M4 highway repairs for a year. Avtodor did not complete the repair of the section of the M4 Don highway to the Black Sea coast on time

Information on the organization of traffic at the facilities of overhaul and repair highway M4 "Don" and artificial structures on it for 2017

On the federal highway M4 "Don" (Moscow - Novorossiysk) in the Republic of Adygea, traffic will be limited due to the repair of bridges. This was reported by the propaganda department of the Republican traffic police. According to the State traffic inspectorate, from May 18 to June 17 of this year, repair work will be carried out on bridge structures located at km 1341, 1342 and 1351 of the M4 Don highway during daylight hours with a phased overlap of one of four lanes. As a matter of priority, lanes will be closed in the direction of Krasnodar.

According to the tender documentation, the section of the M4 highway in Rostov region from 1071 to 1074 km will be repaired no later than November 10, 2017, the section from 1074 to 1091 km - by October 30, 2018

On the section of the M4 Don highway in the Aksai district of the Rostov region, from 1054 to 1056 km, traffic is difficult due to the repair of the highway, the regional traffic police reports. Since March 11, 2017, major repairs have been carried out there in southbound scheduled to be completed within 20 days. “Currently, the organization of traffic is carried out on one lane in each direction, and therefore the movement in this area is difficult,” the traffic police said.

April 1, 2017 on the section of the federal highway M4 "Don" in the Rostov region (km 933 - km 982) repair begins. The work is being carried out to ensure the regulatory condition of the road and ensure traffic safety in this section. The organization of traffic will be carried out in two lanes with the transfer of traffic to the oncoming lane. The work will be carried out from April 1 to September 20, 2017. The state company "Avtodor" apologizes to drivers for temporary inconvenience.

In April 2017, repairs will begin on the overpass across the local highway (Grushevskaya station), at km 1034 of the M4 Don federal highway. Starting from April 4, work will begin on the arrangement of the traffic organization scheme for the period of repair work (temporary marking, installation of signs). After the completion of the preparatory work, the traffic switchover and the start of work on the carriageway of the facility will begin. The work is carried out to ensure the regulatory condition of the road and traffic safety. First of all, the work will be carried out on the right structure, the direct direction of the M4 Don highway, Moscow - Novorossiysk, then on the left. The state company Avtodor apologizes for the temporary inconvenience.

The M-4 "Don" road was designed by the Road Design, Survey and Research Institute of GIPRODORNII and built in 1959-1966 in accordance with the requirements for a road of the third technical category - with a roadway width of 7 meters and two traffic lanes. It was designed for small loads. From 1984 to 1990, a duplicate M-4 section was built and put into operation in the Domodedovo district of the Moscow region with a length of 18.4 km. In 1999, 72 km of the road with 4-8 traffic lanes were put into operation, in 2000 - 63 km of the road in the Moscow and Tula regions. As a result, today's Don highway is a continuation of Lipetskaya Street in Moscow. Former route of the road - old Kashirskoe highway- has lost its former meaning and serves mainly for regional transportation, as well as for avoiding traffic jams that appear on the Don highway. In November 1998, in the Lipetsk region, a toll section of the road to bypass the village of Khlevnoye, about 20 km long, was solemnly put into operation, the first in modern history roads of Russia paid section. In the 2000s, the reconstruction of the highway continued along its entire length, as a result of which most of the road received separate carriageways and multi-level intersections with other roads, the length of sections with night lighting increased. Bypasses were built for the cities of Bogoroditsk (2009), Efremov (2010), Yelets (2011) and other settlements.

In 2010, the road was transferred to the trust management of the State Company Avtodor. The state company, together with the Association of International Road Carriers, Opora Rossii, the media, monitored the state of roadside service facilities, recognizing more than 50% of existing facilities as uncomfortable for use, and another 30% as not meeting the requirements of the law.

Almost all toll sections of the M-4 Don highway have an open toll collection system, with the exception of the section 414-464 km, which has mixed system. The fare is paid once when crossing the toll plaza and is not charged to users who will move within paid section without passing through the toll booth. The section in the Lipetsk region (414-464 km) has a closed toll collection system. Toll collection points are located at km 416 and km 460. Payment is made at the entrance to the paid site and is valid for 12 hours from the date of payment. To leave the toll section, you must provide a receipt for the payment of the fare to the cashier-controller of the toll plaza. If the journey through the paid section took more than 12 hours, then the journey must be paid again.

Throughout the entire length of the toll sections of the highway, there are fixed telephone sets for emergency notification of special services about the occurrence of an emergency (emergency commissioners). Due to the divided flows of oncoming traffic, the absence of traffic lights and the junction of minor roads at the same level, the estimated speed for toll sections is from 90 to 130 km/h.

Also on paid sites introduced elements automated traffic control system (ASUDD) that provide:

  • collection of information about the situation on the road in real time through a video surveillance system
  • collection of information about weather conditions from automatic road weather stations;
  • collection of information on the operation of outdoor lighting and urgent operational information from emergency points;
  • operational decision making
  • transfer of information to the relevant road maintenance services, if necessary, emergency services;
  • informing road users about speed mode traffic, about possible travel restrictions through information boards installed along the entire length of the road.

The regime of paid travel on this section is introduced on the basis of government decrees Russian Federation, which in turn were adopted in accordance with Article 36 federal law"On highways and road activities in the Russian Federation and on amendments to certain legislative acts of the Russian Federation".

Detailed information about the location of Toll Collection Points and Sales and Service Centers on the M-4 "Don" highway is available on the page

For many years we have been observing how the M4 Don highway, the road to the sea, is being transformed. It has never been picturesque, but now it is the most modern track in Russia. New modern gas stations, recreation areas, cafes, hotels - all this is in sufficient quantity. Good quality pavement, four-lane traffic, fenders, lighting and emergency call points (on toll sections) make the journey calm and confident. Those who drove the old M4 and have the opportunity to compare understand that all innovations are good. Including the notorious paid sites. We paid a little more than 1,100 rubles when traveling along the M4 with a transponder (in both directions!). Quite fearless money for a fast, safe and comfortable ride. If you believe breaking news, by the fall of 2017, two more sections will be opened - in the Rostov region (1091.6 - 1119.5 km.) And the Krasnodar Territory (1195 - 1319 km.).

There are many articles about the M4 in the "LT Travelers Club". And, it would seem, you can already calm down. But no. Firstly, the track changes every year, in places - beyond recognition. I will show you these changes. Secondly, I will hand over new tested on personal experience"passwords and appearances" - the hotel "Evraziyskiy", where we stopped twice for the night in Rostov-on-Don and a cafe on the M4, where we ate on the way there and back.
We drove south, as usual, in two stages. The first day is a marathon to Rostov-on-Don, 1,100 kilometers. The second day - a decisive breakthrough to Sochi, 560 kilometers. Shorter in mileage, but no less intense. I invite you on a trip by car to Sochi - along the M4 (Moscow - Novorossiysk) and A147 (Dzhubga - Tuapse - Sochi - Adler).

Advertising - club support

In the morning we wanted to leave early, at four o'clock. But it worked out as usual. They went to bed late. Couldn't sleep for a long time. As a result, we started already at six o'clock.

On Sunday, there were few cars on the Moscow Ring Road. We reached the M4 in 40 minutes.

There were few cars along the way. If it weren’t for traffic jams in three sections (Losevo village, in front of the Likhaya river and in front of the Krasny Kolos village), they would have reached Rostov very quickly.

All paid sections passed through the transponder. We bought this wonderful little thing last year in August when we went to. Have used it multiple times over the years. But only this time they experienced full power.

Traveling by transponder turned out to be very profitable. Paid sections round trip cost us 1,146 rubles. Here is the complete printout.

In terms of time, this is also a significant savings - no need to stand in line for payment. I think we saved one hour in total. And this is almost with a free track!

Usually the first time we refuel at the Shell gas station in the Moscow region and there we go for a snack at Pomponchik. This time the car was already refueled, and I didn’t feel like eating at all.

Appeal to newcomers on the M4: at the entrance to each toll section, more precisely to the toll booths, pay attention to which lane you are entering. The lanes for those who travel by transponder are always marked - this is both the green color of the lanes themselves and the inscription " T-pass" above the strip. If you do not have a transponder, driving into this lane will make it difficult for you and others to move.

On the highway "Don" there are several memorable sights. Pay attention to the cross that stands on a hill above the road to Tula region? Cross to the warrior Eugene?

19-year-old soldier Yevgeny Rodionov was killed by bandits on the First Chechen war when he refused to take off his cross and betray his faith. This cross is a personal initiative of caring people.

Driving along the M4 in the Tula region, I always admire the temple of the Iberian Icon of the Mother of God in the village of Borshchevoe, Venevsky district (183 km.).

Since then, many new hotels have been opened on the Don highway, old ones have been renovated. At the 200th kilometer, I noticed a bright orange motel "Edem" (Venevsky district, Kukuy village). The place is popular.

Hotel "Ilyinka" at 220 km. the M 4 "Don" highway is one of the new ones.

The quality of the roadway on the M4 is excellent. Almost all areas have fenders.

Some bridges and overpasses have not been completed to the end.

The asphalt is worse there, you can even see it from the photographs. :)

Some finishing work going on.

We decided to have lunch at the Simpatio pizzeria in Novaya Usman. Hunger was already driving our stomachs unbearably, we decided not to pull up to 720 kilometers.

But a tragicomedy came out with Usman. Before the next paid section of the route, we did not pay attention to the yellow shield. And he said that a new paid section was opened - to bypass New Usman.

We pass the toll collection point in one breath.

Without considering the signs, we move along the white road markings "M4".

And only at this moment we raise our eyes up and ... we say "Goodbye" to the pizzerias. The funny thing is that on the way back we accidentally went the wrong way. toll road and ended up in Usman. So we were surprised when we saw that the pizzeria "Sympatio" no longer exists at all. So this time, God simply took us away from unnecessary loss of time.

This time there were many cars from St. Petersburg and, of course, from Moscow on the track. They are always in the majority. But according to the general feeling, they drive south by car from everywhere now. This was not the case five years ago. Road trips have become very popular because they are economical, convenient and fun.

Again we pass the payment point without a queue. Thank you transponder!

On the way there and back, we observed the active construction of a bypass road around Losevo and Pavlovsk. This time we had to stand in Losevo. 40 minutes definitely lost, if not more.

And here is Lukoil at the 720th kilometer. We fill up the car and go to dinner. We have been on the road for 9.5 hours. Unfortunately, we did not take traditional fruits with us (we like to take sliced peaches and apricots; the food is light, but saturates well).

On the way back, we stopped at a cafe at the Tatneft gas station at 749 km. (from Moscow). I noticed her on the way south. There are new gas stations on both sides of the road.

Tatneft is located right behind Dyadin (a farm in the Bogucharsky district of the Voronezh region). It's impossible to drive. For Dyadin - if you go to Moscow! Before Dyadin - if you go to the sea!

The cafe is small. There is a shop and a children's play area.

The food is delicious, homemade. We really enjoyed. We got more pies to go. Real borscht with meat. Herring under a fur coat, manti and fish are delicious. Berry juice - awesome, natural.

Before the Likhaya River, we got stuck in a serious traffic jam.

Together with us, in the neighborhood, such a lovely dog toiled.

We "caught" another traffic jam almost in front of Rostov, or rather, in front of the village of Krasny Kolos.

Of the innovations on the M4 - several new "Pompoms" in the Rostov Region and the Krasnodar Territory. A network cafe was opened in front of Rostov. Yeah, the once suburban network became federal. It is good that there is an opportunity to eat in proven places.

We drove into Rostov-on-Don already in the dark, at 21.00. The road from home to Rostov took 15.5 hours. About 2 and a half hours spent on traffic jams. And an hour - to rest at the 720th kilometer. Total - a clean path of 12 hours at our modest speed of 90 km / h.

The next day we continued our journey to the sea.
We had breakfast at the hotel. Breakfast is not very dense, but as a snack it is enough. Behind Rostov we saw another Pompom. But by this time, I didn't feel like eating at all.

Rostov-on-Don is located almost on the border of the Rostov region and Krasnodar Territory. You do not have time to "get scared" as you are already entering the Kuban. For me, this is the most quivering, sweetest and most exciting moment. I love the Kuban region, I love our south, I love to go there by car!

When I pass under this wide hospitable "arch" with sunflowers "Welcome to Krasnodar region", the soul sings loudly.

In the same way, the soul cries when I read the inscription with reverse side: "We are waiting for you again. Resorts of the Krasnodar Territory."

A memorable landmark on the M4 highway is the memorial complex "Field of Cossack Glory". From afar, a rider on a rearing horse is visible. The inscription on the monument: "Here in August 1942 stood to death, defending the gates of the Caucasus, the 4th Guards Kuban Cossack Corps, surprising the world with its stamina and greatness of spirit."

View of the monument from the other side of the road.

At the turn to Tikhoretsk, the M4 makes a sharp turn to the right.

They were amazed that the repair work that has been going on in this area for a long time has not yet been finally completed. Let it be only 10 kilometers, but I had to suffer for a heavy truck on a single lane.

At 1,252 km. everything was fine, and the track flew.

One of the new gas stations on the highway. Believe me, there are a lot of them along the entire M4. Moreover, these are complexes, including a cafe and a shop.

At Krasnodar, in the absence of a sign, they missed the turn to the bypass. It’s good that we understood this in time, we didn’t stop by the city. I had to turn around. On the way back, by the way, the sign was already there.

The clock was about an hour. And although they initially thought of staying at, they couldn’t bear it, they decided to have a bite to eat in the same Pompom.

Krasnodar "Pomponchik" is our favorite. Highly tasty food! Okroshka on kefir is excellent. Chebureks with a Caucasian accent are spicy and very tasty. And what donuts are here ... Real ones! Completely different dough than we do now. Donuts from my childhood. Highly recommend!

And here are the "Cossacks", to which we did not endure.

Highway M-4 "Don" connects Central Russia and southern regions countries. The enjoyment of the road and rest can be spoiled by many kilometers of traffic jams on the highway. Every year this topic is very relevant at any time of the year. Although bottlenecks have significantly decreased this year, they still exist. Therefore, it is so important to know the detour routes, the status of detours and the coverage of the main route.

We take as a basis a traveler departing from the capital region.

The M-4 highway, at the present time, is a wide expressway with toll sections. I would like to immediately say to lovers of savings. You should not bypass these roads. alternative way. This will take a lot of time and nerves. Such a road lies through settlements with many speed bumps and a speed limit of 30 km / h.

Therefore, it is better not to save on this, but to move quickly, saving the undercarriage from the terrible recumbent hillocks, on which even trucks completely stop. And so you drove through several regions, passed several sections with repair work and speed limits, and drove into the Voronezh region. This is the first bottleneck on your path where you will need to make a detour.

Detour of Losevo village, Voronezh region

The entire length of the section from this village to the city of Pavlovsk is a single-lane road, on which repair roads have been underway for many years, without improving the traffic situation. This is especially noticeable in summer time. Many kilometers of traffic jams gather here, in which people stand for several hours. The most unfortunate motorists can get stuck here for 5-6 hours. This year, July's traffic growth figures are already well above those of August last year. Although August is considered the month of the largest number vehicles heading south. The state company "Avtodor" recommends several ways to bypass this "bottleneck":

  • If the traffic jam starts close to the village, motorists have only one detour option. Having reached the sign for the 595th kilometer, we leave the highway in the direction of the city of Bobrov, we pass the village of Buturlinovka. Further, there are 2 options for further movement. If, in Yandex - traffic jams, you see information about the continuation of the traffic jam in the city of Pavlovsk, you should continue to detour and get off at M-4 already near the city of Boguchar at 740 km of the highway. If there is no traffic jam in Pavlovsk, then you should go to the main road at km 671. After Pavlovsk, traffic goes along a modern highway with two-lane traffic in one direction, so you should leave here to save time.
  • If the navigator showed the presence of a traffic jam, and you just passed Voronezh, you should turn around at the turn towards the city of Liski. Then we move towards the city of Boguchar, pass Kamenka, Rossosh and exit to the DON highway at the signpost 740 km, already 37 km to the border with the Rostov region.
  • The option of the longest congestion bypass, if the first 2 options are also crowded with cars avoiding trouble. Near Voronezh, at the sign "492 km" we leave towards the city, along the ring road, we reach the direction indicator towards Kursk. We pass Patriots Avenue and exit onto the E-38 road. Follow the sign for Ostrogozhsk. Then we move along route 2 and return to the main route after Boguchar, passing places with slow traffic.

Having entered the Rostov region, we cross it along the longest part. The road is in good condition, with some minor repairs. But that doesn't slow things down a bit. Sections of the track with a large rut are dangerous for cars with low ground clearance. But the traffic is slowed down by heavy vehicles that do not want to go along the “floated” right lane and go to the left side.

Generally incomprehensible situation. Every year, the track is patched up and the rutting is removed. And every year, in the midst of holiday season, there are difficulties in movement. The road workers promise to prepare the roads for the World Cup, but seeing the state of the M-4 highway, you doubt the veracity of these promises.

And okay, foreign brands of long vehicles, but when a loaded KAMAZ crawls into the left lane, here you have to slow down and violate the established traffic schedule. But even more it will be broken at the entrance to the Platov airport under construction. The traffic jam can stretch for more than 20 km. And the time spent in traffic jam stretches for more than 4-5 hours.

Back in the spring of 2017, Avtodor promised to carry out repair work on the M-4 section from Novocherkassk to Rostov in spring and autumn. At the same time, the uninterrupted passage of vehicles during the holidays had to be ensured. But the work was not completed on time, and on this site and near the airport under construction, cars move at a speed of no more than 5 km / h.

Road workers claim the duration of traffic jams is no more than 7 km, but the actual duration of these places can reach more than 20 km. Many motorists place the blame for this on heavy truck drivers. But the wide roadside and very hurrying drivers moving along it and the nearby dirt road are to blame. The boors, in columns, slip through the place of the traffic jam and brazenly wedged into the row.

And the number of cars is very large and forced rest stretches for many hours. The road builders are silent about the completion of the work, so it is necessary to know the detours. Many advise moving through Aksai or Zukerovaya beam. Yes, this way you can reduce the time spent in a traffic jam, but it will take time to get to these exit points, and the winning distance is small.

Another option is advised when traveling to the Crimea. Again Aksai, Leninavan, the road to Azov and Kerch. But this path can lead to a traffic jam at the entrance to Rostov from Taganrog or in the city itself, when driving during rush hours.

There are 2 earlier exits from the track. This is the way through Novocherkassk, then we move towards Bolshoy Log and Aksai and we go onto the highway after the traffic jam.

The second way seems a bit better to me. At the turn to Novoshakhtinsk, we leave the highway, drive into the city, move through the village of Krasny, Radionovo - Nesvetay and exit to the northern bypass of Rostov. The road is good, there are small sections with a bad road, but without potholes and big bumps. We are moving towards Shchepkin village, following the signs to Moscow. Here the road is new, wide enough. Behind the village of Shchepkin we leave for the highway.

Traffic jams are unlikely here, so you can calm down and move at the speed allowed by the rules. Small areas with repair work do not cause big problems. They appear a little later. If you are going to the Crimea and have not passed electronic registration you have to stand in line. There are no detours in this case. But problems may arise even at the entrance to the Kerch crossing.

This is the city of Timashevsk and its railways. This can lead to crisis situations. They advise the way through the city, but this is not the best option. There is a more convenient route. Without stopping in the city, we move to the station. Konevskaya, then we leave for Grechannaya Balka and Slavinsk - on - Kuban. It should be bypassed on the bypass road. It turns out a detour of more than 17 km, but you do not need to stand in the heat with the air conditioner turned on, lose gasoline with frequent gas changes and nerves from road troubles.

If you are heading to Tuapse, Sochi and further along the Black Sea coast, you can move through Goryachiy Klyuch and Dzhubga. But large traffic jams can form from the Goryachiy Klyuch to Defonovka and to the entrance to Dzhubga. Some hotheads offer routes through ravines with river crossings. We won't even discuss them.

We do not recommend leaving for the Hot Key in the direction of the village of Shaumyan. Such a detour can lead to a visit to the workshop and repair of the chassis. A broken gravel road, for 40 km, will not so much reduce the time spent in a traffic jam, as it will increase the time for repairs and money costs.

The best alternative to the Don highway on this stretch would be to drive through the Shahumyan Pass. But here it is worth making a reservation. If the weather is very damp, especially after heavy rains, only drivers with all-wheel drive can decide on this path. Dry weather will allow cars with low ground clearance to pass in this place.

We turn to st. Saratovskaya, a small section with a bad road, will allow you to move towards the goal at a speed of no more than 20 km / h. We move towards Apsheronsk, then we advance to Khadyzhensk, passing it, we pass through the pass and leave for Tuapse . So we are moving to our favorite places of the Black Sea coast of the Caucasus and Abkhazia.

These tips from experienced autotourists will help you avoid many troubles along the way and find ways to bypass traffic jams:

But the main rule is that when setting off on a journey, be sure to study the map of traffic jams and areas with difficult traffic and take a navigator on the road with downloaded new maps and the "speed" system. And connect the mobile Internet on your phone. This equipment will help you avoid unwanted meetings with traffic police officers and will tell you places of difficult traffic and ways to detour them.

In conclusion, we note

When setting out on a long journey, prepare your car for the journey. Buy or rent a navigator with fresh maps, be sure to pay for the mobile Internet of your smartphone. This technique will help you find the correct detour route and warn you in time of traffic jams.

When choosing ways to bypass traffic jams, choose the best option, taking into account the quality of roads and mileage. Do not be too lazy to report on the forum of motorists new information about detour routes and share your impressions about driving along the old routes.

Good luck on the roads. No nail, no wand. And fewer letters happiness after the holidays in your mailbox.

The editors of the Portal of the Roads of Russia

The federal highway M-4 "Don" is more than 1500 km of the road from Moscow to Novorossiysk. This is one of the main and popular routes of the Russian Federation. M-4 connects Moscow, Tula, Lipetsk, Voronezh and Rostov regions, Krasnodar Territory, as well as the Republics of Adygea and Crimea. The load on the highway turns out to be colossal, this is one of the busiest roads in the country, and in the media the name “M-4 Don” is found more often than other roads. In 2017, the track gave a lot of informational reasons, both positive and negative. About the most significant events that occurred on the M-4 Don highway, in particular, read about the new toll section, repairs, accidents in the DorInfo material, which will open a series of publications about what happened on the main federal highways Russia in the past 2017.

Repair work on the M-4 Don highway

Repair work in 2017 was carried out on sections of the route in 4 regions: Moscow, Tula, Lipetsk and Voronezh regions. So, in the section from km 52 to 71 in the Moscow region, road workers eliminated rutting, in the section from km 125 to 132 in the same region, road pavement was strengthened, surface drainage and treatment facilities were equipped, and road signs, barrier fencing, noise barriers, partially screens were installed in new places.

In the Tula region, the top layer of the pavement was replaced using crushed-stone-mastic asphalt concrete in sections from km 225 to km 260 (reverse direction) and from km 275 to km 287 (reverse direction). In the Lipetsk region, the section from km 356 to km 464 was repaired.

In sections from km 482 to km 487 and from km 518 to km 599 (Voronezh region), the top layer of the pavement was replaced. In the same region, on the section from km 486 to km 492 (direct direction), work began on the overhaul of the road surface. Preparatory work is underway, including earthworks, and work on laying the foundation for widening the roadway to 3 lanes. Completion is scheduled for July 2018.

Also, the overhaul works affected this year a section of the route in the Rostov region - from km 1038 to km 1056. Despite the fact that the work was not carried out during the holiday season, a break was made on purpose, but it was not possible to avoid it.

At the same time, it should be noted that this year the road builders were tasked with completing part of the work by June 15, in particular, it was about the section from Krasnodar to the village of Arkhipo-Osipovka. “It is necessary to do everything possible so as not to repeat the situation of past years. When people go to the sea for a holiday, they don't want to see repair equipment and fences, they want to feel the atmosphere of the resort. Let's create this atmosphere for them," Governor of the Krasnodar Territory Veniamin Kondratyev said in May. They tried to strictly control these terms, however, failures in work could not be avoided - due to bad weather in late May and early June, it was not possible to complete the repair in full. In this regard, the authorities of the Kuban even gathered at the Ministry of Transport of the Russian Federation. The head of the Republic of Adygea was also dissatisfied with the pace of work on the M-4 "Don" highway.

New paid site in the Azov region and protests local residents

In May current year in the Azov district of the Rostov region, after a three-year reconstruction, traffic was opened. The section with a length of almost 28 km was brought to category 1B - intersections at the same level were removed here and oncoming flows were separated. In the course of the work, the builders erected two overpasses on the highway, an interchange, a passage for agricultural machinery, installed more than 2.3 km of noise screens, and also installed lighting throughout the entire section of the highway. The road section has four lanes.

The fact that this section would become paid before the end of 2017 was known back in the summer, but only by the end of October did a wide circle of the population become aware of the conflict between local residents of two districts, Azov and Kagalnitsky, with federal officials. 80% of the population of these districts use the M-4 Don highway every day, since they work and study in Rostov-on-Don. The prospect of paid travel did not suit them. The Avtodor State Corporation was ready to provide benefits by developing special subscriptions, which toll roads There was no Russian Federation yet, but this alignment did not suit the local residents. An alternative to the M-4 toll section is the Azov - Bataysk - Rostov-on-Don road, however, according to residents, its condition is unsatisfactory.

“Have you ever driven along the Samara-Azov highway? Get in your personal car and please drive, and then I will meet with you in a week and ask you how your car is, alive or well. This alternative road is 1.5 meters wide, you can’t call pits pits there, there are ditches and potholes,” one of the residents of the village of Samarskoye said at a meeting with officials at the end of October.

Residents of settlements near the M-4 Don highway were satisfied with only one option - free travel, so they even turned to Russian President Vladimir Putin. The payment for local residents was not completely canceled, but a special agreement was concluded between Avtodor and the Government of the Rostov Region, which fixed “fair payment terms” for citizens. It was considered fair at 50 kopecks per kilometer for a passenger car.

For all car owners, travel through the section from km 1091 to km 1119 became paid from December 18. An open payment system operates here - you only need to pay for the fare once, at the toll plaza at km 1093. In the daytime (from 07:00 to 00:00), when paying in cash or by bank card, the fare on this section of the M-4 highway for cars of category I will cost 50 rubles, at night - 30 rubles. If you have a transponder, the fee will be 40 rubles and 24 rubles, respectively. It should be noted that this is the first toll section of the M-4 Don highway in the Rostov region.

We also note here that from January 15, 2018, a single transponder will work on all toll roads in Russia - it will be possible to pay for the fare with any transponder, regardless of which operator issued it. First, the operator cooperation agreement was signed by operators of toll sections of the M-4 Don highway, the M-3 Ukraine section, sections of the M-11 Moscow-St. Petersburg highway, and the Western High-Speed Diameter (WHSD) in St. Petersburg . The operator of the toll section on the M-1 Belarus highway on the Odintsovo bypass was the last to connect.

New and promising sites

In May 2017, on the M-4 Don highway in the Voronezh region, construction began on an important new section - Detour of the village of Losevo and the city of Pavlovsk. The new one will have a length of 85.17 km (from km 633 to km 715), it will pass through the territory of Bobrovsky, Pavlovsky and Verkhnemamonsky districts. The road will have 4 traffic lanes with oncoming traffic separator, so it will correspond to category 1B. There will be no traffic lights on the bypass, the intersections will be at different levels, the estimated speed will be 120 km/h.

It is planned to build 5 interchanges, 28 bridges and overpasses, as well as 7 recreation areas on the site. Seven more artificial structures will be overhauled. Recall that a long-term investment agreement for the construction of a bypass was signed with Transstroymekhanizatsiya LLC at the end of 2016, the cost of construction will be slightly more than 62 billion rubles. Now the work is going ahead of schedule, in 2017 the specialists exceeded the production plan by 86%. The work is scheduled to be completed not in December 2020, but ahead of schedule - in 2019.

It should be noted that one of the main projects on the M-4 Don highway in 2018 will be Bypass Aksai- a section of the route from km 1024 to km 1091, which has been talked about for a long time. In 2016, Sergey Kelbakh, Chairman of the Board of Avtodor State Corporation, called the Aksai bypass construction project highly profitable and significant. At that time, an increase in traffic in the direction of the Crimea and the Black Sea coast on the M-4 Don highway was recorded, and therefore the project to bypass Aksai is comparable in terms of profitability to the projects of Moscow and St. Petersburg.

In 2017, the technical and cost estimate documentation for the reconstruction project of the M-4 Don section received a positive conclusion from the FAA Glavgosexpertiza of Russia. The project provides for the construction and reconstruction of 3 traffic interchanges, 8 bridges and overpasses, one pedestrian crossing. The road will be upgraded to category IB with four traffic lanes and outdoor lighting. It should be noted that the design of the pavement here is developed according to German standards. In December 2017, it became known that the Transstroymekhanizatsiya company would take over the preparatory work - it was she who became the winner of the auction. The cost of the work will be 4 billion 793 million 601 thousand rubles.

Also in 2017, the scientific and technical council of Avtodor approved the construction option far western bypass of the city of Krasnodar- a road that will connect the M-4 Don highway with the Krasnodar - Temryuk - Bely farm road. The route will be laid in the area of the village of Maryanskaya, bypassing the Kopanskaya farm, Novovelichkovskaya and Novotitarovskaya villages, and at the 1304th km, in the area of the Oktyabrsky farm, it will join the M-4. The construction of the road will cost 30 billion rubles, and work can begin as early as 2018.

Roadside service and recreation areas

In the Moscow region in 2017, several important facilities were opened on the Don highway for the comfort of road users. So, in October, a complex recreation area appeared at the 37th kilometer, including a cafe for 54 places with amenities and free wi-fi, a grocery store, parking for trucks for 16 places and cars for 37 places, as well as a street recreation area. Now the site is ready to receive 300 people a day, next summer it is planned to expand it. The Avtodora Group of Companies plans to equip similar complex sites at four more sections of the M-4 Don highway - at km 68, at km 74, at km 76, and also at km 143. As in the first case, private entrepreneurs will deal with service zones.

In November, a multifunctional roadside service zone (MFZ) appeared on the 56th kilometer of the highway, which operates on the basis of a gas station. There are cafes, parking lots, and recreation areas. Until 2019, according to Avtodor's plan, 46 such multifunctional zones should be created.

Also in the Moscow region on the M-4 Don since this summer, two air pollution monitoring stations have been launched. One of them is located at the toll plaza (TOC) on the 71st km of the motorway, and the second - on the 68th km of the highway. During the period from June to October, the stations only once recorded an excess of harmful substances in the air, which was caused by unfavorable weather conditions for dispersion. In general, the content of harmful impurities in atmospheric air in line with the norms, experts say.
