Where does the paid parking zone start in Moscow?

Paid parking areas in the capital were approved by Decree of the Government of Moscow N 289-PP dated May 17, 2013 "On the organization of paid urban parking in the city of Moscow." In accordance with this resolution, paid parking zones in the city center, rules, as well as the cost of parking spaces were introduced.

In 2013, after the legislative approval of the list of paid parking zones, several zones were located by the city authorities within the Third Transport Ring (TTK). This innovation made it possible to improve the convenience of pedestrians, organize the movement of cars in a more efficient way and bring order to the organization of the arrangement of parking zones in the city.

What is the cost of parking in Moscow in 2019?

The cost of parking in Moscow is determined by the Government of Moscow and, in accordance with Decree of the Government of Moscow No. 798-PP, payment for parking spaces is made at the following rates:

  • The minimum cost of parking in the center will be 80 rubles per hour - these are the streets between the Garden and Boulevard rings.
  • On the busier streets inside Garden Ring will act parking with a differentiated rate - 50 rubles for the first 30 minutes, then 150 rubles per hour.
  • On the streets inside the Boulevard Ring, the rates will be 100 and 200 rubles per hour.
  • On 237 streets, a tariff of 380 rubles per hour during the day and 200 rubles per hour at night will be set.(List of streets with increased fare)
  • Parking on site from outside The Boulevard Ring to the borders of Moscow will cost 30,000 rubles a month and 300,000 rubles a year.
  • Parking at all paid parking lots in the city except for Moscow City will cost 37,000 rubles a month and 370,000 rubles a year.
  • The cost of a subscription from the outer side of the Garden Ring to the borders of Moscow will not change and will cost 15,000 rubles a month and 150,000 rubles a year.
  • In the zone of increased tariff (380 rubles per hour) parking passes are not valid!

Currently, residents of the paid parking zone in the capital are entitled to free parking on the streets of Moscow within municipal district residence, on the territory of which the residential premises of the resident are located from 20:00 to 8:00.


To obtain this right, it is necessary to issue a parking permit for 3 years, while, at the request of the owner vehicle, you can get it for more short term- for one or two years. Upon receipt of a resident permit with a three-year validity period, the car owner can pay both in full (immediately for the entire period of its validity), and separately for each year. If suddenly the resident car owner pays in installments, and has not paid the fee for the last year of the permit validity on time, the period of validity of the permit will be extended by no more than 14 calendar days. Permits for free parking for resident car owners are issued on the principle of "no more than 2 permits per apartment."

There are several ways to pay for parking in Moscow. The car owner can choose the most convenient of these methods:

  1. Paying for parking through a parking meter, a parking card or any bank card (credit or debit) is suitable for this method.
  2. Payment for parking from a parking account - if you have registered on the portal of the Moscow parking space or downloaded to your smartphone/tablet mobile app"Parking in Moscow" (for Android for iOS), you get a virtual parking account, to which you put money and when parking, these funds are calculated from your account.
  3. Payment for parking with a monthly or annual parking subscription, in accordance with the parking zones for which the subscription is issued.

Payment must be made within 15 minutes after the parking space is occupied. However, there are exceptions. They operate in the following cases:

  • If the person who parked has the right to free parking;
  • If you are the owner of a paid resident parking permit;
  • If you paid for the placement of the car in the parking lot in accordance with paragraphs 3.2 - 3.3 of Moscow Government Decree No. 289-PP and occupied a parking space from 8:00 to 20:00.

If the parking time paid through the parking meter has expired, the driver must leave the parking space within 10 minutes. The same time is allotted to leave the occupied parking lot when the driver has already sent an SMS message that he is leaving the parking lot.

Payment for parking through the website of the Moscow Parking Space

You can pay for parking through the website of the Moscow Parking Space, using your personal account and a virtual account linked to it, money to which you can credit from a bank card, and funds are debited at the time the car is placed in the parking space and before it is removed from the parking lot. Free parking spaces in the center of Moscow

The authorities of the city of Moscow have provided free parking in the city center. So, since December 2013, a promotion has been operating in Moscow, according to which certain places in parking lots in the city center become free on weekends and holidays and also at night.   • Confusion with road signs. Most often this is due to the "human factor". For example, road signs may be installed erroneously.
