The procedure for obtaining the opportunity to study at the expense of a state or other organization is different in each specific case, since general provisions are adjusted taking into account the profile of the chosen specialty and the rules of the educational institution.

By the way, the legislation on education allows targeted admission to education for those who graduated from school not in the current year, but earlier. If it so happened that for some reason a graduate cannot become an employee of the prosecutor's office or has worked in a position for less than five years, he will be charged the cost of training in full.

Medical Universities

The Ministry of Education and Science “allocates” no more than 20% of the total number of budget places university. But surely there are violators of this requirement. In general, across the country, the target enrollment is much smaller.

State and local government bodies can send applicants to study at universities according to the target set. This is a pretty strong limitation. So, we at the HSE were approached with a request for a target recruitment from the Accounts Chamber. The mechanism is the following. First, let's say, the administration of the region applies to the university with an official proposal-request to allocate places for the target set. This appeal is considered by the Academic Council of the university. If he agrees to accept applicants, then an agreement is concluded, which indicates the number of places for the target recruitment per group of specialties.

By the beginning of the admission campaign, the organization must send a list of applicants for the target recruitment to the university. Moreover, there should be more of them than the number of budget places, so that a separate competition can be organized among them. According to the admission rules, it should be at least 1.2 people per seat. The norm, of course, is ridiculous, because according to the results of the Unified State Examination, it is now easy to understand who passes through this competition. In fact, the organization can pre-form a list of those who will be enrolled in the university.

- After graduation, are graduates obliged to work in the organization that sent them to study?

As a rule, in a request to a university, the organization writes that it needs specialists, guarantees them employment, and even obliges them to return to the region. But, as lawyers say, all this is “legally void.” We do not have serfdom - a person cannot be "secured" to a workplace. Under the Labor Code, this is easy to challenge.

Those who send applicants, I think, understand this, but they are unlikely to care. Over the years of training, the target audience will already change the composition of the administration, and who plans to recruit specialists for several years ahead?

- Does the university have a financial interest in enrolling targeted students? Or financial burden?

There is neither one nor the other. Under the target set, budget places are allocated.

There is another form when an organization sends a person to study on a commercial basis. There is no separate set. An applicant must score enough points to be enrolled in a paid department, after which a tripartite agreement is drawn up - between the applicant and his parents, the university and the organization that pays for the education.

- It is known that weak applicants enter the target set - otherwise they would have submitted documents on a general basis. But it turns out that the university may abandon the practice of targeted recruitment if it does not want to lower the bar for admission ...

Yes maybe. But only a leading university. The rest will only be glad that they are sent applicants. In the context of a demographic decline, educational institutions are not getting enough applicants even for state-funded places, so they take the weak ones as well. For many universities, the target enrollment is a guaranteed contingent of students.

At SU-HSE, the target enrollment is limited, and we do not plan to expand it. AT last years we work only at the request of the government of the Russian Federation, for which we allocate 40 state-funded places every year, although in reality the enrollment is even less ... And also with the Republic of Buryatia. There was a request from its head, Vyacheslav Nagovitsyn: we need personnel, we need to raise the region ... But only four people were sent to us from there.

- Is there any certainty that after graduating from the SU-HSE they will return to their home - or will they remain in Moscow?

They will return if they are offered a job and a good salary. Everyone understands that salaries are higher in Moscow, and life is more expensive.

It would seem that the target set is a good norm. In the West, a job guarantee is a strong trump card on the part of the employer, because finding a job is not so easy. But because of the difference in salaries in large cities and regions, this norm does not work in our country. Therefore, I personally see no reason to keep it.

When preparing for admission to a university, it is customary to consider different variants. One of them is admission within the framework of the so-called target set. Its peculiarity lies in the fact that the applicant comes to the university not only with USE results, but also with the appropriate referral from any region or institution. At the same time, in case of successful completion of the competition, he is enrolled in the specialty he has chosen, studies there, and after graduation goes to work in the place from which he was sent.

Everything seems to be clear and understandable. However, the target recruitment system is much more complex than it might seem at first glance. It is fraught with a lot of nuances that would not hurt to know the future applicant. Let's stop only on some of them.

Take, for example, the fact that de facto there are two variants of the target set. One of them is carried out under agreements concluded with executive authorities. The other is under agreements with enterprises and organizations, as well as within the framework of state programs related to the development of the military-industrial complex. And although the second option is not formally considered a target, it is nevertheless equated to it and has become widespread.

Another feature of the target enrollment is that in sectoral universities, where the founder is the relevant ministry (department), the number of budget places allocated for it, as a rule, is greater than in universities directly subordinate to the Ministry of Education and Science. Moreover, in practice, it often exceeds the established standards, according to which the share of target recipients cannot be more than 15% of the target admission figures. And this state of affairs is considered quite acceptable, if, of course, the size of the target set is previously agreed with the founder.

Future target users should also take into account the fact that agreements between universities and customers (executive authorities, departments, enterprises, organizations) are usually concluded in April - May, because it is by this time that all issues with funding, lists of applicants and the number of places allocated to them for training are settled.

Another intriguing moment. It concerns the possibility of refusing to provide targeted places. Such cases are common. The university is not rubber and it is not obliged to satisfy the interests of all who turned to it with a request. Here, the historically established practice of interaction between the university and those structures that previously cooperated with it and with which contracts have already been concluded for the training of future specialists is very important.

It is also important to know the fact that cooperation with the university is carried out not in general, but in quite specific areas of training. That is, for example, one customer is interested in training specialists in computer security, and another in security automated systems. That is why the future target audience needs to have an idea not only about the university's partners in the target set, but also about the specifics of their requests addressed to the university.

At the same time, one should also take into account the fact that the needs for targeted specialists can be formed in two ways - either descend by subordination from above, or be formed from below, in accordance with the needs of specific enterprises and organizations. A striking example the first case - medical universities, where the main parameters of the target set are set by the Ministry of Health. The second one is more characteristic of technical universities that have close ties with partner enterprises, which are employers in the future.

Why is the target set interesting for everyone? If we take universities, then its benefits are quite obvious - the target enrollment is actually a guaranteed filling of state-funded places, regardless of the demographic situation or any other unpleasant circumstances. At the same time, for the most popular universities that do not experience problems with applicants, this issue is less relevant than the others, which is why the number of places allocated to target students is incomparably less than in others.

Applicants themselves are no less interested in the target recruitment. It is understandable - the target direction allows you to close many questions at once. Firstly, its presence significantly facilitates the admission process itself, because this group entrants goes a separate competition, which is significantly lower than usual, and is credited in the first place. Secondly, the target area allows you not to think too much about employment after graduation, because the future place of work has already been initially determined. It is also important that target students often have certain advantages over other students. In particular, we can talk about first-priority accommodation in a hostel, which is especially important for students from other cities, or additional scholarships at the expense of future employers.

There is a target set and the reverse side of the coin. We are talking about the obligations that are imposed on graduates. The main one is the almost complete lack of choice of a job after graduation. According to the established procedure, the target is obliged to find a job in the organization that sent him to study, and work there for at least 3 years. In case of non-compliance with this norm, the employer has the right to apply to the court and through it to recover training costs from the violator.

If all this does not bother you - good luck. The target set is not such an unsolvable problem as it might seem at first glance.
