The Charter of the Service of the Internal Armed Forces of Russia spells out the rights and duties of a company officer on duty. The duties of the duty officer include the following:

  • constantly monitor the availability and working condition of fire extinguishing items in the premises, as well as the burglar alarm of the rooms where weapons are stored; exact implementation of fire safety rules (you can smoke only in specially designated rooms, dry uniforms only in dryers); observe and monitor the proper use of stoves and lamps;

Garrison guards subordinate to the head of the garrison, the military commandant of the garrison, the guard on duty and his assistant; the guard at the garrison guardhouse, in addition, is subordinate to the head of the guardhouse. (Art. 97 CC and CC).

Internal (ship) guards subordinate to the commander of the military unit (commander of the ship), the duty officer of the military unit (ship) and his assistant, if the assistant to the duty officer of the military unit is an officer. The internal guard guarding the facilities of a battalion (division) located separately from the rest of the units of the military unit, in addition, is subordinate to the commander of this battalion (division) and the battalion (division) on duty in a military rank equal to or higher in rank than the head of the guard. The sentry at the post must have a weapon with an attached bayonet (an automatic machine with a folding butt without a bayonet-knife, a bayonet-knife in a sheath on a waist belt): at night - in a standing position for firing; in the daytime - in the "on the belt" position or in the ready position for standing shooting. 304. Before the divorce, the new duty officer of the company checks the composition of the assigned daily outfit of the company, inspects it and presents it to the foreman of the company. After examining, checking knowledge of duties and conducting practical exercises for the foreman of the company, he receives information from the old duty officer on the availability and consumption of people and leads a daily divorce order.

After the divorce, the new duty officer, together with the old duty officer, checks and accepts weapons, boxes of ammunition and seals on them, property according to inventories, checks the availability and serviceability of fire extinguishing and warning equipment, after which the duty officers sign in the book of acceptance and delivery of duty (Appendix 12).

Weapons are accepted individually, by numbers and in completeness. At the same time, the serviceability of locks, burglar alarms, cabinets, seals and other equipment is checked.

Having taken duty, the new duty officer, together with the old one, arrive at the company commander, and in his absence - to the deputy company commander, if he is absent, to the foreman of the company with a report on the surrender and acceptance of duty.

For example: "Comrade captain. Sergeant Stepanov passed the duty in the company", "Comrade captain. Junior sergeant Kazakov took over the duty in the company."

Then the new duty officer for the company reports all the comments made and the instructions given to the duty officers for the regiment on the divorce, as well as malfunctions or shortages discovered during the reception of duty.

305. The company officer is obliged:

When an alarm is declared, raise the personnel, notify the military personnel undergoing military service under the contract, before the arrival of the officers of the company or the foreman of the company, follow the instructions of the regiment on duty;

Monitor the exact implementation of the daily routine in the company, at the set time, carry out a general rise of personnel;

Know the location of the company and the procedure for calling it, the presence of people in the company, the number of people on duty, sick, arrested (in custody), dismissed from the regiment or sent as part of teams, as well as the presence and exact consumption of weapons;

Issue weapons, except for pistols, only by order of the commander or foreman of the company, making an entry about this in the book for issuing weapons and ammunition (Appendix 10); when receiving weapons, check the numbers and completeness of it;

Always have with you and do not give anyone the keys to the room for storing weapons;

In case of any incidents in the company and violation of the rules of relations established by the charters between soldiers or sergeants of the company, take urgent measures to restore order; immediately report this to the duty officer of the regiment and the company commander or his deputy, and in the absence of the latter - to the foreman of the company;

Monitor the availability and good condition of the company's fire extinguishing equipment and security alarms in the rooms for storing weapons, compliance with fire safety requirements in the company (smoking is allowed only in specially designated areas, drying of uniforms - only in dryers, observe the rules for firing stoves and using lamps);

At the command of the duty officer for the regiment, close the doors of the barracks for constipation, and allow visitors to be admitted by the alarm call after preliminary familiarization;

In the event of a fire, call the fire brigade, take measures to extinguish it and immediately report to the duty officer of the regiment and the company commander, as well as take measures to withdraw people and to remove weapons and property from the premises that are in danger;

Timely change orderlies; by order of the foreman of the company, send the units assigned to work and various teams, as well as send all the sick and subject to examination by a doctor to the medical center;

At the appointed hour, line up those dismissed from the location of the regiment, report on this to the foreman of the company and, on his orders, present them to the regiment on duty;

When leaving the premises of the company on business, as well as during his rest, transfer the performance of his duties to one of the daymen of the free shift;

Monitor the thorough cleaning and maintenance of the company's premises, maintaining the established air temperature in them, observing the order of lighting, heating, ventilation of the premises, the presence of drinking water in the cisterns and water in the washbasins, as well as the cleaning of the territory assigned to the company;

Maintain order when meals are taken by company personnel; at the direction of the foreman of the company, timely submit applications to the dining room attendant for leaving food to persons who are on duty or absent on other official business;

Upon arrival at the company, direct superiors from the company commander and above, the regiment on duty, as well as inspecting (checking) persons, give the command "Attention", report to them and accompany them to the location of the company.

For example: "Comrade Major. No incidents happened during my duty (or something happened). The company is engaged in a military shooting range. The company on duty is Sergeant Smirnov."

The duty officer does not report to other officers, ensigns and the foreman of the company, but only introduces himself.

Upon the arrival of officers not from their own company, the company duty officer also introduces himself to them and accompanies them to the company commander.

In the case when the arriving commander (chief) is met by the company commander and reports to him, the company duty officer present at the same time does not report, but only introduces himself.

306. When deployed in a populated area, the company officer on duty, in addition, observes that soldiers and sergeants do not leave the area where the company is located, do not enter places that are forbidden to visit, while being on the street they are dressed in uniform and observe public order. The company duty officer detains those noticed in violation of the order and directs them to the foreman of the company.
