    2. LIQUIDATION OF THE MILITARY ECONOMY WHEN THE MILITARY UNIT (COUNCTION) IS DISSOLVED

    724. A military unit (compound) is disbanded on the basis of a directive (order) of a superior commander (commander), which indicates:

    term of dissolution;

    The time of closing the current account and the end of the audit of the military unit (compound);

    The procedure for the transfer of personnel, weapons, equipment and other materiel of a unit (compound);

    The procedure for the transfer of the barracks and housing stock, communal facilities, land plots and apartment property;

    The procedure for the delivery of cases and documents to be stored, and the procedure for the destruction of cases and documents on the spot;

    The procedure for the destruction of seals and stamps;

    Terms of submission of the act of the liquidation commission.

    725. The disbandment of a military unit (compound) and the liquidation of the military economy are assigned to the commander of the unit (combination). The commander of the unit (connection) and his deputy for logistics remain in the military unit (unit) until the completion of its disbandment and organize the protection of the vacated buildings and structures of military camps with all equipment and apartment property until they are transferred to another military unit (unit) or apartment-operational unit district (garrison). The heads of services remain in the military unit (combination) until the liquidation of their services is completed.

    726. To control compliance with the established procedure for disbanding and the exact implementation of the directive (order) of a higher commander (commander), as well as to assist the unit (formation) commander in the liquidation of the military economy, a liquidation commission is appointed by order of a higher commander (commander).

    The liquidation commission in its activities is accountable to the person who appointed it, and in its work is guided by the current legal provisions. The disbandment of a military unit (compound) and the liquidation of the military economy are carried out according to a plan developed by the liquidation commission jointly with the commander of the military unit (combination) and approved by the commander (commander) who appointed this commission.

    727. Based on the scope and content of the work, the liquidation commission is obliged to:

    Check the actual availability and quality of material resources in the military unit (compound);

    Draw up a statement of the availability and quality of material resources, in which indicate the number of registered and actually available material resources for each service separately, and display shortages and surpluses;

    Check the status of settlements with suppliers and the status of claims cases;

    Check the correctness of the repayment of entries in the book of accounting for shortages;

    Check the correctness of the provision of material and in cash and certificates of units, teams and individual military personnel leaving the military unit;

    Verify that the status of the final reports for all services is correct.

    Verification of the legality of the use of military transportation documents must be carried out by the military communications authorities, and in exceptional cases - by the liquidation commission with the drawing up of an act.

    728. Each service of a military unit (compound) being disbanded is obliged to account for all material resources to the higher authority and submit a final report.

    729. The final report must reflect: the availability of material resources on the first day of the reporting period, the consumption of material resources (from the beginning of the reporting period to the day of dissolution), confirmed by supporting documents, data on the availability of material resources on the day of dissolution.

    730. Attached to the final report for each service are:

    Extract from the register of shortages for unfinished business;

    Copies of certificates for property that left the military unit with personnel and units;

    List of unfinished claim cases with copies of the claim material attached;

    Unused in whole or in part forms of documents of strict accounting (books of certificates, check requirements, etc.);

    An explanatory note characterizing the state of the material resources of the service, accounting and reporting on the service of the military unit (compound) being disbanded;

    Extract from the act of the liquidation commission in the part relating to each individual service.

    731. The final report for each service is signed separately by the chairman of the liquidation commission, all its members, the head of the service and submitted through the commander of the military unit (union) to a higher body - the department (department) of the military district or the head of the unit service (if the military unit received material resources through connection warehouses).

    732. The head of a higher body is obliged, within three days after receiving the final report, to consider and, in the absence of claims, accept it and issue a certificate to the military unit (unit) on the acceptance of the report.

    In the presence of shortages, surpluses or damage to material resources, the commander of the unit (compound) appoints an administrative investigation and the perpetrators are held accountable in the prescribed manner.

    733. In cases where a military unit (union) ceases to exist in connection with the reorganization into another military unit (union), the transfer of material assets is carried out in relation to the transfer rules established for military units (units) being disbanded, but without drawing up final reports by services. The transfer in this case is formalized by an act, which describes the state of accounting and reporting for each service separately and indicates the correspondence of the actual availability of material resources to the accounting data. The act is submitted to higher authorities.

    734. After submitting the final report and receiving a certificate from a higher authority on the transfer of material resources, the heads of the services of the military unit (connection) put the affairs of the services in the proper order and prepare them for delivery to the archive or for destruction.

    735. All documentation of the disbanded military unit (compound), subject to storage in the archive, is handed over in the prescribed manner. The remaining documents are destroyed by burning with the execution of the act.

    736. Stamps, wax and mastic seals, after taking impressions and drawing up an act, are destroyed in accordance with the established procedure in the presence of the liquidation commission.

    737. The liquidation commission, upon completion of the disbandment of the military unit (compound), draws up a liquidation act in any form.

    In the liquidation act, separate sections indicate: where and in what composition (number) the personnel (soldiers, sailors, sergeants, foremen, warrant officers, midshipmen, officers, workers and employees) were transferred; where, in what quantity and condition the weapons were transferred, Combat vehicles, property and other material resources, as well as the barracks and housing stock, public utilities, land, apartment property and equipment, secret office work, accounting documents.

    The act is accompanied by certificates of departments (departments) of the military district for each service, as well as separate acts on property and documents transferred or destroyed in accordance with the established procedure.

    In addition, the liquidation act is accompanied by a certificate of surrender to the providing authority of unused forms and copies of military transportation documents that have not expired, as well as a report and an act of the last verification of military transportation documents.

    738. The liquidation act is drawn up in one copy, approved by the superior commander (commander) and submitted on command.
