In order to implement organized state (final) certification of graduates of IX and XI (XII) classes of educational institutions and state control over the quality of education I order:

1. Approve the Regulations on the state (final) certification of graduates of IX and XI (XII) classes of educational institutions Russian Federation(Appendix).

2. Clause 1.1 of the Order of the Ministry of Education of the Russian Federation dated February 24, 1995 No. 88 "On approval of documents for the final certification and awarding of graduates", registered by the Ministry of Justice of the Russian Federation on March 3, 1995 No. 802, shall be considered invalid.

ABOUT THE STATE (FINAL) CERTIFICATION

GRADUATES OF IX AND XI (XII) CLASSES OF GENERAL EDUCATION

INSTITUTIONS OF THE RUSSIAN FEDERATION

1. General Provisions

1.1. State (final) certification of graduates of IX and XI (XII) classes of general educational institutions of the Russian Federation, regardless of the form of education, after they master the general education programs of the basic general and secondary (complete) general education is mandatory.

This Regulation applies to all educational institutions implementing a general education program, regardless of their organizational and legal form.

1.2. State (final) certification of graduates of IX and XI (XII) classes of general educational institutions is carried out at the end of the academic year in the form of written and oral exams.

The form of conducting written examinations is established by the Ministry of Education of the Russian Federation, oral examinations - by a general educational institution.

The written examination of graduates of XI (XII) classes of general educational institutions in the Russian language and literature can be held in the form of an essay, presentation with a creative task. State educational authorities of the constituent entities of the Russian Federation are allowed to divide the written exam in Russian language and literature into two exams: an exam in Russian and an exam in literature, the forms of which are determined in the manner established by this Regulation.

To conduct the state (final) certification of graduates of IX and XI (XII) classes, general educational institutions create examination commissions.

The state educational authorities of the subjects of the Russian Federation may create appropriate examination commissions for conducting state (final) certification of graduates of general educational institutions using television and radio broadcasting and state (final) certification of graduates of XI (XII) classes of general educational institutions applying for a gold or silver medal.

Local (municipal) educational authorities may create examination commissions for conducting state (final) certification of graduates of the ninth grade of general educational institutions in subjects of profile education in grades of the third stage of general education, as well as on behalf of the state educational authority of the constituent entity of the Russian Federation for conducting state (final ) attestation of graduates of the XI (XII) classes of educational institutions applying for a silver medal.

1.3. Students of the IXth grade who have mastered the educational programs of basic general education and have positive annual marks in all subjects of the general curriculum are allowed to the state (final) certification. educational institution, as well as students who have an unsatisfactory annual mark in one subject of the curriculum with the obligatory passing of an exam in this subject.

Students of the XI (XII) grades who have mastered the educational programs of secondary (complete) general education and have positive annual marks in all subjects of the curriculum of a general education institution are allowed to the state (final) certification.

1.4. Foreign citizens students studying in a general education institution in accordance with the contract, as well as stateless persons, refugees and internally displaced persons studying in a general education institution, are admitted to the state (final) certification in accordance with clause 1.3 of this Regulation.

1.5. State (final) certification of graduates of the IX, XI (XII) classes traveling to the training camp of candidates for the national teams of the Russian Federation for international school Olympiads, for Russian or international sports competitions, competitions, reviews, olympiads and training camps, for a permanent place residence abroad, as well as for graduates studying in evening (shift) educational institutions called up to the ranks Russian Army can be carried out ahead of schedule, but not earlier than April 20.

1.6. Additional dates for exams for graduates who missed the state (final) certification for good reasons, including those who studied abroad, are established by the general education institution in agreement with the state education authority of the constituent entity of the Russian Federation.

2. The procedure for conducting state (final) certification

2.1. Graduates of the ninth grade of a general education institution take at least 4 exams: written exams in the Russian language and algebra, as well as two exams for the choice of a graduate from among the subjects studied in the ninth grade.

Graduates of the ninth grade of a general education institution who wish to continue their education in the specialized classes of the third stage of general education take two exams in subjects corresponding to this profile of education.

2.2. Graduates of the XI (XII) class of a general educational institution take at least five exams: written exams in algebra and the beginnings of analysis and in the Russian language and literature, as well as three exams for the choice of a graduate from among the subjects studied in the X, XI and XII classes.

For graduates of grades IX and XI (XII) who studied at home for health reasons, in health-improving educational institutions of a sanatorium type for children in need of long-term treatment who were in medical institutions for more than 4 months, and disabled children state (final) certification is carried out in an environment that excludes the influence of negative factors on their health, and in conditions that meet physiological features and health status of graduates.

State (final) certification for these graduates may be carried out ahead of schedule, but not earlier than May 1. If necessary, written exams can be replaced by oral ones, and the number of exams to be taken is reduced to two written ones in agreement: with the state education authority of the subject of the Russian Federation - for graduates of XI (XII) classes and with the local (municipal) education authority - for graduates of IX classes.

2.3. Examinations in subjects chosen by graduates can be held immediately upon completion of the subject under educational program basic general or secondary (complete) general education.

2.4. State educational authorities of the constituent entities of the Russian Federation may additionally introduce one exam in general education institutions in addition to those established in clauses 2.1 and 2.2 of this Regulation, including an exam in specialized subjects in general education schools (classes) with in-depth study of individual subjects.

The total number of exams in grades IX should not exceed five, in grades XI (XII) - six exams.

2.5. Texts (tasks) of written examination papers for the state (final) certification in the Russian language and algebra in the IX grades and in the Russian language and literature and algebra and the beginnings of analysis in the XI (XII) grades of educational institutions are developed by the Ministry of Education of the Russian Federation.

The Ministry of Education of Russia sends the texts of written examination papers for grade IX with in-depth study of the Russian language and algebra to the state educational authorities of the constituent entities of the Russian Federation, for grades XI (XII) - texts on the Russian language and literature, algebra and the beginnings of analysis, as well as texts of examination papers in Russian language and literature for grades IX and XI with a native (non-Russian) language of instruction.

For the state (final) certification of graduates of the ninth grade, the choice of texts of written examination papers in the Russian language and algebra is carried out by the state educational authorities of the constituent entities of the Russian Federation from collections of texts of written examination papers in the Russian language and algebra, developed by the Ministry of Education of the Russian Federation.

The state educational authorities of the constituent entities of the Russian Federation provide educational institutions with selected texts of written examination papers for the state (final) certification of graduates of the ninth grade, as well as texts of written examination papers for compensatory education classes.

2.6. The deadlines for conducting written exams in the IX grades of general educational institutions are established by the state education authority of the constituent entity of the Russian Federation on whose territory these institutions are located, in the XI (XII) grades - the Ministry of Education of Russia.

2.7. Lost strength. - Order of the Ministry of Education of the Russian Federation dated June 25, 2002 No. 2398.

2.8. General educational institutions working on the educational programs of the International Baccalaureate and having a certificate of state accreditation can replace the last three tasks in the texts (assignments) of written examination papers in algebra and the beginnings of analysis with tasks corresponding to the program in mathematics of the International Baccalaureate.

2.9. Graduates of general education institutions who pass written exams using television and radio broadcasting, 10 minutes before the start of the broadcast, take their places in the auditorium where the exams will be held.

When carrying out the state (final) certification of graduates of educational institutions without the use of television and radio broadcasting, packages with examination materials are opened by the chairman of the examination committee:

in the presence of members of the examination committee and graduates of IX and XI (XII) classes immediately before the start of the composition;

in the presence of members of the examination committee 30 minutes before the start of written exams in Russian language and algebra in grades IX and in Russian language and literature in grades XI (XII), if the exam is conducted in the form of presentation with a creative task;

in the presence of members of the examination committee 1 hour before the start of written exams in algebra in grades IX with in-depth study of mathematics and in algebra and the beginnings of analysis in grades XI (XII).

2.10. Written exams are held from 9 am local time.

In the ninth grade, 4 astronomical hours are allotted for written exams in the Russian language and algebra (in schools (classes) with in-depth study of mathematics for an algebra exam - 5 hours).

In the XI (XII) classes, 6 astronomical hours are allotted for a written exam in Russian language and literature, and 5 hours in algebra and the beginnings of analysis.

The start time of written exams using television and radio broadcasting, by decision of the state education authority of the constituent entity of the Russian Federation, may be combined with the start time of the broadcast.

2.11. Written examination papers are evaluated on a five-point system.

Reviews are compiled for essays rated with "2" and "5" points by the examination committee.

2.12. The graduate has the right to familiarize himself with his written work, verified by the examination commission, and in case of disagreement with the mark set, within 3 days, file an appeal in writing to the conflict commission created by the local (municipal) education authority.

The terms and procedure for familiarization with the verified written work, as well as the terms and procedure for the work of the conflict commission, its composition and powers are established by the local (municipal) education authority and brought to the attention of graduates, their parents (legal representatives), teachers and directors of educational institutions no later than than 2 weeks before the start of the state (final) certification.

2.13. Graduates of grades IX who have received no more than two unsatisfactory marks at the state (final) certification, and graduates of grades XI (XII) who have received no more than one unsatisfactory mark at the state (final) certification, are allowed to re-state (final) certification in these subjects.

The repeated state (final) certification is carried out before the start of the new academic year within the time limits established by the state educational authorities of the constituent entities of the Russian Federation.

3. The procedure for issuing certificates of the level of general education

3.1. Graduates of a general education institution with a certificate of state accreditation, who have passed the state (final) certification, are issued a state document on the appropriate level of general education: graduates of grade IX - a certificate of basic general education, graduates of grades XI (XII) - a certificate of secondary (complete) general education.

Graduates of a general education institution that does not have a certificate of state accreditation, after passing the state (final) certification, are issued a document on the level of general education in accordance with the license. The form of the document is determined by the educational institution itself.

3.2. Graduates who have received education in general education institutions that do not have a certificate of state accreditation, in the form of family education and self-education, have the right to attestation in the form of an external student in general education institutions that have a certificate of state accreditation.

3.3. Foreign citizens, stateless persons, refugees and internally displaced persons who studied at an accredited general education institution and passed the state (final) certification there, receive a certificate of the appropriate level of general education.

3.4. Certificates of the appropriate level of general education to graduates of general education institutions that have a certificate of state accreditation are issued by those general education institutions in which they studied and passed the state (final) certification.

Graduates of general educational institutions who do not have a certificate of state accreditation, who passed the state (final) certification in general educational institutions that have a certificate of state accreditation, certificates of the corresponding level of general education are issued by those general educational institutions in which they passed the state (final) certification.

Graduates who studied in educational institutions that implement general education programs and staying at medical institutions, certificates of the appropriate level of general education are issued by those general education institutions from which they dropped out for treatment, based on the marks of the intermediate and state (final) certification obtained in educational institutions at medical institutions.

3.5. In the certificate of basic general education, the final grades in the subjects that were studied by the graduate in the classes of the second stage of general education are set.

In the certificate of secondary (complete) general education, the final grades in the subjects that were studied by the graduate in the classes of the third stage of general education, as well as a mark in the Russian language, are set.

3.6. Graduates who have studied optional courses are given an appropriate entry in their certificates.

3.7. In the certificate, marks for subjects are put down in numbers and in brackets with the words: 5 (excellent), 4 (good), 3 (satisfactory).

3.8. Minor students of grade IX who are not admitted to the state (final) certification, as well as graduates who have not passed the state (final) certification, at the discretion of their parents (legal representatives) are left for re-education or receive a certificate of education in a general education institution of the established sample.

Students of XI (XII) classes who are not admitted to the state (final) certification, as well as graduates who have not passed the state (final) certification, are issued a certificate of education in a general education institution of the established form.

The certificate indicates the examination and final marks (including unsatisfactory ones) in all subjects studied in the classes of the corresponding level of general education.

3.9. Persons who have received a certificate of study in a general education institution are given the right not earlier than in a year to pass the state (final) certification in the form of an external student, while those who have previously passed the state (final) certification take exams in those subjects for which unsatisfactory marks are set in the certificate.

Persons who have not passed the state (final) certification pass at least four exams (grade IX), of which written exams in the Russian language (exposition with elements of composition) and algebra are mandatory, and at least five exams (grade XI or XII), of which written exams in Russian language and literature and algebra and the beginnings of analysis, as well as exams in subjects for which unsatisfactory marks are given in the certificate, are mandatory.

4. Alumni awards

ConsultantPlus: note.

On the issue concerning the procedure for awarding gold and silver medals "For special achievements in teaching" to graduates of general educational institutions, see Order of the Ministry of Education and Science of the Russian Federation dated 09.01.2007 No. 1.

4.1. The awarding of graduates with gold and silver medals "For Special Achievements in Teaching" and a commendable diploma "For Special Achievements in the Study of Individual Subjects" is carried out in accordance with the regulation approved by the Ministry of Education of the Russian Federation.

4.2. Graduates classified for health reasons to a special group or exempted for health reasons from classes physical education, labor training and computer science, who have passed the state (final) certification and have the appropriate marks, are awarded medals on a common basis.

4.3. Graduates of the XI (XII) classes, awarded with gold or silver medals, are issued certificates of secondary (complete) general education on letterheads with gold or silver embossing, respectively, and those awarded with a commendable diploma - on standard forms.

4.4. Graduates of the ninth grade who have annual, examination and final marks "5" are issued a certificate of basic general education of a special sample.

STATE FINAL CERTIFICATION

The state final certification (hereinafter referred to as the GIA) of graduates of the 9th and 11th grades of an educational institution, regardless of the form of education, after they have mastered the general education programs of basic general and secondary general education, is mandatory.

This Regulation has been developed in accordance with:

 with the Federal Law of December 29, 2012 No. 273-FZ “On Education in the Russian Federation”;

 Order of the Ministry of Education and Science of the Russian Federation dated December 25, 2013 No. 1394 “On Approval of the Procedure for Conducting State Final Attestation in Educational Programs of Basic General Education”;

 Order of the Ministry of Education and Science of the Russian Federation dated December 26, 2013 No. 1400 “On Approval of the Procedure for Conducting State Final Attestation in Educational Programs of Secondary General Education”;

 Charter of the educational institution.

The regulation on the state final certification of graduates of the 9th and 11th grades is considered and adopted pedagogical council schools and approved by the director of the educational institution.

The objectives of the final certification are:

Control over the implementation of the Law of the Russian Federation "On Education";

Diagnostics of the success of mastering the programs of basic general and secondary general education by students.

Establishing the actual level of knowledge, skills and abilities of 9th and 11th grade graduates and comparing this level with the requirements of state educational standards.

Students who are currently academic year winners or prize-winners of the final stage All-Russian Olympiad schoolchildren, members of the national teams of the Russian Federation that participated in international Olympiads and formed in the manner established by the Ministry of Education and Science of the Russian Federation, are exempted from passing the state final certification in an academic subject corresponding to the profile of the All-Russian Olympiad for schoolchildren, international Olympiad.

The duration of exams in the Russian language, mathematics and other general education subjects, the list of additional devices and materials that are allowed to be used at the GIA in certain general education subjects are established annually by order of the Ministry of Education and Science of the Russian Federation.

In the event of a threat of an emergency situation, the executive authorities of the constituent entities of the Russian Federation, carrying out public administration in the field of education, the founders and the Ministry of Foreign Affairs of Russia, in agreement with the SEC, decide to postpone the exam to another PES or to another day, provided for by the schedules for the USE and GVE.

At least one month before the start of the final certification, the Deputy Director for Educational Work is obliged to familiarize students in grades 9, 11, their parents (legal representatives) with this Regulation.

GIA GRADUATES 9 CLASSES

1. GENERAL PROVISIONS

1.1. This Regulation governs the organization of the state final certification of grade 9 graduates in the prescribed manner.

1.2. The state final certification of grade 9 graduates is carried out on the basis of the Procedure for conducting state final certification for educational programs of basic general education, approved by Order of the Ministry of Education and Science of the Russian Federation dated 25.12. 2013 No. 1394.

1.3. The state final certification of graduates of the 9th grade, completing the development of the program of basic general education, is mandatory.

1.4. The GIA is conducted by state examination boards in order to determine the results of mastering educational programs of basic general education by students in accordance with the requirements of the federal state educational standard for basic general education.

1.5. GIA includes compulsory exams in Russian language and mathematics. Exams for others academic subjects: literature, physics, chemistry, biology, geography, history, social science, foreign language, computer science and ICT - students take it on a voluntary basis of their choice.

2. FORMS OF GIA

2.1.GIA IS CARRIED OUT

a) in the form of the main state exam (OGE) using control measuring materials, which are complexes of tasks of a standardized form - for students who have mastered the educational programs of basic general education in full-time and admitted to current year to the GIA;

b) in the form of written and oral exams using texts, topics, tasks, tickets (GVE) - for students with handicapped health, as well as for students with disabilities who have mastered the educational programs of basic general education.

2.2. For students specified in subparagraph "b" of paragraph 2.1. of this Regulation, the GIA in individual academic subjects, at their request, is carried out in the form of the OGE.

3. GIA PARTICIPANTS

3.1. Students who do not have academic debts and who have fully completed academic plan or an individual curriculum (having annual marks in all subjects of the curriculum for grade 9 not lower than satisfactory).

The subjects chosen by the student, the form (forms) of the GIA are indicated by him in the application that he submits to the educational organization before March 1.

Students have the right to replace (supplement) the list of exams indicated in the application only if they have good reasons (illness or other circumstances, documented).

3.2. The application is submitted by students personally on the basis of a document proving their identity, or by their parents (legal representatives) on the basis of a document proving their identity, or authorized persons on the basis of a document proving their identity and duly executed power of attorney.

When applying, students with disabilities submit a copy of the recommendations of the psychological, medical and pedagogical commission, and students with disabilities - the original or a duly certified copy of a certificate confirming the fact of an established disability issued by the Federal government agency medical and social expertise.

3.3. The decision on admission to the state final certification is made by the pedagogical council of the educational organization and drawn up by the administrative act of the educational organization no later than May 25 of the current year.

4. TERMS AND DURATION OF THE GIA

4.1. For conducting the OGE and GVE on the territory of the Russian Federation provides for a unified schedule of exams. For each subject, the duration of the exam is set.

4.3. The duration of examinations in academic subjects does not include the time allocated for preparatory activities (instructing students, opening packages with examination materials, filling in the registration fields of the examination paper, setting up technical equipment).

4.4. The break between examinations in compulsory academic subjects is at least two days.

4.5. By decision of the examination committee, the following students are re-admitted to passing the state final certification in the current year in the corresponding academic subject:

 the results of which were annulled by the examination committees in cases stipulated by the Procedure for conducting state final certification for educational programs of basic general education, approved by the Order of the Ministry of Education and Science of the Russian Federation dated 25.12. 2013 No. 1394.

5. CARRYING OUT GIA

5.2. Exams are held at the PES in accordance with the Procedure for conducting state final certification for educational programs of basic general education, approved by Order of the Ministry of Education and Science of the Russian Federation dated December 25, 2013 No. 1394.

6. ASSESSMENT OF GIA RESULTS

6.1. The results of the GIA are considered satisfactory if the student in compulsory academic subjects has scored the minimum number of points determined by the executive authorities of the constituent entity of the Russian Federation that carry out state administration in the field of education.

6.2. Students who have not passed the GIA or who have received unsatisfactory results at the GIA in more than one compulsory subject, or who have received a repeated unsatisfactory result in one of these subjects at the GIA in additional terms, are given the right to pass the GIA in the relevant academic subjects no earlier than a year later in the terms and forms established by the Procedure for conducting state final certification for educational programs of basic general education, approved by the Order Ministry of Education and Science of the Russian Federation dated December 25, 2013 No. 1394.

7. APPEALS

7.1. In case of violation of the established procedure for conducting the GIA, the student has the right to file an appeal in writing with the conflict commission.

The student submits an appeal about violation of the established procedure for conducting the GIA on the day of the exam in the relevant subject to an authorized representative of the SEC, without leaving the PES.

7.2. If the appeal is satisfied, the result of the exam, according to the procedure of which the students filed an appeal, is canceled and the student is given the opportunity to take the exam in the corresponding academic subject on another day, provided for by the GIA schedule.

7.3. An appeal about disagreement with the points given is submitted within two working days from the date of the announcement of the results of the GIA in the corresponding academic subject.

Based on the results of the consideration of the appeal of disagreement with the scores, the conflict commission decides to reject the appeal and retain the scores, or to satisfy the appeal and assign other scores.

7.4. After approval, the results of the GIA are transferred to the educational institution.

8.1. A certificate of basic general education and an appendix to it are issued to persons who have completed their studies in educational programs of basic general education and have successfully passed the state final certification.

8.2. In the certificate of basic general education, the final grades in the subjects that were studied by the graduate in the classes of the second stage of general education are set.

8.3. The final grades for the 9th grade in Russian language and mathematics are determined as the arithmetic mean of the graduate's annual and examination marks and are entered in the certificate as whole numbers in accordance with the rules of mathematical rounding.

The final grades for grade 9 in other academic subjects are set on the basis of the graduate's annual mark for grade 9.

8.4. A certificate of basic general education with honors and an appendix to it are issued to graduates of the 9th grade who have completed their studies in educational programs of basic general education, have successfully passed the state final certification and have final grades "excellent" in all subjects of the curriculum studied at the level of basic general education .

GIA GRADUATES 11 CLASSES

1. GENERAL PROVISIONS

1.1. This Regulation governs the organization of the state final certification of grade 11 graduates in the prescribed manner.

1.2. The state final certification of grade 11 graduates is carried out on the basis of the Procedure for conducting state final certification for educational programs of secondary general education, approved by order of the Ministry of Education and Science of the Russian Federation dated 26.12. 2013 No. 1400.

1.3. The state final certification of graduates of 11 classes, regardless of the form of education, after they have mastered the program of secondary general education, is mandatory.

1.4. The GIA is conducted by the State Examination Commissions (SEC) in order to determine the compliance of the results of the students' mastering of the basic educational programs with the relevant requirements of the state educational standard.

1.5. Mastering the basic general education programs of secondary general education ends with the mandatory state certification of graduates in the Russian language and mathematics. Exams in other general subjects - literature, physics, chemistry, biology, geography, history, social studies, foreign languages(English), computer science and information and communication technologies (ICT) - graduates take on a voluntary basis of their choice. The number of elective exams is determined by graduates on their own, for which, no later than March 1 of the current year, they submit an application for passing elective exams indicating the subjects.

2. FORMS OF CARRYING OUT THE STATE FINAL CERTIFICATION

2.1. The state final certification is carried out in the form of a unified state exam (hereinafter - the USE).

2.2. For students with disabilities who have mastered the basic general education programs of secondary general education, the state final certification is carried out in the form of a state final exam (GVE). For these categories of graduates, the state final certification may, at their request, be carried out in USE form. In this case, a combination of both forms of the state final certification is allowed. The form (forms) of the state final certification chosen by the graduate and the general education subjects for which he plans to take exams are indicated in the application.

2.3. The state final certification is organized and conducted:

in the form of the Unified State Exam - by Rosobrnadzor together with the executive authorities of the constituent entities of the Russian Federation that manage education;

in the form of a state final exam - by the executive authorities of the constituent entities of the Russian Federation that manage in the field of education, educational institutions and their founders.

3.PARTICIPANTS OF THE STATE FINAL CERTIFICATION

3.1. Students who do not have academic debts and who have completed the curriculum or individual curriculum in full (having annual marks in all academic subjects of the curriculum for each year of study in the educational program of secondary general education not lower than satisfactory) are allowed to the GIA.

3.2. The subjects chosen by the student, the form (forms) of the GIA are indicated by him in the application that he submits to the educational organization before March 1.

Students have the right to replace (supplement) the list of exams indicated in the application only if they have good reasons (illness or other circumstances, documented). In this case, no later than one month before the start of the GIA, the student submits an application to the SEC indicating the amended list of subjects and the reason for its change.

3.2. The decision on admission to the state final certification is made by the pedagogical council of the school and issued by order no later than May 25 of the current year.

4. TERMS AND PROCEDURE FOR CARRYING OUT THE STATE FINAL CERTIFICATION

4.1. For the conduct of the Unified State Examination and the GVE on the territory of the Russian Federation, a single exam schedule is provided. For each subject, the duration of the exam is set.

4.2. For persons re-admitted this year to take exams in the relevant academic subjects, additional terms for the GIA are provided.

4.3. The break between exams in compulsory subjects is at least two days.

4.4. The duration of examinations in academic subjects does not include the time allocated for preparatory activities (instructing students, opening packages with examination materials, filling in the registration fields of the examination paper, setting up technical equipment).

4.5. By decision of the examination committee, the following students are re-admitted to passing the state final certification in the current year in the corresponding academic subject:

 those who received an unsatisfactory result at the state final attestation in one of the subjects included in the list of compulsory ones;

 those who did not appear for exams for good reasons (illness or other circumstances, documented);

 those who did not complete the examination work for good reasons (illness or other circumstances, documented);

 whose appeals on violation of the established order of the GIA by the conflict commission were satisfied;

 the results of which were annulled by the examination committees in cases stipulated by the Procedure for conducting state final certification for educational programs of secondary general education, approved by the Order of the Ministry of Education and Science of the Russian Federation dated 26.12. 2013 No. 1400.

5. CARRYING OUT GIA

5.1. KIM for the OGE are formed and replicated by the founders and executive authorities.

5.2. Exams are held at the PES in accordance with the Procedure for conducting state final certification for educational programs of secondary general education, approved by Order of the Ministry of Education and Science of the Russian Federation dated 26.12. 2013 No. 1400.

6. ASSESSMENT OF THE RESULTS OF THE STATE FINAL CERTIFICATION

5.1. When conducting the state final certification in the form of the Unified State Examination, a hundred-point assessment system is used, and in the form of the state final exam, a five-point assessment system is used.

5.2. The results of the state final certification are considered satisfactory if the graduate in compulsory general education subjects (Russian language and mathematics) scored at least the minimum score established by Rosobrnadzor when passing the Unified State Examination, and when passing the GVE received marks not lower than satisfactory (three points).

5.3. If a graduate received an unsatisfactory result at the state (final) certification in one of the compulsory general education subjects (Russian language or mathematics), he is allowed to re-take the state (final) certification in this subject in the current year in additional terms.

5.4. Students who have not passed the GIA or who have received unsatisfactory results at the GIA in more than one compulsory subject, or who have received a repeated unsatisfactory result in one of these subjects at the GIA in additional terms, are given the right to pass the GIA in the relevant academic subjects not earlier than a year later in terms and forms established by the Procedure for conducting state final certification for educational programs of secondary general education, approved by Order of the Ministry of Education and Science of the Russian Federation dated 26.12. 2013 No. 1400.

7. APPEALS

7.1. In case of violation of the established procedure for conducting the GIA, the student has the right to file an appeal in writing with the conflict commission. The student submits an appeal about violation of the established procedure for conducting the GIA on the day of the exam in the relevant subject to an authorized representative of the SEC, without leaving the PES.

7.2. If the appeal is satisfied, the result of the exam, according to which the students filed an appeal, is canceled and the student is given the opportunity to take the exam in the corresponding academic subject on another day, provided for by the GIA schedule.

7.3. An appeal of disagreement with the points given is submitted within two working days from the date of the announcement of the results of the GIA in the corresponding academic subject.

8. PROCEDURE FOR ISSUANCE OF CERTIFICATES ON THE LEVEL OF GENERAL EDUCATION

8.1. A certificate of secondary general education and an appendix to it are issued to persons who have completed their studies in educational programs of secondary general education and have successfully passed the state final certification.

8.2. In the certificate of a graduate who has received satisfactory results at the state final certification, final grades are set: for each general education subject of the invariant part of the basic curriculum; for each general education subject of the variable part of the curriculum of the educational institution studied by the graduate, if at least 64 hours were allotted for its study according to the curriculum of the educational institution in two academic years.

8.3. The final marks for the 11th grade are determined as the arithmetic average of the semi-annual and annual marks of the student for each year of study in the educational program of secondary general education and are put in the certificate as integers in accordance with the rules of mathematical rounding.

8.4. A certificate of secondary general education with honors and an appendix to it are issued to 11th grade graduates who have completed their studies in educational programs of secondary general education, have successfully passed the state final certification and have final grades "excellent" in all subjects of the curriculum studied at the level of secondary general education .

1. The procedure for conducting state final certification for educational programs of higher education - bachelor's programs, specialist's programs and master's programs establishes the procedure for organizing and conducting educational activities for educational programs of higher education - bachelor's programs, specialist's programs and master's programs (hereinafter - organizations, educational programs), state final certification of students (cadets) (hereinafter referred to as students, graduates), completing the development of state-accredited educational programs, including forms of state final certification, requirements for the use of training and education tools, communication facilities during the state final certification, requirements presented to persons involved in the state final certification, the procedure for filing and considering appeals, changing and (or) canceling the cut ltats of the state final certification, as well as the features of the state final certification for students from among persons with disabilities.

2. State final certification is carried out by state examination boards in order to determine the compliance of the results of mastering basic educational programs by students with the relevant requirements of the federal state educational standard or educational standard * (1) (hereinafter together - the standard).

3. A student who does not have academic debts and who has fully completed the curriculum or individual curriculum for the relevant educational program of higher education * (2) is allowed to the state final certification.

4. Ensuring the conduct of the state final certification for educational programs is carried out by organizations * (3).

5. Organizations use the necessary educational activities means during the state final certification of students.

6. Students and persons involved in the state final attestation are prohibited from having and using means of communication during its conduct.

7. Persons mastering an educational program in the form of self-education or studying in an educational program of higher education that does not have state accreditation, have the right to externally pass the state final certification in an organization for an educational program that has state accreditation, in accordance with this Procedure * (4).

8. The state final certification for educational programs containing information constituting a state secret is carried out in compliance with the requirements provided for by the legislation of the Russian Federation on state secrets.

9. It is not allowed to charge students for passing the state final certification * (5).

10. State final certification of learning organizations is carried out in the form of:

state exam;

defense of the final qualifying work (hereinafter together - state certification tests).

Specific forms of conducting the state final certification are established by organizations, taking into account the requirements established by the standard.

11. The state exam is conducted in one or more disciplines and (or) modules of the educational program, the results of the development of which are of decisive importance for professional activity graduates. The state examination is conducted orally or in writing.

12. Graduation qualification work is a work done by a student (several students together), demonstrating the level of preparedness of a graduate for independent professional activity.

13. The type of final qualifying work, the requirements for it, the procedure for its implementation and the criteria for its evaluation are established by the organization independently.

14. The volume (in credit units) of the state final certification, its structure and content are established by the organization in accordance with this Procedure.

15. The state final certification is carried out within the terms determined by the organization, but no later than June 30.

16. The results of each state attestation test are determined by the marks "excellent", "good", "satisfactory", "unsatisfactory". Grades "excellent", "good", "satisfactory" mean successful passing of the state attestation test.

17. Successful completion of the state final certification is the basis for issuing a student a document on higher education and on the qualification of the sample established by the Ministry of Education and Science of the Russian Federation*(6).

18. By decision of the collegial management body of the organization, as well as in cases provided for by the Federal Law of November 10, 2009 No. 259-FZ "On the Moscow state university named after M.V. Lomonosov and St. Petersburg State University" * (7), persons who have successfully passed the state final certification are issued documents on education and qualifications, samples of which are independently established by organizations * (8).

19. Features of conducting state certification tests using e-learning, remote educational technologies determined by local regulations of the organization. When conducting state attestation tests using e-learning, distance learning technologies, the organization ensures the identification of students and control over compliance with the requirements established by the specified local regulations.

20. To conduct the state final certification and conduct appeals based on the results of the state final certification, the organization creates state examination commissions and appeal commissions (hereinafter collectively - commissions). Commissions are valid during the calendar year.

21. Commissions are created in the organization for each specialty and area of ​​training, or for each educational program, or for a number of specialties and areas of training, or for a number of educational programs.

22. The chairman of the state examination commission is approved no later than December 31, preceding the year of the state final certification:

a) for organizations that have the right to independently establish educational standards, - administrative act of the organization;

b) for organizations that are under the jurisdiction of federal executive bodies, with the exception of organizations from among those specified in subparagraph "a" of this paragraph, by the founders of organizations on the proposal of organizations;

c) for organizations under the jurisdiction of the constituent entities of the Russian Federation, municipal organizations and private educational organizations, - by the Ministry of Education and Science of the Russian Federation on the proposal of organizations.

23. The organization approves the composition of the commissions no later than 1 month before the start date of the state final certification.

24. The chairman of the state examination commission is approved from among the persons who do not work in this organization, who have degree doctor of sciences and (or) academic title of professor or leading specialists - representatives of employers or their associations in the relevant field of professional activity.

The head of the organization (the person performing his duties or the person authorized by the head of the organization - on the basis of the administrative act of the organization) is approved as the chairman of the appeal commission.

25. The chairmen of the commissions organize and control the activities of the commissions, ensure the unity of the requirements for students during the state final certification.

26. The composition of the state examination commission includes at least 4 people, of which at least 2 people are leading specialists - representatives of employers or their associations in the relevant field of professional activity (hereinafter referred to as specialists), the rest - persons related to the teaching staff of this organizations and (or) other organizations and (or) scientists of this organization and (or) other organizations with an academic title and (or) academic degree.

The appeal commission includes at least 4 people from among the persons belonging to the teaching staff of the organization and not included in the state examination commissions.

From among the persons included in the composition of the commissions, deputy chairmen of the commissions are appointed as chairmen of the commissions.

27. For the period of the state final certification to ensure the work of the state examination commission, from among the persons belonging to the teaching staff of the organization, scientists or administrative workers of the organization, its secretary is appointed as the chairman of the state examination commission. The Secretary of the State Examination Commission is not a member. The Secretary of the State Examination Commission keeps minutes of its meetings, presents necessary materials to the appeal committee.

28. The main form of activity of the commissions are meetings.

Meetings of the commissions are competent if at least two thirds of the members of the commissions participate in them.

The meetings of the commissions are held by the chairmen of the commissions, and in their absence - by the deputy chairmen of the commissions.

Decisions of the commissions are taken by a simple majority of votes of the members of the commissions participating in the meeting. In case of an equal number of votes, the chairperson has the casting vote.

29. Decisions taken by the commissions are documented in protocols.

The minutes of the meeting of the state examination commission for the admission of the state certification test reflect the list of questions asked to the student and the characteristics of the answers to them, the opinions of the members of the state examination commission on the level of preparedness of the student to solve professional problems identified during the state certification test, as well as the identified shortcomings in theoretical and practical training student.

The minutes of the meetings of the commissions are signed by the chairpersons. The protocol of the meeting of the State Examination Commission is also signed by the Secretary of the State Examination Commission.

The minutes of the meetings of the commissions are bound into books and kept in the archives of the organization.

30. The program of the state final certification, including the programs of state exams and (or) the requirements for final qualifying works and the procedure for their implementation, criteria for assessing the results of passing state exams and (or) defending graduation qualifying works approved by the organization, as well as the procedure for filing and considering appeals, are brought to the attention of students no later than six months before the start of the state final certification.

31. The state exam is conducted according to the program approved by the organization, containing a list of questions submitted for the state exam and recommendations for students on preparing for the state exam, including a list of recommended literature for preparing for the state exam.

Before the state exam, students are consulted on the issues included in the state exam program (hereinafter referred to as the pre-examination consultation).

32. The organization approves the list of topics for final qualification works offered to students (hereinafter referred to as the list of topics) and brings it to the attention of students no later than 6 months before the start date of the state final certification.

At the written request of the student (several students performing the final qualifying work together), the organization may, in the manner established by it, provide the student (students) with the opportunity to prepare and defend the final qualifying work on the topic proposed by the student (students), if the expediency of its development for practical application in the relevant field of professional activity or at a specific object of professional activity.

For the preparation of the final qualifying work for the student (several students performing the final qualifying work together), the administrative act of the organization assigns the head of the final qualifying work from among the employees of the organization and, if necessary, a consultant (consultants).

33. Not later than 30 calendar days before the day of the first state certification test, the organization approves by an administrative act the schedule of state certification tests (hereinafter referred to as the schedule), which indicates the dates, time and place of the state certification tests and pre-examination consultations, and brings the schedule up to information of the student, members of the state examination commissions and appeal commissions, secretaries of the state examination commissions, supervisors and consultants of final qualifying works.

When forming the schedule, a break between state attestation tests lasting at least 7 calendar days is established.

34. After the completion of the preparation of the final qualifying work by the student, the head of the final qualifying work submits to the organization a written review of the work of the student during the preparation of the final qualifying work (hereinafter referred to as the review). In case of completion of the final qualifying work by several students, the head of the final qualifying work submits to the organization a review of their joint work during the preparation of the final qualification work.

35. Graduation papers for master's and specialist's programs are subject to review.

For reviewing the final qualifying work, the specified work is sent by the organization to one or more reviewers from among persons who are not employees of the department, or the faculty (institute), or the organization in which the final qualifying work was completed. The reviewer analyzes the final qualifying work and submits to the organization a written review of the specified work (hereinafter referred to as the review).

If the final qualification work is of an interdisciplinary nature, it is sent by the organization to several reviewers. Otherwise, the number of reviewers is set by the organization.

36. The organization ensures that the student is familiarized with the feedback and review (reviews) no later than 5 calendar days before the day of defense of the final qualification work.

37. The final qualifying work, review and review (reviews) are transferred to the state examination commission no later than 2 calendar days until the day of defense of the final qualifying work.

38. The texts of final qualifying works, with the exception of texts of final qualifying works containing information constituting a state secret, are placed by the organization in the electronic library system of the organization and checked for the amount of borrowing. The procedure for placing the texts of final qualifying works in the electronic library system of the organization, checking for the amount of borrowing, including content, identifying unauthorized borrowings is established by the organization.

Access of persons to the texts of final qualification works must be provided in accordance with the legislation of the Russian Federation, taking into account the withdrawal of industrial, technical, economic, organizational and other information, including the results of intellectual activity in the scientific and technical field, on the methods of carrying out professional activities, which have actual or potential commercial value due to their unknown to third parties, in accordance with the decision of the copyright holder.

39. The results of the state attestation test, conducted orally, are announced on the day it is held, the results of the state attestation test, conducted in writing, on the next business day after the day it is held.

40. Students who did not pass the state final certification due to failure to appear at the state certification test for a good reason (temporary disability, performance of public or state duties, subpoena, transport problems (flight cancellation, lack of tickets), weather or in other cases, the list of which is established by the organization independently), has the right to pass it within 6 months after the completion of the state final certification.

The student must submit to the organization a document confirming the reason for his absence.

A student who has not passed one state attestation test for a good reason is allowed to pass the next state attestation test (if any).

41. Students who have not passed the state certification test due to failure to appear at the state certification test for an unexcused reason or in connection with receiving an "unsatisfactory" grade, as well as students specified in paragraph 43 of this Procedure and who have not passed the state certification test in the period established for them term (due to failure to appear at the state attestation test or receiving an "unsatisfactory" grade), are expelled from the organization with the issuance of a certificate of study as having not fulfilled their obligations for the conscientious development of the educational program and the implementation of the curriculum.

42. A person who has not passed the state final certification may re-pass the state final certification no earlier than one year and no later than five years after the deadline for the state final certification, which was not passed by the student.

In order to re-pass the state final attestation, the specified person, upon his application, is reinstated in the organization for a period of time established by the organization, but not less than the period of time provided for by the calendar study schedule for the state final attestation for the relevant educational program.

When re-passing the state final certification, at the request of the student, by the decision of the organization, he may be assigned a different topic for the final qualifying work.

43. For disabled students, the state final certification is carried out by the organization, taking into account the peculiarities of their psychophysical development, their individual capabilities and health status (hereinafter referred to as individual characteristics).

44. When conducting the state final certification, the following general requirements are observed:

carrying out the state final certification for the disabled in the same classroom together with students who do not have disabilities, if this does not create difficulties for students when passing the state final certification;

the presence in the audience of an assistant (assistants) who provides students with disabilities with the necessary technical assistance, taking into account their individual characteristics (take workplace, move around, read and complete the task, communicate with members of the state examination committee);

use of the necessary for students with disabilities technical means when passing the state final certification, taking into account their individual characteristics;

ensuring the possibility of unhindered access for students with disabilities to classrooms, toilets and other premises, as well as their stay in these premises (the presence of ramps, handrails, widened doorways, elevators, in the absence of elevators, the audience should be located on the ground floor, the presence of special chairs and other devices) .

45. All local regulations organizations on the issues of conducting state final certification are brought to the attention of students with disabilities in a form accessible to them.

46. ​​At the written request of a student with a disability, the duration of passing a state certification test by a student with a disability may be increased in relation to the established duration of its delivery:

the duration of passing the state exam, held in writing, - no more than 90 minutes;

the duration of the preparation of the student for the answer to the state exam, conducted orally, - no more than 20 minutes;

the duration of the student's speech during the defense of the final qualifying work - no more than 15 minutes.

47. Depending on the individual characteristics of students with disabilities, the organization ensures that the following requirements are met when conducting the state certification test:

a) for the blind:

assignments and other materials for passing the state attestation test are drawn up in Braille or in the form of an electronic document accessible using a computer with a specialized software for the blind, or read out by an assistant;

written tasks are performed by students on paper in Braille or on a computer with specialized software for the blind, or dictated to an assistant;

if necessary, students are provided with a kit stationery and paper for writing in Braille, a computer with specialized software for the blind;

b) for the visually impaired:

assignments and other materials for passing the state attestation test are drawn up in an enlarged font;

individual uniform illumination of at least 300 lux is provided;

if necessary, students are provided with a magnifying device, it is allowed to use magnifying devices available to students;

c) for the deaf and hard of hearing, with severe speech impairments:

the availability of sound amplifying equipment for collective use is provided, if necessary, students are provided with sound amplifying equipment for individual use;

at their request, state attestation tests are carried out in writing;

d) for persons with disorders of the musculoskeletal system (severe disorders of the motor functions of the upper limbs or the absence of upper limbs):

written tasks are performed by students on a computer with specialized software or dictated to an assistant;

at their request, state attestation tests are conducted orally.

48. A student with a disability, no later than 3 months before the start of the state final certification, submits a written application on the need to create for him special conditions when conducting state attestation tests indicating the features of his psychophysical development, individual capabilities and health status (hereinafter referred to as individual characteristics). The application is accompanied by documents confirming that the student has individual characteristics (in the absence of these documents in the organization).

In the application, the student indicates the need (lack of need) for the presence of an assistant at the state certification test, the need (lack of need) to increase the duration of the state certification test in relation to the established duration (for each state certification test).

49. Based on the results of state certification tests, the student has the right to appeal.

50. The student has the right to file a written appeal with the Appeal Commission about the violation, in his opinion, of the established procedure for conducting the state certification test and (or) disagreement with the results of the state exam.

51. An appeal is filed personally by students to the appeal commission no later than the next working day after the announcement of the results of the state certification test.

52. To consider the appeal, the secretary of the state examination commission sends to the appeal commission the minutes of the meeting of the state examination commission, the conclusion of the chairman of the state examination commission on compliance with procedural issues during the state certification test, as well as the written answers of the student (if any) (for consideration of the appeal on conducting state examination) or final qualifying work, review and review (reviews) (to consider an appeal for the defense of the final qualifying work).

53. The appeal is considered no later than 2 working days from the date of filing the appeal at a meeting of the appeal commission, to which the chairman of the state examination commission and the student who filed the appeal are invited.

The decision of the appeal commission is brought to the attention of the student who filed the appeal within 3 working days from the date of the meeting of the appeal commission. The fact of familiarization of the student who filed the appeal with the decision of the appeal commission is certified by the signature of the student.

54. When considering an appeal on violation of the procedure for conducting a state attestation test, the appeal commission takes one of the following decisions:

on the rejection of the appeal, if the information contained in it about violations of the procedure for conducting the state final certification of the student was not confirmed and (or) did not affect the result of the state certification test;

on the satisfaction of the appeal, if the information contained in it about the violations of the procedure for conducting the state final certification of the student was confirmed and affected the result of the state certification test.

In the case specified in paragraph three of this paragraph, the result of the state attestation test is subject to cancellation, in connection with which the protocol on the consideration of the appeal is submitted to the state examination commission no later than the next business day for the implementation of the decision of the appeal commission. The student is given the opportunity to pass the state attestation test within the time limits established by the educational organization.

55. When considering an appeal about disagreement with the results of the state attestation test, the appeal commission makes one of the following decisions:

on the rejection of the appeal and the preservation of the result of the state attestation test;

on the satisfaction of the appeal and the presentation of a different result of the state attestation test.

The decision of the appeal commission is submitted to the state examination commission no later than the next working day. The decision of the appeal commission is the basis for the cancellation of the previously issued result of the state attestation test and the issuance of a new one.

56. The decision of the Appeal Commission is final and not subject to revision.

57. The re-conduct of the state attestation test is carried out in the presence of one of the members of the appeal commission no later than July 15.

58. An appeal to re-conduct the state attestation test is not accepted.

A procedure has been established for conducting state final attestation (SFA) for bachelor's, specialist's and master's programs.

A student who has completed the curriculum (including individual) for the relevant program and has no debts is allowed to the GIA.

Certification is carried out in the form of a state examination and defense of the final qualifying work. The state exam is taken in 1 or several disciplines and (or) modules of the educational program, the results of the development of which are of decisive importance for the professional activities of graduates. It may be oral or written. The list of questions submitted for the exam is established by the educational organization.

The type, topics, order of execution and criteria for evaluating final qualification works, requirements for them are also determined by the university. Graduation works for master's and specialist's programs are reviewed.

Upon successful completion of the GIA, a document on higher education and qualifications is issued. Its sample is approved by the Ministry of Education and Science of Russia. Moscow State University M.V. Lomonosov and St. Petersburg State University have the right to establish own samples such documents.

Examination and appeal commissions are created to conduct the GIA and appeals based on its results. They are valid for a calendar year. It is established how they are formed and work.

30 days before the start of the certification tests, the university approves their schedule. The break between exams must be at least 7 days.

You can retake the GIA in a year, but not later than 5 years after its completion.

The features of the GIA of students with disabilities have been established.

Based on the results of the GIA, the student has the right to file an appeal. The procedure has been written.
