Prevention of non-communicable diseases and the formation of a healthy lifestyle among citizens, including minors, include a set of the following activities: psychotropic substances without a doctor's prescription; 2) identification of violations of the basic conditions for maintaining a healthy lifestyle, risk factors for the development of non-communicable diseases, including the risk of harmful alcohol consumption, and the risk of using narcotic drugs and psychotropic substances without a doctor's prescription, determining the degree of their severity and health hazard; 3) provision of medical services for the correction (elimination or reduction of the level) of risk factors for the development of non-communicable diseases, prevention of complications of non-communicable diseases, including referral of patients for medical reasons to specialist doctors, including specialized medical organizations, referral of citizens with an identified risk of harmful alcohol consumption , the risk of consuming narcotic drugs and psychotropic substances without a doctor's appointment to a doctor - psychiatrist - narcologist of a specialized medical organization or other medical organization providing drug treatment; 4) conducting clinical examination and preventive medical examinations; 5) dispensary observation of patients with non-communicable diseases, as well as citizens with a high risk of developing cardiovascular diseases. Prevention of non-communicable diseases and the formation of a healthy lifestyle in medical organizations are carried out as part of the provision of primary health care, including primary pre-medical health care, primary medical health care, primary specialized health care, as well as specialized medical care and sanatorium treatment. Medical assistance for the prevention of non-communicable diseases is provided in the following conditions: 1) on an outpatient basis (in conditions that do not provide for round-the-clock medical supervision and treatment), including at home when a medical worker is called; 2) in a day hospital (in conditions that provide for medical supervision and treatment in the daytime, but do not require round-the-clock medical supervision and treatment); 3) stationary (in conditions that provide round-the-clock medical supervision and treatment). The paramedic (nurse) of the feldsher-obstetric station and the feldsher health center in the implementation of the prevention of non-communicable diseases and the implementation of measures to promote a healthy lifestyle: 1) identifies and corrects the main risk factors for the development of non-communicable diseases, sends to the doctor if there are medical indications — to a specialist providing primary medical health care, to the department (office) of medical prevention, a health center, a medical aid office for cessation of tobacco consumption; 2) participates in the organization and conduct of medical examinations and preventive medical examinations; 3) participates in the organization and conduct of dispensary observation of patients with non-communicable diseases and citizens with a high risk of developing cardiovascular diseases; 4) develops and implements measures to inform and motivate citizens to lead a healthy lifestyle, including measures to prevent the harmful consumption of alcohol and the use of narcotic drugs and psychotropic substances without a doctor's prescription; 5) provides information to citizens about the need for urgent medical attention in case of life-threatening conditions, diseases and their complications, as well as training of persons at high risk of developing life-threatening conditions and their families on the rules of first aid for these conditions. As part of the provision of primary medical care, the prevention of non-communicable diseases and the formation of a healthy lifestyle are carried out by general practitioners, district general practitioners, doctors general practice(family doctors), pediatricians, district pediatricians in the direction medical workers or at the independent appeal of a citizen. 13 Appendix 1 to the Procedure "Rules for organizing the activities of the department (office) of medical prevention for adults" 1. These Rules determine the procedure for organizing the activities of the department (office) of medical prevention for adults. 2. The department (office) of medical prevention for adults is a structural subdivision of a medical organization or other organization engaged in medical activities, providing primary health care (hereinafter referred to as a medical organization). 3. In a medical organization with an attached adult population of 20 thousand people or more, it is recommended to create a medical prevention department for adults, and with an attached adult population of less than 20 thousand people, it is recommended to create a medical prevention cabinet for adults. The structure and staffing of the department (office) of medical prevention for adults are established by the head of the medical organization in which it was created, taking into account the recommended staffing standards established by Appendix No. 2 to the Procedure for organizing and implementing the prevention of non-communicable diseases and taking measures to form a healthy lifestyle in medical organizations, approved by this order. 16 8. To organize the work of the department of medical prevention for adults, it is recommended to provide the following structural units in its structure: 1) an office for organizing medical examinations and preventive medical examinations; 2) an office for diagnosing and correcting the main risk factors for the development of non-communicable diseases; 3) an office of population methods of prevention. 9. If it is not possible to allocate separate premises for structural subdivisions of the department of medical prevention, as well as when organizing a medical prevention room for adults, it is recommended to provide for zoning of premises for organizing medical examinations and preventive medical examinations, diagnosing and correcting risk factors for the development of non-communicable diseases. Equipping the department (office) of medical prevention for adults is carried out in accordance with the equipment standard established by Appendix No. 3 to the Procedure for organizing and implementing the prevention of non-communicable diseases and carrying out activities to promote a healthy lifestyle in medical organizations, approved by this order. The main functions of the department (office) of medical prevention for adults are: 1) carrying out measures to prevent non-communicable diseases, including those that are the main cause of disability and mortality of the population; 2) organization and participation in medical examinations and preventive medical examinations of the adult population; 3) participation in informing citizens who are on medical care in a medical organization about conducting medical examinations and preventive medical examinations, about their goals and objectives, conducting explanatory work and motivating citizens to undergo medical examinations and preventive medical examinations; 4) maintaining medical records and performing individual medical studies during medical examinations and preventive medical examinations; 5) determination (diagnosis) of risk factors for the development of non-communicable diseases, including the risk of harmful alcohol consumption, and the risk of using narcotic drugs and psychotropic substances without a doctor's prescription, identifying violations of the basic conditions for maintaining a healthy lifestyle; 6) taking measures to correct risk factors for the development of non-communicable diseases, including in the form of individual in-depth preventive counseling or group preventive counseling (patient school), including the provision of medical care aimed at stopping tobacco consumption, citizens, including citizens with II and III groups of health status * (in the direction of a medical worker, as part of the second stage of medical examination); * Order of the Ministry of Health of the Russian Federation of September 30 n “On approval of the Procedure ...” Appendix 1 to the Procedure “Rules for organizing the activities of the department (office) of medical prevention for adults”

The main functions of the department (office) of medical prevention for adults are (continued): harmful consumption of alcohol or the risk of using narcotic drugs and psychotropic substances to a doctor - psychiatrist - narcologist of a specialized medical organization providing drug treatment; 8) dispensary observation, including the prescription of drugs for the correction of dyslipidemia, for citizens who have a high risk of developing cardiovascular diseases; 9) increasing the level of knowledge of medical workers of a medical organization on the prevention of non-communicable diseases and the formation of a healthy lifestyle; 10) teaching citizens the rules of first aid in case of life-threatening diseases and their complications (acute coronary syndrome, acute cerebrovascular accident, acute heart failure, sudden cardiac death), including individual and / or group training of persons with a high risk of developing these life-threatening conditions, and members of their families; 11) reporting in the prescribed manner **, collection and provision of primary data on medical activities for information systems in the field of healthcare ***, including control, recording and analysis of the results of medical examinations and preventive medical examinations; ** *** 12) organization and participation in activities to promote a healthy lifestyle among the population, including within the framework of mass actions and information campaigns, as well as informing the population, including mass media, on methods for correcting risk factors for non-communicable diseases and preventing their complications; 13) participation in the development and implementation of measures for the prevention of non-communicable diseases, the formation of a healthy lifestyle, including the prevention of the use of narcotic drugs and psychotropic substances without a doctor's prescription. On amendments to the order of the Minister of Health and Social Development of the Republic of Kazakhstan dated April 28, 2015 No. 274 "On approval of the Rules for attracting independent experts in the field of healthcare"

In accordance with subparagraph 102-1) of paragraph 1 of Article 7 of the Code of the Republic of Kazakhstan dated September 18, 2009 "On the health of the people and the healthcare system" I ORDER:

1. Include in the order of the Minister of Health and Social Development of the Republic of Kazakhstan dated April 28, 2015 No. 274 "On approval of the Rules for attracting independent experts in the field of health care" (registered in the Register of state registration of regulatory legal acts under No. 11207 dated May 28, 2015, published in information and legal system "Adilet" on June 17, 2015) the following changes:

- the heading shall be stated in the following edition:

Rules for Involving Independent Experts in the Conduct of External Expertise

Chapter 1. General Provisions

1. These Rules for the involvement of independent experts in the course of external expertise are developed in accordance with subparagraph 102-1) of paragraph 1 of Article 7 of the Code of the Republic of Kazakhstan dated September 18, 2009 "On the health of the people and the healthcare system" (hereinafter referred to as the Code) and determine the procedure for attracting independent experts during the external examination.

2. The purpose of engaging independent experts is:

1) ensuring the rights of patients to receive medical care of the required volume and proper quality based on the optimal use of human, material and technical resources of healthcare entities and the use of modern medical technologies;

2) ensuring transparency and objectivity in assessing the activities of healthcare subjects, the competence of medical workers, qualification level specialists;

3) ensuring the relevance and validity of recommendations in the formation of general requirements for the provision of medical care to a patient with a specific disease or clinical situation.

3. Basic concepts used in these Rules:

1) the subject of healthcare of a healthcare organization, with the exception of organizations operating in the field of sanitary and epidemiological welfare of the population, as well as individuals engaged in private medical practice and pharmaceutical activities;

2) an individual - citizens of the Republic of Kazakhstan, citizens of other states, as well as stateless persons;

3) a legal entity, an organization that has separate property on the basis of the right of ownership, economic management or operational management and is liable for its obligations with this property, can acquire and exercise property and personal non-property rights and obligations on its own behalf, be a plaintiff and defendant in court;

4) examination of the quality of medical services (hereinafter - Expertise) - a set of organizational, analytical and practical measures carried out to draw an opinion on the level of quality of medical services provided by physical and legal entities, using indicators reflecting the indicator of efficiency, completeness and compliance of medical services with standards. Expertise is divided into internal and external;

5) independent examination - a procedure carried out by independent experts within the framework of external examination in order to make an opinion on the level of quality of medical services provided by healthcare entities, using indicators reflecting the indicator of efficiency, completeness and compliance of the medical services provided with standards;

6) an independent expert, an individual with a higher medical education and meeting the requirements for individuals applying for an independent examination by a certain authorized body.

4. Individuals and healthcare subjects receive information about independent experts from the data bank of accredited independent experts in the field of healthcare.

5. An independent expert is involved in the conduct of an external examination, taking into account his medical and pharmaceutical specialty.

6. Payment for services for conducting an independent examination is carried out on the basis of an act of work performed.

Chapter 2. Procedure for engaging independent experts during external expertise

7. Independent experts are involved when conducting an external examination of the activities of healthcare entities:

1) the authorized body and its territorial divisions;

2) healthcare subjects;

3) individuals or legal entities.

8. Independent experts during the external examination are involved:

1) by the authorized body and its territorial subdivisions during commission analysis in the following cases:

— carrying out inspections in the field of quality of medical services for compliance. activities of the audited entities to the requirements established by the legislation of the Republic of Kazakhstan;

– carrying out accreditation of healthcare entities in accordance with the order of the Minister of Health and Social Development of the Republic of Kazakhstan dated March 10, 2015 No. 127 “On Approval of the Rules for Accreditation in the Field of Healthcare” (registered in the Register of State Registration of Regulatory Legal Acts No. 10735);

— expertise of treated cases with lethal outcomes;

2) healthcare entities on a contractual basis;

3) individuals or legal entities in cases of disagreement with the conclusions of the external expertise.

1. This Procedure establishes the rules for the organization and implementation of the prevention of non-communicable diseases, as well as the implementation of measures to promote a healthy lifestyle in medical organizations and other organizations engaged in medical activities (hereinafter referred to as medical organizations).

2. Prevention of non-communicable diseases is carried out at the population, group and individual levels by state authorities, local authorities, employers, medical organizations, educational organizations and sports organizations, public associations through the development and implementation of a system of legal, economic and social measures aimed at preventing the occurrence, spread and early detection of such diseases, as well as reducing the risk of their development, preventing and eliminating the negative impact on health of factors of internal and external environment, the formation of a healthy lifestyle.

3. The formation of a healthy lifestyle among citizens, including minors, is ensured by carrying out activities aimed at informing citizens (legal representatives of persons specified in Part 2 of Article 20 of the Federal Law of November 21, 2011 N 323-FZ) about risk factors for their health, the formation of motivation to maintain a healthy lifestyle and the creation of conditions for maintaining a healthy lifestyle, including for physical education and sports.

4. Prevention of non-communicable diseases is ensured by:

1) development and implementation of programs for the formation of a healthy lifestyle and the prevention of non-communicable diseases, including programs to reduce the prevalence of the main risk factors for their development, as well as the prevention of the use of narcotic drugs and psychotropic substances without a doctor's prescription;

2) implementation of measures for the prevention and early detection of non-communicable diseases, risk factors for their development, including early identification of the risk of harmful alcohol consumption, and the risk of consumption of narcotic drugs and psychotropic substances without a doctor's prescription, measures to correct identified risk factors for the development of non-communicable diseases, as well as dispensary monitoring citizens with chronic non-communicable diseases or a high risk of their development.

5. Prevention of non-communicable diseases and the formation of a healthy lifestyle among citizens, including minors, include a set of the following activities:

1) carrying out activities for hygiene education, information and communication activities for maintaining a healthy lifestyle, preventing non-communicable diseases and the consumption of narcotic drugs and psychotropic substances without a doctor's prescription;

2) identification of violations of the basic conditions for maintaining a healthy lifestyle, risk factors for the development of non-communicable diseases, including the risk of harmful alcohol consumption, and the risk of using narcotic drugs and psychotropic substances without a doctor's prescription, determining the degree of their severity and health hazard;

3) provision of medical services for the correction (elimination or reduction of the level) of risk factors for the development of non-communicable diseases, prevention of complications of non-communicable diseases, including referral of patients for medical reasons to specialist doctors, including specialized medical organizations, referral of citizens with an identified risk of harmful alcohol consumption , the risk of consuming narcotic drugs and psychotropic substances without a doctor's prescription to a psychiatrist-narcologist of a specialized medical organization or other medical organization providing drug treatment;

5) dispensary observation of patients with non-communicable diseases, as well as citizens with a high risk of developing cardiovascular diseases.

Order of the Ministry of Health of the Russian Federation of December 21, 2012 N 1344n "On approval of the Procedure for dispensary observation" (registered with the Ministry of Justice of the Russian Federation on February 14, 2013, registration N 27072), order of the Ministry of Health of the Russian Federation of December 21, 2012 N 1348n " On approval of the procedure for underage dispensary observation, including during the period of education and upbringing in educational institutions" (registered with the Ministry of Justice of the Russian Federation on March 28, 2013, registration N 27909).

6. Medical assistance for the identification and correction of risk factors for the development of non-communicable diseases, early detection of non-communicable diseases and dispensary observation for non-communicable diseases is provided in accordance with the procedures for providing medical care and based on standards of medical care.

7. Prevention of non-communicable diseases and the formation of a healthy lifestyle in medical organizations are carried out as part of the provision of primary health care, including primary pre-hospital health care, primary medical health care, primary specialized health care, as well as specialized medical care and spa treatment.

8. Medical care for the prevention of non-communicable diseases is provided under the following conditions:

1) on an outpatient basis (in conditions that do not provide for round-the-clock medical supervision and treatment), including at home when a medical worker is called;

2) in a day hospital (in conditions that provide for medical supervision and treatment in the daytime, but do not require round-the-clock medical supervision and treatment);

3) stationary (in conditions that provide round-the-clock medical supervision and treatment).

9. As part of the provision of primary pre-medical health care, the prevention of non-communicable diseases and the formation of a healthy lifestyle are carried out by paramedics and other medical workers with a secondary medical education in the direction of medical workers or with the individual's request.

10. The paramedic (nurse) of the feldsher-midwife station and the feldsher health center in the implementation of the prevention of non-communicable diseases and the implementation of measures to promote a healthy lifestyle:

1) carries out the identification and correction of the main risk factors for the development of non-communicable diseases, sends, if there are medical indications, to a specialist doctor providing primary medical health care, to the department (office) of medical prevention, a health center, a medical care cabinet for cessation of tobacco consumption;

2) participates in the organization and conduct of medical examinations and preventive medical examinations;

3) participates in the organization and conduct of dispensary observation of patients with non-communicable diseases and citizens with a high risk of developing cardiovascular diseases;

4) develops and implements measures to inform and motivate citizens to lead a healthy lifestyle, including measures to prevent the harmful consumption of alcohol and the use of narcotic drugs and psychotropic substances without a doctor's prescription;

11. As part of the provision of primary medical care, the prevention of non-communicable diseases and the formation of a healthy lifestyle are carried out by general practitioners, district general practitioners, general practitioners (family doctors), pediatricians, district pediatricians in the direction of medical workers or when a citizen applies independently.

12. General practitioner (district general practitioner, general practitioner (family doctor), pediatrician, district pediatrician) when implementing the prevention of non-communicable diseases and taking measures to promote a healthy lifestyle:

1) carries out the identification and correction of the main risk factors for the development of non-communicable diseases, including in the form of a brief preventive counseling, timely diagnosis of non-communicable diseases, sends, if necessary, to the department (office) of medical prevention, a health center, a medical aid office for quitting tobacco consumption, feldsher health center and feldsher-obstetric station, as well as to specialist doctors according to the profile of the identified disease (condition) and risk factor;

2) organizes and participates in medical examinations and preventive medical examinations;

3) organizes and conducts dispensary observation of patients with non-communicable diseases, sends persons with a high risk of developing cardiovascular diseases under dispensary supervision of medical workers of the department (office) of medical prevention, a health center, specialized medical organizations, feldsher health posts and feldsher-obstetric stations, keeps records of the passage of dispensary examinations by citizens of other medical specialists;

4) takes part in the development and implementation of measures to inform and motivate citizens, including minors, to maintain a healthy lifestyle and prevent non-communicable diseases, reduce the risk of harmful alcohol consumption and the use of narcotic drugs and psychotropic substances without a doctor's prescription;

5) provides information to citizens about the need for urgent medical attention in case of life-threatening conditions, diseases and their complications, as well as training of persons at high risk of developing life-threatening conditions and their families on the rules of first aid for these conditions.

13. As part of the provision of primary specialized health care, the prevention of non-communicable diseases and the formation of a healthy lifestyle are carried out by specialist doctors according to the profile of medical care provided by medical workers or when a citizen independently applies, as well as in the process of dispensary observation of patients with non-communicable diseases.

14. As part of the provision of specialized medical care, specialist doctors carry out the prevention of non-communicable diseases according to the profile of a medical organization (its structural unit), as well as inform about maintaining a healthy lifestyle and correcting the main risk factors for the development of non-communicable diseases. If necessary, for this purpose, a citizen is sent to a doctor for medical prevention of a medical organization providing specialized medical care.

15. Within the framework of sanatorium-resort treatment, medical specialists of sanatorium-resort organizations identify the main risk factors for the development of non-communicable diseases and correct them, including in the form of individual in-depth preventive counseling or group preventive counseling, carry out the prevention of non-communicable diseases according to the profile of sanatorium-resort organization and information about maintaining a healthy lifestyle.

16. The organization of the prevention of non-communicable diseases and the formation of a healthy lifestyle are carried out by medical organizations and their structural divisions in accordance with Annexes No. 1-9 to this Procedure.

Rules for organizing the activities of the department (office) of medical prevention for adults

1. These Rules determine the procedure for organizing the activities of the department (office) of medical prevention for adults.

2. The department (office) of medical prevention for adults is a structural subdivision of a medical organization or other organization engaged in medical activities, providing primary health care (hereinafter referred to as a medical organization).

3. In a medical organization with an attached adult population of 20 thousand people or more, it is recommended to create a medical prevention department for adults, and with an attached adult population of less than 20 thousand people, it is recommended to create a medical prevention cabinet for adults.

4. A doctor-specialist who has a higher education in the specialties "General Medicine", "Pediatrics", "Medical and Preventive Care", "Dentistry", who has been trained in additional professional advanced training programs on issues of prevention of non-communicable diseases and the formation of a healthy lifestyle.

5. A medical worker with a higher education in the specialties (training areas) "General Medicine", "Pediatrics", "Medical and Preventive Care", "Dentistry", "Nursing", who has been trained on additional professional advanced training programs on the prevention of non-communicable diseases and the formation of a healthy lifestyle.

A medical worker who has a secondary vocational (medical) education in the specialties "nursing", "obstetrics", "general medicine", who has been trained in additional professional advanced training programs on the prevention of non-communicable diseases and the formation of a healthy lifestyle.

7. The structure and staffing of the department (office) of medical prevention for adults are established by the head of the medical organization in which it was created, taking into account the recommended staffing standards established by Appendix No. 2 to the Procedure for organizing and implementing the prevention of non-communicable diseases and taking measures to promote a healthy image life in medical organizations, approved by this order.

8. To organize the work of the department of medical prevention for adults, it is recommended to provide the following structural units in its structure:

1) an office for organizing medical examinations and preventive medical examinations;

2) an office for diagnosing and correcting the main risk factors for the development of non-communicable diseases;

3) an office of population methods of prevention.

9. If it is not possible to allocate separate premises for structural subdivisions of the department of medical prevention, as well as when organizing a medical prevention room for adults, it is recommended to provide for zoning of premises for organizing medical examinations and preventive medical examinations, diagnosing and correcting risk factors for the development of non-communicable diseases.

10. Equipping the department (office) of medical prevention for adults is carried out in accordance with the equipment standard established by Appendix No. 3 to the Procedure for organizing and implementing the prevention of non-communicable diseases and carrying out activities to promote a healthy lifestyle in medical organizations, approved by this order.

11. The main functions of the department (office) of medical prevention for adults are:

1) taking measures to prevent non-communicable diseases, including those that are the main cause of disability and mortality of the population;

2) organization and participation in medical examinations and preventive medical examinations of the adult population;

3) participation in informing citizens who are on medical care in a medical organization about conducting medical examinations and preventive medical examinations, about their goals and objectives, conducting explanatory work and motivating citizens to undergo medical examinations and preventive medical examinations;

4) maintaining medical records and performing individual medical studies during medical examinations and preventive medical examinations;

5) determination (diagnosis) of risk factors for the development of non-communicable diseases, including the risk of harmful alcohol consumption, and the risk of using narcotic drugs and psychotropic substances without a doctor's prescription, identifying violations of the basic conditions for maintaining a healthy lifestyle;

6) taking measures to correct risk factors for the development of non-communicable diseases, including in the form of individual in-depth preventive counseling or group preventive counseling (patient school), including the provision of medical care aimed at stopping tobacco consumption, citizens, including citizens with II and III groups of health status (in the direction of a medical worker, as part of the second stage of medical examination);

7) referral of patients, if necessary, to specialist doctors, including referral of citizens with tobacco dependence to the offices for providing medical care for cessation of tobacco consumption, and citizens with identified harmful alcohol consumption or the risk of using narcotic drugs and psychotropic substances to a specialized psychiatrist-narcologist medical organization providing drug treatment;

8) dispensary observation, including the prescription of drugs for the correction of dyslipidemia, for citizens who have a high risk of developing cardiovascular diseases;

9) increasing the level of knowledge of medical workers of a medical organization on the prevention of non-communicable diseases and the formation of a healthy lifestyle;

11) reporting in the prescribed manner, collection and provision of primary data on medical activities for information systems in the field of health care, including control, recording and analysis of the results of medical examinations and preventive medical examinations;

12) organizing and participating in events to promote a healthy lifestyle among the population, including within the framework of mass actions and information campaigns, as well as informing the population, including the media, about methods for correcting risk factors for non-communicable diseases and preventing their complications;

13) participation in the development and implementation of measures for the prevention of non-communicable diseases, the formation of a healthy lifestyle, including the prevention of the use of narcotic drugs and psychotropic substances without a doctor's prescription.

Rules for organizing the activities of the health center

1. These Rules determine the procedure for organizing the activities of a health center providing medical care for the prevention of non-communicable diseases to the adult population (hereinafter referred to as the Center).

2. The Center is a structural subdivision of a medical organization or other organization carrying out medical activities (hereinafter referred to as a medical organization). The center is recommended to be created on the basis of at least 200 thousand people.

3. A specialist doctor who has a higher education in the specialties of "General Medicine", "Pediatrics", "Medical and Preventive Care", "Dentistry", who has been trained in additional professional advanced training programs on the prevention of non-communicable diseases and formation of a healthy lifestyle.

4. A doctor-specialist with a higher education who has been trained in additional professional advanced training programs on the prevention of non-communicable diseases and the formation of a healthy lifestyle is appointed to the position of a doctor for medical prevention.

5. The structure and staffing of the Center are approved by the head of the medical organization in which it was created, taking into account the recommended staffing standards established by Appendix No. 5 to the Procedure for organizing and implementing the prevention of non-communicable diseases and carrying out activities to promote a healthy lifestyle for adults in medical organizations, approved by this order.

6. To organize the work of the Center, it is recommended to provide the following structural units in its structure:

1) doctor's office;

2) an office for group preventive counseling (patient schools);

3) testing rooms, instrumental and laboratory examinations;

4) dental hygienist's office;

5) an office of physiotherapy exercises;

6) Healthy food cabinet.

7. The equipment of the Center is carried out in accordance with the equipment standard established by Appendix No. 6 to the Procedure for organizing and implementing the prevention of non-communicable diseases and carrying out activities to promote a healthy lifestyle for adults in medical organizations, approved by this order.

8. The main functions of the Center are:

1) participation in the provision of primary health care to the adult population;

2) conducting a survey of citizens in order to assess the functional and adaptive health reserves, identify risk factors for the development of non-communicable diseases, including the risk of harmful alcohol consumption, and the risk of using narcotic drugs and psychotropic substances without a doctor's prescription, health prognosis, including the determination of anthropometric parameters, screening assessment of the level of psychophysiological and somatic health, functional and adaptive reserves of the body, express assessment of the state of the cardiovascular system, assessment of function indicators respiratory system, organ of vision, detection of pathological changes in teeth, periodontal diseases and oral mucosa;

3) individual consultation of citizens on the issues of maintaining a healthy lifestyle, including recommendations on rational nutrition, physical activity, physical culture and sports, sleep patterns, living conditions, work (study) and rest, mental hygiene and stress management, prevention of risk factors for the development of non-communicable diseases, responsible attitude to their health and the health of their family members, the principles of responsible parenthood;

4) taking measures to correct risk factors for the development of non-communicable diseases, including in the form of individual in-depth preventive counseling or group preventive counseling (patient school), including the provision of medical care aimed at stopping tobacco consumption, for citizens, including citizens with II and III health status groups (in the direction of a medical worker, as part of the second stage of medical examination);

6) individual in-depth preventive counseling on healthy nutrition, including an assessment of actual nutrition, an in-depth examination of the composition of tissues and the basic metabolism of the human body, the provision of medical care to optimize the mass and composition of tissues of the human body, correct nutritional disorders;

7) participation in medical examinations and preventive medical examinations;

8) dispensary observation, including the prescription of drugs for the correction of dyslipidemia, for citizens who have a high risk of developing cardiovascular diseases;

9) organizing and holding events to inform and motivate citizens to lead a healthy lifestyle (including in work and educational teams), including balanced diet, increased physical activity, reduced stress, cessation of tobacco consumption, harmful alcohol consumption, as well as the use of narcotic drugs and psychotropic substances without a doctor's prescription;

10) training citizens in the rules of first aid for life-threatening diseases and their complications (acute coronary syndrome, acute cerebrovascular accident, acute heart failure, sudden cardiac death), including individual and / or group training of persons at high risk of developing these life-threatening conditions, and members of their families;

11) informing the doctors of the medical organization, within which the Center is organized, about cases of identifying citizens with a high risk of developing cardiovascular diseases;

12) increasing the level of knowledge of medical workers of a medical organization on the prevention of non-communicable diseases and the formation of a healthy lifestyle;

13) analysis of the prevalence of risk factors for the development of non-communicable diseases, indicators of morbidity, disability and mortality of the population from these diseases;

14) organizing and participating in activities to promote a healthy lifestyle, including propaganda aimed at stopping tobacco consumption, the harmful use of alcohol and the use of narcotic drugs and psychotropic substances without a doctor's prescription among the population;

15) participation in the development and implementation of measures for the prevention of non-communicable diseases and the formation of a healthy lifestyle;

16) submission of reports in the prescribed manner, collection and provision of primary data on medical activities for information systems in the field of healthcare, including control, recording and analysis of the results of medical examinations and preventive medical examinations.

Rules for organizing the activities of the center of medical prevention

1. These Rules establish the procedure for organizing the activities of a medical prevention center.

2. The Center for Medical Prevention is an independent medical organization or a structural subdivision of a medical organization or other organization engaged in medical activities (hereinafter referred to as a medical organization).

3. The regional (republican, regional, regional, district) center for medical prevention is an independent medical organization and coordinates and methodological support measures for the prevention of non-communicable diseases and the formation of a healthy lifestyle in the constituent entity of the Russian Federation.

4. For the position of the head of the center for medical prevention, which is an independent medical organization, a specialist is appointed who meets the qualification requirements established by the qualification characteristics of the position " chief physician <*>(president, director, head, manager, head) of a medical organization".

The position of head of the center for medical prevention, which is a structural subdivision of a medical organization, is assigned to a medical worker with a higher education in the specialties (training areas) "General Medicine", "Pediatrics", "Medical and Preventive Care", "Dentistry", "Nursing business", trained in additional professional advanced training programs on the prevention of non-communicable diseases and the formation of a healthy lifestyle.

6. A doctor-specialist with a higher education, trained in additional professional advanced training programs on the prevention of non-communicable diseases and the formation of a healthy lifestyle, is appointed to the position of a doctor for medical prevention.

7. The structure and staffing of the medical prevention center are established taking into account the recommended staffing standards established by Appendix No. 8 to the Procedure for organizing and implementing the prevention of non-communicable diseases and taking measures to promote a healthy lifestyle in medical organizations, approved by this order.

8. To organize the work of the center of medical prevention in its structure, it is recommended to provide:

1) department interdepartmental relations and comprehensive prevention programs;

2) department of organizational and methodological support of preventive work;

3) department for the preparation and dissemination of medical information materials;

4) health monitoring department;

5) advisory and health department;

6) department for organizing and conducting activities in the field of hygienic education and upbringing.

9. The equipment of the medical prevention center is carried out in accordance with the equipment standard established by Appendix No. 9 to the Procedure for organizing and implementing the prevention of non-communicable diseases and taking measures to promote a healthy lifestyle in medical organizations, approved by this order.

10. The main functions of the medical prevention center are:

1) development and implementation of measures and programs for the prevention of non-communicable diseases, the promotion of a healthy lifestyle, including the cessation of tobacco consumption, the harmful use of alcohol and the risk of using narcotic drugs and psychotropic substances without a doctor's prescription;

2) organizational and methodological support of the work of departments (rooms) of medical prevention, health centers and other structural units of medical organizations on the prevention of non-communicable diseases and the formation of a healthy lifestyle, including for minors;

3) preparation of information materials on the prevention of non-communicable diseases, the formation of a healthy lifestyle, as well as the rules for providing first aid for life-threatening diseases and conditions;

4) analysis of the dynamics of morbidity, hospital and out-of-hospital mortality of the population from non-communicable diseases (based on medical statistics);

5) monitoring and analysis of prevalence rates and awareness of the population about the main risk factors for non-communicable diseases, about the dangers of using narcotic drugs and psychotropic substances without a doctor's prescription;

6) analysis and evaluation of the work of medical organizations on the prevention of non-communicable diseases and the formation of a healthy lifestyle;

7) organizing and conducting lectures, training and methodical lessons with medical workers on issues of individual in-depth preventive counseling or group preventive counseling (patient school);

8) methodological support for interdepartmental interaction on the issues of strengthening and maintaining the health of the population, participation in the development and implementation of activities and programs to increase the level of knowledge of employees of educational organizations, cultural organizations, physical culture organizations, the media, and other organizations on the prevention of non-communicable diseases and the formation of a healthy lifestyle;

9) organization and participation in the holding mass events, shares, round tables, conferences, public hearings on the prevention of non-communicable diseases and the formation of a healthy lifestyle, assistance in the practical implementation of the decisions taken at them;

10) implementation in practice modern achievements in the field of prevention of non-communicable diseases and the formation of a healthy lifestyle, as well as methods of training and raising the awareness of the population on these issues, analyzing the effectiveness of their application;

11) participation in international and Russian projects in the field of prevention of non-communicable diseases and the formation of a healthy lifestyle;

12) diagnosis and correction of risk factors for the development of non-communicable diseases;

13) maintaining medical records and reporting in the prescribed manner, collecting and providing primary data on medical activities for information systems in the field of healthcare, including monitoring, recording and analyzing the results of medical examinations and preventive medical examinations.

1. Prevention of non-communicable diseases and the formation of a healthy lifestyle in medical organizations are carried out as part of the provision of primary health care, including primary pre-hospital health care, primary medical health care, primary specialized health care, as well as specialized medical care and sanatorium treatment. 8. Medical assistance for the prevention of non-communicable diseases is provided in the following conditions: 1) on an outpatient basis (in conditions that do not provide for round-the-clock medical supervision and treatment), including at home when a medical worker is called; 2) in a day hospital (in conditions that provide for medical supervision and treatment in the daytime, but do not require round-the-clock medical supervision and treatment); 3) stationary (in conditions that provide round-the-clock medical supervision and treatment). 10. The paramedic (nurse) of the feldsher - obstetric station and the feldsher's health center in the implementation of the prevention of non-communicable diseases and the implementation of measures to promote a healthy lifestyle: 1) identifies and corrects the main risk factors for the development of non-communicable diseases, directs, if there are medical indications, to a specialist doctor providing primary medical health care, to the department (office) of medical prevention, health center, medical care office for cessation of tobacco consumption; 2) participates in the organization and conduct of medical examinations and preventive medical examinations; 3) participates in the organization and conduct of dispensary observation of patients with non-communicable diseases and citizens with a high risk of developing cardiovascular diseases; 4) develops and implements measures to inform and motivate citizens to lead a healthy lifestyle, including measures to prevent the harmful consumption of alcohol and the use of narcotic drugs and psychotropic substances without a doctor's prescription; 5) provides information to citizens about the need for urgent medical attention in case of life-threatening conditions, diseases and their complications, as well as training of persons at high risk of developing life-threatening conditions and their families on the rules of first aid for these conditions. 11. 16. Appendix 1 to the Procedure "Rules for organizing the activities of the department (cabinet) of medical prevention for adults" 1. These Rules determine the procedure for organizing the activities of the department (cabinet) of medical prevention for adults. 2. The department (office) of medical prevention for adults is a structural subdivision of a medical organization or other organization engaged in medical activities, providing primary health care (hereinafter referred to as a medical organization). 3. In a medical organization with an attached adult population of 20 thousand people or more, it is recommended to create a medical prevention department for adults, and with an attached adult population of less than 20 thousand people, it is recommended to create a medical prevention cabinet for adults. A medical worker with a higher education in the specialties (training areas) "general care", "pediatrics", "medical and preventive care", "stomatology", "nursing" who has completed additional training professional advanced training programs on the prevention of non-communicable diseases and the formation of a healthy lifestyle. 7. The structure and staffing of the department (office) of medical prevention for adults are established by the head of the medical organization in which it was created, taking into account the recommended staffing standards established by Appendix No. 2 to the Procedure for organizing and implementing the prevention of non-communicable diseases and taking measures to promote a healthy image life in medical organizations, approved by this order. 8. To organize the work of the department of medical prevention for adults, it is recommended to provide the following structural units in its structure: 1) an office for organizing medical examinations and preventive medical examinations; 2) an office for diagnosing and correcting the main risk factors for the development of non-communicable diseases; 3) an office of population methods of prevention. 9. If it is not possible to allocate separate premises for structural subdivisions of the department of medical prevention, as well as when organizing a medical prevention room for adults, it is recommended to provide for zoning of premises for organizing medical examinations and preventive medical examinations, diagnosing and correcting risk factors for the development of non-communicable diseases. 10. Equipping the department (office) of medical prevention for adults is carried out in accordance with the equipment standard established by Appendix No. 3 to the Procedure for organizing and implementing the prevention of non-communicable diseases and carrying out activities to promote a healthy lifestyle in medical organizations, approved by this order. 11. The main functions of the department (office) of medical prevention for adults are: 1) carrying out measures to prevent non-communicable diseases, including those that are the main cause of disability and mortality of the population; 2) organization and participation in medical examinations and preventive medical examinations of the adult population; 3) participation in informing citizens who are on medical care in a medical organization about conducting medical examinations and preventive medical examinations, about their goals and objectives, conducting explanatory work and motivating citizens to undergo medical examinations and preventive medical examinations; 4) maintaining medical records and performing individual medical studies during medical examinations and preventive medical examinations; 5) determination (diagnosis) of risk factors for the development of non-communicable diseases, including the risk of harmful alcohol consumption, and the risk of using narcotic drugs and psychotropic substances without a doctor's prescription, identifying violations of the basic conditions for maintaining a healthy lifestyle; 6) taking measures to correct risk factors for the development of non-communicable diseases, including in the form of individual in-depth preventive counseling or group preventive counseling (patient school), including the provision of medical care aimed at stopping tobacco consumption, citizens, including citizens with II and III groups of health status * (in the direction of a medical worker, as part of the second stage of medical examination); * Order of the Ministry of Health of the Russian Federation of September 30 n “On approval of the Procedure ...” Appendix 1 to the Procedure “Rules for organizing the activities of the department (office) of medical prevention for adults”


11. The main functions of the department (office) of medical prevention for adults are (continued): alcohol consumption or the risk of using narcotic drugs and psychotropic substances to a doctor - psychiatrist - narcologist of a specialized medical organization providing drug treatment; 8) dispensary observation, including the prescription of drugs for the correction of dyslipidemia, for citizens who have a high risk of developing cardiovascular diseases; 9) increasing the level of knowledge of medical workers of a medical organization on the prevention of non-communicable diseases and the formation of a healthy lifestyle; 10) teaching citizens the rules of first aid in case of life-threatening diseases and their complications (acute coronary syndrome, acute cerebrovascular accident, acute heart failure, sudden cardiac death), including individual and / or group training of persons with a high risk of developing these life-threatening conditions, and members of their families; 11) reporting in the prescribed manner **, collection and provision of primary data on medical activities for health information systems ***, including control, recording and analysis of the results of medical examinations and preventive medical examinations; ** *** 12) organization and participation in activities to promote a healthy lifestyle among the population, including as part of mass actions and information campaigns, as well as informing the population, including the media, about methods for correcting risk factors for non-communicable diseases and prevention of their complications; 13) participation in the development and implementation of measures for the prevention of non-communicable diseases, the formation of a healthy lifestyle, including the prevention of the use of narcotic drugs and psychotropic substances without a doctor's prescription.
