Algorithm for processing documents by applicants

The document processing algorithm is presented in Chapter III "Instructions on the procedure and conditions for the admission of citizens of the Russian Federation to educational organizations of the FSB of Russia", approved by order of the FSB of Russia dated May 20, 2014 No. 277.

III. The procedure and conditions for the reception of citizens Russian Federation to educational organizations of the Federal Security Service of Russia for training in professional educational programs

24. The educational organizations of the Federal Security Service of Russia for training in professional educational programs accept candidates who have the level of education and age established by paragraphs 25, 26 of this Instruction, and who have been selected in accordance with paragraph 29 of this Instruction.

25. For training in professional educational programs, candidates with an education not lower than secondary general are accepted. The presence of education is confirmed by documents on education (certificate of secondary general (secondary (complete) general) education, diploma of secondary vocational education or diploma of primary vocational education, if it contains a record of the bearer receiving secondary (complete) general education). Admission of candidates for training courses for educational programs of higher education from among persons studying in educational organizations of the Federal Security Service of Russia on training courses for secondary programs vocational education, is admitted to educational organizations of the FSB of Russia upon completion of training in secondary vocational education programs on a general basis.

26. Accepted for training * (6): citizens of the Russian Federation who have not passed military service, - aged 16 to 22 years inclusive; citizens of the Russian Federation who have completed military service, and military personnel who are doing military service by conscription or under a contract - until they reach the age of 24 years. The age of citizens of the Russian Federation entering the educational organizations of the FSB of Russia is calculated on the date of their enrollment for training.

27. Applications (reports) for admission to study in educational organizations of the FSB of Russia are submitted no later than March 1 of the year of admission: by citizens of the Russian Federation, including those who have completed military service, to the security agency at the place of residence or at the place of stay; citizens of the Russian Federation residing on the territory of closed military camps, closed administrative-territorial formations - to the security body in the troops; military personnel undergoing military service under a contract in security agencies - to the head, head of the security agency; servicemen undergoing military service by conscription or under contract in other federal executive bodies - to the security body in the troops at the place of military service. The application (report) shall indicate the names educational organization FSB of Russia and the course of training for which the candidate expressed a desire to enter.

28. The following shall be attached to the application (report):

a) a completed and signed application form;

b) an autobiography written by the candidate by hand in any form;

c) copies of birth certificates, marriage (dissolution) and education documents of the candidate, duly certified;

d) copies of certificates of birth, marriage (dissolution), death of close relatives of the candidate, duly certified;

e) certificate of current academic performance at the time of submission of documents (for students);

f) reference from the place of study (service or work), certified by the seal of the relevant organization;

g) six photographs measuring 4.5 x 6 cm (on matte paper without a corner);

h) a copy of the compulsory medical insurance policy;

i) a copy of the financial and personal account and an extract from the house (apartment) book from the place of residence;

j) copies of documents confirming the special rights * (7) of the candidate upon admission to the educational organization of the FSB of Russia.

29. The selection of candidates for educational organizations of the FSB of Russia is carried out by the security agencies and corresponds to the procedure for selecting candidates for military service under a contract to the security agencies * (8). The security agencies carry out the study of candidates, conduct their medical examination, professional psychological selection, check the level physical fitness, the procedure for obtaining access to information constituting a state secret, a check related to ensuring the own security of the security agencies, which makes it possible to determine the suitability of candidates for military service under a contract in the security agencies, the possibility and expediency of sending them to study at educational organizations of the FSB of Russia. If the security agency does not have a need for specialists according to the profile of the training stream or orders for the corresponding stream on which the candidate has expressed a desire to study, he is refused to be sent to the educational organization of the FSB of Russia for this stream. The decision to refuse a referral is made by the head, head of the security agency or a person replacing him. The selection of candidates for educational organizations of the FSB of Russia by other federal executive bodies in their own interests is carried out in accordance with interdepartmental agreements.

30. Candidates undergo an initial*(9) and final medical examination*(10). For candidates from among citizens of the Russian Federation who have not completed military service or who have completed military service, the primary medical examination is carried out by the military medical commission of the security agency at the place of residence of the candidate or the Central Exhibition Center of the FSB of Russia. For candidates from among military personnel undergoing military service by conscription or contract, the primary medical examination is carried out by the military medical commission of the security agency at the candidate's place of service or the Central Exhibition Center of the FSB of Russia. The final medical examination is carried out upon the arrival of candidates to the educational organizations of the FSB of Russia by non-staff temporary military medical commissions of educational organizations of the FSB of Russia or the Central Exhibition Center of the FSB of Russia. For candidates who have passed the primary medical examination of the Central Exhibition Center of the Federal Security Service of Russia, this medical examination is final. Candidates recognized by the results of a final medical examination as unfit for admission to an educational organization of the FSB of Russia are not enrolled for training and are sent to their place of residence (to the place of military service).

31. Based on the results of a medical examination, a conclusion is made on the candidate's suitability for military service and admission to an educational organization of the FSB of Russia; based on the results of professional psychological selection - a conclusion on professional suitability. A certificate of the results of a medical examination and a conclusion on professional suitability are attached to the materials of the candidate's personal file.

32. The level of physical fitness of candidates is determined by the results of the implementation of standards for physical training and is evaluated according to the grading system "passed", "not passed". Candidates pass the standards for physical training in the security body or its subdivision. Candidates who received the mark "not counted" when passing the standards for physical training are not sent to the educational organizations of the FSB of Russia.

33. Verification of the level of physical fitness of candidates sent to an educational organization of the FSB of Russia by a security agency located at the location of this educational organization of the FSB of Russia is carried out by this educational organization together with the security agency (subdivision of the security agency). Documents confirming the passing of physical fitness standards (with the results for each exercise) are attached to the personal file of the candidate.

34. Registration of candidates for access to information constituting a state secret, and verification related to ensuring their own security of the security agencies, are carried out in the manner established by the Law of the Russian Federation of July 21, 1993 N 5485-1 "On State Secrets" * (11) , federal law dated April 3, 1995 N 40-FZ "On the Federal Security Service" and other regulatory legal acts of the Russian Federation.

35. The materials of the personal file of the candidate are considered at a meeting of the attestation commission of the security body. The decision to send a candidate to an educational organization of the FSB of Russia is made by the head, head of the security agency or a person replacing him, taking into account the conclusion of the attestation commission. With a positive decision to send a candidate to an educational organization of the FSB of Russia, a conclusion is prepared, which additionally indicates the name of the training stream and the foreign language recommended for study (only for training streams that provide in-depth study of a foreign language). The conclusion is approved by the head, the head of the security body or the person replacing him. The decision to send (refuse to send) to an educational organization of the FSB of Russia is communicated to the candidate.

36. The personal files of candidates are sent to the educational organizations of the FSB of Russia by the deadline set in the admission rules. Candidates' personal files that were received by the educational organizations of the FSB of Russia later than the established deadlines, as well as those drawn up in violation of the established requirements, are returned to the security agencies and other federal executive authorities that sent them.

37. If the personal files of candidates comply with the established requirements, the educational organizations of the FSB of Russia send calls * (12) signed by the leadership of the educational organization of the FSB of Russia to the security agencies and other federal executive bodies on the admission of candidates to entrance examinations indicating the time of arrival at the educational organizations of the FSB Russia.

38. Candidates from among the citizens of the Russian Federation who have not completed or completed military service, sent to educational organizations of the FSB of Russia for delivery entrance examinations, must have with them: a security order, a birth certificate, a passport of a citizen of the Russian Federation, a certificate of a citizen subject to conscription for military service, or a military ID, a certificate of preventive vaccinations, a compulsory medical insurance policy, a document on the appropriate level of education (original) , a certificate of the results of the unified state exam (hereinafter referred to as the USE), as well as sportswear.

39. Candidates from among the military personnel sent to educational organizations of the FSB of Russia to pass entrance examinations must have with them: an order of the military unit * (13), a food certificate (for military personnel undergoing military service on conscription), an identity card of a serviceman of the Russian Federation or military ID, document on the appropriate level of education (original), certificate of USE results, passport of a citizen of the Russian Federation. Military candidates must have full set military uniform (according to the season) and arrive at the educational organization of the FSB of Russia in everyday military uniform clothes.

40. For candidates from the ranks of military personnel who are doing military service by conscription or under a contract, educational organizations of the FSB of Russia conduct preparatory camps lasting up to ten days. The deadline for the candidate's arrival at the training camp is determined in the call sent by the educational organization of the FSB of Russia to the security agency and other federal executive authority.

41. Admission to educational organizations of the FSB of Russia for training in the streams of training in educational programs of higher education is carried out on a competitive basis based on the results of entrance examinations, unless otherwise provided by the legislation of the Russian Federation on education * (14).

42. Admission to educational organizations of the FSB of Russia for training in the training courses for educational programs of secondary vocational education is carried out based on the results of additional entrance tests, if they are established, in accordance with paragraph 44 of this Instruction. If the number of candidates for training in such streams exceeds the number of allocated places, admission to training is carried out taking into account the results of mastering the educational program of secondary general education by the candidates, indicated in the education documents submitted by them.

43. The list of entrance examinations for admission to study in educational programs of higher education is established by the federal executive body that performs the functions of developing public policy and legal regulation in the field of education * (15).

44. Additional entrance tests for admission to educational organizations of the FSB of Russia (hereinafter referred to as additional entrance tests) are carried out in accordance with the list approved by the regulatory legal act of the FSB of Russia * (16). Additional entrance tests for candidates are conducted by educational organizations of the FSB of Russia. At the same time, the educational organization of the FSB of Russia may transfer the authority to conduct these tests for certain categories of candidates to other educational organizations of the FSB of Russia in agreement with the Personnel Department of the Service for Organizational and Personnel Work of the FSB of Russia.

45. Additional entrance tests are evaluated on a 100-point scale and are taken into account during the competition along with the results of the USE.

46. ​​The right to admission to educational organizations of the FSB of Russia without entrance examinations and the preferential right to enroll in educational organizations of the FSB of Russia, subject to successful completion of entrance examinations and other equal conditions candidates who meet the established requirements are provided in accordance with the legislation of the Russian Federation * (17). Other special rights upon admission to study at educational organizations of the FSB of Russia are granted to candidates who are among the winners or prize-winners of school Olympiads and meet the established requirements, in accordance with the legislation of the Russian Federation * (18). The indicated rights of candidates must be confirmed by documents of the established form * (19).

47. Candidates who have not passed the competition for the declared training stream have the right to participate in the competition for another training stream in this educational organization of the FSB of Russia or another educational organization of the FSB of Russia on training streams for secondary vocational education programs. The direction of these candidates to other educational organizations of the FSB of Russia is carried out at the expense of Money allocated to send candidates for training to a permanent place of residence.

48. The decision to enroll candidates for training in the educational organization of the FSB of Russia takes place at a meeting of the selection committee. The decision on enrollment is drawn up in a protocol, on the basis of which an order is issued by the head of the educational organization of the FSB of Russia. Candidates who are not enrolled for training are sent in the prescribed manner to their permanent place of residence (to the place of military service).

49. Deadlines for sending personal files of candidates to educational organizations of the Federal Security Service of Russia, the minimum number of USE scores in general subjects corresponding to the direction of training (specialty), a list of standards for physical fitness and criteria for assessing the level of physical fitness, terms, form and criteria for assessing additional entrance tests , the procedure for filing and considering appeals, the procedure for holding the competition are determined by the admission rules.

50. Educational organizations of the FSB of Russia, no later than ten days after the issuance of the order of the head of the educational organization of the FSB of Russia on enrollment in training, send extracts from the order of the head of the educational organization of the FSB of Russia to candidates enrolled in training * (20) .

The procedure for filing and considering appeals

Based on the results of additional entrance examinations (entrance examinations), the candidate has the right to submit a written appeal to the Appeal Commission of the Institute about the violation, in his opinion, of the established procedure for its conduct and (or) disagreement with his (their) results (hereinafter referred to as the appeal).

An appeal is not a retake of the exam. During the consideration of the appeal, only the correctness of the assessment of the exam results is checked.

The appeal is filed by the candidate in person on the next day after the announcement of the assessment for the exam. The Admissions Committee ensures the acceptance of appeals throughout the working day. Appeals are considered within a day after they are filed. The candidate has the right to be present during the consideration of the appeal and to familiarize himself with his examination paper.

With a minor candidate (under 18 years of age), one of the parents or legal representatives has the right to be present.

After consideration of the appeal, the decision of the Appeals Commission on the assessment of the exam is made.

If there are disagreements in the Appeal Commission, a vote is taken, and the decision is approved by a majority of votes. The decision of the appeal commission drawn up in the protocol is brought to the attention of the candidate (against signature).

Story

On the basis of the Decree of the Central Committee of the CPSU, by order of the Minister of Defense of the USSR of March 13, 1967, a Kurgan Higher Military-Political Aviation School(KVVPAU). In a higher educational institution, political officers were trained for the aviation units of the Armed Forces of the USSR.

By order of the Minister of Defense of the Russian Federation No. 46 dated June 26, 1992, a Kurgan Military Aviation Technical School(KWATU). In this secondary educational institution, aviation technicians were trained for the air force of the Russian Federation and the CIS countries.

On December 26, 1995, by Decree of the Government of the Russian Federation No. 1259, the material base of KVATU and the bulk of the personnel were transferred to the jurisdiction of the Federal Border Service of the Russian Federation and formed Kurgan Military Aviation Institute of the Federal Border Service of the Russian Federation. In August 1996, the educational institution was renamed into Kurgan Military Institute of the Federal Border Guard Service of the Russian Federation. At the educational institution he trained aviation specialists with higher education in four engineering and three flight specialties. In June 2000, the first graduation of officer-engineers took place, and in 2001 - officers-pilots and navigators for the aviation units of the Federal Border Guard Service of Russia. There is a small opportunity to enter the Faculty of Foreign Languages ​​and ICSI ( at the Academy of the FSB: here they train the best specialists in Russia in information security ). Again, not very big. Those who speak rarer languages: French, Spanish, Chinese or Hindi have a chance to enter without blat.

How to proceed

If an applicant is afraid of any difficulties upon admission, then you should not meddle in the authorities. Everything is clear here - you decided, so you act to the end. Here are the figures: out of 150 applicants, 20 people reach the internal exams.

The medical board is a difficult test. Here everything is on an equal footing, despite the fact that someone has a grandfather-general. By the way, during the entire training, health workers check your health every six months. When I studied at the Academy, a guy died on our daily run - his heart stopped, which could not withstand the loads. It turned out that he was a relative of some prominent official in the organs. There was a huge scandal, from that moment the selection criteria became even more stringent.

On the polygraph, you are like a transparent sheet, your inner convictions become visible to the personnel officer, as in purgatory.

Therefore, it is important to be a patriot, to appreciate the rank of an officer, to express it honestly and truthfully, without pathos. No kidding, this is important. After successfully passing the polygraph, you will have to check your physical fitness. The standards in the AFSB are not for wimps - for the test you need to pull yourself up 11 times without shortness of breath, run a hundred meters in at least 13.6 seconds, and overcome three kilometers in 12 minutes. There is only one advice here: if your hand reaches for a beer or a joystick in the evening, go run in the park or pull iron in a rocking chair.

A very sure step to prepare for additional tests is admission to courses at the Academy. This is good preparatory school but not always sufficient. For example, speaking German at the level of a native speaker, I worked hard with a tutor in foreign, Russian and social studies for two years. I wanted to make sure I threw all my strength into it. As a result, he entered the top twenty enlisted.

Education system

Already from the first year, my illusions about studying there began to dissipate. The first-year student immediately feels that he enters the system. You know that your ten years are already booked. The first five of them you strain all your strength, you study. The second five you give back to the Motherland for a free and one of the best education in the world. It is not simple. You are either weak or you can handle it. I'm really proud that I got the chance to study here. The level of linguistic, mathematical, physical and legal training is unlikely to be compared even with MGIMO and Moscow State University. Legendary personalities teach at the Academy, which, unfortunately, I cannot tell. Some of them were awarded the title of Hero Soviet Union and Hero of Russia. Many subjects are taught in special classrooms, from which nothing can be taken out - no notes, no pens. Everything they teach there is classified as “secret”. The Academy has a very strong legal background. True, you need to be ready for it yourself - at lectures, students usually write out 30-40 pages each.

Scholarship

It is known that the scholarship at the Academy is huge compared to civilian universities - about 15 thousand rubles a month. But please don't compare us to a citizen. In the AFSB you are in the service, hard work from 7 am to the evening. This is a strong emotional pressure every day. In my opinion, our scholarship is even small.

Girls at our faculty study special. Intelligent, restrained, with excellent physical fitness.

Many find their soul mates here. For example, I got married as soon as I received my diploma. After receiving a diploma, you spend five years in the service of the Fatherland. From Moscow they are often sent to serve in Rostov, Volgograd. There is also service in hot spots. If we get lucky. It turns out that with classmates you can spend ten years side by side. It happened to me too: during this time I found true colleagues, loyal friends.

"In civilian life" is not quite aware of the concept of "a devoted heart." With my friends, I experienced misfortune, poverty, visited all their weddings. They have rescued me many times. If any of them have difficulties, I am ready to fly to their place of service the next day.

Employment

Now the fate of my friends has developed in different ways. Someone continues to serve, someone moved to Alpha, some, like me, have taken up legal civil service. There were no problems with employment - with an AFSB diploma they took even without an interview for a good position. Why didn't I continue my service? Frustrated with the system. Understand, in the bodies of 90% of incredibly worthy, patriotic, gifted people. They are the color of the country. But there are 10% of corrupt officials. It's probably like that everywhere, but I couldn't bear it.

Additional entrance examinations on the training courses of full-time and part-time forms of education are held in June-July of the year of admission, training courses for in absentia training - in September of the year of admission. The schedule of entrance examinations is brought by the Academy to the security authorities (departments) no later than 1 month before their start.
