Elena Rykovtseva : Lunnaya Polyana is a residence for Vladimir Putin, for the construction of which an unheard-of extermination of the nature of the Caucasian Reserve is being carried out. What tricks did the authorities resort to in order to "legitimize" this construction? In what ways do they achieve the opportunity to lay roads to it through protected areas? We will deal with this live.

The history of Moonglade for Vladimir Putin, about which very little was written in the central press, I compiled from several sources. The main reference point for me is the blog of Suren Ghazaryan, an Ecological Watch activist, where the main documents on this case are presented, plus information from the Delovoy Sochi weekly.

This wonderful epic began back in the 1980s, when Sochi rescuers built a strange-looking hut on the western slope of Mount Fisht. So Suren Ghazaryan writes. They also named the area around the hut "Moonglade". In the 1990s, the former rescuer Grigory Gorlov organized a hotel for tourists in the hut. But already in 2000, the Administration of the President of the Russian Federation began to show interest in the hotel. Later, in the bowels of this Directorate, it was decided to build a ski resort there for "the main lover of mountain skiing in the country", so by 2001 "Lunnaya Polyana" came under the jurisdiction of the Dagomys sports and recreation complex owned by the Administrative Department.

Why did they want to "settle" Putin there? This is told in Delovoy Sochi: “In the winter of the year 2000, the Putin spouses went skiing for the first and only time in Krasnaya Polyana. The second visit by Vladimir Putin to the same slopes took place without any extra witnesses: the lift was stopped in advance, and the entire territory adjacent to it was cordoned off by employees of the Federal Security Service (FSO). Then the president climbed even higher, to the Turya mountains, where it was impossible to see him, warming up on the virgin snow, even with binoculars. But from the point of view of the leadership of the FSO, there were also certain problems on the Turi mountains: it is in the immediate vicinity of the state border, on one of its most difficult sections - the Abkhaz one. And the terrain there is such that even a special forces division will not be able to block all the paths of approach to the peacefully rolling president ...
Therefore, the leadership of the FSO and the then authorities of Sochi, puzzled by the problem of ensuring the security of the president at the time of his skiing exercises, were looking for another place where Vladimir Putin would be pleased to ride and at the same time would not have to "put on the ears" of hundreds of people in order to guarantee the country's main skier absolute inviolability.
Such a place was found at the foot of one of the most beautiful peaks of the Caucasus - at Mount Fisht, and already in 2001, the FSO and the Administration of the President of Russia decided, let's say, to change the glades for Mr. Putin: instead of Red, the president was offered Lunar.

But then, as Suren Gazaryan writes again, it only remained to find a way to circumvent the law in order to build a resort on the territory of the Caucasian Reserve, because the territory of Lunnaya Polyana belonged to the Caucasian Reserve. They gave instructions to the Ministry of Natural Resources, and such a method was found.

On December 4, 2002, Vitaly Artyukhov, whom Putin put in charge of the Ministry of Natural Resources, signed an order to organize a "research and technology center as part of the Caucasian State Reserve." That is, this entire ski residence began to be designated as ... a scientific center! That is why it was necessary to obtain the consent of the same Ministry of Natural Resources for this construction, in general, illegal.

At the same time, the state company Rosneft was appointed as an investor in this facility. Actually, two objects were built, which they called "in a scientific way": the residence itself, ("Biosphere-1"), and the second house for the FSO, for security, for service personnel. It is called "Biosphere-2".

And the only obstacle, the only stumbling block here was the position of the Caucasian State Reserve. They put pressure on him with a demand to quickly formalize the transfer of lands under the "Biosphere" to the gratuitous use of the FSUE "Dagomys". However, it didn't happen quickly. The scientists balked. And then Kozhin, the manager of affairs, began to write complaints to Yuri Trutnev. The texts of these complaints are scanned and posted on the website:

"Yuriy Petrovich, the business administration is responsible for the general management of the project for the construction of the Biosphere Scientific Center. The project for the border of the land plot was agreed with everyone, with the exception of the VSU Caucasian State Natural Biosphere Reserve, which, under various pretexts, repeatedly evaded the approval of the above documents."

They pressed, they pressed, and they pressed. The lands at first went to the Republic of Adygea, which dutifully transferred them to the Office of the President.

Here I will pause and ask Svetlana Dolmatova: do you remember the history of this struggle? Why did the Caucasian Reserve resist so much? After all, there is no reception against scrap. Well, the state said - give it back, give it back!

Svetlana Dolmatova : It is difficult for me to talk about this story from its beginning, I have been working in the reserve for a little over 5 years. The struggle for these lands began much earlier. Unfortunately, the result was that the reserve was forced to yield. During the survey, these lands - about 102 hectares - turned out to be outside the territory of the reserve. Although according to the materials of the forest inventory, which was carried out in 2004, these lands were part of the reserve.

Elena Rykovtseva : Like this. We continue further. By 2007, the residence and hostel were almost completed, and intensive work began on laying ski slopes. For this, a clearing was cut for the cable car from the entrance to the residence to the lift. Illegal logging was accidentally discovered by Adyghe foresters. According to their statement, criminal case No. 5070431 was initiated. The leadership of the Ministry of Internal Affairs demanded this case from Adygea to Moscow, where it disappeared.

Several helicopter accidents occurred at the site during construction. The fact is that materials were brought there exclusively by air. It became clear that every time it was dangerous to use a helicopter to deliver the president there. Therefore, the FSO put forward a requirement to lay roads to the facility.

And again, Kozhin began to press the Ministry of Natural Resources for permission for these roads. What followed was a full fight. The chronicle of this struggle is reflected in Suren's blog, in Sochi newspapers. The construction of the road was started without formal permission. It went through protected lands and was accompanied by barbaric "sanitary" logging within the natural monument "Upper reaches of the rivers Pshekha and Pshekhashkha". "The unique forest is disfigured and resembles a battlefield."

UNESCO intervened, which expressed concern about the construction and illegal logging. And in 2009, the construction even managed to slow down, mothball, but in September 2011, Vladimir Putin announced his desire to become president of the country. And then, coincidentally, competitions were announced for the design of a new southern version of the road to Moonglade. Everything started over.

Andrei, what is happening today with these roads, with competitions? How much is all this legal, most importantly?

Andrey Rudomakha : You have already mentioned that at first a road was built to the object from the north. Thanks to UNESCO and its intervention, this project was stopped, but we are afraid that not forever, but only until the Olympics. After all, the land where this road is being built was also taken out of the reserve! So they plan to complete this road, which went to the facility from the north. Now, in September of this year, the construction of another road began, from the south, from the village of Solokh-aul. Although there is already a forest road on this site - Cordon Babuk-aul. This road is completely sufficient for the purposes of servicing this cordon. There are absolutely no other roads needed. But they have now announced a competition. Only the design of these roads costs 250 million rubles, and the construction costs billions.

Elena Rykovtseva : Andrei, there would be no need for roads if this house were not there!

Andrey Rudomakha : Of course of course.

Elena Rykovtseva : Without a house it is not necessary, but with a house it is necessary. How is a house without a road?

Andrey Rudomakha : And all the time they are masked by some good tasks, that is, the road is called - "a road route to the weather station of the Caucasian Reserve." But there is no weather station there at all, and is not planned. These are all euphemisms with which they are trying to sew this road.

Elena Rykovtseva : This is the weather station, actually - "Moon Glade".

Andrey Rudomakha : Yes, apparently "Moonglade" - this is the weather station. Formally, as you remember, this is the Biosphere scientific center, which belonged to the Caucasian Reserve.

Elena Rykovtseva : But the strangest and most difficult to explain thing about this is that the customers of the two stages of this road were appointed to act ... I don’t know whether to call it cynicism, blasphemy or something else, but the Sochi National Park and the Caucasus are the customers of the roads in this state competition reserve. I called the Sochi National Park yesterday. There is a very specific person who is officially involved in this competition - Esaulov Yuri Vladimirovich. I tried to clarify the situation with him. He said that he could not explain anything on the radio because he was a forced laborer. He is hired by our wonderful state, as he said, and does what he was told, namely, he holds a competition. He asked to apply with an electronic digital signature to the director Penkovsky regarding the participation of someone from the Sochi National Park. We sent a digital signature from the editorial office, the request was written on the form, but all without a response. We are not answered this question - why does the Sochi National Park order this road? Moreover, it does not pass through its territory at all!
Svetlana, how is it that the Caucasian Reserve is also the customer of the second stage of the road - "Biosphere-2"?

Svetlana Dolmatova : The fact is that the majority, probably 99% of the employees of the Caucasian Reserve, learned about this fact from the "Ecological Watch" mailing list. It was as much news to us as it is to the people who receive this newsletter. About the plans for placing a meteorological station ... There is currently no meteorological station on the Cordon of Babak-aul. Cordon Babak-aul is the end point of the road that is going to be designed. None of the employees of the scientific department of the reserve knew anything about the plans for either the construction of a road or the placement of a weather station. But before building such an object, which is important for observing natural processes, the issue, it would seem, must be discussed by the Scientific Council of the reserve. There were no decisions of the Academic Council on this topic. The issue was not discussed.

Elena Rykovtseva : Valery, I would like you, as a biologist, to evaluate the construction of the residence itself and the road from the point of view of ecology. Foresters tried to protest - it didn't work out. The case died out, it was hidden in Moscow. How do you assess this for nature, for the forest?

Valery Shchurov : I want to note that the interest of the leadership of our country in the territory of the region extends not only to the Caucasian Biosphere Reserve, but to many other regions that have so far remained little explored, little developed and represented wild islands of nature on the territory of the region. Now there is a massive onslaught from the administration of the region, and naturally from the outside, and probably not without the support of the Moscow authorities.
The division of the territory of the ecosystems of the reserve by road, whether it be ground, air, cable or any other, for most large animals migrating through the territory of the reserve, will cause great damage, not to mention the fact that the penetration of any route and people into the forest will entail penetration of alien species of plants there, which should not be on the territory of the Caucasian Biosphere Reserve.
Such a road has no place on the territory of the reserve, especially in Russia. Somewhere, maybe in Switzerland or in the Czech Republic, to which we are still far from growing in self-consciousness, people could use such a road, but not in our country.

Elena Rykovtseva : If there is such an opinion of scientists, environmentalists, social activists, how can this opinion be taken into account in the future plans of the builders of this road?

Valery Shchurov : Formally, it has already been taken into account. I got acquainted with the technical tasks put up for the competition. There it is written in great detail what conservation standards the designer must comply with. The only question is who will actually control the observance of these norms from the moment when this road is closed on both sides for the same controllers, such as the Ecological Watch, or the same employees of the reserve. After all, it will be a regime object, probably.

Elena Rykovtseva : Another regime!

Valery Shchurov : And its construction will be carried out in exactly the same way as the construction of sensitive facilities in the territory of the region, for example, in Molokanovo and the city of Gelendzhik. Does any of the scientists really control what is happening there now after the residence of Vladimir Vladimirovich Putin was also opened there? Nobody controls.

Elena Rykovtseva : You can't get enough scientists for all these residences.

Valery Shchurov : And on paper, you can write anything you want. But will it be translated into action? Most likely, in our Russian practice will not.

Elena Rykovtseva : There are simply more residences than scientists. Therefore, it cannot be controlled.

Valery Shchurov A: Fortunately, it is not. The scientists are still there. Not everyone has yet left the cordon, some are still trying to live here and take care of their homeland not in words, but in deeds.

Elena Rykovtseva : Galina, you are looking at this from Moscow. As a human being, how do you feel about this situation?

Galina Mikhaleva : Firstly, I still want to say that Andrei Rudomakha is not alone. He is an activist of the Yabloko party, a candidate for the State Duma. he is not a representative of one, even a very important environmental organization, he is followed by a party. On many occasions, our chairman Sergei Sergeevich Mitrokhin went to such inspections. He was repeatedly detained.
As for human relations, I think that this is a complete disgrace. I believe that our leadership is acting with particular cynicism. And you gave an example of this. They simply mock us when ecologists become customers of an object that completely destroys nature. It takes two things to stop this. We need our political will, our civic activism and consistency of action. You can't fold your hands. We have several such examples. Unfortunately, they are still few, but they are. After all, they refused to build Gazprom City, this corn in St. Petersburg? Refused. And here, if we act consistently, I think that Vladimir Vladimirovich can easily refuse to build this facility. After all, it is enough for him to hold with one finger. Remember how he led the pipe far from Baikal. She was supposed to lead along the shore of Lake Baikal ...

Elena Rykovtseva : They write to us: "The idea to use a personal palace near Gelendzhik to discredit the beloved president failed. Now they have taken up a new dacha - Lunnaya Polyana." So what failed? The idea of ​​using the palace as a residence failed, because the public paid attention to all this, hyped this story, showed it. In the end, I really had to sell it through 3 hands to God knows who. And it is still unknown, dear listener, whose last hands will be? Who, in the end, will get the palace near Gelendzhik? However, the noise raised around him, nevertheless, gave some fruits.

And let's try to figure it out now: how much does it all cost? First, how much does the residence itself cost? Rosneft, of course, does not publish these figures anywhere. Delovoy Sochi says one can only guess how expensive it is. Because everything - from nails to sandwiches for builders - was delivered there by helicopters. “In 2003, one “turntable”, transporting a team of welders and gas cylinders to Lunnaya Polyana, crashed into a sheer Fisht rock and crashed. 10 people died. A year later, a bucket of some kind fell off the suspension of another helicopter and crushed a worker who was standing on the ground to death. They say that it was these accidents that were the reason that Vladimir Putin first appeared on Lunnaya Polyana only in 2006: he was going, they say, earlier, but there are such emergencies, and the president did not want them to be somehow associated with his name »

Everything was transported by planes, helicopters, but the cost of building a residence is still unclear.

As for the cost of building the road, there are numbers here. All this is more or less posted on the public procurement website. For example, the total cost of designing a new southern version of the road, announced by the Sochi National Park and the Caucasian Reserve, is 250 million rubles. The length of this road is 23 km plus 6 km of the cable car. The cost of construction is currently estimated at 1.5 billion rubles. What do you say?

Galina Mikhaleva : All our roads are like a large electron collider in Switzerland. It is clear that this is the same as we have throughout the economy. Consider - half is sawn, and in simple words, it is stolen. In addition to everything else, whatever our system, the Kalashnikov assault rifle turns out. Whatever we do, it turns out theft, infringement of the rights of citizens, the destruction of nature and the massive cutting of money. Because there is no control. That's the whole problem.

Elena Rykovtseva : Andrey, how do you assess the competition? How many participants were in this competition? Did they fight each other in a fair fight?

Andrey Rudomakha : In fact, there was no competition. The second competition, where the National Park is the customer, for the section that goes from Solokh-aul to the border of the Caucasian Reserve, has been postponed. But the competition, announced on behalf of the Caucasian Reserve, took place. Although it is written on the site that it did not take place, because there was only one application - this is the YUPK.Stroy company. But I think, and those people who give me information say that this company was determined in advance. Everything was done for her. The competition should, as it were, reduce costs, but here it is pure fiction. We agreed in advance that such and such a company would do it. It's just that the object is not simple, apparently, not everyone is trusted with the design of this object.

Elena Rykovtseva : In this case, it will be "UPK. Stroy" without competitors?

Andrey Rudomakha : Yes.

Elena Rykovtseva : Clear. And for the second stage, for the National Park, it is not yet known who will be appointed as the winner of the competition.

Andrey Rudomakha : I think it will be the same company.

Elena Rykovtseva : I watched the materials of this competition. October 31 is the closing date for applications. The competition is already closed.

Andrey Rudomakha : And after all, the Sochi National Park has nothing to do with this road, because it does not go through its territory at all. She doesn't touch him at all. The appearance of the National Park here is extremely strange. We wrote a letter to Stepashin in this regard. The misappropriation of public funds is planned, quite obviously.

Elena Rykovtseva : With the same success, any other organization could order the construction of this road.

Andrey Rudomakha : Of course. But the National Park is not engaged in road design. Its task is to protect nature and only on its territory. It turns out that the National Park was turned into a road construction company in a strange way in this case.

Elena Rykovtseva : Unfortunately, the same fate befell the Caucasian Reserve. What position does it put people in? The reserve itself orders a road that will destroy this reserve, which he does not need, against which he protests.

Andrey Rudomakha : There is also such a paradoxical circumstance that the annual budget of the reserve - a huge territory with a large staff - is 20 million rubles. And here, only the design of a road through his territory, which he does not need, but rather damage, costs 100 million!

Elena Rykovtseva : This state will pay. This Office of the President will allocate. Kozhin will give. Svetlana, will you pay for this road from your own pocket?

Svetlana Dolmatova : I assume that these funds will be transferred from those allocated to the budget of the reserve, and then spent.

Elena Rykovtseva : On this road?

Svetlana Dolmatova : Yes, on the road. Moreover, there are many problems in the reserve. If we were given 100 million rubles, we are talking about the amount that was spent only on design, on project documentation ... For example, our bridge is in disrepair. And this bridge and the road are actually the only way of communication between the two cordons, which are located deep in the territory of the Caucasian Reserve. Our housing stock is actually 90% dilapidated. Wooden houses built in the 30s-50s. That is, with this money it would be possible to upgrade almost the entire housing stock of the reserve.

Elena Rykovtseva : I want our listeners to understand. Imagine that the balance of two organizations - the Sochi National Park and the Caucasian Reserve - will receive huge sums that they have never seen before. Some will be given 100 million rubles, and others - 150 million rubles. But these funds they will not be able to spend as they want. They will have to invest this money exclusively in ordering the design of roads leading to this same "Biosphere" 1 and 2. Galina, evaluate this situation.

Galina Mikhaleva : And what to evaluate? If it were only one place and one residence, and there are plenty of such residences in our country. This is not just a question of this road, this reserve. It is a question of how the system as a whole is organized. For whom does it exist?
We live in a situation of some kind of transcendent absurdity, an endless circus of big tops and mockery of people. That's what it is.
In connection with all these dachas of Putin, Medvedev, the patriarch, what else is happening? The law on the possible access of people to the shores is being violated. When these residences are built, everything is surrounded by a blank fence so that people cannot use the shore. In general, each of us has the right to 20 meters of free shore. That is why we are holding actions "Let's return the land and water to the people" everywhere. If there were more people involved in such actions, they would have to reckon with us.

Elena Rykovtseva : Andrey, this "Moonglade", I read, is a noticeable tourist place. There was such a trail Adygea-Black Sea pedestrian. It is no coincidence that this hotel "Moonglade" appeared there, where people could relax during this difficult excursion. But now it will be impossible to do the same way, right?

Andrey Rudomakha : Yes, "Moonglade" was built right on the path of the traditional tourist route, which hundreds of thousands of people passed in their time. It was a very popular route in Soviet times. It is still in active use today. Now it is still possible to pass it, but with problems. One of our activists even wrote such a press release "Go faster and don't stop." Tourists are not allowed to take pictures when they pass by. So far, they cannot be completely banned from passing there. But when Putin or other people arrive, for example, Bogdanchikov flew here more than once, the territory is blocked. Upstairs there is a special trailer for monitoring the territory. When FSO officers arrive, the territory is blocked for many kilometers.

Elena Rykovtseva : I will read the message of one Internet user, apparently a resident of those places who walked there a couple of years ago: "Recently, we walked along the 30th route, over Putin's dacha. The picture is depressing. It looks like a piece of the ecological trail was demolished here with a bulldozer, but road signs were placed "A sharp turn, only straight ahead. Who is it for? For tourists, so that they don't go where they shouldn't? But the dacha itself is an even bigger shock. Construction is almost over. Four fundamental buildings, including a chalet. Three helipads, communication antennas, mega hangars , four snowcats for leveling ski slopes, a garage for them. Five excavators. A small cable car of excavators. A small cable car is at the completion stage. Elements of a large one still lie on a hill. The area around the object is marked, shooting sectors. All building materials are delivered by helicopters. Three flights by three per hour. On Saturdays, one plane flies. They carry everything - cement, boards, even sand. If I'm not mistaken, a helicopter / hour costs from 30 thousand rubles. So far went down to Solokh-aul, always the roar of propellers in the sky, constantly.

Elena Rykovtseva : Valery, do you feel any connection between the Olympics and the tearing of the earth under the pretext of this very Olympics?

Valery Shchurov : This connection is much deeper. It began in 2005-2006, when the Russian government began to change the forest legislation. Since the entry into force of the new Forest Code in 2007, all this has been given the green light. And in the future, probably, one of the trends is the privatization of the lands of the forest fund, and now, in the light of the approaching privatization, it is necessary to occupy the best sites, which is being actively done in the most valuable territories of the Krasnodar Territory and unique places in the Russian Federation. I think that everything will go much deeper and further into the history of Russia than the notorious Sochi Olympics. Here we are now discussing road construction on the lands of the Caucasian Reserve. But we have a wonderful project - this is the Krasnodar-Dzhubga road, which is also an Olympic facility, the Don M4 track. Two years ago, they probably ran out of money. It was built very well and zealously, blocked the entire holiday season, and abandoned two years ago. But this is the central road leading to the Black Sea from Russia. So maybe these 150-200 million will still be spent on completing the construction of this road at least to the village of Dzhubga, putting markings there, removing signs of 40 m / h, and not building roads for someone in the wild mountains, in the reserve, in the Sochi National Park?!

Elena Rykovtseva : This is not built for people, but for one person. Rashid from Kazan.

Listener : Each reserve is probably created for something. Either there grow unique plants placed in the Red Book, or the animal world. Why are international organizations not involved?

Elena Rykovtseva : Svetlana, after all, UNESCO has intervened more than once over the years, and even UNESCO managed to somehow influence this situation. What now?

Svetlana Dolmatova : The construction of the "road to the weather station" is not the only problem that the Caucasian Reserve has recently faced. It's no secret that the construction of a ski complex is being lobbied. UNESCO, of course, was initially against the construction of any objects, because this is the territory of the reserve, where the current legislation still prohibits the construction of any objects of linear, non-linear and other structures. UNESCO is against the development of territories that have received international status at the moment.

Elena Rykovtseva : What about the influence of these organizations? Well, they are against it. So what? Is this taken into account somehow?

Svetlana Dolmatova : It seems that UNESCO has no authority for the government of the Russian Federation. It seems that, unfortunately, this is the case.

Galina Mikhaleva : No international organizations are authority for our leadership. After Vladimir Vladimirovich ended up in second place on the Forbes list as the most influential people in the world, this will be even less important. Now the world is dominated by the principle of realpolitik. Everyone agrees on business, on interests. In this case, unfortunately, especially in the conditions when we give credit to the European Union, when they are dependent on our energy resources, winter is on the nose, they don’t even pay attention to any government organizations, and there’s nothing to say about public organizations.

Andrey Rudomakha : UNESCO has indeed played a very important role in this situation. As already mentioned, it was thanks to UNESCO that the northern road to Lunnaya Polyana was stopped. And after all, there is a decision by UNESCO on Lunnaya Polyana itself, and it is quite tough. UNESCO has advised the Russian government to use this site for scientific and monitoring purposes only, and not to use it for recreational purposes.

Elena Rykovtseva : But it's not used yet, is it?

Andrey Rudomakha A: No, it is used. Vladimir Vladimirovich rests there occasionally. There is information that Dmitry Anatolyevich was also there.

Elena Rykovtseva : As president, he still has the right.

Andrey Rudomakha : The position of UNESCO is very clear and clear on this issue, but so far it has been ignored. And when the last visit of the UNESCO mission was, they were not allowed to come closer by helicopter than 2 km to Moonglade. They weren't even allowed to see what was going on with Moonglade. Because it is obvious that the previous recommendations of UNESCO are being ignored by Russia.

Elena Rykovtseva : Despite the fact that at that moment there were no leaders in Moonglade, they still didn’t let them in?

Andrey Rudomakha : Yes. There was just construction going on. UNESCO stated its position on this issue in 2008. It said it wasn't normal. But nothing has changed. But in order to somehow hush up this scandal, they are now even preventing UNESCO from entering Lunnaya Polyana.

I decided to tell this sad story after watching Putin's latest interview, where he was compared to Roosevelt. I advise you to be patient, the text is long. It contains for the first time many of the documents we have collected over many years of fighting illegal construction.

The story began back in the 1980s, when Sochi rescuers built a strange-looking hut on the western slope of Mount Fisht. With the light hand of the rescuers, the area around the hut was called "Moonglade". In the 1990s, the former rescuer Grigory Gorlov organized a hotel for tourists in the hut.

This hut until recently stood near the main building.

Gorlov's hut was visited by business manager Vladimir Kozhin and officials from the Federal Security Service of Russia, and by 2001 the Lunnaya Polyana hotel was taken over by the Dagomys sports and recreation complex owned by the Administrative Department.
All that remained was to find a way to get around the law in order to build a resort on the territory of the reserve. They gave instructions to the Ministry of Natural Resources, and such a method was found. On December 4, 2002, the former deputy minister of road construction, Vitaly Artyukhov, whom Putin put at the head of the Ministry of Natural Resources, signed an order to organize a “research and technology center as part of the Caucasian State Natural Biosphere Reserve”.
The nature of the future scientific work was evidenced by the requirement to "take into account the needs of the units of the Federal Security Service of Russia and the Ministry of Emergency Situations" when preparing a plan for the location of the facility. Nothing is said about the needs of other scientific institutions in the order. In 2002, the state company Rosneft was appointed as an investor in the ski resort, and Vladimir Kozhin, the manager, personally supervised the issue from the side of the Administration.

Scientific Center "Biosphere" The construction of a "scientific center" for Vladimir Putin literally began to boil in 2003, all building materials and workers were brought to the mountains by helicopters. In particular, a clearing was cut for the cable car from the entrance to the residence to the lift. Illegal logging was accidentally discovered by Adyghe foresters. According to their statement, criminal case No. 5070431 was initiated. At the direction of the leadership of the Ministry of Internal Affairs, it was claimed from Adygea to Moscow, where it finally disappeared.

Helicopter accidents Not far from the village of Solokh-Aul, Rosneft built a base with a helipad, from where helicopters still deliver all the necessary materials for the construction and operation of Lunnaya Polyana. Until 2010, helicopters made several dozen flights a day.

The first disaster occurred already on September 4, 2003, when a PANH helicopter crashed into the top of Mount Fisht. 3 crew members and 6 passengers were killed.
In 2004, a worker was killed by a load that fell from the suspension of a helicopter.

On September 26, 2010, an Aero-Kamov helicopter crashed right next to the residence. Two crew members were killed, the third was pulled out by workers.

How land was taken away from the Caucasian Reserve From the very beginning, the construction of Lunnaya Polyana was illegal, since its project did not pass the state environmental review.
At the above-mentioned operational meeting on July 13, 2004, for the first time, the Caucasian Reserve was demanded "as soon as possible" to transfer a land plot of 40 hectares to the Dagomys health complex for free use, with its subsequent expansion for the construction of the 2nd phase of the facility. The Department of Affairs no longer wanted to carry out illegal construction of the Biosphere Scientific Center on the lands owned by the Ministry of Natural Resources. Immediately after the meeting, Rosneft transferred money to the reserve for land management and boundary surveying in the Republic of Adygea. Already in 2005, a miracle happened - it turned out that the tract Lunnaya Polyana with an area of ​​105.7 hectares is not part of the reserve, but is located on the lands of the Adygea reserve. Moreover, the boundaries of the tract in a strange way coincided with the contours of the land plot necessary for the construction of a ski resort. However, until September 2006, the Caucasian Reserve did not agree on the land deal.
Finally, Vladimir Kozhin sent a letter to Minister Trutnev urging him to expedite the transfer of the reserve's lands to a "particularly important facility."
The reasons why the Dinamil Reserve did not sign the land documents were set out in a letter from its director, Sergei Shevelev, to Deputy Minister of Natural Resources, Sergei Sai.
In addition to 105 hectares for the construction of the complex, Rosneft asked the reserve for another 400 hectares for the road to Lunnaya Polyana, and the authorities of Adygea decided to select almost 10 thousand hectares under the guise of "clarifying the borders." nevertheless, more than 200 hectares were taken away from the reserve, the lands were transferred to the Republic of Adygea. November 19, 2007. April 19, 2008. On the initiative of Ecological Watch and Greenpeace Russia, the UNESCO World Heritage Center sent a mission to assess the threats to the "Western Caucasus". How much did Moonglade cost us?
The state company Rosneft did not disclose the sources and amount of funding for the construction of a "scientific center" for Putin. With "budget" roads it is easier, their cost can be found in the tender documentation. Therefore, to the amount of expenses for Lunnaya Polyana, we can safely add another 2-3 billion for the construction of a new road through the Caucasian Reserve.

To get around the bans, Putin's ski residence was built under the guise of a training ground for the Biosphere scientific center.

In fact, "Lunnaya Polyana" is part of the health complex "Dagomys", which is under the jurisdiction of the Administration of the President of Russia. Rosneft helped build the dacha, and communications were brought there at the expense of the federal budget.

“The Administration of the President of the Russian Federation exercises general management of the project for the construction of the Biosphere Scientific Center Polygon ... which is of particular importance,” Vladimir Kozhin, the Presidential Administration Manager, wrote on September 9, 2006 to Minister of Natural Resources Yuri Trutnev. As a result, on the slope of Mount Fisht appeared three-story chalet made of pine timber, which was made on special order in Karelia. All building materials were delivered to Lunnaya Polyana using cargo helicopters. Each Ka-32 made at least 10 flights per day. There were several such helicopters. In 2003, one of the helicopters carrying a team of welders and gas cylinders to Lunnaya Polyana crashed into a sheer cliff and crashed. 9 people died. A year later, another Ka-32 lost a multi-ton load from its suspension, crushing a worker standing on the ground.

Due to mistakes made in the design and in the course of work, the spring water in the local source disappeared, therefore, in 2006, before Easter, when it became known that the then guarantor of the Constitution would fly to Lunnaya Polyana to ski, water was brought to the meadow by helicopters, and tons, in case he (the guarantor) wanted not only to wash his hands, but also to swim in the pool.

The clearing was laid even without any attempt to legitimize this felling - just a strong-willed decision of high-ranking officials behind the project of the Lunnaya Polyana complex, obviously completely confident in their impunity and therefore acting without regard to anything, including Law. As you know, this complex was built for the recreation of the President of Russia on the initiative of the Administration of the President of Russia. The customer and sponsor of the construction is the state company Rosneft.
