AT At the end of October, a solemn ceremony was held at the St. Petersburg shipyard "Admiralty Shipyards" with St. Andrew's flags and a military brass band. They launched the lead ship of project 21300 "Dolphin" - the rescuer "Igor Belousov".

At this stage modern technologies provide for the maximum readiness of the vessel (about 75-80%). According to official figures, Igor Belousov is only 40% ready. This means that an empty vessel was lowered into the water.

R The decision to build a new generation of ocean-class rescue ships was made after the tragedy with the Kursk APRK, when it turned out that there was nothing to save the survivors in the 9th compartment of the submariners. In 1990, the Northern Fleet alone had three Project 527 rescue vessels, the Lenok rescue submarine, more than 60 deep-sea divers, including 11 officers qualified as a "diving specialist". In the period from 1990 to 1996, all rescue ships and ships with deep-water systems were excluded from combat strength Navy and sent for scrap. According to the program of reforming the army, the diving service of the fleet was liquidated.

In the Yeltsin era, short-sighted decisions were explained by a lack of money. But even in Putin's twelve fat years, the situation with the search and rescue support forces in the fleet, in fact, has not changed. The problem, however, is that by 2020 the Navy will include about two dozen new and modernized submarines. Hundreds of Russian submariners will again go to exercises and to autonomous regions. And ANY emergency on these boats can lead to a repeat of the Kursk.

Project "Dolphin" in its own way technical specifications surpassed the best NATO rescuers. It combined two important functions 1 . The deep-sea diving complex (GVK-450) - the main "stuffing" of the Igor Belousov - had almost twice the capacity 2 . Much attention was paid to automating the process of landing a rescue vehicle on a sunken submarine, since docking under water is more difficult than in space.

Our rescuers, equipped with GVK-450, would be able to work both from the surface and underwater (for example, under the ice); would have greater resistance to intensity (waves at sea); were designed for the maximum depth of work - up to 450 meters (western GVK work at 300-350 meters).

GVK-450 was developed by the Lazurit design bureau. "Lazurit", formed in 1953, earned its reputation on the famous "Barracuda" (945 project). Another success of this design bureau, of course, is the Lenok rescue submarine (in 1981, Hero of the Soviet Union Admiral Rudolf Alexandrovich Golosov used the Lenok for the first time, the crew of the sunken diesel submarine S-178 was rescued).

For many years, Lazurit Design Bureau has been headed by Mikhail Vaynerman, a unique personality in his own way. No one fully understands exactly how he managed to keep his design bureau both afloat and privately owned. All other Soviet monsters - "Diamond", "Ruby", "Malachite" and so on. - have long been part of the state-owned United Construction Corporation, created by I. Sechin. Corporation managers tried to buy Lazurit. Last time they valued all the capacities and assets of this bureau at the price of a one-room Moscow Khrushchev - 5 million rubles. This case says a lot about the managers of the domestic shipbuilding industry (former USC director Roman Trotsenko was included in the Forbes list).

At the end of last year, the readiness of the Lazurit GVK-450 was 70-80%. OMZ "Izhorskiye Zavody" has almost completed five buildings of pressure chambers 3 . The component equipment produced by the Italian counterparty was undergoing the final stage of testing. Actually, the Italians solved one of the main high-tech problems - the manufacture of non-metallic cylinders for helium compressors that can withstand pressure at a given maximum depth.

9 On November 2011, Lazurit, together with the Admiralty Shipyards plant, once again managed to get the Ministry of Defense to revise the terms and cost of the order. Under the new contract, only one GVK-450 cost one billion three hundred million rubles. This is less than the 2.5 billion requested by Weinerman, but twice the original price. The backwardness of the Russian military-industrial complex was, of course, one of the main reasons for the protracted construction. Overt bargaining, sometimes turning into outright blackmail in order to squeeze more money out of the customer (the Ministry of Defense), also took place. We started with four billion rubles. As a result, we arrived at almost nine (the cost of the entire Dolphin project, including GVK-450). It was originally planned that the project would be purely Russian. But they could not cope on their own, they attracted the Italian company Drass Galeazzi Underwater Technology S.r.l., which specializes in high-quality equipment for deep-sea diving, to manufacture part of the components.

And yet, the main reason for the protracted construction is not in the eternal Russian mess, but in the ambitiousness of the project. Yes, and the money still went to work. At the end of last year, about a billion rubles were invested in the development and manufacture of GVK-450, which is unique in its characteristics. The realistic deadline for the delivery of the rescuer "Belousov" was finally determined - 2014.

And then suddenly the Russian Ministry of Defense suddenly went over to the West.

To determine JSC "Tethys Pro" together with the foreign manufacturer of the GVK company DIVEX (Great Britain), whose official dealer in Russia is JSC "Tethys Pro", the supplier of the serial GVK-450 for the lead rescue vessel of project 21300 ... "

This decision put an end to the unique domestic deep-sea diving complex, and at the final stage of creation. With one signature, the Minister of Defense turned the already finished equipment into scrap metal worth a billion rubles. Izhora Plants, like the Italians, wrote desperate letters addressed to Serdyukov, to the vice-premiers from the defense industry - Sergei Ivanov and Dmitry Rogozin. After long silence the Italians were sent, in fact, to three Russian letters, and Lazurit and Izhora Plants rolled a lawsuit.

But! To hell with a billion and Italians! Everything would not be so sad if there REALLY EXISTED a foreign "serial GVK-450" with similar characteristics in terms of depth, intensity, capacity of pressure chambers, automation of the docking process, and so on. Alas! There are simply no analogues of the deep-sea diving complex for working at a depth of up to 450 meters, under which the lead rescuer for the Russian fleet was built, in the world.

H and the decision approved by Serdyukov - autographs of eight more signatories. Three are interesting. commander-in-chief Vysotsky- Navy. Head of Department "OSK" helmets- shipbuilding. It only remains for me to add that the Commander-in-Chief Vysotsky highly appreciated cooperation with the company "Tetis Pro", which left Yuri Gorev.

Tethys Pro is actually a reputable, powerful private diving equipment supplier, underwater vehicles, object systems for underwater surveillance and other deep-sea (mainly Western-made) equipment. Created in 1991. My sources claim that the original "credo" of this company was formed under the impression of the tragedy on the nuclear submarine "Komsomolets". The creators of "Tethys Pro" set serious goals (I readily believe in it): so that the lessons were learned, the conclusions were drawn. So that we learn how to SAVE OUR SUBMARINES.

After the Kursk, Tethys Pro becomes one of the main companies supplying equipment for the Navy, the Ministry of Internal Affairs, and the Ministry of Emergency Situations. According to the Tethys Pro state defense order program, funds were allocated to create our own production base. The ambitions were grandiose: to become one of the main manufacturers of life-saving marine equipment. What happened next and why Tethys Pro failed to fulfill its potential, I do not know. I will only note: more and more retired Navy officials appeared in the Tethys leadership. And as a result, the main activity of Tethys Pro was reduced to the purchase of diving equipment abroad.

"Tethys Pro" is the main beneficiary of the decision, which was approved - with the tacit consent of the Deputy Prime Ministers from the military-industrial complex Rogozin and Ivanov - Minister Serdyukov.

The real meaning of this adventure: a vital lifeguard for the fleet was destroyed by the hands of former and current officers of the fleet, who, unlike civilians Serdyukov-Rogozin-Ivanov, were well aware that they were leaving Russian submariners without a chance for salvation.

And no one understood this better than Andrei Zvyagintsev, whose participation in this adventure does not fit in my head.

In August 2000, deep-sea diver Andrei Nikolayevich Zvyagintsev was the commander of the 328th Expeditionary Rescue Squad of the Russian Navy.

In October 2000, he was the first to land on the Kursk to get the bodies of twelve submariners.

In the fall of 2001, Zvyagintsev took part in the rise of the Kursk and showed rare courage.

In 2002, Zvyagintsev was awarded the title of Hero of Russia. A few years later, he headed the 40 research institutes for emergency rescue, diving and deep-sea work of the Ministry of Defense. This institute provides scientific and technical support for the Dolphin project.

In 2011, Hero of Russia Zvyagintsev put his signature under, on which, in fact, a sentence was passed on the domestic rescuer.

P According to the contract concluded with Tethys Pro, Igor Belousov should enter the fleet in 2014. Not an empty, beautifully painted vessel, but a ship equipped with a full-fledged deep-sea diving complex that ensures the work of rescue divers at a depth of up to 450 meters, docking a rescue bell with a coaming platform of a boat lying on the ground at any angle, and the withdrawal and rescue of divers from a sunken nuclear submarine in all existing ways. My consultants say that in 2014 the fleet will not receive a rescue ship. When it will be received is unknown. Firstly, it is impossible to put on "Igor Belousov" a "serial GVK-450" that does not exist in nature. And Tethys Pro will not be able to create it. Even with the help of the Scottish company DIVEX.

All the efforts of Tethys Pro were initially aimed at changing the Igor Belousov project and the terms of reference for the GVK. This would make it possible to purchase a complex from the West, designed for 300-350 meters of diving, and mount it on the Igor Belousov. GWC at such a depth is produced in many countries, including China. The average price is 700 million rubles, but you can bargain. But in case of official change technical parameters well-publicized Russian rescuer will need to be explained. Why spend more than two billion 4 on something that costs three times cheaper? And why have we been risking our submariners for 12 years, if you can buy imported rescue equipment and not worry?

Inconvenient questions will not arise only in one case. If nothing is changed in technical documentation and put GVK-450 ... "on paper". And in practice, test it at a depth of up to 300-350 meters. Everything that is deeper - to separate into a separate program of research tests, which will last until this issue is forgotten at all (a very common phenomenon for our military-industrial complex). In general, very a good option. All you need is for everyone to play according to predetermined rules.

B Oris Alekseevich Kirik- Head of the 208th military representation of the Ministry of Defense. That is, a person who exercises quality control and acceptance of all military orders that are being built at the Admiralty Shipyards plant. Including the rescue vessel "Igor Belousov".

If the prosecutor's office is considered " sovereign eye”, then the military acceptance is the sovereign’s watch-dog 5 . Under Serdyukov, the most important functions were taken away from the reception, which arose as an institution back in pre-Petrine times, senselessly reformed and shamelessly reduced. The military representatives defending the interests of the Ministry of Defense are absolutely dependent on the mercy of the directors of those enterprises of the military-industrial complex that they are supposed to control. The plant often buys apartments for military representatives, gives “increases” to the beggarly military salary, and provides them with jobs after they retire. This is the price of loyalty. The result of such loyalty is the accident on the Nerpa submarine, which claimed 20 human lives.

B Oris Kirik categorically refused to participate in the "conspiracy" against "Lazurit" and the Russian GVK-450. Wrote a report addressed to Serdyukov,. Rogozin remained silent, not even reacting to. Serdyukov, meanwhile, signed a decision to replace the domestic GVK with a foreign one. Boris Kirik was illegally dismissed from the army.

Following his boss, Kirik's deputy refused to sign an agreement with Tethys Pro at the GVK - Igor Gorelov. He wrote, sent for further consideration to Moscow and went on sick leave. From the point of view of the military mentality, this was, of course, sabotage. A scandal broke out, the conclusion of an agreement with Tethys Pro was taken under personal control by the first deputy of Serdyukov, General Sukhorukov. A fax arrived, from which the military representatives of the 208th reception realized that they were “the last scoundrels.” The scoundrels, however, were embarrassed by the unprecedented advance payment included in the contract (70% of the order value, the usual practice is no more than 20%).

More than 800 million rubles (the same 70%) clarified the motives for such a high intervention to many.

The 208th stood to the death. The head of the group, who remained behind Igor Gorelov, also refused to sign the contract ...

The 208th acceptance still lost the battle for the Russian GVK at the stage of signing the contract with Tethys Pro. The regiments thinned out and retreated to spare positions. Open hostilities passed into a protracted phase of guerrilla warfare.

Boris Kirik won the court of first instance on reinstatement in the army. Defense Minister Serdyukov, who signed the order to dismiss the head of the 208th reception, was appointed defendant in Kirik's lawsuit. Neither the minister nor his representative appeared in court and did not respond to the claims. The offended court ruled according to the law. The personnel department of the Ministry of Defense sent a frightened lawyer to the court of second instance. The judge (military) read an edifying speech about the consequences of the Minister of Defense's disrespectful attitude towards Russian officers and approved the decision to reinstate Boris Kirik in the ranks of the Russian army.

Meanwhile, the Commander-in-Chief of the Navy changed. Andrey Zvyagintsev resigned. Tethys Pro was unable to agree on changes to the terms of reference for the GVK. It became clear that all the deadlines for the construction of the lifeguard were flying by. But still, a brass band was called and on October 30 the empty Igor Belousov was launched.

Exactly a week later, Putin dismissed Serdyukov and his first deputy, Sukhorukov, and appointed the country's chief rescuer as defense minister.

Can Shoigu save Russian army- I don't know. But it is in his power to save "both the man and the ship."

The point of no return with the Russian rescuer has not been passed. It seems to me that there is still an opportunity to return to the Lazurit project and, by tightly controlling the process, create genuine Russian know-how.
