On February 15, the Great Circle of Russian Cossacks took place in the Cathedral of Christ the Savior. The event was organized by the Federal Agency for Ethnic Affairs with the support of the Presidential Council Russian Federation for the Cossacks, the Synodal Committee of the Russian Orthodox Church for Cooperation with the Cossacks and the Government of Moscow. The organizing committee for the preparation of the event was headed by the head of the FADN of Russia Igor Barinov.

More than 1,500 Cossacks from 80 regions of the country, including Crimea and Sevastopol, take part in the Great Circle of Russian Cossacks. The event opened with a festive divine service in the Cathedral of Christ the Savior, which was conducted by Patriarch Kirill of Moscow and All Russia.

Greetings to the participants and guests of the Big Circle were sent by Russian President Vladimir Putin. In his message, the head of state noted that the current generation of Cossacks respects the unique historical, cultural, spiritual heritage of the Russian Cossacks, and seeks to actively participate in the life of the country and society. The delegation of the Kuban army was headed by Cossack General Nikolai Doluda. It was he who initiated the creation of a single Russian Cossack army in October last year during the first forum of registered Cossack troops of Russia in Krasnodar.


As the head of the Federal Agency for Nationalities Affairs Igor Barinov noted, the eleven existing registered Cossack troops are actually autonomous, they lack coordination. We need a headquarters that will form the agenda of all registered Cossack troops.


Metropolitan Kirill of Stavropol and Nevinnomyssk also made a presentation.

Issues of the implementation of the strategy were raised at the Great Circle public policy in relation to the Cossacks, the interaction of the Russian Orthodox Church with the Russian Cossacks, as well as issues of consolidation of the Russian Cossacks. Also on the circle, speakers and participants discussed the issue of electing the Supreme Ataman of the All-Russian Registered Cossack Army.


The unified headquarters will be located in Moscow. The Supreme Ataman will be appointed by the President of Russia. Igor Barinov called today a landmark event for the entire Russian Cossacks, noting that work will soon begin on the creation of a single military Cossack society and the path of development of the entire Cossacks. “Today it is not in vain that we have gathered in this significant place. We have gathered to unite all the Cossack troops. But association is not an end in itself. This is just a means to achieve the goals that our President V.V. Putin. The head of state has set a number of super-tasks for the entire country, one of which is a powerful leap forward. In accordance with the law "On the Public Service of the Russian Cossacks", the All-Russian Military Cossack Society is created by combining military Cossack societies. The Charter of the All-Russian Cossack Army is approved by the President of the Russian Federation. The creation of such a powerful organization should pursue and certain goals. The All-Russian Cossack Army will ensure that the military Cossack societies fulfill their obligations to bear public service, as well as to promote the role of the Russian Cossacks in educating the younger generation in the spirit of patriotism and readiness to serve the Fatherland. An important area of ​​activity of the All-Russian Cossack Army will be the preservation of cultural and historical traditions, customs, forms of management and life of the Russian Cossacks, protection civil rights and freedoms, honor and dignity of the Cossacks. The activities of the All-Russian Cossack Army will not be limited to the borders of the Russian Federation, it will strengthen ties with associations of Cossacks abroad, including assisting compatriots from among the Cossacks in their voluntary return to Russia. What will be the command structure of the All-Russian Cossack Army? Obviously, based on the Cossack traditions, the All-Russian Cossack Circle, that is, the congress of elected Cossacks representing their military Cossack societies, should become the supreme governing body. The All-Russian Cossack Circle must be convened at least once every three years. However, at the initiative of the Supreme Ataman or at the request of 2/3 of the members of the Council of Atamans, an extraordinary meeting of the All-Russian Cossack Circle may be convened. Considering national importance activities of the All-Russian Cossack Army, the right to convene an extraordinary Circle should be vested in a state body authorized to interact with the Russian Cossacks. To date, such a body is the Federal Agency for Nationalities. The All-Russian Cossack army needs an ataman as the highest executive. First of all, it is necessary to convene the Council of Atamans, which will make a fundamental decision on the unification of all eleven registered Cossack troops. This issue must be coordinated with the Presidential Council for Cossack Affairs and the Federal Agency for Nationalities. In addition, the Council of Atamans should work out the norms of representation for participation in the founding All-Russian Cossack Circle. After that, in each of the Troops, it is necessary to hold a Circle or Gathering, at which the Cossacks must decide on joining the All-Russian Registered Cossack Army, and also, in accordance with a certain norm of representation, elect delegates to participate in the founding Big Circle of the All-Russian Cossack Army. Only after this will it become possible to hold a Big Circle, during which a decision will be officially made on the creation of the All-Russian Cossack Army and its charter will be adopted, which should also be developed by this time. Also, in the course of this Circle, governing bodies should be formed, the location of the headquarters should be chosen, and the symbols of the All-Russian Cossack Host should be approved. After the President of Russia approves the charter, all that remains is to officially register it with the Ministry of Justice of the Russian Federation. At the end of the work of the Circle, the ataman of the Irkutsk Cossack army N.I. Shakhov read out the resolution of the Great Circle of the Russian Cossacks, which reflected the instructions addressed to the atamans of the military Cossack societies. Thus, the Council of Atamans of military Cossack societies was recommended at the next meeting to consider the issue of merging into the All-Russian Cossack Society and develop a standard of representation for participation in the founding Circle. Military Cossack societies are invited to complete all preparatory work on the creation of the All-Russian Cossack Army by November 2018. In addition, military Cossack societies included in the state register of Cossack societies in the Russian Federation, and Cossack public organizations are recommended to intensify interaction with the Russian Orthodox Church in terms of churching Cossacks, building churches and installing worship crosses, missionary and pilgrimage activities. Life according to the commandments of God, veneration of the Mother Church, agreement with each other, respect for the position of the ataman of the Cossack society at any level - such is the old order in the Cossack environment. And it's not for us to change it. We all should know better and often remember the simple principles of the general Cossack way of life, because the ancestors of the Cossacks most time was spent in difficult campaigns, wars, hardships, therefore they knew how to value peace, friendship, good neighborliness and mutual assistance. Unfortunately, often, the pride of a person, which someone mistakenly perceives almost as dignity, gives rise to indignation, even anger, which, in turn, leads to excessive demands, in fact, self-deception. Pride and human dignity are not identical concepts. AT Holy Scripture it is said: “The pride of a man humbles him, but the humble in spirit gains honor” (Pr. 29:22).

The head of the Synodal Committee named desirable examples for strengthening the fraternal atmosphere in Cossack societies. “When the atamans of the Cossack communities, together with their deputies and Cossacks, proceed to the Sacraments of the Holy Church, carry out the obedience of ringers, sextons, singers, and also work together in opposition to neo-paganism and sectarianism, then the Cossack temple would be not in name, but in essence. The Cossacks dreamed of creating some kind of federal body that would monitor the implementation of plans, since the Presidential Council for Cossack Affairs, which met today in Stavropol, does not have real power. The Interdepartmental Commission for Cossack Affairs under the Ministry of Regional Development could become a semblance of such a desired body. But in connection with the abolition of this ministry, it is not yet clear which of the departments the "Cossack" powers will be transferred to - the Ministry of Justice or the Ministry of Economic Development. And who will lead the commission now that Igor Slyunyaev's position has been reduced.

The Council itself also tried to respond to the aspirations of the Cossacks and created a commission to control and monitor the implementation of the Strategy, but it is not working yet. Nevertheless, members of the advisory body, among which are representatives of various ministries and departments, district administrations and chieftains of the troops, today reported on how what is written on paper is being implemented.

It's up to the regions and municipalities

General federal conditions for the development of the Cossacks on this moment created. The Chairman of the Council, Presidential Envoy to the Central Federal District Alexander Beglov, named the milestones passed. According to him, “the legal and organizational foundations for the activities of Cossack societies have been formed, entered into the register of Cossack societies and associations of Cossacks”, “long-term goals and objectives have been defined”, “a mechanism has been worked out for discussing and implementing the proposals of the Cossacks”, “the Strategy for the development of Cossacks to 2020”, “Action Plan for Strategy Implementation approved”.

In the North Caucasian Federal District, the strategy is more or less successfully implemented only in the Stavropol Territory, where the regional target program support of the Cossacks. The number of Cossack classes and schools is growing. For the completeness of the Cossack education, only the creation of the North Caucasian Cossack Cadet Corps is not enough. What prevents the Cossack private security companies?

The implementation of the strategy in terms of the state and other service of the Cossacks worries the First Deputy Minister of Internal Affairs of Russia Alexander Gorovoy. The Cossacks are actively involved in the protection of public order. Their assistance is used by 66 subjects of the federation. The Ministry of Internal Affairs, according to the deputy minister, is interested in interacting with the Cossacks, since their formations are distinguished by "great mobility and organization."

The federal law on the participation of citizens in the protection of public order, in which a separate article provides for the possibility of attracting members of Cossack societies, required the issuance of additional legal acts. The Ministry of Internal Affairs coped with this, and now, as Gorovoy noted, adjustment of regional legislation is also required.

Alexander Beglov added that military private security companies will be able to protect only state and municipal institutions and will not be used as "private armies." “Yes, today the Cossacks are mostly Orthodox, this has developed historically and has not changed over the centuries. This does not contradict other confessions that exist in our country today, Alexander Beglov assured. - If we talk about the Stavropol Territory, then I would support the governor, who came up with a proposal to develop a program that this is an international region. As our president says, we are all Russians, but everyone has a historical small homeland, everyone has their own language, their own culture. Today it was decided to preserve the historical culture of the Cossacks. The more nationalities live in our country, the more we enrich each other, become stronger and more cultured. There are some opponents, our enemies, who want to destroy our country and are starting to drive this wedge. We have no contradictions with any confessions, with any nationalities. We have one country - Russia.

According to Alexander Dmitrievich, in the Cossack educational institutions representatives of any nationalities and confessions can study if they like it. This is exactly what happened in the Stavropol Cossack school.

Sergei Melikov added that there was no need to exacerbate this issue once again, since in a multinational region, which is North Caucasus, problems arise not only between believers of different faiths, but also among fellow believers - for example, territorial disputes. The task of the authorities is to smooth them out. “We are trying to keep records, including by the presence of religious institutions, to equalize in those proportions that would allow people to feel comfortable both on the territory of Kislovodsk and on the territory of Grozny,” the plenipotentiary explained.

In turn, Metropolitan Kirill cited statistics on the ratio of Orthodox and Muslim churches in the North Caucasus. “Today, there are 3 million Russian-speaking people in the Caucasus and 600 approximately Orthodox churches. Today there are 6 million inhabitants of other nations, many of whom are Muslims, and 6,000 mosques in the Caucasus. Today the Kurgan region has 100 Orthodox churches and 300 mosques. So who is hurting whom? the Metropolitan asked a rhetorical question.

And he immediately suggested: “Go to Chechnya, to Ingushetia, where today there are a lot of schools, including cadet corps, who start their lessons with a prayer, imams come there, like our priests, and pray in their free time at the elective level. Therefore, today there is no acuteness of this problem in the Caucasus. It is trying to be created by people who, perhaps, want to stir up the situation. I recently opened an Orthodox-Muslim camp with the mufti of the Stavropol Territory. 30 young Orthodox and Muslim guys, who after two weeks of the joint camp become great friends, correspond and congratulate each other.
