From the very beginning of his career, Rushailo followed the beaten path. Having received his education at the Academy of the Ministry of Internal Affairs of the USSR, he immediately began working in one of the MURs. However, in Putin's Russia, Rushailo could not find a place for himself, and, as often happens in such cases, he became a senator - a member of the Federation Council from the Arkhangelsk region since December 2007. In 1972, the future minister entered the Omsk Higher Police School. The choice for this educational institution was not accidental. If the Moscow “tower” was accepted only after serving in the army, then they were taken to the Omsk one after school. At the end of it, Rushailo, without any cronyism, managed to get into the 4th department of the MUR, which was engaged in thefts and robberies.

After several years of impeccable service, Vladimir Borisovich was appointed deputy head of the newly created 6th department for combating banditry. Initially, the work of the department was based solely on bare enthusiasm.

Rushailo spent the day and night at Petrovka. Entered the topic. Studied thieves' structure. When he got used to it, heavy and complicated crimes, as Vladimir Borisovich's former colleagues say, clicked like nuts. In 1988, Rushailo became the head of the 6th department. The opera soon celebrated a major victory. During the all-Union operation, detectives covered a large gang of counterfeiters, headed by the authoritative mafia Muromtsev. It was followed by other, no less significant defeats of various criminal groups. However, with the collapse of the USSR, the bandits turned around so much that one small department of the MUR was clearly not enough to fight them. The capital was flooded with shaven-headed scumbags in crimson jackets, gold chains and 600 Mercedes.

In 1993, Vladimir Borisovich was asked to head a new structure - the Regional Directorate for Organized Crime (RUOP). The unit was given one floor in the massive building of the former Oktyabrsky District Committee of the CPSU on Shabolovka. Soon the RUOP completely occupied the house, and after a while the criminal people began to bypass it for a kilometer.

Vladimir Borisovich chose the most correct tactic, initially putting his unit above the law and adopting "Zheglov's" methods. Throwing a cartridge, pistol or drugs into a suspect's pocket was considered absolutely normal.

If the MUR tried not to talk about its successes, then the RUOP, on the contrary, advertised them in every possible way. All operations were filmed and then shown to journalists. Moreover, the seizures were extremely brutal. Before the eyes of the population, the self-confident owners of the "six hundredths" turned into hunted invalids.

During the screening of breathtaking footage at briefings, Rushailo liked to watch the enthusiastic reaction of the writing brethren and at the same time made such a face as if he himself was detaining, wringing and torturing the offenders.

The so-called "show masks" and the abbreviation SOBR (special rapid response unit) are also Vladimir Borisovich's inventions. He loves to let in fear.

Businessmen, crushed by their "roofs", rushed to Shabolovka to seek justice. Rushailo's popularity began to grow rapidly along with the well-being of the head of the RUOP and his closest associates.

The “gratitude” from the businessmen who received protection (militia “protection”) was so unlimited that over time it had to be streamlined. To do this, at Shabolovka, at the suggestion of the banker Smolensky, a special charitable foundation was created to promote the social protection of high-risk professional groups. In other words, law enforcement officers created a cash desk, which in the thieves' environment is usually called a "common fund". This organization, formally headed by retired colonel Alexander Kachur, has been written about dozens of times. For three years, more than 16 billion rubles and almost two million dollars passed through her accounts, according to official data.

Rushailo was not greedy. The funds received from philanthropists were spent on bonuses to the operational staff, on food, on vacations abroad, and on treatment. Any ordinary Ruopovets looked much more prosperous than their colleagues from other police units.

So imperceptibly RUOP turned into what it was called upon to fight. In a powerful, well-armed and almost omnipotent group, where everyone is bound by mutual responsibility, where their own laws, based on strict discipline, rule, and where dual power is unacceptable. Subordinates called Rushailo nothing more than "dad", and the employees of the RUOP in the criminal environment began to be called simply "Shabolov".

THE MAN OF BEREZOVSKY

Apparently, even before the formation of the RUOP, Rushailo realized that it was useless to fight organized crime. And since the disgrace cannot be stopped, it must be organized and led.

In a short period of time, Vladimir Borisovich established control over all the criminal clans of the capital. Thanks to a powerful network of agents, he possessed complete data on the movement of financial flows between bandits, the authorities and big businessmen. The nascent oligarchy soon realized that Rushailo was beneficial not only as a defender, but also as a walking warehouse of compromising evidence and various kinds of operational information.

Rushailo is usually called Berezovsky's man. With the same success, he can be called a man of Gusinsky, Smolensky, Boyko and others. Gusinsky once even said: "We will bring this guy to the Minister of the Interior." The prediction came true, but without Gusinsky. At a certain stage, Rushailo's career ceased to depend on him. Influential and wealthy "producers" took up the promotion of the general.

However, Rushailo also had enemies who did not want to put up with the lawlessness perpetrated by his chicks. For example, Otari Kvantrishvili openly threatened Vladimir Borisovich and his family. But where is Kvantrishvili now, and where is Rushailo? They say that the fun at Shabolovka on the occasion of the death of Otari Vitalyevich lasted two days. "Dad" gave the command: "Walk!"

The instinct of self-preservation of the head of the Ministry of Internal Affairs is very well developed. They protect him no worse than the president. When Rushailo's motorcade moves through Moscow, it can be assumed that a third person of the state is traveling.

By the end of 1996, Rushailo's activities as head of the Moscow RUOP began to openly irritate the then head of the Ministry of Internal Affairs, Anatoly Kulikov. A lot of papers on Rushailo had accumulated at Zhitnaya, which required verification.

Specialists of the Control and Revision Department of the Ministry of Internal Affairs went to Shabolovka, and in parallel with them, the Internal Security Department of the Ministry of Internal Affairs (USB) also took over the RUOP.

The RUOP learned about the impending threat immediately, for which they took a number of measures. The head of the investigation was invited for a "friendly" conversation in a restaurant and offered a number of conditions on which one could "negotiate".

The conditions were rejected, after which the CSS official began to seriously and not unreasonably fear for the lives of his loved ones. The inspectors from the KRU also had a hard time. They could move around the RUOP building only when accompanied by strong local employees, and enter the building only with a pre-ordered pass. But even in such an environment, the auditors managed to dig up something. Basically, all the violations found related to the relationship between the management of the RUOP and the aforementioned fund "Promoting the protection of high-risk occupational groups."

At the end of September 1996, the collected materials lay on Kulikov's desk. Anatoly Sergeevich did not want to take out the "collection" from the hut, but simply decided to remove Rushailo from the RUOP, offering him a position with a promotion.

The chair of the deputy head of the GUOP Rushailo took less than a week. Realizing that he was simply deceived and forever separated from Shabolovka, Rushailo told Kulikov that he would seek protection from journalists. Kulikov responded by threatening to fire him and kept his promise after Rushailo held a press conference. The materials of inspections of the activities of the RUOP turned out to be in the prosecutor's office.

Kulikov clearly underestimated the capabilities of his opponent and his wealthy "producers". He understood this only two years later, when he turned from an all-powerful deputy prime minister and minister into a pensioner. With the resignation of the Chernomyrdin government in 1998, Kulikov was the only one who was banned from performing his former duties until a new cabinet was formed. The documents sent to the prosecutor's office lay without movement until they appeared in some publications in a completely rotten form.

Or maybe it's not fate, but something else? In what is for some reason considered to be "Russia's special way"?

Vladimir Rushailo does not like to stir up the past. No wonder: the past of the Minister of the Interior is teeming with unpleasant episodes for him. I think it's scientifically called existentialism: living in the present...

In 1996, Vladimir Rushailo - the head of the Moscow RUOP and a thunderstorm of criminal authorities - was unexpectedly removed from the promotion. He was transferred to the Ministry of Internal Affairs - Deputy Head of the Main Directorate for Organized Crime. But ten days had not passed before a scandal unusual for those times erupted.

On October 22, against the will of the leadership of the Ministry of Internal Affairs, Rushailo went to a press conference and announced that he refused to work with the head of the GUOP of the Ministry of Internal Affairs, Petrov, accusing the latter of incompetence and uncleanliness. Rushailo said that he had already filed a report with a request to return him back to the RUOP, but Minister Kulikov refused the request, warning that he would fire the apostate if he held a press conference. (“There are certain forces at the top, as well as in financial structures, that are interested in this or that personnel reshuffling,” the founder of RUOP hinted, without failing, on the contrary, to curtsy to Luzhkov - then he still loved the mayor of Moscow.)

Rushailo did not listen to the minister, but he was not fired. Why?
For the first time, the reasons for this metamorphosis are explained in an interview with MK by the former Minister of Internal Affairs, State Duma deputy Anatoly Kulikov:

“I learned that Rushailo was going to give a press conference. “You know,” I told him, “we are in such a difficult situation now, any such outburst will be perceived as an internal showdown in the Ministry of Internal Affairs. I just ask you not to do this. "It seemed to me that I convinced Rushailo. Nevertheless, after leaving my office, he immediately held this press conference, which, by the way, had no public outcry.

As a single commander, of course, I could not tolerate such disregard and gave the order to send him to the military medical commission for dismissal from service. But at this time there were walkers and intercessors. Berezovsky was the first to come and openly said: "Rushailo and I are friends, he helped me a lot, I ask you to return him."

My answer was clear: "I don't sign my orders twice." However, just a few days later, Stroev called me - apparently, someone also turned to him - and asked to second Rushailo to the staff of the Federation Council. I tried to explain to him that this was not advisable, I said that there were many questions, but Stroev insisted. Naturally, it was inconvenient for me to refuse a third person in the state, all the more I thought: maybe for Rushailo this will be some kind of school - after all, he is actually a good worker.

An interesting picture emerges, right? A businessman of a suspicious nature walks around, fussing about the threat of organized crime, the most honest person in the Ministry of Internal Affairs.

"We are friends," Berezovsky admitted openly. I would venture to add - not only friends ...

Rushailo himself, however, is somehow shy about friendship with the oligarch. From the outside it looks ugly. How can you refuse (even in words) from the person who helped make your career?

Benefactors

We answered the first question - why Rushailo was not fired. But the second question remains: why should he be transferred to the Ministry of Internal Affairs, pushed into a sure scandal, if the head of the RUOP coped with his former duties so brilliantly?

Again - the word to Anatoly Kulikov:

"There was no unity in the Ministry of Internal Affairs - should structures like the RUOP be preserved. Even my deputies said that they had turned into gangster formations, they were creating "roofs" for various criminal groups. To be honest, I was tempted to come up with a proposal to the president and disband the RUOP , but I still decided to first look into the problems in detail.I entrusted the Department of Homeland Security to deal with this.

Soon I was informed that in some RUOPs - and primarily in Moscow - not everything is going smoothly. There was an incorrect distribution, misappropriation of extra-budgetary funds from the fund, smuggling of weapons took place. There were also signals on Rushailo himself - in particular, on the illegal receipt of apartments.

These circumstances became one of the reasons to move Vladimir Borisovich in the service. I decided to move him away from the RUOP so that no questions would arise in the future, and at the same time use his experience and professionalism for "peaceful purposes". Unfortunately, this did not happen".

But something else happened. According to the materials collected by their own security, criminal cases were initiated. (Is that why, when he returned to the Ministry of Internal Affairs, the first thing Rushailo dispersed was the entire CSS?) True, we already wrote about one of them, concerning theft from the RUOP off-budget fund ("Oysters for the oligarchs" - "MK", ​​December 17, 1999 .). However, I repeat:

In 1993, a public fund was created at the RUOP - "Promoting the social protection of professional high-risk groups."

It was headed by Rushailo's close friend, retired police colonel Alexander Kachur. (So ​​close that Rushailo even registered him as a junior inspector of the office - for a sergeant's position - and issued two service pistols at once. This is a pensioner!)

Actually, the fact that many (if not more) intelligence officers hold a "roof" for businessmen is an open secret. But Rushailo and Kachur went even further: they legalized "protection".

Employees of the RUOP came to the merchants and politely asked: could you throw a couple of soldiers to fight crime? The merchants, of course, did not refuse, especially since in return they received invaluable support from the most formidable police unit. And how can you refuse if the director of the fund carries two pistols with him!

Many structures became "sponsors" of RUOP - banks "Russian Credit", "Alfa", Eleksbank, Promradtekhbank; all kinds of CJSC, CJSC and LLP. Decent money was accumulating - from 1993 to 1996, 16.4 billion non-denominated rubles and 1.8 million dollars were transferred to the fund's settlement account.

This is where the fun begins. A significant part of the "charitable" funds disappeared into the pockets of crime fighters.

Rushailo himself received 90.9 billion (non-denominated) rubles in the form of "charitable aid" - that's about $20,000. The head of the RUOP took another 130 million for things very necessary for the fight against crime - perfumes, flowers, souvenirs, banquets.

The commander is an example in everything. Other leaders of the RUOP did not lag behind Rushailo. Everyone got it. And that's right: when you still win crime! And money is needed...

I'm not talking about such nonsense as financial discipline: until January 1997, the RUOP did not have its own accounts and even financial departments. All calculations had to be made through the Central Internal Affairs Directorate. That there was no income tax. About the fact that some employees received assistance through personal accounts in SBS-Agro - many had credit cards opened by the fund.

War is war, and dinner is on schedule...

Probably, Rushailo was very surprised when the CSS of the Ministry of Internal Affairs became interested in the "black cash desk" of the RUOP and began to ask stupid questions. He, naive, thought that there was nothing shameful in extortion from commercial structures and pomp at someone else's expense. After all, no one took the money by force - everything was of good will. Once you give, you must take.

However, the fate of the development, which was started by the internal security of the Ministry of Internal Affairs, as well as the criminal case initiated by the prosecutor's office, was doomed in advance. The gun in the 4th act

Like any real man, Vladimir Rushailo is not indifferent to weapons. However, his love is not simple - with interest.

Evil tongues claim - I will make a reservation right away, this is nothing more than a rumor - that in the year 1993 the leadership of the RUOP decided to seriously engage in the arms business. There was no order in the country, no one paid taxes, and it was also easy to negotiate with customs. Do what you want.

Soon, 1,119 firearms were smuggled into the country. (I don’t know if the prosecutor’s office managed to get to the Sheremetyevo customs and find out how and who took these guns?)

The further fate of these guns - at least most - is shrouded in obscurity. However, we still know about some "trunks".

The fact of illegal importation of firearms into Moscow is confirmed by the fact that employees of the RUOP for the city of Moscow tried to legalize firearms by receiving non-commodity waybills in stores.

By the way, later it turned out that this weapon was partially paid for from the account of the RUOP fund we knew, but no one was interested in that. Rushailo again went up the hill, and it was out of hand to quarrel with him.

Who and what contraband imported into Russia remained unclear. It's a pity...

RUOP fund flourished until the departure of Rushailo. He prospered to such an extent that, according to the newspaper Segodnya, its director Kachur, after several years of work in the charitable field, managed to buy a good-looking mansion in the Cypriot town of Oroklini. It is possible, however, that these two circumstances are nothing more than a coincidence.

The slanderers - do not feed them with bread, let them discredit a person - however, they claim that another mansion is located next to Kachurov's villa, owned by a certain policeman, a friend of Kachur. But of course we don't believe them.

But the stubborn employees of the Ministry of Internal Affairs and the prosecutor's office tried to believe. And even check.

Shortly after Rushailo's transfer to the Federation Council, the Internal Security Department of the Ministry of Internal Affairs handed over the collected materials to the Prosecutor General's Office. Criminal cases were initiated. The investigation was interested in many things - including apartments in elite houses, bought in 1994-95 and decorated in the name of Rushailo's relatives.

“There was also material,” says Prosecutor General Yuri Skuratov, “related to checking the activities of the Moscow RUOP. We uncovered terrible facts when people were illegally kept in the premises of the RUOP, how illegal methods were used to extract evidence. How the RUOP got involved in civil law conflicts on the side one of the firms to get money from the other. If there is a corpus delicti, there must be a guilty one. And he was.

Anatoly Kulikov:

"I told Skuratov that, from the point of view of our specialists, there is a corpus delicti in the RUOP cases, and we are even talking about imprisonment. True, I did not say that Rushailo himself should be arrested, but in the future, if the guilt succeeded to prove it, I did not rule out the possibility of arrest."

Yuri Skuratov:

“The Ministry of Internal Affairs raised the question that there were grounds to take Rushailo into custody, but prosecutors considered that such a measure was premature. However, Rushailo showed great concern. He contacted me several times…”

You'll be worried here! The machine of justice is a tank that cannot be stopped. Since she was dispersed, that's it, write wasted. More and more new cases will be opened. And friendship with Berezovsky - you understand, obliges a lot.

And if it were not for the rapid change in political scenery, the future of Rushailo would clearly not appear in a rosy light.

However, the patrons of Vladimir Borisovich were not going to leave him to the mercy of fate. By 1998, for example, they had the closest relationship with Berezovsky.

In the Federation Council, meanwhile, Rushailo felt out of place. Then Berezovsky again made an attempt to transfer him to a new place - to begin with, to the Security Council. Ivan Petrovich Rybkin repeatedly went out to Kulikov, but this time the minister stood firm.

In 1998, Kulikov was removed. Before the business executives had time to rearrange the new furniture in the ministerial office, Rushailo returned to his native land. He became Stepashin's first deputy in order to take the chair of the country's chief policeman exactly one year later.

MVD-NKVD

Did Stepashin know about Rushailo's connection with Berezovsky, about the dark past of the "illustrious" general? No doubt he knew.

“In the spring of 1998,” says Anatoly Kulikov, “I was at Stepashin’s and heard that they were planning to appoint Rushailo as first deputy. “Look,” I said, “so that there are no troubles later. They haven’t sorted out the old cases there yet.” Subsequently, I had conversations with both Skuratov and Kovalev (director of the FSB. - A.Kh.). They agreed with me that Rushailo should not be appointed as long as in all cases dot will not be set.

They agreed to agree, but what's the point? Contrary to all logic and common sense, Rushailo took another foothold.

"I do not rule out that Boris Abramovich Berezovsky could have influenced this," Kulikov believes. "He, I repeat, did not hide the fact that they were on friendly terms. I admit that it was precisely at Berezovsky's request that this was done."

Personally, I have little doubt about it. And the point here is not so much in friendly feelings, but in the pragmatism of Boris Abramovich. To take control of the whole Ministry of Internal Affairs - one can only dream of this. True, at first Berezovsky tried to put Rushailo in an even more serious position - director of the FSB. Fortunately, this did not happen. (I wonder if Putin knows about this?)

In less than a year, Rushailo managed to firmly gain a foothold in the reclaimed patch. A tough and domineering man, who knows the system from the inside, he very quickly crushed the Ministry of Internal Affairs under him. People from his team were put in key places - reliable, electronically tested. They know to whom they owe everything, and therefore they are devoted to the minister faithfully. (With the speed with which the eagles of Rushailo receive stars, ranks were handed out only during the war. Assistant Minister Orlov - also a former RUOP member - in six months, for example, from colonel "grew up" to lieutenant general.) In turn, the most powerful, but independent professionals were imperceptibly pushed aside from the crucibles, and then completely thrown overboard.

This happened, for example, with one of the candidates for the ministerial portfolio - First Deputy Interior Minister Vladimir Vasiliev. More recently, another first deputy, Vladimir Kolesnikov, a generally recognized professional of the highest class, was forced to write a report.

They ruthlessly cracked down on the leadership of the Investigative Committee, removed the heads of the GUUR, GUBEP, and other key departments.

Actually, the appointment of Rushailo in May last year as the Minister of Internal Affairs was rather a formal act. Even before that, he felt himself the first among equals. Too powerful forces stood behind him.

The "family" liked Rushailo. He did not ask unnecessary questions, did not bother about social law and order, unquestioningly carrying out all the commands issued. (No wonder he was seriously considered as one of the contenders for the post of prime minister.)

Against the general background of officials, Rushailo, no doubt, stands out strongly. In conditions of total impotence, he is one of the few who are capable of drastic actions, who are not afraid to take responsibility and are ready to take risks. Eh, if only this energy were for peaceful purposes...

Vladimir Rushailo is well aware of his criminal cases. Like no one else, he understands that a criminal case is as easy to resume as it is to stop. There would be a desire.

Rushailo is tied hand and foot by these deeds. In fact, he does not belong to himself. He is a slave to the magic lamp. And, as you know, who owns the lamp, he owns the genie.

We did not notice how the Ministry of Internal Affairs gradually began to take on the menacing outlines of the NKVD. At the forefront today is not the law, but political interests. A person who falls into the millstones of the Ministry of Internal Affairs is already a priori guilty.

Crime in Moscow increased by 40%. After the purge organized by Rushailo in the Central Internal Affairs Directorate, three thousand employees filed reports for dismissal. This is not a coincidence, but a completely meaningful pattern. The minister could not help but understand what the persecution unleashed by him would lead to. And yet the life of the city was at stake in the name of a political game.

What about the Babitsky case? I already wrote that the fake passport with which the journalist was detained was issued to the Ministry of Internal Affairs a week before and deliberately planted on him. No person - no problem. (By the way, we still have not heard an official reaction to this from the Ministry of Internal Affairs. Strange.)

Ex-Minister Kulikov also experienced all the delights of political investigation. When he was elected to the Duma, a special commission came from the Ministry of Internal Affairs to his district, in the Stavropol Territory. No one concealed what tasks were set for the commission: "to find and neutralize" ...

Rushailo's danger lies not in the fact that he is friends with Berezovsky. His danger is that for the sake of a friend he is ready to do anything. And most importantly - can go for anything.

Do not forget: the Ministry of Internal Affairs is the strongest service in the country. Absolutely all aspects of life are under her supervision, and this is perhaps one of the most important problems that the new president will have to face. If you haven't already...

"What will happen to the oligarchs after your victory?" Putin's confidants were asked on the eve of the elections. "There will be no oligarchs," the faces replied.

Well, if so. But it is impossible to uproot the baobab without cutting its roots. It is in the roots that their magical power is concentrated.
