In a few hours, the elements that raged in the capital on May 29 claimed 15 lives. 204 people were injured, damage to the property of citizens and the city amounts to hundreds of millions of rubles. Against this background, a high assessment of the actions of emergency services by the head looks, to put it mildly, inappropriate. Why the emergency warning system, on which billions of budget funds have been spent, has not fulfilled its main purpose - in the investigation.

Don't spread panic

There is a special complex in the structure of the Ministry of Emergency Situations to inform the Russians. It is called OKSION - All-Russian integrated system of informing and alerting the population in crowded places. For its service, a special structure was created - the Federal Autonomous Institution "Information Center OKSION".

The system began to be created more than 10 years ago in Moscow and St. Petersburg. By 2010, it covered the entire country. The Ministry of Emergency Situations reported that 72 million people (almost half of the country's population) can receive messages about an emergency at once. If you believe the reports of the department, the miracle system, at the command of the officer on duty, is able to independently go on the air of Channel One and local television companies, interrupting the broadcast, and SMS is sent regardless of mobile operators. It is worth mentioning that the law allowing such interference, ironically, has not yet entered into force. On May 24, it was adopted, but approved on only the 31st. This, by the way, is justified by the Ministry of Emergency Situations.

A few years ago, OKSION was technically divided, ”a high-ranking officer of the capital’s head office of the Ministry of Emergency Situations, who asked not to indicate his position, told Lente.ru. - Maintenance was transferred to the municipal authorities - they are responsible for the operation of all 116 terminals of the system. And the right to issue a command to post information was left to the National Crisis Management Center (TsUKS) and the TsUKS of the capital's Main Directorate of the Ministry of Emergencies - that is, federal structures. There was a problem: Terminal Services - expensive pleasure, and partially offset the costs by displaying advertising on the scoreboard. But the federal center banned the broadcast of advertising. There is a catastrophic lack of money to maintain the functioning of OXION. Therefore, some terminals do not work today.

- 4 million 330 thousand rubles. It is estimated that to justify the cost of implementation, OXION must prevent the death of at least a thousand citizens of the country. This indicator is very far away.

After us at least a flood

The cost of OXION in full has never been announced. According to unofficial data, more than 2 billion rubles were spent on the development of the entire system in 2006-2008 alone, but this is the tip of the iceberg, the Lenta.ru source believes. Part of the work was financed as part of the modernization of the Central Control Centers, part - through the reconstruction of existing warning systems. In addition, the system requires annual costs, and in 2017 in Moscow alone they are estimated at 800 million rubles. According to unofficial data, maintenance of these complexes in Russia costs 6 billion rubles a year from local budgets and about 3 billion from the federal budget.

From the very beginning, specialists assessed OXION very ambiguously precisely because of the costs. The same goals could be achieved in other, much cheaper ways. Actually, it is already clear today that only one is effective, and the most cheap part OXION - sending SMS. “The rest does not work, but it requires money. However, now no one has the desire to admit that tens of billions have been thrown to the wind, ”says the interlocutor of Lenta.ru from the Ministry of Emergencies.

At the same time, the source of Lenta.ru believes that the failure to notify Muscovites on May 29 is due to the human factor - to put it simply, the desire to push the problems to the new shift:

Through the eyes of the victims

“On May 29, I left the house at about 16:00 and headed towards the Belyaevo metro station. The wind rose suddenly - it was so strong that I could not even stand. Next to me was a man with a child - fortunately, they were not injured. I covered my face with my hands, because I could not see anything from the sand and dust in my eyes. Then I felt swipe on the head: it was a decent-sized branch that just flew through the air. Blood flowed from my ear ... I went to the emergency room, and then the doctors called an ambulance for me, ”says Yulia Gaponenko, one of the victims of the hurricane.

According to the interlocutor of Lenta.ru, there was a company of several young people and a girl with her in the emergency room, who, apparently, also suffered from the rampant elements: injuries in the collarbone area, severe bruises and abrasions. There were even more victims of the hurricane in the hospital.

“One had a broken skull, the other had a broken arm and nose: he was thrown up by the wind, and then he fell on the asphalt. A tourist from China was in a very serious condition, they shouted at her not to close her eyes, but she did not understand what they wanted from her, because she did not know the language at all. Dozens of victims. The doctors helped everyone, they did their job well,” says the girl.

She received no warning of an approaching storm. If she had this information, she might not have been outside during the hurricane at all. Now Julia is recovering, her bruises are healing, concussion, fortunately, no. The doctors said she got off lightly.

“I didn’t even imagine that the wind was capable of knocking adults down. In the hospital, I saw people screaming in pain, and I thought: some seconds and random circumstances could save their lives and health, ”the girl says.

Another victim of the hurricane is student Daria Chereshneva. When the storm was just beginning, she sat with a classmate in the courtyard of her university. Everything happened in less than a minute: the girls heard screams, everyone rushed to the educational building. Broken glass rained down behind Daria, she automatically ducked down - and at that moment something hit her.

“I didn’t feel pain. My friend and I ran into the building, and she says: your jacket is torn at the back and covered in blood ... Then they gave me first aid and immediately called an ambulance. The doctors arrived 30 minutes later and took me to the Sklifosovsky Research Institute. There were a lot of victims there, someone was brought every 5-7 minutes, ”recalls the girl.

Due to the flow of victims with more severe injuries - fractures of the limbs - the interlocutor of Lenta.ru was taken up by doctors only after 1.5-2 hours.

Daria, too, was not warned of the danger.

The story of another victim was published by Channel Five: “It all happened in the Shulgino area, opposite Barvikha. I was driving a car when a tree fell right on it. The roof collapsed - and the blow fell on my head. I started to call "112", I could not get through. I managed to contact my wife, she called an ambulance. So many trees fell that they made their way to me for an hour, while the employees of the Ministry of Emergency Situations sawed these trees. I ended up in a "bag".

Lives gone with the wind

The youngest of the 15 who died in metropolitan area- 11 years. According to a source in law enforcement agencies, the girl was in the courtyard of a residential building in the village of Kratovo near Moscow. And hurried home as soon as strong gusts of wind began. A linden fell on her at the entrance. The child died from a head injury in front of his relatives.

Most of the victims of the hurricane died from fallen trees. On the suburban area near Barvikha in the Odintsovo district, a pine tree uprooted fell on an 86-year-old pensioner. In Moscow, a half-century-old poplar killed 62-year-old pensioner Nina Andreeva on Narimanovskaya Street. In the same Eastern District of the capital, on 7th Parkovaya Street, a 20-year-old student Daria Antonova died - she was walking with a friend when a huge tree trunk collapsed on them. Among the victims are two athletes. 17-year-old Valery Gudkov, a player of the Vodnik football team, died in a park on Ugreshskaya Street, another football player, a 20-year-old student, died on Jawaharlal Nehru Square near the Universitet metro station. 36-year-old Ekaterina Sinelnikova and 37-year-old died in the park, in the Neskuchny Garden (Yakimanka district, Central District Moscow). The reason is the same - collapsed trees.

Another tragedy occurred in the center of the capital on Andreevskaya embankment. A 28-year-old employee of the theater "At the Nikitsky Gates" together with 20-year-old Alina Solovieva tried to hide from the hurricane in the gazebo. A huge ancient tree fell on it.

Relatives of the dead and injured intend to call to account those who did not notify people about the approach of the hurricane. Lilia Petrik, a lawyer for the family of Stanislav Smirnov, who died on Andreevskaya Embankment, is also preparing for trials.

“Dad started calling Stanislav at 11 p.m. and couldn’t get through because the subscriber was out of range. At about three in the morning, emergency services informed him that his son was on the list of the dead and was in the Tsaritsyno morgue. I think that a criminal case should be initiated. If they don't, we will appeal the denial. If filed, then in the framework of a criminal case, the victims can file a civil lawsuit against the tortfeasor. Who it will be, I can not say yet. If a criminal case is not filed, a civil suit will still follow. I can’t say yet the amount and to whom the lawsuit will be filed. The tragedy happened the day before yesterday, we need seven to ten days to understand whether there will be a criminal case or not,” the lawyer says.

According to Lilia Petrik, the negligence of the services that should monitor the condition of the trees is seen in what happened. According to the lawyer, most of the trees are so dilapidated and old that they need to be cut down a long time ago, but no one pays attention to this. In fairness, we note: the hurricane was so powerful that it uprooted far from dead wood from the ground.

The hurricane began on the afternoon of May 29. As director of the Hydrometeorological Center of Russia Roman Vilfand later explained, warm atmospheric front met cold. The information that the emergency services were transferred to an enhanced mode of operation appeared belatedly - along with the lists of the dead.

At VDNKh, a tree fell on a girl. Two women were unable to hide on Preobrazhenskaya Street and in the Izmailovsky District. Cranes, banners, stops fell in the capital. Strong gusts of wind tore off a fragment of the roof from the main building of the Main Directorate of the Ministry of Internal Affairs on Petrovka, demolished part of the roof from the Senate Palace.
