about the pen - gold, encrusted with diamonds, the ex-governor was terribly indignant: they say, what nonsense - he is sure that the pen costs no more than 1.3 million!

During the investigation, it became obvious that Khoroshavin was very fond of expensive accessories, says Svetlana Petrenko. - Apparently, the governor felt the greatest need for expensive watches. In his collection there were 195 items for a total of 602 million rubles. The most expensive of them cost 700 thousand US dollars.

Watch for 700 thousand dollars ... Think about it. In a pair of such an accessory, for some reason, only boots made of human skin come to mind.

Who and what “turned” an apartment in Sakhalinsk

The TFR believes that the amounts in which the seized property was valued “speak for themselves and refute the words of the accused about the absence of untold wealth.” And that "the concealment from the tax authorities of such a large amount of property is also not accidental."

The arrest was not imposed on the apartment owned by the son of the former governor, located in the city of Yuzhno-Sakhalinsk, in which Khoroshavin was registered at the place of residence. Thus, Khoroshavin's statements about the alleged deprivation of the only housing of his family members is another slyness and a game with public opinion.

So where did the Yuzhno-Sakhalin apartment go, since the Khoroshavins say they were left on the street? According to our source in the law enforcement structures of the region, in December 2015, when the Khoroshavins’ property was being seized, the governor’s son… sold his apartment in Yuzhno-Sakhalinsk to his father’s former driver.

At the same time, Khoroshavin did not check out of this apartment, and this may indicate that the deal was imaginary, - our interlocutor said.

Meanwhile, on February 2, the Gagarinsky Court of the capital considered five lawsuits by the Khoroshavins against bailiffs who were evicting them from Moscow apartments.

As MK was told in the Gagarin court, these were lawsuits to invalidate the decision of the FSSP on the transfer of converted property to state ownership, to refuse the FSSP to satisfy the plaintiffs' application, and also to recognize the actions and inactions of the bailiffs as illegal.

The court refused to satisfy all the claims filed, - the press secretary of the court told MK.

When deciding on the refusal, the Gagarin Court, apparently, took into account the fact that Ilya Khoroshavin's apartment was left to him. The logic is quite clear: if you sold your apartment, buy yourself and your mother a new home. And if he pretended to have sold, who is stopping him from returning it back?

And, by the way, when the issue of the property of Khoroshavin the son was being decided in Yuzhno-Sakhalinsk, the prosecutor gave the court the following data: 28-year-old Ilya Khoroshavin earned more than 8 million rubles in 8 years, but his property includes a residential building for 59 million rubles, non-residential premises for 4 million rubles, four land plots worth from 1 to 4 million rubles, an apartment worth more than 132 million rubles, two parking spaces for 600 thousand rubles, a garage for 300 thousand rubles, three cars with a total value of more than 10 million rubles .

Khoroshavin Jr., by the way, always assured that he earned everything himself, and did not receive any money from his father.

“Vladimir Vladimirovich, I turn to you with the last hope of the opportunity to be heard and ask you for help not for myself, but for my family,” Khoroshavin appeals in a letter to President. The governor's defense asked to place him under house arrest during the investigation and was ready to post a bail of 5 million rubles.

The special operation of the Federal Security Service (FSB) and employees of the Russian Investigative Committee was carried out in complete secrecy in several regions at once, where the governor of the Sakhalin Region, Alexander Khoroshavin, has mansions. These are Sakhalin, Moscow and the Moscow region. The visit of operatives and investigators from Moscow came as a complete surprise to both Sakhalin officials and the security forces. According to a similar scenario, on June 1, 2013, the mayor of the city, Said Amirov, was detained in Makhachkala. A detachment of FSB special forces arrived from Moscow for the operation in Makhachkala, because there was information that the mayor was guarded by his own armed unit.

FSB operatives and investigators of the Russian Investigative Committee immediately went to the sixth floor of the Government House, where the office of the head of the region is located. Khoroshavin himself and his deputies were at work at that moment. The investigative team conducted searches in offices and premises, including the governor's, confiscating various documents, as well as a large amount of cash. After that, Khoroshavin, his deputies, the adviser to the governor and the president of the Sakhalin football club, as well as the Sakhalinochka women's volleyball team Andrey Ikramov, assistants and head of the secretariat Vyacheslav Gorbachev were taken to the airport, from where they were transported to Moscow on a regular flight for investigative actions.

Simultaneously, searches were carried out in Khoroshavin's capital apartment and his mansion near Moscow.

The Investigative Committee explained to Izvestia that Khoroshavin has long been in operational development, so it is possible that the criminal case will be multi-episode. In this regard, investigators are turning to Sakhalin officials and businessmen with a proposal to surrender to them voluntarily in order to avoid criminal liability for corruption.

Sources of Izvestia in the Ministry of Internal Affairs said that the Main Directorate for Economic Security and Anti-Corruption (GUEBiPK) regularly received signals and operational information about cases of corruption among officials of the Sakhalin administration.

Signals were also sent to Khoroshavin and his deputies. The spheres were different - budget spending, government contracts, purchases, - a source in the Ministry of Internal Affairs told Izvestia.

It is noteworthy that on the eve of the visit of the operational group to Sakhalin, the governor unexpectedly initiated large-scale revisions of the investment and construction activities of his apparatus. Particular attention in his project was given to the introduction of a "system for ensuring the transparency of public procurement."

The day before his arrest, on March 3, he instructed to develop and implement a mechanism for centralizing public procurement to ensure their transparency and control, a source close to the governor's administration told Izvestia. - A whole series of internal audits was also launched against a number of local ministries and departments. One of the first gubernatorial inspections was the regional ministry of sports, tourism and youth policy.

Apotheosis of extravagance

According to the head of the National Anti-Corruption Committee, Kirill Kabanov, the detention of Alexander Khoroshavin and his team was expected and natural.

At the end of February, at a meeting of the State Council, which was chaired by President Vladimir Putin, he warned the governors about the execution of the order, about budget spending, so after that some steps should have followed, Kabanov told Izvestia. - First of all, these words were addressed to the Sakhalin governor, to whom a lot of questions have accumulated.

According to Kabanov, in recent years, Khoroshavin and his team built a powerful business empire on Sakhalin, which had interests in various areas - construction, oil production, customs, and fishing.

This most important region needed to be developed, but the money, including budget injections, went to completely different projects, Kabanov explained.

Earlier, the budgetary policy of the Sakhalin governor came under harsh criticism from representatives of the All-Russian People's Front (ONF). In December 2013, public figures reported to President Vladimir Putin about the numerous wasteful and dubious purchases for budgetary funds that were carried out by the leadership of Sakhalin. Representatives of the ONF then turned to the Accounts Chamber with a request to check the budget spending of the Sakhalin government.

The head of the Civic Chamber, co-chairman of the headquarters (ONF) Alexander Brechalov believes that the claims to the authorities from the population and the ONF did not stop.

I cannot comment directly on the situation with the arrest of the governor, this should be done by the competent authorities. But I can only confirm that thanks to the activists of the ONF and the citizens of the region, the Khoroshavin administration had many questions related to the efficiency of spending budget funds. The region has repeatedly been included in the "rate of extravagance of subjects," Brechalov says.

As an example, the head of the Civic Chamber cited the purchase by the region at the expense of the budget of a Mercedes-Benz RUS car for 8 million rubles, the repair of a garage for hundreds of millions of rubles, and the costly repairs of the government of the Sakhalin Region.

It should be noted that for the first time the Sakhalin Region was included in the "rating of extravagance of regions" of the ONF in November 2013. Then the governor was convicted of high costs of self-promotion. According to the structure of expenditures of the regional budget of the Sakhalin Region for 2014-2016, he planned to spend 680 million rubles on the image of the head of the region. Activists of the ONF project "For Fair Purchases" revealed that more than 850 million rubles were spent on the luxurious design of the Government House of the Sakhalin Region and another 333 million for the construction of the garage alone. In addition, the Sakhalin authorities bought the Polaris passenger ship for 118 million rubles, although it was originally sold for only 74 million rubles.

Of course, Khoroshavin is not the only governor. I applied to the Prosecutor General's Office for the Development of the Middle Urals in the Sverdlovsk Region, where the Accounts Chamber confirmed the inefficient spending of several billion rubles. We are now continuing claims to the Primorsky Territory. There are many regions where there are facts of abuse, we do not hide anything, we have everything publicly and openly, - says Brechalov.

Expensive construction sites

A series of criminal cases against two Sakhalin construction companies, Rosstroy SKF LLC and Energostroy LLC, may also threaten trouble for Governor Khoroshavin and his team.

In the field of view of the security forces, the company "Rosstroy" came at the end of December last year. Investigators opened more than 10 criminal cases on the facts of providing fake bank guarantees when concluding government contracts for the construction of facilities in the Sakhalin Region. In addition, the firm's employees are suspected of embezzlement of budgetary funds while fulfilling contracts for the reconstruction of the central square with a bypass road in the city of Tomari and the construction of a solid domestic waste landfill in the Tymovsky urban district.

SCF "Rosstroy" was organized in early 2005 and is now one of the three largest construction companies in Sakhalin.

Also, according to sources in law enforcement agencies, the name of the governor is mentioned in another criminal case initiated against the director of the Sakhalin Energostroy LLC, who is suspected of a crime under Art. 199.2 of the Criminal Code of the Russian Federation (“Concealment of the company’s funds, at the expense of which tax arrears should be collected”).

According to investigators, the suspect, knowing about the company's overdue tax debt, organized the company's financial transactions with its counterparties in such a way that the funds did not get to the LLC's settlement account. As a result, the head of the company hid funds in the amount of more than 56 million rubles, due to which the existing tax arrears should have been collected.

In 2014, Energostroy LLC was on the verge of bankruptcy and external surveillance was introduced against it, and its owner, the president of the Pacific Vneshtorgbank, Nikolai Kran, a well-known millionaire on the island, was arrested.

Insisting today on the arrest of Khoroshavin in the Basmanny Court, the investigator referred to the testimony of the main prosecution witness, Nikolai Kran. According to the materials of the criminal case, it was a bribe received by the governor in the execution of a state contract during the construction of the 4th power unit of the Yuzhno-Sakhalinskaya CHPP-1.

This power unit was put into operation in October 2013, and construction has been carried out since 2009 as part of the federal target program "Socio-economic development of the Far East and Transbaikalia". The total cost of the project was estimated at more than 8 billion rubles. Unlike Didenko, Sergey Furgal, a member of the State Duma Committee on Health Protection, noted that Khoroshavin's resignation was unexpected.

We never received any signals about Khoroshavin, everything was quiet. The only information was that the governor of the Sakhalin region spends a lot of money on his image, on the apparatus. The most “fruitful” in terms of criminal cases was the governor of the Nenets Autonomous Okrug, Vladimir Butov (1996-2005), who, while holding his position, appeared in six criminal cases related to fraud, abuse of power and non-execution of a court decision. In addition, he managed to mark himself by beating a traffic police officer, for which he was subsequently sentenced to 3 years probation.

Behind the arrest of the Sakhalin governor is the conflict between Gazprom and Rosneft.

An unprecedented military operation took place in Russia: the governor of the Sakhalin region Alexander Khoroshavin was detained and then arrested, he and members of his team were escorted to Moscow for investigative actions. Officially, Khoroshavin is involved in a bribe case, but the underlying reason for the events may be hidden in the conflict between Gazprom and Rosneft, which have their own interests in Sakhalin.

Khoroshavin is suspected of taking a bribe on an especially large scale. Together with the governor, several of his associates were detained: adviser Andrey Ikramov, assistant Boris Usachev, head of the secretariat Vyacheslav Gorbachev. All of them were also delivered to Moscow.

In recent months, Khoroshavin was not ranked among the strong governors, although his situation did not seem critical either. There was a pipeline issue. It is difficult and expensive to build a second pipe there, it is easier to expand the existing one. At the same time, this pipe cannot serve two projects at once, it must be expanded. Then Rosneft was negotiating with the Federal Antimonopoly Service, with the government, demanding access to the pipeline. Gazprom also stated that the construction of two LNG plants on Sakhalin would be redundant. Rosneft sued Sakhalin Energy (a controlling stake owned by Gazprom), which owns Sakhalin-2, but in February 2015, the Sakhalin Arbitration Court denied her access to the pipeline,” Milov explained. The court's decision appeared literally on the eve of the governor's detention. The expert does not rule out that the claims of the security forces are related to conflicts around the pipeline.

Another source in the expert community told Znak.com that at one time Khoroshavin appeared in the region as a protege of the head of Rosneft, Igor Sechin, but then relations between the oil "general" and the politician deteriorated.

According to him, the defendants and their lawyers have begun to familiarize themselves with the materials of the criminal case.

According to investigators, in 2009 the Governor of the Sakhalin Region Alexander Khoroshavin created an organized criminal group, which included Deputy Chairman of the Government of the Sakhalin Region Sergey Karepkin and Advisor to the Governor of the Sakhalin Region Andrei Ikramov. In the period from 2009 to 2015, members of an organized group led by Khoroshavin in various compositions received from 8 entrepreneurs operating in the field of fishing, agriculture, transport support and construction, bribes for general patronage in the service, the commission of actions that are within the powers of members organized group and the promotion of such actions by officials of the executive authorities of the Sakhalin Region. The total amount of bribes exceeds 522 million rubles.

“Basically, bribes were received from entrepreneurs executing state contracts at the expense of budgetary funds, as well as receiving state support measures. In one case, at the direction of Khoroshavin, the Minister of Agriculture, Trade and Food of the Sakhalin Region, Nikolai Borisov, was involved in taking a bribe, who was not a member of the organized group and was not aware of its activities. Having received a bribe from an entrepreneur in the total amount of 4 million rubles in several steps, Borisov gave it to Karepkin for subsequent transfer to Khoroshavin. For his part, he performed the actions that were part of his official duties in the interests of the entrepreneur, related to the provision of state support measures, ”said Markin.

“After receiving bribes, Khoroshavin legalized part of them in the amount of more than 77 million rubles by crediting them to bank cards and carrying out operations to purchase foreign currency,” he added.

Markin noted that some entrepreneurs voluntarily reported the facts of the transfer of bribes to Khoroshavin after they learned that he was being prosecuted by the Investigative Committee of the Russian Federation. Among the accomplices, Nikolai Borisov admitted his guilt in the crime and gave evidence incriminating Khoroshavin and Karepkin. The remaining defendants deny their guilt, but their involvement is confirmed by the totality of evidence collected in the case.

In a criminal case, a significant number of expensive vehicles, real estate, valuables and money were arrested in order to ensure the execution of confiscation and punishment.

With regard to one member of the group, the criminal case was separated into a separate proceeding in connection with the conclusion of a pre-trial agreement on cooperation with him, the investigation of the criminal case against him continues.
