However, according to sources, Alexander Kupchin mastered such methods of capturing parking lots a long time ago. They captured about 300 parking lots. Why the authorities and the relevant bodies are silent remains an open question today.

After that, the tariffs were doubled, car owners are forced to pay for parking at 6,000 per month per car space. Before that, people paid 3,800 rubles each.

On Khodynsky Boulevard, Kupchin's brigade, trained in raider seizures by force, takes the underground parking by storm. On Nikitskaya Street, on Vernadsky Avenue, everywhere the fighters act like real special forces, breaking windows, penetrating into the premises. The parking lot on Podvoisky Street was also seized with the inaction of the police.

Alexander Kupchin himself lives in an office with numerous security guards. It is possible to show up here only with the warrant necessary for this, which could be issued, for example, by a judge. It is impossible for a mere mortal to come here.

Since the beginning of the 2000s, Alexander Kupchin entered the family business, created by his father Anatoly Kupchin. He also worked in recruiting and real estate. In 2002, Alexander Kupchin was listed as the director of the management company CJSC Agency Contact. It seems that nothing foreshadowed raiding. But a decade later, his focus shifted to parking real estate.

The fact is that parking spaces are estimated in parking lots as the cost of an apartment. Some reach up to 4.5 million rubles. Buying back a few square meters for his car for fabulous sums, the motorist also pays monthly to the management company at the rate. In fact, this business sometimes surpasses the classic real estate business in terms of income.

To date, Alexander Kupchin has been the owner of more than 30 companies involved in the rental and operation of parking lots. All firms are interconnected, respectively, and managed to put their "hands" to the raider seizures of parking lots. And often the methods of the dashing 90s are used for this - beatings, intimidation. After the capture, the new owner always raises the tariff.

One of the active employees of Translogistik Kupchin is Anton Labzin. Sometimes he simply surprises with his assertiveness, threatening management companies. It was Labzin who at the first talks, by the way, says that if Management Company does not move out peacefully, it will be captured by force. And he keeps his word, we must give him his due. The truth is where they look law enforcement, in principle, allowing such chaos? It is also necessary to understand this, probably already at the level of the RF IC.

On February 21, 2012, representatives of Translogistic, together with the head of the Central Administrative District of the State Unitary Enterprise Garage Construction Directorate (DGS), Alexander Derevyanko, met with residents of house number 4 on Kovrov Lane. During the conversation, it turned out that Translogistic was chosen by the State Unitary Enterprise to operate the garage during a tender that none of those present had heard of. Moreover, representatives of the winning company could not name any dates or forms of the competition. Another interesting detail is the fact that Translogistik itself was created a few days before the proposed competition.

Anton Labzin and Stanislav Kazakov also attended that meeting. A peaceful agreement apparently was not reached, and on May 21, thugs of Caucasian appearance with sledgehammers in their hands burst into the parking lot at 4 Kovrov and 7 Rogozhsky Val. After breaking down the doors, they entered the security room and dragged the guards out into the street by force. With the participation of the municipal deputy Ilya Sviridov, the situation was resolved, but not for long. As a result, the company "sat down" in the house on the basis of the same agreement with the State Unitary Enterprise. Despite this, the garage maintenance fee was kept at the level of 4,200 rubles.

During the work of Translogistics, the condition of the garages has deteriorated significantly. In addition, a car wash was illegally opened in the parking lot. Residents of the houses demanded to refuse the services of the company, as a result, their demands were heard, and the Kupchin structure was replaced by ... another Kupchin structure called Mosparking CJSC (previously it was called Pchelka CJSC). How a private firm got its name with the prefix "Mos-", indicating involvement in the government of Moscow, is an open question.

Residents managed to keep the price at the same level until November 2015, but with the advent of the "new" company, the fight against price increases continued: "Mosparking" demanded an increase in the monthly fee to 5,800 rubles. As a justification, a letter was provided in which the head of the State Unitary Enterprise DGS allowed Mosparking to increase the price without any questions.

Car owners who refused to pay the new tariff were immediately blocked from entering the parking lot. In addition, their parking spaces were equipped with concrete blocks. And the parking itself was guarded by 12 men of strong physique, who often used physical force against outraged car owners. The most interesting thing is that with the CCTV cameras turned on, all the guards put on masks, hiding their faces. When checking, it turned out that two of the guards had a criminal record, while others had been brought to the police and brought to administrative responsibility.

Raiders of Kupchin also visited Zelenograd. Now the local parking lots are coming under the control of Stroy-Parking and Bel-Avoir-Invest, which also belong to Kupchyn.

Throughout its existence, the DHS has received notoriety for the failure of the "people's garages" project. Of course, in fact, it was not about a full-fledged garage, but about a place in a multi-storey parking lot. The first time the "people's garages" program failed miserably back in 2010, when in four years of work only 3 objects out of the planned 182 were built, thus, less than 2% of the plan was implemented.

In 2012, DGS took over the revived project. The residents of the city, the city authorities represented by the Department of Construction of the city of Moscow (the authorized capital of the DGS was increased by 8 billion rubles) and the Bank of Moscow in the form of a loan in the amount of 3.3 billion rubles allocated funds for this program. The price for one parking space started from 350 thousand rubles. However, after a couple of years it turned out that the program was “not going” again. Residents of Moscow were not interested parking spaces considering their price too high.

Judging by the financial indicators, DGS is not pursuing a particularly successful financial policy. At the end of 2015, the institution had a loss of 829 million rubles. Over the 6 years of its existence, the "Directorate" has acted as a defendant in almost 500 litigation, losing 230 of them worth over 1.4 billion rubles. According to Kontur-Focus, at the end of 2015, the State Unitary Enterprise had a debt of 33 million rubles.

In May 2016, several lawsuits were filed against the DGS demanding that the SUE be declared bankrupt. It turned out that the institution owed more than 300 million rubles to contractors and creditors, and equity holders received less than 3.5 thousand parking spaces.

Since its inception, the DGS has paid special attention to the structures of the raider. In February 2012, control over all parking lots in the city of Moscow was transferred to the jurisdiction of this state unitary enterprise, and soon after that, the "occupation" of parking lots by dozens of Kupchin's companies began.

Judging by the list of public procurement conducted by the State Unitary Enterprise, Kupchin is a very reliable partner of the DGS. In this list, you can find almost all the raider companies that appeared in criminal stories about the seizure of parking lots.

According to the most conservative estimates, DGS gave Kupchin companies contracts for operation in the amount of about 200 million rubles. At the same time, merchant firms constantly inflate the prices for parking maintenance for residents of houses. Where the money collected from the residents goes is impossible to trace. It is quite possible that companies take money from both residents and the budget, and in the end they are only engaged in knocking money out of those who disagree.

A noteworthy point: if at first control over parking was given to the structures of Alexander Kupchin at some competitions that “no one came to”, but in fact information about them did not appear anywhere, then later the DGS began to conclude agreements with the raider companies as with the only supplier, i. e. officially giving contracts to Kupchin without competition.

The DGS website states that “the authorized agent for the sale of garage facilities is OJSC Moscow City Center for the Sale of Non-Residential Premises Mosrealstroy (OJSC Mosrealstroy)”. In other words, Mosrealstroy sells parking spaces in the capital. This company is wholly owned by the Department of City Property of the City of Moscow, but it is managed by JSC Experimental Development Administration of Neighborhoods (UEZ). UEZ is part of the construction holding "Mosinzhproekt", controlled by " right hand»Deputy Mayor of Moscow Marat Khusnullin - Albert Suniev. He is the General Director of UEZ and Deputy CEO Mosinzhproekt. According to Kontur-Focus, contracts worth 180.5 million rubles have already been awarded to Mosrealstroy.

According to media reports, Suniev managed to include DGS in the structure of Mosinzhproekt, which implies complete subordination to the holding's management. As a result of the inclusion construction company the head of the DGS was replaced - it was the ex-head of the Bank of Kazan Damir Talipov. It is noteworthy that Talipov is "friends" with Kupchin on Facebook - really, how not to chat with a reliable partner? Another interesting detail is that the audit financial activities DGS is carried out by Auditor Stolitsy Company LLC (Compass). This structure was founded by natives of Tatarstan Ruslan Tazeev (by the way, he graduated from the same faculty of the same university as Khusnullin at one time), Natalya Gilmutdinova and Elena Prosvirnina and audits almost all of Suniev's structures.

The Internet is full of various videos about how employees of Kupchin's firms take over parking lots in the style of the "dashing 90s". On Nikitskaya Street, the raiders staged a full-fledged capture: dozens of unknown people climbed over the fence, beat the guards, entered the parking area, and barricaded themselves from the inside.

Parking Invader Methods

An "army" of raider companies has already appeared in Zelenograd near Moscow. There, the parking lots come under the control of Stroy-Parking and Bel-Avoir-Invest, which also belong to Kupchin. Traditionally, parking spaces have become illegal to rent. For this, "Stroy-Parking" received a fine for an administrative offense, but the court canceled it, since "the indicated circumstances are not documented."

Kupchin also had good connections in Khimki. In the spring of 2017, Dmitry Alekseevich Kaigorodov became deputy head of the urban district. It turned out that Kaigorodov came from Kupchin's structures.

    "Auto-Maximum" − 3 contracts were won for 2,862,202 rubles;

    "Intek Group" − 12 contracts were concluded for 26,393,675 rubles;

    "Department of Business Real Estate" − 91 contracts were concluded. It is worth mentioning here that for some reason, the price drop of most of these contracts was 100%. It is obvious that Kupchin will not work "for free", so it was not possible to establish the real value of the contracts;

    Mosparking − 15 contracts were concluded for 49,807,668 rubles.

Another detail testifies to the close relationship between the DHS and Kupchin's structures. For a conversation in public chamber employees of both DGS and parking companies were invited. In the list of declared participants was a certain Oleg Borisovich Kopylov. This man was well known to the residents of the houses attacked by the raiders - he spoke many times at court hearings on the seizure of parking lots. His peculiarity is that at various meetings he represented the interests of either the DGS or Mosparking. At the same time, he was invited to the Public Chamber as a lawyer from Mosparking and the Department of Business Real Estate. On the Internet, you can find documents in which Kopylov is indicated either as “Deputy General Director for Legal Affairs of MEK LLC”, or as “Head legal management State Unitary Enterprise of Moscow "Directorate of Garage Construction".

Acquaintance with the head of the "parking empire" is confirmed by the current head of the DGS Dmitry Khramov. In the plot of the TV channel "Russia 1" he said a couple of interesting details. When asked how exactly Kupchin’s structures receive contracts for servicing all the city’s parking lots, Khramov answers: “I think that he probably has some specific resources in order to enter these competitions and win them.” It is not clear what kind of resource the CEO is talking about, administrative or some other. But when asked about a personal acquaintance with Kupchin, he hesitated, and in the end admitted that he had talked with the entrepreneur.

All the above points suggest a large-scale corruption scheme, thanks to which the raiders, working closely with the authorities and taking advantage of their patronage, seize all city parking lots. The struggle of the inhabitants of the houses with the invaders has been going on for more than 5 years, but there is no end in sight.
