In accordance with the additional agreement on the lease of facilities for the temporary accumulation and liquidation of 7 tanks of the OPS "Western capacity", LLC RN-SMNG leased a land plot of 40 km. from the village Nogliki (m / d Mirzoevo).

According to Gennady Bukhtin, oil companies presented their environmental plans, including land reclamation, elimination of sludge pits and work to reduce associated petroleum gas flaring. The deputy governor specified that 12 oil companies, which account for 40% of all oil produced in Russia, announced a twofold increase in the replacement of pipelines. Only one of Rosneft's divisions will invest 67 billion rubles in environmental protection measures in Khanty-Mansi Autonomous Okrug-Yugra. However, the government asked to focus the attention of oilmen on neutralizing the consequences of pipeline breaks.

“Previously, Rosneft changed 300 km of pipes for all companies, in programs until 2019 there is an increase to 1 thousand km annually. The government would like to shorten the deadline for completing the reclamation of oil-contaminated lands - for some companies this can be done earlier - in 2015-2016, rather than delaying it until 2019. We asked for a reduction in reclamation time. The government would like to close the problem of historical heritage. In addition, there are companies that have 20-30 hectares of contaminated land left - they can be restored in a year or two or three,” stated Gennady Bukhtin.

Head of Nature Supervision of Khanty-Mansi Autonomous Okrug-Yugra Sergey Pikunov noted the concern of the district authorities with the timing of the liquidation of oil-contaminated lands. “Programs will be finalized in working order. I think we will come to a consensus. The shortcomings of the previous periods were associated with a high accident rate, a large amount of oil-contaminated lands and, in our opinion, low rates of reclamation and waste management,” he listed Sergey Pikunov.

As representatives of Rosneft noted during the meeting, the companies are ready to meet halfway in the matter of reducing the time for liquidation of oil-contaminated lands, but "everything depends on financial resources."

According to the Office of Rosprirodnadzor for Khanty-Mansiysk Autonomous Okrug-Yugra, Rosneft makes the "greatest contribution" to soil pollution in terms of the number of accidents occurring in the district, taking into account the acquisition of OAO TNK-BP. According to the results of the year, 2.8 thousand accidents occurred in the district as a whole, of which 80% occurred at OAO NK Rosneft. According to the head of Rosprirodnadzor for Khanty-Mansi Autonomous Okrug-Yugra Roman Mishenina, to change the situation with the accident rate in the district, a two-fold increase in the volume of pipeline repairs is not enough.

“The government and us, as a federal body, would like to see more investment in environmental protection from companies. Management proposes to fight the cause, not the effect. Spill clean-up costs and fines are comparable to pipeline repairs and replacements. Even a twofold increase will be at the level of error from the total length of pipelines. The increase in the volume of work and funds is insufficient and will not bring about a significant change in the situation. It’s good that at least something is being done in the conditions of the crisis, companies are working in the field of environmental protection, not curtailing it,” he said. Roman Mishenin.

The problem of oil spills is the most painful for the oil-producing region. Thus, during the inspection initiated by Greenpeace Russia this autumn, more than 40 oil pollutions were detected in Yugra and 60 in Yamal, discovered by environmentalists based on the analysis of satellite images. Based on the results of a site visit conducted jointly with Greenpeace, the exact coordinates of 48 oil-contaminated sites were determined, soil samples were taken from these sites in order to establish the degree of negative impact in comparison with background indicators. The fact of pollution of land plots located on the territory of oil fields is confirmed by the results of laboratory studies of selected samples of environmental components. The excess of pollutants in comparison with the background indicators was established.

During the unscheduled on-site inspection, the destruction of the fertile soil layer, damage to land as a result of violation of the rules for handling pesticides and agrochemicals or other substances hazardous to human health and the environment, which is an administrative offense, was revealed. On all the confirmed facts of causing damage, the department of Rosprirodnadzor in Khanty-Mansiysk Autonomous Okrug-Yugra initiated 18 administrative cases. For each case of oil pollution, the amount of damage caused to soils is calculated. The next hearing of environmental plans of oil companies will be held at the end of January 2015 in Nyagan.
