MKAD speed mode. At what speed is the Moscow Ring Road moving

Many of you, for sure, would like to try the traffic police radar in action, which measures the speed of cars. It is always interesting to feel like a state traffic inspector who caught the violator and will punish him. Since Probok.net is preparing a proposal to change the speed limit on the Moscow Ring Road, we have interesting experiment with the measurement of traffic speeds at the Moscow ring road.

The task was to understand whether there is a difference in the actual speed between the extreme left and right lanes. As you remember, Probok.net proposes to increase the speed limit in lanes 4 and 5 to 110 km/h, since only cars move there, there are no traffic lights, single-level intersections, but there are dividing barriers. And on the first (far right lane), on the contrary, you need to reduce the speed to 80 km / h, since there are a lot of trucks, beginners and units in this row public transport. Due to the small number of transitional speed lanes, the right lane will take over their functions.

I had to hear a lot of negative feedback about this idea. Like, the difference in speeds will lead to confusion, drivers will not understand how they can drive, beginners will experience problems when rebuilding and other similar skepticism inherent in any initiative, regardless of its expediency. Now I will dispel all doubts.

We have measured the speed Vehicle on two overpasses - 70 km. (Salomei Neris street) and 87 km. (street Korneichuk). Taking this opportunity, let me remind you that we managed to open traffic on the second overpass a year and a half ago, before that no one had traveled on it for 10 years. The overpasses were chosen specifically without crossing the roundabout for the purity of the experiment (so that the right lanes move, and do not slow down and move out to the junction).

Our friend from the Organization Center traffic kindly provided a typical Iskra speed meter for traffic police. "Fen" - so he was nicknamed by the people for his characteristic design. By the way, it is worth saying that now in Moscow it is forbidden for traffic cops to measure the speed with any devices, except for those that operate in automatic mode. Therefore, traffic police cars in the bushes, measuring speed, in recent times completely disappeared.

Since the device "Iskra" is not the most modern, and unlike the traditional "Strelka" hanging over each dedicated lane, it cannot immediately fix all the cars in its field of vision, we took measurements in turn, in two left, and then in two right lanes. In total, we recorded 50 speeds in each measurement and calculated the average speed.

Outcome is this:

The average speed was
- in the left rows - 117 km / h,
- in the right rows - 89 km / h.

The difference between the left and right lanes was 28 km/h. And this is without any regulatory prohibitions or speed limits. It's simple, they drive faster in the left lanes, this is visually obvious, now this has been proven. Therefore, our proposal to consolidate the existing situation and introduce a differentiated speed limit on the lanes on the Moscow Ring Road can only lead to one thing - to a more orderly traffic, and hence to an increase in safety.

Here are two videos taken from the overpasses indicated above, it is clearly seen here that the left lanes move faster than the right lanes on average. Don't forget that the speed difference is not huge, so don't expect the left rows to outrun the right rows like bullets. Everything happens quite calmly. On the video you can see "turtles in the left lanes" and riders in the right lanes, which must be eradicated.

The second video (made specially at an angle to better perceive the difference in speeds) and technical details:

The video was filmed from both overpasses. Speed measurements were taken on the overpass on the street. Korneychuk (87 km). The data obtained are not any indicator of average speeds on the Moscow Ring Road, but clearly demonstrate the difference in speeds across lanes with relatively free movement.

Cars flying more than a hundred on the right lane are much more dangerous than trucks traveling 60-70 km / h in the same place. Therefore, a different speed mode of movement along the lanes will not only not increase the accident rate, but, on the contrary, will reduce it. There will be fewer checkers on the Moscow Ring Road: Visual video.

The differentiated speed regime was not invented by us, but is successfully used in world practice, for example, in China or our neighbors in Kyiv and Baku. Let me remind you that Probok.net has taken up this topic tightly and has already prepared a proposal to change the speed limit on the Third Transport Ring, as well as on radial highways, which we will also talk about very soon.

After Moscow, in just a couple of years, developed the world's largest network of photo and video monitoring for traffic violations, most drivers had to seriously reconsider their attitude to compliance with the speed limit. And then it turned out that many Muscovites do not know where what speed is allowed. The fact is that on half of the outbound highways the speed limit is 60 km/h, and on the second half it was raised to 80 km/h. At the same time, on some roads (for example, on the Leningrad Highway), the authorities did not even bother to put up signs announcing the increased speed limit. But the most surprising thing is that the speed limit can change on different sections of the same route. So, on Shchelkovo highway there is only a small section, a little over a kilometer long, on which you can accelerate to 80 km / h, and on Marshal Zhukov Avenue, on the contrary, there is a one and a half kilometer section in the middle of the road where you need to slow down. It is even more difficult to figure out where what speed is allowed on the TTK.

All this chaos was proposed to be put in order by the Probok.net expert center, removing fluctuations in speed along the highway and making it the same on all roads of the same type. According to experts, after the reconstruction, 80 km/h can be allowed on the entire Kashirskoye Highway. The same can be done after reconstruction on all outbound routes. It is proposed to make the speed gradation the same as in Europe: on ordinary streets - 50 or even 30 km / h, and on highways - 80 or more. At the same time, it is necessary to prepare drivers for the changes in advance by installing appropriate road signs and information boards.

Many do not know where what speed is allowed. On some roads, the authorities did not even bother to put up signs

Probok.net wants to conduct another high-speed experiment on the Moscow Ring Road - to differentiate the speed on different lanes of the road. Experts suggested increasing the speed to 110 km/h in the two left lanes, and lowering it to 80 km/h in the far right lane. This mode is more consistent with the actual speed of movement on the Moscow Ring Road, so it will be more profitable for the vast majority of drivers to comply with the established norms.

Offer from Probok.net: speed limit depending on the lane on the Moscow Ring Road

The section from the 94th to the 103rd kilometer was chosen as the optimal place for the experiment, since for eight kilometers the ring is not interrupted by ramps and junctions. The Expert Center has already submitted a proposal to the relevant authorities, so this may become a reality in the near future. True, in this case, experts no longer refer to experience developed countries, and to Ukraine and Azerbaijan.

Comment

Head of the Probok.net Expert Center:

- When 80 km/h was introduced at Leningradka and Zvenigorodka, many shouted: “Are you ready to take responsibility for the corpses?” But the number of accidents has not increased. Accidents have not been canceled, but the fact that drivers stopped receiving fines at Zvenigorodka for an unreasonable speed limit, nothing bad happened, moreover, order appeared. It is much easier to follow clear rules and move at a permitted and comfortable speed than to try to wag between the cameras, pressing either the gas or the brake.

Verdict

Editor:

Sometimes not only motorists, but also those who set it, do not have time to follow changes in the speed limit. After all, there were also cases when video recording cameras were set up incorrectly or they forgot to reconfigure, as a result of which motorists received unfair fines. It is also not entirely fair that fines are often imposed not for deliberate excess, but for ignorance. So, the idea of making the speed limit the same on all major highways is quite reasonable. Only now the second initiative, it turns out, runs counter to the first - the main problem of differentiation is that it can just create confusion. However, this is what an experiment is needed to test the proposed in practice.

Safety on Moscow roads largely depends on the speed limit established by the traffic rules. Moving at the speed allowed by the State traffic inspectorate, the motorist will be able to react in time and prevent an accident. the site publishes speed limits for different types of Moscow roads.

Speed limit in Moscow

In residential areas and in yard areas, the speed of the car should not exceed 20 kilometers per hour. On all other roads of the capital, you can move at a speed of 60 kilometers per hour, with the exception of the Moscow Ring Road, Third Ring Road and some other highways.

At a speed of no more than 80 kilometers per hour, you can move along the Third Ring Road and sections of outbound highways with the corresponding signs, which may change due to weather conditions and for other reasons.

Highways of the capital:

  • Kutuzov Avenue;
  • Mozhayskoe highway;
  • Leningrad highway;
  • Volokolamsk Highway (from Vrubel St. to the Moscow Canal);
  • Warsaw highway (from Kashirskoe highway to MKAD);
  • Volgogradsky prospect (from Talalikhina street to Moscow Ring Road);
  • Kashirskoe highway (from Warsaw highway to Borisovsky pr.);
  • Rublevskoe highway;
  • Rublevo-Uspenskoe highway;
  • Kiev highway;
  • Altufevskoe highway;
  • Yaroslavl highway (from the Severyaninsky overpass to the Moscow Ring Road);
  • Schelkovskoe Highway (from Sirenevoi Boulevard to 3rd Parkovaya Street).
On the Moscow Ring Road, the maximum speed limit is 100 kilometers per hour.

Speeding fines

The minimum fine is from 500 to 5000 rubles, and the maximum is deprivation of rights from 4 to 6 months.

  • For exceeding the speed limit from 0 to 20 km/h – liability is not provided;
  • Exceeding the speed limit by 20 km/h, but not more than 40 km/h, is punishable by a fine of 500 rubles;
  • Speeding from 40 km / h, but not more than 60 km / h - from 1000 to 1500 rubles;
  • Speeding from 60 km/h, but not more than 80 km/h - from 2000 to 2500 rubles or deprivation of rights from 4 to 6 months;
  • Speeding from 80 km / h - 5000 rubles or deprivation of rights for 6 months.

Speed limits in Troitsky and Novomoskovsky districts

The annexed territories included many suburban highways, for example, the Kiev and Kaluga highways, where the speed limit of 90 kilometers per hour was preserved. But in settlements exceeding the speed of 60 kilometers per hour is unacceptable.

Police officers record speeding with the help of a mobile radar. If the fact is affected by the device, then the traffic police inspector draws up a protocol on the spot and issues a receipt.

In addition, stationary radars are used. They are installed on special road structures in places of heavy traffic and on highways with dedicated lanes. These devices have the functions of photo and video recording of the car and car numbers. All information about offenders is sent either to the post of traffic police officers or to the traffic police.

If speeding or driving into a dedicated lane was fixed by stationary radars, then expect receipts by mail.

Establishing a clear and adequate speed limit on city roads is extremely important task, ignoring which leads to terrible consequences. I often hear that Moscow drivers drive terribly, constantly exceed the speed limit, which leads to a high accident rate. And everyone always has the same answer - undisciplined motorists are to blame, which means that it is necessary to increase fines, install more cameras, etc.

Think about it, this has already led to the fact that one of the largest systems automatic fixing of violations in the world (!), a camera is installed literally every kilometer, the fines are now also rather big, for a serious speeding you can lose your license for half a year (from 60 km / h). And what, did it become as calm and safe here as in European cities? Of course not. And, obviously, the solution to the problem of safety lies not in the further pinching of drivers, but exclusively in working with the end users of the traffic system, i.e. With ordinary people. In the meantime, everyone ignores motorists (their opinion, comfort, convenience is not put in anything), then drivers will have every right to believe that they do not owe anything to anyone.

Yesterday we made out that Moscow drivers do not know at all what speed limit is actually set in Moscow. Formally, on 13 highways it is allowed to drive 80 km / h, however, for last couple For some reason, the signs informing about this were dismantled. How can you keep the speed if it is not clear what it is?

It's time to talk to motorists in a language they understand, with the help of properly installed signs and markings. We must trust the drivers, and believe me, they will repay the same. Probok.net has a great offer to change the speed limit on the Moscow Ring Road.

We want to introduce a differentiated speed limit on the traffic lanes of the Moscow Ring Road. The maximum in the two left rows must be increased to 110 km / h, and in the far right row - reduced to 80 km / h. Now all lanes have a single mode: 100 km/h. It is both a lot and a little at the same time.

signs above each lane will inform the driver about the maximum speed in his lane

No matter how strange it may seem at first glance, but this will lead to increased traffic safety on the road and driving comfort.

MKAD is a rather difficult road. On the one hand, it is a modern high-speed highway that does not have single-level intersections, with good asphalt pavement, center fences along its entire length. On the other hand, the ring road has many junctions in the form of races from gas stations, shopping centers, tire shops, etc. Trucks and public transport make up a significant proportion of traffic on the highway.

Now imagine a car moving along the far right lane at a speed of 100, or even 110-115 km / h (not penalized excess). And at this moment, some truck slowly drives into the Moscow Ring Road without a transitional speed lane. Naturally, this is an emergency situation. I repeat that according to the rules of the road, everything is correct, but in reality, this is a complete disgrace.

And vice versa, in the extreme left lane (where only passenger cars) many people drive at a speed of 120-130 km / h, because it is adequate and safe. After all, there is nothing wrong with the fact that all cars move at the same, albeit rather big speed. The traffic flow in this case is calm and predictable, there are fewer people who want to drive. It really becomes an emergency when there is one idiot who wants to play checkers. But the lower the flow rate, the more such idiots become. If the speed limit in the left lanes becomes 110 km/h (yes, let's face it, 130 in fact), then it will be beneficial for the absolute majority of drivers to comply with the established regime, rather than trying to press the pedal a little.

Probok.net takes the initiative to conduct an experiment on the Moscow Ring Road, in an ideal place for this - the section of Losiny Ostrov (from 94 to 103 km), where 8 km of the ring road are not interrupted by exits and junctions. All that is needed is to install the appropriate signs, information boards and observe the situation for 2 months: measure the accident rate, average speeds. Why try to go 150 km/h when you can legally go 130 (which is a very decent speed).

When we voiced this idea in the relevant authorities, we heard a natural reaction: that drivers would not understand how to drive (apparently, traffic would stop completely due to motorists who fell into a stupor), and that the accident rate on the Moscow Ring Road would sharply increase. That is, the driver on the right lane is normal, and the limit of 80 kilometers per hour in the same place is inevitable accidents. This was the first emotional reaction, now we need to discuss the issue seriously.

In fact, there is nothing wrong with such a high-speed mode.
It has been operating for a long time in many countries of the world. The most annoying thing is that we are bypassed by our former compatriots. For example, the Azerbaijanis have introduced such an innovation.

Moreover, the difference in speed between the extreme lanes is 40 km / h and nothing terrible happens. Moscow drivers drive no worse than Baku ones.

And the Ukrainians are not far behind. My beloved and peaceful Kyiv...

Far abroad, somewhere in Asia

It is important to explain a couple more points in advance.

In Moscow, there is a wonderful example of increasing the speed on Leningradsky Prospekt and Zvenigorodskoye Highway from 60 to 80 km/h. Today I spoke again with the state traffic inspectorate, and they confirmed to me that the accident rate did not increase from this. This only confirms the fact that drivers are more willing to comply with an adequate regime.

The maximum capacity of the road is reached at a speed of 50 km/h. However, in fact throughput determines not the speed, but the density of the flow. Therefore, when there are a lot of cars on the Moscow Ring Road, then average speed can drop to zero, regardless of what is indicated on the signs.

The famous Moscow traffic jams will not interfere with the innovation. It's no secret that most speed tickets are issued at night, free of traffic jams, so it's important not to try more people to fine, but to give clear rules of the game that will be convenient to follow.

Moscow is one of the largest cities in the world, we have huge distances, and fast speed movement becomes especially an important factor. In fact, the multi-speed mode has been operating on the Moscow Ring Road for a long time. You just need to admit it and fix it.

The rules for the movement of such a vehicle on motorways are the same as for less heavy vehicles, with the only amendment that the maximum permitted speed of a truck over 3.5 tons on motorways is 90 km/h. In populated areas, the speed of movement of heavy vehicles can also reach 60 km/h, while outside the city a heavy truck, according to traffic rules, cannot exceed 70 km/h. These are all the basic rules for moving trucks, but if you see a speed limit sign on the road, then it is a priority and you must act in accordance with it. By carefully studying and practicing speed limits for trucks, you will not have to pay a speeding ticket, and your car will last longer. …

Truck speed

Minimum speed limit on highways There are no minimum speed limits for cars in Russia, but the minimum speed limit on highways is set by traffic rules. Thus, paragraph 16 "Traffic on the motorway" states that the movement of vehicles with specifications or condition does not allow speeds greater than 40 km per hour.
Thus, you should move along the motorway at a speed of more than 40 km / h. If the car breaks down on the road and cannot go faster, the rules require the driver to stop, move the car to the side of the right side of the solid line and take action to call a repair service or a tow truck.
For driving on the motorway at a speed of less than 40 km per hour, the driver can be fined.

Proboknet

Good afternoon, dear reader. This article will focus on the speed limits for trucks, provided for by the rules of the road. Today you will learn that in most cases the speed of trucks in categories C and CE is slightly less than the speed of cars in similar situations.

Attention

However, as practice shows, 99 percent of truck drivers switched to them from cars, and they didn’t even bother to open the tenth section of the traffic rules before that. That's why trucks drive most often with a significant excess of speed.

Today several groups of trucks will be considered: - Cars carrying passengers in the body; - cars of category B (with a maximum authorized mass of not more than 3.5 tons); - vehicles of categories C and CE (with a maximum authorized mass of more than 3.5 tons). About everything in order.

How fast can you drive on the motorway?

I think the last point is the most interesting for drivers, so let's look at it in more detail. How to get a pass to enter the Moscow Ring Road? There are 2 types of passes: - one-time (valid for no more than 5 days); - with a validity period of not more than a year.

Info

From January 1, 2017, trucks were banned from entering Moscow by the Moscow Ring Road and the territory of Moscow limited by the Moscow Ring Road, all trucks with a maximum permitted weight of more than 12 tons. - from 6.00 to 24.00 on Fridays, Saturdays, Sundays, on the eve of non-working holidays and on non-working days public holidays it is forbidden to enter the Moscow Ring Road and the territory of Moscow, limited by the Moscow Ring Road, of all trucks with a maximum permitted weight of more than 12 tons. This item is valid annually from May 1 to October 1. Let's look at the features of these points: 1. During the day, only trucks with a carrying capacity of not more than 1 ton will also be able to enter the third transport ring.

2.

Traffic ban on the Moscow Ring Road for trucks 2018

Important

Not many people know that compliance with the speed limit not only reduces the likelihood of an accident, but also increases the life of your car, because technical specialists took part in the process of detecting speed limits. There are several criteria for assessing the speed of a vehicle, but the main one is of course the type of your transport.

In this article, we will look at the permitted speed of trucks.

What is the maximum speed limit for trucks?

  • Thank you!
  • Take your "thank you"
  • Restriction on the movement of trucks on the Moscow Ring Road At the moment, the passage of trucks on the Moscow Ring Road is allowed only at night:
  1. from 22:00 to 06:00 on Friday, Saturday, Sunday, as well as on holidays and pre-holiday days.
  2. from 22:00 to 06:00 from November 1 to April 30;
  3. from 24:00 to 06:00 from May 1 to October 31 (summer season);

Consequences of the restriction ecological situation, however, caused significant difficulties for drivers of heavy vehicles and many Moscow companies. The way for trucks to the MKAD is ordered The plan is being implemented and every month it gives results in road construction, in the public transport system, in the parking space. Of course, one should not expect an instant solution to decades of accumulated problems.

The movement of trucks on the Moscow Ring Road 2018 at night

This is the only way to ensure the safety of the people living there, who have the right to safely walk near their homes, recreation areas and playgrounds. By the way, in such places, drivers are required to let pass absolutely all pedestrians, even if they walk along the roadway outside a specially equipped crossing.
Legislative reservations for settlements But the SDA establishes the possibility at the regional level to establish higher speed readings for individual vehicles. This is done if road conditions allow for safe movement on certain sections of the road. If the local authority decides on what should be the permitted speed on the highway passing through the settlement, then this is documented by the relevant road signs. But at the same time, it cannot be more than the established values for motorways.

Traffic restriction on the Moscow Ring Road for trucks 2018

The maximum speed of a truck for transporting passengers It is quite dangerous to transport people in the back of a truck, so it must be equipped accordingly, namely, have a body with seats and a boarding ladder. The seats must be strong and well secured, and the boarding ladder must be attached to the back of the truck bed. When transporting passengers on a truck, the driver must be especially careful when cornering to avoid the possibility of injury. For the same reason, the speed limit for trucks of this kind is quite strict, maximum speed can reach 60 km/h. The same rule applies when transporting children. Speed limiter on trucks up to 3.5 tons According to international classification, trucks are usually divided into categories N1, N2 and N3.
Taking into account the fact that this road is considered to be a main road, the established regime is quite adequate. Although in fact, in the extreme left side, the flow often moves at a speed of 120 or even 130 km / h.

Restrictions for buses, trucks with people and passenger vehicles with groups of children If in the territory of settlements the rules regarding the speed limit apply to everyone, then when leaving them the situation changes. For example, for small and intercity buses, the speed limit on the highway is 90 km/h.

It does not matter if this passenger vehicle is driving on a highway, motorway, Moscow Ring Road or anywhere else where other maximum restrictions are set. If we are talking about a truck with people in the back, then the maximum permitted speed for it is 60 km / h.

Permitted maximum speed on the Moscow Ring Road for trucks

On country roads - 70 km / h. In settlements - 60 km / h. I think that any driver of a car was faced with a situation when a tractor with a semi-trailer (truck) overtook him on a country road while driving at a speed of 90 km / h. AT similar situation the driver of the truck exceeds the speed limit by 30-50 km/h, which can lead to quite a tangible fine for speeding. Consider one more feature of the traffic rules, directly related to the speed of trucks: Note. By decision of the executive authorities of the subjects Russian Federation it may be allowed to increase the speed (with the installation of appropriate signs) on sections of roads or lanes for certain types vehicles, if the road conditions allow safe movement at higher speeds.

Amendments were made to Decree of the Government of Moscow “On the restriction of the movement of trucks in the city of Moscow and the invalidation of certain legal acts of the Government of Moscow” dated August 22, 2011 No. 379-PP, which entered into force on January 1, 2017. In accordance with the changes made to the above document, trucks are prohibited from entering central part Russian capital.

The ban on entry applies only to those trucks, environmental class which are below the third. In our article we will consider the above innovations in more detail. Point 1 of the Decree of the Government of Moscow: the most important points. Moscow: a map of restrictions.

What is the main difference between a high-speed road and a motorway? According to the traffic conditions and the possibilities of access to them, the roads were divided into the following classes:

  • motorway - road category 1A;
  • high-speed highway(category 1B);
  • ordinary road (other categories are established).

The main difference between a motorway and an expressway is that the motorway does not have junctions at the same level, and the expressway allows single-level junctions for access to it no more often than after 5 kilometers.
