Experts have long predicted the imminent resignation of the governor of the Sverdlovsk region, Yevgeny Kuyvashev, who is extremely unpopular in the region. For example, on January 25, 2016, it became known that Alexander Karavaev, the head of the regional Fund for Assistance in the Overhaul of Common Property in Apartment Buildings, resigned. The thing is that Alexander Karavaev had neither experience nor specialized education.

On what basis Kuyvashev entrusted the management of the fund, in which 5 billion rubles are concentrated, to a person without work experience and education is not clear.

And when it was necessary to find 260 million rubles in order to pass a law on supporting the “children of war”, there was no money in the budget.

It seems that the head of the Sverdlovsk region prefers not to solve specific problems of the region, but to try to create a positive image with the help of PR. But all the same, the attitude towards Kuyvashev both at the federal and regional levels is extremely negative.

Governor destroys healthcare

Recently, protest actions have become increasingly frequent in the Sverdlovsk region, in which both oppositionists and ordinary citizens take part. For example, on February 25, 2016, a rally against the “optimization” of medicine was held in the village of Makhnevo in the Sverdlovsk Region.

The main reason for the dissatisfaction of the Artemovites was the catastrophic situation in the housing and communal services sector. Along the way, the participants decided to demand the return of direct elections of the mayor and opposed the existing procedure for coordinating rallies. The townspeople sent all complaints to the President of Russia.

About 300 people came to a rally against Governor Yevgeny Kuyvashev in the Artemovsky urban district. It seems that Kuyvashev is betting on the oligarchs, but it is highly doubtful that by doing so he will win the sympathy of the voters.

By the way, in addition to political and economic incidents, the governor of the Sverdlovsk region was involved in a series of criminal scandals. Kuyvashev has a lot of "black spots" in his biography. So, the local press wrote more than once that, according to rumors, earlier Kuyvashev was allegedly involved in racketeering. These scandals refer to the "Tyumen and Yugra periods" of Kuyvashev's life, when he worked in senior positions in the Tyumen region (in particular, he was the head of the Tyumen administration).

Ural journalists wrote that Yevgeny Kuyvashev could be connected with the criminal community, and in his youth, being the commercial director of the Nefteyugansk Union of Afghanistan Veterans, he allegedly worked in racketeering.

There is no official confirmation of this information yet. Interestingly, the then chief of police in the village of Poikovsky, Valery Chainikov, after the appointment of Kuyvashev as governor, received the post of chairman of the regional election commission. Surrounded by the head of the region, this appointment is associated with the fact that Yevgeny Kuyvashev "thus returned the debts for the services once rendered by Chainikov."

Later, already in the years of work in the administration of the Poikovsky district, Evgeny Kuyvashev was involved in another ugly story. In 2006, a case was initiated against the head of the Nefteyugansk region, Alexander Klepikov.

The prosecutor's office of Yugra reported that on the basis of Klepikov's order, the former head of the Poikovsky village in 2005 (and until that time it was Kuyvashev who headed the municipality) sold an apartment owned by the municipality. Its market value was 1.250 million rubles, however, under a sale and purchase agreement, the buyer purchased it for 112 thousand rubles. The supervisory authority did not specify the name of the official, but reported that at the time of the initiation of the criminal case, the “indicated citizen” worked as the head of the administration of another municipality. Evgeny Kuyvashev at that time already headed the administration of Tyumen.

By the way, in the capital of the Tyumen region, Kuyvashev also did not manage to escape the attention of the security forces - the city residents wrote an official appeal to the prosecutor's office demanding to check the legality of the actions of the head of administration in allocating funding and during the construction of an underground passage in the city center.

In their opinion, the design and construction work went on with numerous violations. The prosecutor's office agreed with these arguments, made submissions addressed to Kuyvashev, and soon all the violations were corrected. The question of the adequacy of funding, however, remained open. Evgeny Kuyvashev himself received the nickname "Zhenya-transition" among the people for this construction.

And now such a scandalous manager as Kuyvashev heads the Sverdlovsk region and hopes to extend his rule, since Kuyvashev's term of office expires in May 2017. Rumor has it that he wants to try for re-election in September 2016, but the Kremlin does not allow him to do so. "The Case of Pyankov" a year later

Exactly a year ago in Yekaterinburg, Alexei Pyankov, Minister for State Property Management of the Sverdlovsk Region, and his deputy Artem Bogachev were detained. They were accused of a scam with the purchase of the building in preparation for the World Cup. This is not just a high-profile case: most likely, we witnessed an attempt to change the government in the Sverdlovsk region, which ended unsuccessfully. The consequence of the arrest of Pyankov, who is in the inner circle of the governor Yevgeny Kuyvashev, was to be the resignation of the head of the region - or even his arrest. However, this did not happen, Kuyvashev managed to outplay opponents in a hardware game. And yet, the “Pyankov case” became a powerful catalyst for political processes, or rather, shook up the Sverdlovsk elite so that it is still recovering from the shock. A year later, it is interesting to remember what happened to the main participants in this story.

Alexey Pyankov. When in April 2016 the minister was handcuffed, and then the judge placed him in a pre-trial detention center, it seemed that the fate of the official was predetermined. Resignation, investigation, trial, colony - in recent years, such career finals have become familiar, no longer surprising. But from the very beginning, the scenario failed: Sverdlovsk Governor Yevgeny Kuyvashev did not renounce his protégé, did not immediately dismiss him, and even spoke out in defense of the arrested minister.

After the arrest, Aleksey Pyankov, through lawyers, passed information to Yevgeny Kuyvashev that the investigators were asking to testify against the governor himself - it became clear that this was not just a "case of the minister", but a dig specifically under the head of the region.

Pyankov did not give the necessary evidence. The case began to lose momentum, with evidence in the courts turning out to be worse than investigators had hoped. Two months later, on June 28, Aleksey Pyankov was released from the pre-trial detention center under house arrest, and on October 24 he was released on bail. Now Pyankov, although still accused, moves freely around the city, communicates with people and with the governor - he appointed him as his adviser. If Pyankov's guilt is never proven, he will most likely return to the post of Minister for State Property Management.

Denis Pasler. Former Sverdlovsk Prime Minister Denis Pasler may have been one of the main characters in the story of Pyankov's arrest. Pasler did not appear on stage, but his figure loomed backstage. It was the prime minister who was considered the main contender for the post of governor in the event that Yevgeny Kuyvashev had to leave his post ahead of schedule. Big businessmen say that even before Pyankov's arrest, Pasler discussed possible changes with them and asked for support. When Kuivashev was told about this, the trust between him and the prime minister disappeared. Pasler's fate was already decided then, in the spring and summer of 2016, but Yevgeny Kuyvashev waited until the elections to the Legislative Assembly and the State Duma were held and only then abolished the post of prime minister, saying goodbye to Pasler.

Pasler remained unemployed for six months, and in March he became acting general director of the federal company T Plus, his longtime patron Viktor Vekselbeg. On April 4, he was elected chairman of the board of T Plus. Pasler's position in Vekselberg's structures will also depend on whether Yevgeny Olkhovik and Boris Vainzikher leave the pre-trial detention center. The duties of the latter in T Plus are still performed by Pasler.

Some even say that this role was the main one (given the good connections of the UMMC with the security forces), but these are only rumors. However, such information, true or not, exists and affects the relationship of the copper company with the regional authorities.

A holy place is never empty: the status of the most politically responsible business in the region is quickly picked up by the Russian Copper Company.

Nevertheless, it was Andrei Kozitsyn (along with other businessmen) who became the mediator and guarantor in the negotiations between Yevgeny Kuyvashev and Vladimir Tungusov, which began shortly after Pyankov's arrest.

Vladimir Tungusov. The main political result of the "Pyankov case" was the appointment of the deputy head of the administration of Yekaterinburg, the actual head of the city, Vladimir Tungusov, head of the administration of the Sverdlovsk governor. This happened in May 2016, less than a month after Pyankov's arrest. Thus, the long-term conflict between the city and the region was formally terminated. In the first weeks after Pyankov's arrest, the media, controlled by the mayor's office of Yekaterinburg, added fuel to the fire, worsening the position of the governor. After the appointment of Tungusov, the behavior of the press changed.

Now, a year later, it seems more and more that this appointment was a forced measure, which became a compromise option for both leaders. Yevgeny Kuyvashev, whose future was in jeopardy due to the arrest of Pyankov, tried to strengthen himself through an alliance with a dangerous rival. Vladimir Tungusov, who did not wait for the quick resignation of the governor, preferred to end the difficult confrontation and move to the command of the regional authorities. For the Sverdlovsk region, this was a truly historic episode - and the "Pyankov case" became the reason for it.

Now Vladimir Tungusov has become the first vice-governor of the Sverdlovsk region. He was one step away from the first seat in the region.

Ministers of Kuyvashev. The arrest of Pyankov led to the departure of several high-ranking officials from Kuyvashev's entourage at once. From the outside, it looked almost like a panic, an escape from a sinking ship: Pyankov was arrested at the end of April, Health Minister Arkady Belyavsky resigned on May 10, Industry Minister Andrey Misyura resigned on May 18, Deputy Prime Minister Valentin Gripas resigned on May 23, 24 May - Deputy Head of Administration Roman Maslennikov. There were persistent rumors about the imminent resignation of two more "Tyuments" - Deputy Prime Minister Azat Salikhov and Alexei Orlov. Of course, everyone had their own reasons for resigning, but the mass exodus within two weeks looked terrifying. Kuivashev was advised to dismiss the entire government, to "reboot" the system, but he did not do this.

Perhaps now the departed ministers are biting their elbows: the fall of the governor did not happen, the ship did not sink, but patched up the holes and sailed on. Or maybe it was not an escape, but a dumping of ballast: both Gripas and Belyavsky could become the next arrestees who would be asked to testify against the governor. But they quit, went to neighboring regions or abroad, sat out difficult times. Now Valentin Gripas, as far as is known, has returned to Yekaterinburg, and Arkady Belyavsky lives in Israel. Law enforcement agencies did not have any claims against them.

Alexander Vyatkin. The head of the Sverdlovsk FSB, Alexander Vyatkin, is considered the main organizer of the Pyankov case. Soon after the minister's arrest, the establishment was full of rumors about a "conspiracy against the governor", and the name of the head of the Chekist headquarters was mentioned among the participants. However, it looked like a “conspiracy” just from the governor’s side, but from the FSB’s side, it probably looked completely different - the fight against corruption, the defeat of the “Tyumen mafia”, something like that.

During the acute phase, while Alexey Pyankov was still in jail and the outcome of the story was not clear, the relationship between Yevgeny Kuyvashev and Alexander Vyatkin was going through, as diplomats would say, a serious crisis. But then, when things began to slow down, the general and the governor began to communicate again. Now there is a "bad peace" between them. In May, Alexander Vyatkin will turn 60 years old, rumors about his retirement appear regularly. Of course, we need to wait for the court’s decision, but so far the “Pyankov case” looks like a failure for the FSB (if we habitually believe that the desire of the security forces is not to establish objective truth, but to punish someone for something).

Evgeny Kuyvashev. The protagonist of Pyankov's story is not Pyankov, but Evgeny Kuyvashev. Apparently, it was an attempt to get the governor's early resignation, but it failed. Soon after the arrest of his minister, Yevgeny Kuyvashev went to Moscow and began to solve the problem there - talking with his political patrons and high-ranking security officials. The governor was absent from Yekaterinburg for many days, and there, in the capital, he outplayed his opponents - his connections turned out to be stronger.

A year later, Yevgeny Kuyvashev is the current governor, who is going to run for a second term. He has a mandate of confidence from Vladimir Putin in the form of a decree on the appointment of an interim. Aleksey Pyankov, who is under investigation, works as his adviser, Evgeny Kuyvashev openly communicates with the person under investigation and appears in his company at public events. And this is the best symbol that the governor considers himself a winner. Kuyvashev changed the system of power in the region, removed the ambitious and bright Prime Minister Pasler from the region, and made Tungusov's political rival the head of his administration. The "conspiracy against the governor" ended with his strengthening. However, there are no final victories in politics.
