For Khanty-Mansi Autonomous Okrug, literally “living” on oil, environmental issues are more relevant than ever. Since 2014, NK Rosneft, which has dominated the territory, has begun to invest heavily in the reclamation of oil-contaminated lands. The confrontation between those who will master hundreds of millions of rubles has only intensified.

As part of that audit, a conflict surfaced between two large enterprises engaged in the processing of drilling waste - LLC MDM-Transservice and LLC Sibpromstroy by Konstantin Lopatin. According to market participants, it was Mr. Lopatin who tried to squeeze out his competitor in the disposal of sludge, using connections in government agencies. In this regard, Sergei Pikunov was called that influential figure, without whom Lopatin's business could not exist.

Over the past few years, the turnover of SPS LLC (Sibpromstroy), owned by Lopatin, has increased several times and amounts to billions of rubles. It turned out that the businessman and the official are connected by years of joint work. Only at one time Pikunov continued to build a career as an "environmental" official, and Lopatin established his first company - SibNIPIRP CJSC, which began to issue conclusions to users of natural resources for submission to the environmental protection committee. “In the future, this scheme was debugged and worked without failures for a long time,” says a source in the TFR, “during inspections, the official identified weaknesses in subsoil users, put pressure on them through the courts, while simultaneously offering to conclude an agreement with Sibpromstroy LLC.”

According to the source, the investigators, unwinding the corruption ties of Lopatin (with his Sibpromstroy) and Pikunov, also reached the so-called. "roof" of local businessmen and officials from among the top managers of Rosneft. Two more regions where similar firms and schemes were used, Krasnodar and Sakhalin, also entered their orbit. A recent audit by the Nature Supervision Authority and the prosecutor's office revealed serious violations. As a result, IGL was fined 150 million rubles. The case on the fine for environmental damage is still in court. But the fact itself is indicative.

Against this background, the question of the use of UZG installations by IGL (for 6 and 8 tons / hour) without the corresponding SEE (environmental expertise) remains open. The fact is that one of the main requirements for admission to participation in the procurement is the presence of a valid SEE.

In fact, IGL presented Rosneft with someone else's SEE (LLC Adriatic) for a completely different UZG and with a lower capacity (by 4 t/h). In fact, falsifying documents on their real capabilities. In this case, there is reason to raise a question before Rosprirodnadzor about the work of IGL without examinations! And before Rosneft-SMNG - about the illegality of admitting IGL to purchases and tenders. They began to sort things out in the on-load tap changer, in Rosneft they are still silent.

And one moment. Upon receipt of a new license, as justifications for the location of equipment for the neutralization of oil and gas, SMNG presented documents from SMNG to the contract with IGL for Western capacity (liquidation of RVS with the removal of oil sludge for disposal), namely: DS 2 to the contract and Act 1 and Act 2 on the transfer of sites on Odopta and Mirzoev for rent.

In accordance with the additional agreement on the lease of facilities for the temporary accumulation and liquidation of 7 tanks of the OPS "Western capacity", LLC RN-SMNG leased a land plot of 40 km. from the village Nogliki (m / d Mirzoevo).

In fact, these additional agreements in the SMNG did not go through the necessary approval procedures. Prirodnadzor asked RN-SMNG for information about this agreement, and it was simply not found in the database of the oil company. The answer was depressing with its unpredictability - they say there is no information, apparently it is worth asking the NK Department. This is possible only if the permits were really prepared in circumvention of all the rules and approvals. It is unlikely that this could have passed by Andrey Bardin, General Director of SMNG, or his deputy for security, Vladimir Titov and Turchin.

IGL LLC, in accordance with the license (No. (65)-689-STOURB dated July 13, 2016), carried out waste disposal activities under contract No. August 2016. And at the time of the unscheduled inspection, waste disposal activities were curtailed. Thus, recognizing the fact of illegal inclusion of this site in the license. In other words, although the waste has been removed from the territory of Rosneft-SMNG or the enterprises of the oil giant in Khanty-Mansi Autonomous Okrug, it still belongs to Rosneft. So, when this whole scheme is finally revealed, with buried and not processed sludge, with fictitious permits and fake tenders, then the state company will again have to pay. And not Bardin, Karlin or Pikunov.

In the meantime, with a tangible failure in the work of OOO IGL and Promintech, the leaders of SMNG (Bardin and Titov) began to literally flood the Moscow office of Rosneft with complaints about all contractors still trying to work on the peninsula. Naturally, all dispatches end up on Mr. Karlin's desk. The latter has already promised in the current situation to blacklist all objectionable companies through the Rosneft Security Service.
