1. General Provisions

1.1. The Ministry of Economic Development of the Khabarovsk Territory (hereinafter also referred to as the Ministry) is the executive authority of the Khabarovsk Territory (hereinafter also referred to as the Territory), which performs the functions of developing the regional state policy and legal regulation in the field of economic relations, organizing project activities, analysis, forecasting, strategic planning socio-economic development of the region, including determining the directions and priorities of socio-economic development, mechanisms and methods for effective regulation of the economy, the implementation of foreign economic, interregional cooperation in accordance with the legislation of the Russian Federation, including border economic cooperation, and carrying out intersectoral management and coordination of activities in these areas of other executive authorities of the region.

1.2. The Ministry is controlled and accountable to the Governor, the Chairman of the Government of the Territory and the First Deputy Chairman of the Government of the Territory for economic issues, who directly coordinates the activities of the Ministry.

1.3. The Ministry in its activities is guided by the Constitution of the Russian Federation, federal constitutional laws, federal laws, decrees and orders of the President of the Russian Federation, decrees and orders of the Government of the Russian Federation, other federal regulatory legal acts, the Charter of the Khabarovsk Territory, laws of the Territory, resolutions, orders of the Governor of the Territory, the Government region, other regulatory legal acts of the region, as well as these Regulations.

2.4. Organization, coordination and methodological support of the activities of the executive authorities of the region, local governments on the issues of forecasting the socio-economic development of the region, the implementation of strategic planning documents.

Forecasting, assessment of the production, investment, financial, tax potential of industries and economic entities, taking into account changes in the elements of taxation, mandatory payments, fees, tariffs, the use of measures of state financial and non-financial support for entities in the real sector of the economy.

2.6. Organization of program and project management, coordination and methodological support of the executive authorities of the region, local governments on the formation and implementation of state programs of the region, regional projects.

2.7. 3. Functions of the Ministry

3.3. In the field of forecasting and determining the parameters, conditions and factors (sectoral, investment, labor, spatial, infrastructure, export) to achieve and ensure sustainable economic growth in the region:

3.3.1. Carries out forecasting and analysis of the development of key sectors of the economy of the region, identified spatial centers of economic growth.

3.3.2. Organizes and conducts an examination, assessment of the economic, social, budgetary consequences of the implementation (application) of investment projects, activities that have a comprehensive and structural significance for the economic, social, budgetary dynamics of industries, administrative-territorial formations, spatial zones (centers) of development, budget system the edges.

conditions and factors for achieving and ensuring sustainable economic growth in the region;

preparation of conclusions on the RIA of the draft regulatory legal acts of the region and on the FEV of the regulatory legal acts of the region;
conducting an examination of the normative legal acts of the region, affecting the implementation of entrepreneurial and investment activities;
interaction with the Ministry of Economic Development of the Russian Federation in preparing the opinion of the Government of the Territory during the RIA of a draft regulatory legal act developed by the federal executive body;

3.8. In the field of assistance to local governments in determining the directions for the development of municipalities of the region, corresponding to the main areas of activity of the Government of the region, it carries out:
analysis and forecasting of socio-economic development of urban districts and municipal districts the region, the development on its basis of directions and mechanisms of state support for the development of the region's economy in the territorial context, including in relation to the border territories of the region;
coordination of the activities of local governments to implement measures aimed at the sustainable development of the economy and ensuring the social stability of municipalities;
monitoring the implementation of the values ​​of performance indicators of local self-government bodies, including the solution of tasks established by decrees of the President of the Russian Federation and priority areas of activity of the Government of the Territory;
providing methodological assistance to local governments on the development of concepts, strategies, municipal programs, municipal projects, documents of intermunicipal cooperation in the field of socio-economic development of territories;
formation of a list priority areas co-financing of expenditure obligations of the municipalities of the region and ensuring its direction to the Ministry of Finance of the region;
preparation of analytical information for the report of the heads of municipalities of the region to the Governor of the region on the implementation of decrees of the President of the Russian Federation and the implementation of priority areas of activity of the Government of the region;

coordination of the activities of the executive authorities of the region, local governments, city-forming enterprises to ensure sustainable development single-industry municipalities of the region, as well as interaction with federal executive authorities and the institute for the development of single-industry towns (NO "Foundation for the development of single-industry towns");
monitoring and assessing the values ​​of target indicators of the socio-economic situation of single-industry municipalities of the region;

3.11. In the field of organizing and monitoring the comparative position of the region in terms of indicators and practices of socio-economic development of the constituent entities of the Russian Federation, analyzing the results of the implementation of strategic planning documents, preparing reports of the Governor and the Government of the region in accordance with the requirements of decrees of the President of the Russian Federation, the Charter of the Khabarovsk Territory:

3.13.5. Assists local self-government bodies of municipalities of the region in the development of cross-border economic cooperation.

3.13.6. Ensures the observance of the interests of the region within the framework of the work of intergovernmental commissions, subcommissions, working groups, coordinating councils, and other collegiate bodies on the development of foreign economic and interregional cooperation.

3.13.7. Participates in the preparation and holding in the region, other subjects of the Russian Federation, foreign countries of conferences, forums, seminars, business missions and other events aimed at developing foreign economic and interregional relations.

3.13.8. Organizes:
work on the preparation and placement of information materials on foreign economic and interregional economic cooperation of the region on the Internet resources of the Government of the region, websites of official representative offices of the Russian Federation abroad, and other information resources;
preparation and holding of exhibition and congress events, conferences, forums, seminars, trade missions and other events on the territory of the region, other regions of the Russian Federation, foreign states aimed at developing interregional economic cooperation, promoting and popularizing the potential of the region and its competitive advantages in order to form positive image of the region;
participation of regional organizations in Russian and international exhibitions of economic and investment orientation.

3.13.9. Coordinates the activities of the executive authorities of the region, interacts with local authorities of the municipalities of the region in the preparation, holding and participation in exhibition and congress events, conferences, forums, seminars, trade missions and other events on the territory of the region, other regions of the Russian Federation, foreign states, aimed at developing interregional economic cooperation, promoting and popularizing the potential of the region and its competitive advantages in order to form a positive image of the region.

3.13.10. Prepares reference and analytical information for the Governor of the Territory on the issues of exhibition and congress activities of the Territory, methodological materials on the issues of exhibition and congress activities of the executive authorities of the Territory, structural subdivisions of the apparatus of the Governor and the Government of the Territory.

3.14. In the field of developing the export potential of the region, promoting the diversification of the commodity and geographical structure of the regional export, increasing the export of non-resource non-energy products:

3.14.1. Promotes:
development of the region's export potential, diversification of the commodity and geographical structure of the region's exports, increase in exports of non-resource non-energy products;
creation of favorable conditions in the region for the conduct and development of export activities, provides methodological guidance, organization and coordination of the activities of the executive authorities of the region, structural divisions of the apparatus of the Governor and the Government of the region, interacts with local governments of the municipalities of the region on the creation of favorable conditions for the conduct and development export activities, the provision of measures of state support for exports.

3.14.2. Prepares annual plans for the development of the region's export potential.

activities of the export council under the Governor of the Khabarovsk Territory;

3.14.4. Participates in the preparation and holding in the region, in other subjects of the Russian Federation of conferences, forums, seminars, round tables on issues of enhancing export activities and measures of state support for exports.

3.14.5. Interacts with federal departmental design offices, joint-stock company "Russian Export Center".

3.14.6. Coordinates the activities of the Center for Coordinating Support for Export-Oriented Small and Medium-Sized Businesses of the Khabarovsk Territory.

3.15. In order to ensure the implementation of the powers of the Government of the Khabarovsk Territory in the field of PPP and concession agreements, the exercise of the function of the authorized executive body of the Khabarovsk Territory in the field of PPP and concession agreements:

organizational, technical, information and analytical support for the activities of the investment council under the Government of the Khabarovsk Territory;
coordination of the activities of the executive authorities of the region, local governments on the application of public-private partnership mechanisms, concessions;
individual rights and obligations of the Khabarovsk Territory as a public partner, concessor, the list of which is established by the Government of the Territory in the relevant legal act;
functions of a public partner, concessor in the preparation and implementation of public-private partnership agreements, concession agreements.

3.15.4. Conducts:
consideration and analysis of the concepts of investment projects implemented on the basis of public-private partnership, concession;
monitoring the execution of an agreement on public-private partnership, concession, implemented in the territory of the region.

3.16. In the field of mobilization training of the Ministry and mobilization training of the regional economy, preparation of sustainable functioning of organizations that have a mobilization task in wartime, participation in territorial defense activities:

3.16.1. Carries out:
organization of mobilization preparation of the Ministry and development of mobilization planning documents to prepare for the transfer and transfer of the Ministry to work in wartime conditions;
development and refinement of the mobilization plan for the economy of the region for the annual period of wartime and ensures, within its powers, the readiness of the economy of the region to transfer and function in wartime conditions;

3.16.2. Prepares draft normative legal acts of the Governor of the Territory, the Government of the Territory on the issues of mobilization preparation of the regional economy, which are within the jurisdiction of the Ministry.

3.16.3. Organizes:
work on military registration and booking of citizens who are in the reserve of the Armed Forces of the Russian Federation, working in the Ministry;
observance in the Ministry of the regime for the use of documentation containing information constituting a state secret, as well as information of a confidential nature.

3.16.4. When mobilization is announced, within its powers, in the prescribed manner, organizes the transfer of the Ministry to work in wartime conditions and monitors the implementation of measures under the mobilization plan for the economy of the region.

3.16.5. In accordance with the established procedure, participates in the planning of measures for territorial defense.

3.17. Exercises, within its competence, powers in the field of countering terrorism in accordance with the legal acts of the Russian Federation and the region.

3.18. Carries out in accordance with the established procedure consideration of appeals of citizens and organizations on issues within the competence of the Ministry.

3.19. Carries out, in accordance with the procedure established by the Government of the Territory, the RIA procedure in relation to draft laws of the Territory, amendments to draft laws of the Territory, drafts of other normative legal acts of the Territory, the procedure of FIA of normative legal acts of the Territory.

3.20. Provides access to information about the activities of the Ministry in accordance with the requirements of the Federal Law of February 09, 2009 N 8-FZ "On providing access to information about the activities of state bodies and local governments" (with subsequent changes).

3.21. Ensures the safety of documents of current office work, as well as the safety of archival documents (including documents on personnel) during the periods of their storage established by federal laws, other regulatory legal acts of the Russian Federation, their transfer to state archive edge in accordance with the legislation on archiving. 4. Rights of the Ministry

The Ministry, in accordance with the established tasks and functions, has the right to:

4.1. Develop and submit, in accordance with the established procedure, for consideration by the Governor of the Territory, the Government of the Territory, draft legal acts on issues related to the field of activity of the Ministry.

4.2. Coordinate the activities of the executive authorities of the region, as well as, in the prescribed manner, local governments on the regulation of the region's economy, the development of forecasts, strategies, concepts and programs for the socio-economic development of the region.

4.3. Submit proposals on issues related to the socio-economic development of the region, mobilization preparation of the region's economy for consideration by the Governor of the region, the Government of the region.

4.4. Apply to the executive authorities of the region and local governments on the development of proposals for solving certain problems that affect the socio-economic development of the region.

4.5. Submit proposals to the executive authorities of the region and local self-government bodies on issues related to the sphere of activity of the Ministry.

4.6. On behalf of the Governor of the Territory, the Government of the Territory, represent the interests of the Territory at the international and interregional level, participate in the preparation and conclusion of trade, economic and other agreements (contracts, protocols, etc.) with the constituent entities of the Russian Federation and foreign states, in the work of interregional economic and financial organizations.

4.7. Prepare conclusions (remarks) for draft legal acts developed by the executive authorities of the region, relating to the scope of the Ministry.

4.8. Apply to the heads of executive authorities of the region, structural subdivisions of the apparatus of the Governor and the Government of the region, scientific organizations, public associations in order to attract specialists, experts to participate in resolving issues related to the scope of the Ministry, including participation in the development of legal acts, information and reference materials and systems.

4.9. Give recommendations to local governments on the formation of directions for socio-economic development, the development of programs and forecasts, measures to influence the economy and provide methodological guidance for this work.

4.10. Organize meetings, conferences, seminars and other events on the socio-economic development of the region and other issues within the scope of the Ministry.

4.11. Issue legal acts within its competence.

4.12. Create under the Ministry coordinating and advisory bodies (councils, commissions, etc.), including interdepartmental ones, on issues within the scope of the Ministry.

4.13. Request, in accordance with the established procedure, the information necessary for the exercise of their powers from federal executive authorities, executive authorities of the region, local governments, institutions, enterprises and organizations, regardless of ownership.

4.14. Develop and approve methodological materials and recommendations on issues within the scope of the Ministry.

4.15. Carry out control measures, as well as take part in interdepartmental control measures on issues within the scope of the Ministry, including in relation to subordinate legal entities and recipients of public funds.

4.16. To exercise on behalf of the region the functions and powers of the founder of the regional state unitary enterprises, institutions, non-profit organizations and other legal entities.

4.17. Use departmental forms of encouragement (letters, diplomas, letters of thanks, etc.).

5. Organization of the activities of the Ministry

5.1. The Ministry is headed by the Deputy Chairman of the Government of the Territory - the Minister of Economic Development of the Territory (hereinafter referred to as the Minister), who is appointed to and dismissed by the Governor of the Territory.

5.2. The minister has a first deputy minister, deputy ministers. The First Deputy Minister, Deputy Ministers are appointed and dismissed by the Governor of the Territory in the manner prescribed by the Federal Law of July 27, 2004 N 79-FZ "On the State Civil Service of the Russian Federation" .

5.3. The Minister manages the Ministry on the basis of unity of command and bears full responsibility for the activities of the Ministry.

5.4. Minister:
organizes work to fulfill the tasks assigned to the Ministry in accordance with the regulatory legal acts of the Government of the Territory, the Governor of the Territory and these Regulations;
acts without a power of attorney on behalf of the Ministry, represents it in all public authorities, local governments, enterprises, institutions and organizations;
issues instructions and orders within the competence of the Ministry;
appoints and dismisses, in accordance with the legislation on the state civil service and the labor legislation of the Russian Federation, state civil servants and employees holding positions that are not positions of the state civil service of the region, the Ministry;
submits proposals to the Governor of the Territory on changing the maximum staffing of the Ministry;
develops and approves the structure of the Ministry and regulations on the structural divisions of the Ministry within the limits of the staffing and wage fund approved by the Governor of the Territory.
manages, in accordance with the legislation and these Regulations, the property and funds assigned to the Ministry;
exercise control over the activities of deputy ministers;
approves the job regulations of state civil servants of the Ministry and job descriptions employees of the Ministry filling positions that are not positions of the state civil service of the region, regulations on the structural subdivisions of the Ministry, plans and reports of the structural subdivisions of the Ministry;
applies incentive measures to employees of the Ministry and imposes on them disciplinary action in accordance with labor legislation and legislation on the state civil service of the Russian Federation;
awards thank you letters, certificates of honor of the Ministry, declares gratitude to citizens, organizations for merits in the implementation of socio-economic policy in the region, the development of the region's economy;
opens and closes settlement and other accounts in banks, performs operations on them, signs financial documents;
ensures compliance with financial and accounting discipline in the Ministry;
organizes the observance in the Ministry of the regime for the use of documentation containing information constituting a state secret, as well as information of a confidential nature;
organizes official document circulation of the Ministry;
organizes civil defense and counter-terrorism events;
organizes military registration and booking of citizens who are in the reserve of the Armed Forces of the Russian Federation in the Ministry;
organizes anti-corruption activities in the Ministry;
organizes mobilization training and transfer of the Ministry and the Regional Economy to work in wartime conditions;
distributes duties among his deputies.

5.5. During the absence of the Minister, his duties are performed by the First Deputy Minister or one of the Deputy Ministers, appointed by a legal act of the Governor of the Territory.

6. Reorganization and liquidation of the Ministry

Reorganization and liquidation of the Ministry are carried out in accordance with the current legislation of the Russian Federation.
