The streets of the Garden Ring, Tverskaya and Bolshaya Lubyanka, Tverskaya Zastava Square and Lubyanskaya Square and most of the boulevards are open for pedestrians and motorists.

The main construction and installation works under the My Street program have been completed in almost 100 urban areas. Among them are the main street of the city - Tverskaya (from Nastasinsky Lane to Triumphalnaya Square), Tverskaya Zastava Square, Lubyanskaya Square, Bolshaya Lubyanka Street, Garden Ring, Boulevard Ring and most of the embankments. Temporary wooden flooring was removed there, protective barriers separating work areas were removed, and temporary signs warning of repairs were dismantled.

Now all these streets are completely open to pedestrians and cars. During the repair, cable ducts were laid on them, where overhead wires were removed, and engineering networks and storm sewers were repaired and updated in those areas where it was necessary. The sidewalks of the central streets, squares, boulevards and embankments were expanded and lined with granite tiles. New asphalt and markings were made on the roads, the width of the lanes was optimized to standard values, and the so-called bottlenecks (bottlenecks) were removed where possible.












The main construction and installation works at most facilities have been completed. However, the commissioning of street lighting systems and architectural and artistic lighting is still ongoing. In addition, installation of navigation steles and signs, benches, trash cans and flowerbeds, a tub for trees, repair of the socles of buildings, as well as installation of stop pavilions for public transport, drainage systems and a number of other related works. As told in the complex of urban economy, this does not interfere with either pedestrians or motorists. And the work will be completed by the end of September - mid-October. Then the landscaping of the streets will begin - the planting of large-sized trees and lilacs, for which late autumn is also suitable for transplanting.

“We plan to plant trees in late autumn, from November to December, when they are at rest. But most shrubs will be planted from March to May next year: they take root better after the winter, when the temperature stays above zero,” the city economy complex said.

As part of the My Street program, more than five thousand trees will be planted in the capital's squares and streets, as well as at the entrances to the city. More than 40 addresses were chosen for new plants. Birch, oak, elm, linden, maple and chestnut trees will appear in the landscaped areas. In addition, mountain ash, apple trees, bird cherry, shadberry, crimson and lilac will be planted there. These are exactly those trees that take root well in the urban environment and have previously been used for planting the streets of the capital. The most stringent requirements will be imposed on suppliers: they will not only have to deliver and plant the plants in the ground, but also take care of them afterwards. From 2017, the warranty period for each tree will be three years. All work, including the replacement of non-rooted plants, will be included in the contract price. At the same time, the cost of landscaping landscaped streets this year will not exceed last year. The supplier will be fully responsible for their adaptation to the urban environment.

After urban repairs, the traffic pattern has changed on almost two dozen streets in the center of Moscow. There were six new dedicated lanes intended only for public transport, new parking lots for tourist buses were equipped. New U-turns were built on Prechistensky Gate Square, Olimpiyskiy Prospekt and Zubovsky Boulevard. Infrastructure for the Kitai-Gorod transport park was created on Slavyanskaya Square. In addition, on the Boulevard Ring for the passage of cars, one lane was organized in each direction. And they made a dedicated line for public transport. The reconstruction of the Garden Ring, which will last until the end of summer, will reduce the income of tenants of retail premises by at least 15%. Analysts of the brokerage company Colliers International shared this forecast with RBC Real Estate. Work on the improvement of the second segment of the Garden Ring (the first was reconstructed last year) began at the end of April.

According to the consulting company CBRE, now a quarter of all commercial space on the first line of the Garden Ring is occupied by companies in the field of beauty and health: beauty salons, nail and massage studios, and dental centers. “For this category of operators, their clients, as a rule, are not random passers-by, people go to most salons purposefully and even to a specific specialist. Accordingly, the reconstruction will have a minimal impact on this group,” says Oksana Kopylova, Deputy Director of Market Research at CBRE.

But part of the spontaneous traffic may be lost by cafes and restaurants located here, which account for about a quarter of all commercial space in the Garden Ring zone, she adds.

Analysts interviewed by RBC-Nedvizhimost admit that some tenants, primarily small start-up companies, will not be able to survive the three-month period of reconstruction of the Garden Ring and will be forced to move from here to neighboring streets.

“With the start of full-scale reconstruction of the Garden Ring, the cost of one parking hour increased to 300 rubles, so many motorists switched to the metro. Business reacts painfully to such changes - scaffolding blocks signs, some profiles are closed for the period of repair or a period when customers and buyers actually have no access to the entrance group. The burden is especially heavy for small networks with a small share of the profitability risk coverage of the network point at the expense of other brand players”, - confirms this forecast, the leading consultant of the retail real estate department of Cushman & Wakefield Maryana Matueva.

Today, the average rental rate in the Garden Ring zone, according to CBRE, is about 70 thousand rubles. for 1 sq. m per year. At the same time, individual premises, for example, in the area of ​​Smolenskaya Square, can cost 120-170 thousand rubles. for 1 sq. m per year. In 2016, tenants actively discussed and lobbied for a clause in the lease agreements providing for a significant discount (up to 40% of the rent per month) or a net percentage of the turnover during the renovation period, or even rental holidays for the same period.

However, the owners were not ready to meet such measures - professional landlords preferred to wait out the reconstruction period than to provide additional benefits and bear the risks of the partners' business. As a result, by autumn, when construction work on Sadovoye was completed, the share of vacant space in the street retail segment on this highway reached 17.6%, which was an absolute record in the entire history of the market, analysts from the international consulting company Knight Frank found out.

More often than others, the reconstruction factor affects the decisions of the expansion of new networks, the interlocutors of RBC Real Estate note. Well-known and experienced players continue to develop in the presence of promising retail space potential. Visual improvement of streets with low pedestrian conversion does not affect the decision of tenants to open new ones trading platforms. Retailers still ask for high conversion plus parking, rare players are ready to play the role of an anchor tenant and generate street retail traffic (both pedestrian and car) on their own. Maryana Matueva believes that this season the fluctuation of rental rates for newly concluded contracts will not exceed 10% of the current figures.

After the reconstruction of the Garden Ring, interest in commercial premises located on it will grow by at least 10%, Colliers International predicts. “We expect changes in the profiles of Garden Ring tenants - the emergence of new network and individual catering operators, impulse demand stores focused on pedestrian traffic. Now vacant premises on Sadovoye are increasingly filled with catering companies, grocery operators, drogerie stores, while previously most of the areas of this shopping corridor were occupied by banking service operators,” says Ekaterina Podlesnykh.

According to Knight Frank's forecast, there is no point in waiting for a change in the profile of tenants on the Garden Ring in the near future; the main city highway will react to the current improvement with any changes no earlier than in 1–1.5 years.

Recall that this year, within the framework of the My Street program, it is planned to reconstruct three quarters of the Garden Ring - from Dolgorukovskaya Street to Zubovskaya Square, plus adjacent streets, squares and squares. The department explained that after the reconstruction on Sadovoye, the number of lanes will change and there will be fewer of them in the widest places. According to the observations of drivers, for example, the exit from Barrikadnaya Street towards the Arbat became much more comfortable due to the appearance of dividers there and a decrease in the number of lanes that had to be crossed to enter the tunnel.

Fortunately, cosmetic work will be carried out on the ring this year: the roadway will be narrowed, doubles will be made, landscaping will be done, and public transport will be pulled to the surface.

The other day, reconstruction projects were posted on the government procurement portal, including the organization of traffic after completion of work. I propose to discard questions of price and quality of work, and look at the ring from the point of view of urban mobility and the quality of public spaces in the city.

Pedestrians and public transport

I have combined these two categories for a reason - they are interconnected: a pedestrian becomes a passenger only at the moment of entering the vehicle. That is why the term "last mile" exists - this is the distance from public transport to the final point of the route (and from the starting point to transport, respectively). Therefore, good public transport requires comfortable and safe street access routes.

Now there is an aggressive environment for pedestrians on the Garden Ring: noise, poor air quality, dirt, the inability to cross the street normally, and so on. The picture is similar with public transport: there is no dedicated lane, due to tunnels and overpasses, stops are located far from metro stations and other hubs. In general, everything is sad. What will change?

It was possible to narrow even down to three lanes - exactly three lanes in all tunnels and overpasses, that is, these are the narrowest places on the ring. It is these bottlenecks that determine throughput the whole ring.

In short, the ring should run better, despite the decline in the number of lanes.

Maybe I will repeat myself a little, but I really miss: a dedicated lane on the Garden Ring; duplication of underground passages by ground ones; new links and traffic lights; bike paths; tram; Sukharev tower.

Serpukhovskaya Square turned out very well - this is a breakthrough. The return of public transport to the surface is also a big deal, this need has been talked about since the construction of these same tunnels and flyovers.

If now Sadovoye Koltso is negative in terms of the usefulness of the street, then after reconstruction it will take a place between 3 and 4. Yes, the ring will still not become a full-fledged street - the balance is heavily outweighed in favor of cars with all the ensuing negative factors.

In 10 years, when overpasses and tunnels begin to be demolished, public transport and bike paths are given priority, the street will begin to live in a new way, and photographs of Zubovsky Boulevard of the 2016 model will be shown to children along with a film about Frankinstein.
