A technological break in repair work during the 2018 World Cup will apply to most facilities along the main route of the M-7 Volga highway, as well as on the P-158 and P-178 highways in the Moscow, Vladimir and Nizhny Novgorod regions and the Republic of Mordovia , informs the road department. Traffic restrictions related to repair work will be lifted until July 15.

In region 33, the narrowing of the highway that creates congestion on the federal road is being removed in three sections - on the border with the Moscow region, in the area of ​​​​the village of Kirzhach and in Pokrov. Regarding plans for the overhaul of Beijing within the boundaries of Vladimir, road workers report that a contractor has not yet been selected according to FAS regulations.

Let us remind you that another attempt The selection of a contractor for a contract worth almost 1.8 billion rubles for the overhaul of the federal highway in the capital of the Vladimir region will take place on May 28. It can be assumed that, even if this time there is no new complaint from the potential contractor to the FAS and the company is determined at auction, real work in Beijing, related to traffic restrictions, will not begin until the end of the 2018 World Cup. Well, this means that, in all likelihood, work originally planned until the fall of 2019 will drag on for a longer period.

Road workers promise that now the timing of this section of the Volga will change significantly. However, motorists have already felt this and are passing through the city quite quickly. Although especially high-speed “racers” should be wary of installed video cameras. In the coming years, the heads of the FKU Uprdor Moscow - Nizhny Novgorod told and showed us about new and old problems of our roads, about loops on the M-7 and its “bottlenecks”.

Should Vladimir stand?

The head of the Uprdor, Maxim Goldobin, can be seen from afar on the highway. He is equipped with the signature repairman suit. Our conversation with him began on the side of the Pekinka, next to the new overpass in the area of ​​Lakina Street in Vladimir. And if motorists knew that they were driving past such a big road boss, they would probably take the opportunity to talk to him. Every driver always has something to say about both asphalt and ditches. Moreover, next year the regional center will be at the center of repair work. The Peking will again be overhauled. Work will begin this year. However, traffic jams are not particularly expected - as the road workers promise, they will not come out onto the roadway. They will deal, for example, with the removal of communications. The milling cutter and asphalt paver will arrive here only next year.

The amount of work on M-7 within Vladimir (from the turn to Energetik to the turn to Globus) will be significant. Goldobin says it’s not just the asphalt that will be new. It is planned to strengthen the road surface in some places. Transitional express lanes will be installed in some areas. Traffic flows will be separated by fenders. Electric lighting lines will be reconstructed, and all bus stops will be equipped. How will the highway fencing be restored? And oh, a miracle - a storm drain will appear on the highway!

The road section will fully comply with this category. “We will take into account all the requirements that apply to such roads within the city,” assured Maxim Anatolyevich.

More important information- all stops public transport remain at Beijing. Including opposite the Verizino microdistrict. Although the head of Uprdor is frankly perplexed: why did his department learn about such a large-scale construction of pavilions, in fact, after the fact, when there were complaints that the Vladimir “zapekinya” was threatened with transport isolation.

There is some kind of inconsistency here... There is a lot of construction going on on the left, and in transport scheme this is not taken into account, says Goldobin. - But in fact, thousands of motorists are added at once. And a problem arises. Of course, ideally we would like to “leave” the city. And 2 years ago we presented a similar project to the relevant minister. From the junction at the 169th kilometer the road would go to Suzdal, to the so-called. northern bypass of Vladimir, about 40 kilometers long. Everyone approved the project, but there are no funds yet. We postponed it...

Uprdor does not hide the fact that they would like to implement this project even for reasons of economic feasibility. After all, if we carry out a complete upgrade of the Beijing Railway with the elimination of all traffic lights, the arrangement of U-turns and the construction of new overpasses, this will require 23 billion rubles. And the estimate for the northern bypass is much more modest - 12 billion.

This project remains relevant for Vladimir,” says Goldobin. - We periodically try to return to it - and over time we will come. There should be no transit in the city, especially since their number is growing by 10% every year. Currently, 65 thousand units of transport travel along the M-7 through Vladimir per day. Outside the city - about 40 thousand. For comparison: in Balashikha this figure is many times higher: 120 thousand cars. There are seasonal and peak fluctuations, but in any case, transit transport should not enter the city limits. This is an ideal that should be considered if possible...

About barbarians in transition

What makes our region remarkable is that M-7 pierces several of its cities. And the Uprador’s task, first of all, is to eliminate hotspots of accidents on the highway. According to Goldobin, this is succeeding. He cites Lakinsk as an example:

In 2013, the city was the champion in the number of road accidents. Now 4 accident outbreaks have been completely eliminated. Flows have been separated, turning loops and pedestrian crossings at different levels have been created.

The journey through the city now takes just minutes. True, the landscape has become sour: the city has been “sewn up” with noise barriers. But there are still more pleasant things here: new lighting and sidewalks, excellent transport and pedestrian paths. The contractor's representative confirmed that before the reconstruction of the route, in many places they had worn down to the ground.

The pride of road workers in Lakinsk is overpasses with an original design solution: elements arched structures make them atypical. They look good: light, airy. But the problems with their maintenance are typical: human barbarity. For example, the crossing was opened just a week ago, and on one of the entrance doors The handle is already broken.

Even when they were building, the lamps were stolen,” says Evgeniy Smirnov, deputy head of the Uprdor. - There is video surveillance, but we don’t know how long it will last. We are trying to connect to the “Safe City” system, posting information that damaging federal property is a criminal offense, but vandals still cannot pass by the crossings. Even though we install reinforced metal structures, concrete coverings, durable polypropylene...

The cost of such crossings (except for Lakinsk, the same is installed in Vladimir) is from 40 million. It is equipped with a lift for people with limited mobility.

By the way, from 2012 to 2016, 35 accidents occurred on the section of the road near Lakina Street in Vladimir, incl. 14 - with a collision with pedestrians. Even the innovative pedestrian crossing, above which lighting and a warning signal were installed, did not save. So the aboveground plant is a panacea. All the exits and paths to it, the need for which “VV” also wrote, have now appeared. But now the Uprdor is very much counting on the consciousness of the townspeople in Lakinsk, Vladimir, and Petushki (here such an overground has to be regularly repaired). Overheads were built for the safety and comfort of citizens, and not for vandalism and the use of their stupid prowess.

Temporary difficulties will remain

Sharing plans for upgrades on the M-7, the road leaders took us to the turnoff to Koloksha station. There used to be a high accident rate here too. Now they are finishing the construction of a turning loop. Once the single-level interchange is ready, the situation will change.

But now the Great Koloksha Standing is a thing of the past. It is more appropriate to talk about difficulty in movement due to narrowing of the band. Uprdor assures that when carrying out repairs and construction work they try not to narrow the bands.

But it is clear that it is too early to talk about the complete comfort of motorists at a time when such large-scale work is underway. Uprdor believes:

Our road network is underdeveloped. There is no alternative to the federal highway. Unfortunately.

At the same time, they emphasize that they always inform local authorities about such repair work.

The project provides for the calculation where will he go traffic. But there is no compensation mechanism for local roads along which transit will travel,” Goldobin noted. This means that motorists themselves are looking for ways to bypass the M-7; this summer, for example, hundreds of cars drove around Koloksha through Energetik with access to Babaevo.

Next year, motorists will have to look for alternative navigation when driving through Pokrov. The Uprdor is transferring significant forces there to continue the reconstruction of the highway passing through the city. Up to 40 thousand units of transport pass through it every day.

We are entering Pokrov as part of the M-7 reconstruction project from Kirzhach to Petushki,” explains Goldobin. - It is divided into seven stages - until 2020. In Pokrov, as in Lakinsk, fenders will be installed, lighting will be replaced, and protective screens will be partially installed. Some houses have glazing to block out noise. The bypass road construction project is not considered here: the costs will be simply colossal.

Here, as in other Vladimir sections of the M-7, the primary task is to reduce the accident rate. From the bridge over Kirzhach to Petushki there are 14 accidents. By the end of the project, road workers hope for a radical change in the situation. Crossings that are notorious among drivers and pedestrians will remain in history.

And we, drivers, are again asked to be patient. The Administrator apologizes for the inconveniences already caused and those planned in the future. Ultimately, all this work is done for us.

13.4 kilometers of the M-7 federal highway will be overhauled in our region this year. The volume of financing compared to last year increased by 1 billion rubles and amounted to 4.2 billion rubles.

The accident rate on the M-7 decreased by 14% due to repair work. The number of dead decreased compared to the APPG by 27%, the number of wounded - by 20%.

The M7 Volga federal highway is almost the only road leading to the east. There is also the M5 Ural highway, which connects with the M7 in Ufa, but all freight traffic between Moscow, Nizhny Novgorod, Kazan and Izhevsk falls on the old Vladimirka. It is constantly being reconstructed, the asphalt is being changed, bridges are being repaired, which further aggravates the “impassability” of the route.

M7. A little history

Within the boundaries of Moscow, “Vladimirka” is called the “Highway of Enthusiasts”, invented by the Bolshevik People’s Commissar of Education Lunacharsky. Before the construction of the Trans-Siberian Railway, along the Vladimirka there were stages of convicts sentenced to hard labor and exile in Siberia, among whom were “revolutionaries”. In memory of them, Lunacharsky proposed to rename the Siberian highway.
Permanent reconstruction is underway on Entuziastov Highway. The most difficult place is the intersections with Budyonny Avenue and Elektrodnaya Street. In the early morning of May 1, no problems were felt, but you can imagine what happens here on a weekday evening.

Balashikha - Noginsk. Traffic jams on the M7

We leave Moscow and find ourselves in a zone of “constant traffic jams”. The name “Balashikha” has long become a common noun in the mouths of drivers forced to go east. Even before entering Balashikha, the first problem awaits us - this is a left turn at Dzerzhinsky’s division. It's being built here new bridge across the Gorenka River near Mazurinsky Ponds. Balashikha, with its numerous traffic lights, is undergoing permanent reconstruction. Overpasses are being built at the Saltykovsky intersection and the turn to Zhelezka Zheleznodorozhny. Life-affirming pictures with a free road were taken in the early morning of May 1. Further, no difficulties were noticed up to the border of the Moscow and Vladimir regions.
On the way back on May 8, we stood to our heart's content from Noginsk to Balashikha. The problems began on the Noginsk bypass and continued with a permanent traffic jam in Staraya and Novaya Kupavna, Obukhovo and further almost to Moscow.

M7 in the Vladimir region

The bridge over the Kirzhach River is being repaired here. The roadway has been narrowed to one lane in each direction. Large-scale traffic jams are possible, on weekdays due to trucks, and on weekends due to mass migrations of summer residents. The next “ambush” awaits the traveler beyond the Intercession. This is another repair of the bridge over the Topka River in the village with the euphonious name Omutishchi. From the point of view of traffic jams, the place is unpredictable. Usually the traffic in Omutishchi is light, but on a traffic jam on the evening of May 8, I took a detour. In general, the condition of the road surface is good, even in repair areas. Where they are not, driving along the M7 is simply pleasant. However, you should not relax. The next repair awaits you between Boldino and Lakinsk. For one and a half kilometers both lanes from Moscow are blocked. Major work is underway here to replace not only the asphalt, but also the sand and gravel cushion, because no one has touched this area since at least the 80s of the last century.

Lakinsk. Traffic jams on the M7

As soon as we rejoiced, our valiant road workers dug up the road again and dismantled another bridge over the Undolka River. The photos were taken on the third day of the May weekend. You can imagine what happens here on weekdays.
The following picture shows a traffic jam from Vladimir on May 8, 2017. It started before reaching Demidovo. After being stuck in traffic for about 20 minutes, I crawled to the turnoff and went to Stavrovo. During this time, it lengthened by a good kilometer.

"Beijing"

Further the road is contained in in perfect order, including the Vladimir bypass. We took the southern bypass, and not the northern “Beijing” with heavy traffic and traffic lights. The popular name “Beijing” appeared soon after the war, when “Stalin and Mao listened to us...” The “Leader” ordered the construction of a road from Moscow to Beijing.
Actually, most of the route existed long before him, because the construction of the Trans-Siberian highway began back in... 1905 and managed to reach Chita. Then it happened October revolution, as a result of which, until the beginning of the 21st century, there was simply no road to Vladivostok. “Beijing” is a bypass road around Noginsk, Vladimir and Vyazniki. It’s a pity that they didn’t have time to build around Balashikha - Mao quarreled with Khrushchev and friendship with China went apart.

This is not a “Beijing”, but a southern bypass of Vladimir. The two-lane section stretches from the fork with the old Vladimir road to the junction for the village of Raduzhny

On the way back, at the exit from the bypass, there was a sluggish traffic jam. Most likely it was caused by the sign (30) and the poor condition of the asphalt on the overpass. After the bridge over the Klyazma, the real highway begins. Unfortunately, the speed limit here is normal, so I don’t recommend flying low. The condition of the road surface is good, sometimes excellent. But after the Vladimir bypass, the M7 highway passes through villages. Observe the speed limit. Another repair on the M7 is located in the Tara River area. At the 266-268 km section, the asphalt on both sides of the highway is being changed. There are no traffic jams. In the Vyazniki area, cracks and holes appear on the asphalt, but they are not dangerous. Nevertheless, major renovations have been launched on the Vyaznikov bypass. For 9 km, traffic is carried out in one lane. The lanes towards Nizhny Novgorod are blocked. In the repair zone, we came across a very unpleasant sign for the first time. Neither on May 1 nor on May 8 were there any difficulties in this section. The road infrastructure is quite developed. However, the further you get from Moscow, the fewer branded gas stations there are. In the Vladimir region, you most often come across “horns and hooves,” but it’s difficult to dry out: every 30-40 km there will definitely be Lukoil or Tatneft. In the photo there is a Lukoil gas station near Gorokhovets. There are cafes and other eateries in almost every village, motels are also found. The entrance to the Nizhny Novgorod region is marked by a chapel. All the way to Nizhny Novgorod there is an excellent four-lane highway without any narrowing or repairs.

It is on this section of the M7 that tripods are found in abundance. Most often they are placed outside populated areas. To the side of the road, behind the bushes, there is a civilian car with a guard monitoring the safety of the expensive equipment.

According to the department, costs for all types of work on the federal highway will increase by more than 1 billion rubles compared to 2016 and amount to 4.4 billion.

In 2017, on the section of the federal road passing through the territory of the Vladimir region, 4 bridges and more than 17 kilometers of the route will be repaired. The work will be concentrated on several sections of the M-7 Volga highway in Petushinsky, Sobinsky, Kameshkovsky, Vyaznikovsky districts and in the city of Vladimir.

Completion of overhaul:

Major repair work will be completed on sections of the M-7 Volga highway: from 145 to 156 km in Lakinsk, from 300 to 309 km in the area of ​​Vyazniki and the village of Ilevniki. The project provides for the elimination of traffic lights, separation of traffic and pedestrian flows through the construction of two underground and five overground pedestrian crossings, installation of sidewalks, lighting, barriers and railings. Thus, the 12- and 9-kilometer sections of the highway, where motorists are currently suffering in traffic jams due to repairs, will correspond to the parameters of technical category 1B.

Start of overhaul:

In the new road construction season, Uprdor plans to begin major repairs on two more sections of the M-7: from 94 to 118 km (from the village of Kirzhach to Petushki) and from 156 to 169 km (in the area of ​​the village of Demidovo and the village of Vorsha).

The first section - 24 kilometers of the “federal road”, passing through the village of Kirzhach, the city of Pokrov, the villages of Novye Omutishchi and Annino, will be “capitalized” in as many as 7 stages until 2020.

This season, work will begin on sections from 104 to 108 km and from 94 to 99 km, passing through the village of Kirzhach and the exit from Pokrov. The implementation period for two sections is 2017 - 2019. Federal road workers will widen and strengthen the roadway, build turning loops, express lanes, build new and update existing electric lighting lines, replace and build new bus stops and culverts. On sections of the highway, a dividing strip will be constructed and more than 13 km of metal barrier fencing and half a kilometer of concrete will be installed.

“Big road repairs” will be included in Pokrov this year: on the section from 104 to 105 km, with a length of 1.3 km, a turning loop, a temporary elevated pedestrian crossing, new sidewalks will be built, and it is planned to install new bus stops.

As for the section near Demidov and Vorsha, in 2017 the main volume of work on the project will be on the construction of a turning loop outside populated areas - on the section from 167 to 169 km. In general, the project involves the construction of three turning loops in this section and the construction of an overground pedestrian crossing at 168 km, as well as the elimination of all traffic lights.

Bridge repair:

On the Vladimir sections of the M-7, four bridges will be overhauled this year. Work on the bridge over the Klyazma on the 2nd km of M-7 - the entrance to Vladimir, where repairs started in 2015, will be completed. The overhaul of the bridge over the Topka at the 111th km of M-7, which has been ongoing since last year, will also be completed. These measures helped eliminate the possibility of traffic jams within Balashikha. Major repairs of the route on the section from km 145 to km 156 started in 2015. Over the three years of implementation, to ensure unimpeded passage on the site, 4 turning loops and expressway lanes were built, new electric lighting lines with a total length of more than 16 km, a drainage system, a barrier fence, noise barriers, new bus pavilions and signs were installed. In addition, road workers built five overground and two underground pedestrian crossings, and also eliminated traffic lights.

Also in 2017, construction of a transport interchange began on the 27th km of M-7 "Volga" on the way out of Balashikha. The project here provides for the expansion of the roadway to six lanes in the section from the 26th km to the 30th km, the construction of turning loops at two levels at the 26th and 30th km for organizing U-turns and left-turn exits. In addition, it is planned to eliminate three traffic lights, construct four stationary overhead pedestrian crossings and install noise barriers. In the Vladimir region last year a large-scale overhaul section from the 94th km to the 118th km, which passes through the village of Kirzhach, the city of Pokrov, the villages of Novye Omutishchi and Annino. Repair, overhaul, reconstruction

In the territory Republic of Tatarstan In 2017, FKU Volgo-Vyatskupravtodor completed the reconstruction of two sections of the M-7 highway with a total length of about 30 km: from km 888 to km 901 and from km 941 to km 957. As part of the reconstruction of sections passing through densely populated areas of the republic, road workers expanded the roadway from 2 to 4 lanes. At both sites, a subgrade was erected for the construction of two new traffic lanes. On the section from km 947 to km 955, due to the non-compliance of the existing route with the requirements of building codes, a decision was made to straighten the road by building a new section with a length of 7.8 km. Thanks to this measure, it was possible to eliminate the area with limited visibility and increase the maximum permitted speed from 50 to 90 km/h.

In addition, as part of the reconstruction, two two-level interchanges, equipped with electric lighting, were built to allow uninterrupted access to nearby settlements with the construction of overpasses (Lower and Upper Yaki, Middle Kirmeni, Russian Kirmeni and Urazbakhtino). At km 945, rest areas for drivers and passengers of transit transport have been reconstructed. Braking and acceleration lanes were made at the entrance and exit, and an underground pedestrian crossing was built near the rest area at km 944.

Work on the reconstruction of the section from km 888 to km 901 started in February 2015 and was completed according to schedule in October 2017. The cost of the construction project amounted to 2983.6 million rubles. Reconstruction of the section from km 947 to km 955 began in April 2012. 2017 was the biggest bridge across the Volga at km 777 highway M-7 "Volga" within the borders of the Republic of Tatarstan - its length is more than 1000 meters. Specialists repaired the bridge's control structures and bank supports, replaced the expansion joints with multi-profile ones, and also installed a new coating using the vibration-resistant granite-cast composition ASPHALIT. Its use allows you to significantly increase the accuracy and productivity of work, thanks to which it is possible to achieve maximum evenness of the road surface.

Repairs were carried out on almost 33 km; wear layers, allowing to extend the service life of the roadway, were installed on 17.5 km of the route. IN Republic of Bashkortostan federal road workers from the Uprdor "Priuralye" repaired and restored worn-out layers of pavement on 3 sections of the M-7 Volga highway with a total length of 33 km: from km 1188 to km 1192, from km 1192 to km 1205 km and from the 1235th km to the 1251st km.

The most serious accidents

The M-7 Volga highway is not the most dangerous in the country, but serious accidents with tragic consequences regularly occur here. Of the largest ones in 2017, we can recall, in particular, the January accident at the entrance to Perm. On January 26, at the 398th km of the access road to the city of Perm, the driver of a foreign car Nissan drove into the oncoming lane of the road, where he crashed into a Scania truck. As a result of the impact, 4 people died, three on the spot and one more in the hospital. In the spring, one of the most terrible accidents on the M-7 occurred in the Vladimir region, near the village of Pekshi. Last summer, an accident on the M-7 in Chuvashia claimed the lives of three people. On July 26, on the 673rd km of the highway near the village of Tabanry, a truck’s tire burst, after which the truck driver lost control and crashed into a Peugeot car. Another notable accident happened in August - in the Vladimir region, a raised truck crane arm touched the structures of a pedestrian bridge located above the roadway. After this, the structures collapsed onto the roadway and completely blocked traffic. Last fall, one of the most serious accidents on the M-7 occurred in Bashkiria - on September 10, 3 people were killed in a head-on collision between Toyota Crown and Kia Rio cars. Three more died in an accident on November 16 in the city of Vladimir. The driver of a MAN truck crashed into a stationary Ford Transit, which was about to turn left. The impact threw the truck into oncoming traffic, where it crashed into a Toyota Corolla and Mitsubishi Lancer.

Safety traffic

To improve road safety and reduce the number of accidents, each of the federal departments carried out a large amount of work on the subordinate section of the M-7 Volga highway. Thus, on the section administered by the Moscow-Nizhny Novgorod Road Administration, in 2017, 13 pedestrian crossings at different levels were erected to ensure the safety of pedestrians and traffic without traffic lights.

The departments note a reduction in the number of road accidents on the M-7 highway - the result of not only repair, overhaul, reconstruction and construction work, but also the result of programs to improve road safety. In particular, in Tatarstan the number of road accidents last year decreased by 8.5% compared to 2016. At the entrances from the highway to the cities of Vladimir and Ivanovo, the number of accidents decreased by 6.6%, deaths by 16%, and injuries by 7%.

Plans for 2018

In the Moscow region, work on the 27th km at the exit from Balashikha, which began at the end of 2017, will enter the active phase. In the spring in the city of Vladimir it is planned to begin major repairs on the section from the 10th km to the 21st km of the M-7 Volga highway at the entrance to Ivanovo. During the overhaul, the road surface will be replaced, a dividing strip will be installed, and the shoulders will be strengthened and widened. Major repairs of the section of the M-7 highway from km 94 to km 102 will be carried out in the village of Kirzhach and at the entrance to the town of Pokrov. FKU "Volgo-Vyatskupravtodor" will continue the reconstruction of three sections of the highway: from km 856 to km 868, from km 868 to km 878 and from km 878 to km 888. Within the borders of Tatarstan, major repairs are planned on three sections of the M-7 Volga with a total length of 20.1 km, repairs on 6 sections with a total length of 35.9 km. At km 787, repairs of the bridge over the dry land are planned. Within the borders of Chuvashia, plans for 2018 have not yet been fully formed. Major repairs will take place in two sections with a total length of 7.857 km. In addition, the design of the reconstruction of the M-7 Volga has been completed on the section from km 735 (border with Chuvashia) to km 771 (interchange with the Kazan-Buinsk-Ulyanovsk highway).
