Portal features

How many votes do you need to approve?

When modernizing this system, it is necessary to take into account the practices of the regions in creating services for feedback from citizens, Mikhail Abyzov, Minister of the Russian Federation for Open Government, believes. To protect the rights of citizens during public discussions, Open Government and the Public Chamber intend to initiate a number of changes to the legislation.

Every citizen of Russia over 18 years of age registered on the public services portal can put forward their own initiative or support any other on the ROI portal. In order for a federal-level initiative to be considered, it must gain 100,000 “yes” votes within a year. Federal-level initiatives that have received sufficient support from citizens are submitted for consideration by a federal-level expert working group headed by Russian Minister Mikhail Abyzov. To implement the mechanism at the regional level, according to him, all information opportunities have also been created, but so far, at the level of subjects of the Russian Federation and municipalities, truly ROI and petition institutions have not worked. The reason, according to the minister, is that the system at this level provides for the mandatory identification of citizens through the electronic digital signature (EDS) system, which is difficult and costly for an ordinary citizen. This system needs to be modernized and made closer to consumer needs. common man, taking into account the experience of the constituent entities of the Russian Federation in creating services for receiving feedback from citizens, Mikhail Abyzov believes. These systems are more comfortable for ordinary people. Regional officials need to be trained in the use of such services, Mikhail Abyzov emphasized. He recalled that earlier it was decided to create on the basis of the university government controlled Government of Moscow courses for training representatives of the regions to work with such systems. At the same time, regions can be offered a ready-made "cloud" solution, which will allow them to avoid additional costs for the implementation and operation of electronic services.

But for effective work with citizens, it is necessary to move in all directions: not only use new technologies, but also “go out” to citizens personally, the minister stressed. Only in this way, in his opinion, it is possible to significantly change the quality of decisions made.

In order to ensure the protection of the rights of citizens during various public discussions and the consideration of their opinions by the authorities, it is planned to amend the legislation.

He recalled that the federal legislation has norms that regulate the work of officials at the request of citizens. Meanwhile, as the practice of direct lines with the President of the Russian Federation shows, complaints are brought to the level of the head of state when people have turned to all officials at the regional level, but have not waited for a solution to the problem.
