7.8. Applicants with disabilities are provided in an accessible form with information on the procedure for conducting entrance examinations.

7.9. Applicants with disabilities can use the technical means necessary for them in connection with their individual characteristics in the process of passing the entrance test.

7.10. When conducting entrance examinations, the following additional requirements are ensured, depending on the individual characteristics of applicants with disabilities:

7.10.1. For the blind:

7.10.1.1. Tasks to be completed in the entrance examination are drawn up in Braille or in the form of an electronic document accessible using a computer with specialized software for the blind, or read out by an assistant.

7.10.1.2. Applicants, if necessary, are provided with a set of writing utensils and paper for writing in Braille, a computer with specialized software for the blind.

7.10.2. For the visually impaired:

7.10.2.1. Individual uniform illumination of at least 300 lux is provided.

7.10.2.2. Applicants to complete the task, if necessary, are provided with a magnifying device; it is also possible to use your own magnifying devices.

7.10.2.3. Tasks to be completed, as well as instructions for the procedure for conducting entrance examinations, are drawn up in an enlarged font.

7.10.3. For the deaf and hard of hearing:

7.10.3.1. The presence of sound amplifying equipment for collective use is ensured, if necessary, sound amplifying equipment for individual use is provided to applicants.

7.10.3.2. Sign language interpreter services are provided.

7.10.4. For the deaf-blind, the services of a typhlo-sign language interpreter are provided (in addition to the requirements for the blind and deaf, respectively).

7.11. The conditions specified in paragraphs 7.2 - 7.10 are provided to applicants on the basis of an application for admission containing information about the need to create appropriate special conditions.





The dormitory is not provided to non-resident applicants.

3.2. Preferential right to enroll in the University for undergraduate studies, subject to successful completion of entrance examinations and other equal conditions have:

3.2.1. Orphans and children left without parental care, as well as persons from among orphans and children left without parental care.

3.2.2. Disabled children, disabled people of groups I and II.

3.2.3. Citizens under the age of twenty who have only one parent - a disabled person of group I, if the average per capita income of the family is below the subsistence level established in the subject of the Russian Federation at the place of residence of these citizens.

3.2.4. Citizens who were exposed to radiation due to a disaster at Chernobyl nuclear power plant and which are subject to the Law of the Russian Federation dated May 15, 1991 No. 1244-1 “On the social protection of citizens exposed to radiation as a result of the disaster at the Chernobyl nuclear power plant”.

3.2.5. Children of military personnel who died in the line of duty military service or died as a result of injury (wounds, injuries, contusions) or diseases received by them in the performance of military service duties, including when participating in counter-terrorism operations and (or) other measures to combat terrorism.

3.2.6. Children of deceased (deceased) Heroes Soviet Union, Heroes of the Russian Federation and full holders of the Order of Glory.

3.2.7. 3.2.8. Children of prosecutors who died (deceased) as a result of injury or other damage to health received by them during their service in the prosecutor's office or after dismissal as a result of causing harm to health in connection with their official activities.

3.2.9. Military personnel who do military service under a contract and whose continuous duration of military service under a contract is at least three years, as well as citizens who have completed military service by conscription and who enter training on the recommendations of commanders issued to citizens in the manner established by the federal executive body, in which federal law provides for military service.

3.2.10. Citizens who have served for at least three years under contract in the Armed Forces of the Russian Federation, other troops, military units and bodies in military positions and dismissed from military service on the grounds provided for in subparagraphs "b" - "d" of paragraph 1, subparagraph "a" of paragraph 2 and subparagraphs "a" - "c" of paragraph 3 of Article 51 federal law dated March 28, 1998 No. 53-FZ “On military service and military service.

3.2.11. Disabled war veterans, combatants, as well as combat veterans from among the persons specified in subparagraphs 1 - 4 of paragraph 1 of Article 3 of the Federal Law of January 12, 1995 No. 5-FZ "On Veterans".

Servicemen, employees of the Federal Service of the National Guard Troops of the Russian Federation, the internal affairs bodies of the Russian Federation, the penitentiary system, the federal fire service of the State Fire Service, who performed tasks in the context of an armed conflict in Chechen Republic and in the territories adjacent to it, assigned to the zone of armed conflict, and these military personnel performing tasks in the course of counter-terrorist operations in the territory of the North Caucasus region.

3.3. The winners and prize-winners of Olympiads for schoolchildren held in the manner established by the federal executive body responsible for the development of state policy and legal regulation in the field of education (hereinafter referred to as Olympiads for schoolchildren), within four years following the year of the corresponding Olympiad, are provided the following special rights upon admission to study in areas of training corresponding to the profile of the Olympiad for schoolchildren:

3.3.1. Admission to study without entrance examinations in the areas of training corresponding to the profile of the Olympiad for schoolchildren.

3.3.2. Be equated to persons who have scored the maximum number of USE points in a general education subject corresponding to the profile of the Olympiad for schoolchildren (hereinafter referred to as the right to 100 points).

3.4. The special rights referred to in paragraphs 3.3.1 and 3.3.2 may be granted by the same entrant. In the case of granting a special right specified in clause 3.3.2, the applicants are assigned the highest result (100 points) of the corresponding entrance examination (tests).

3.5. The persons specified in clauses 3.1 and 3.3 are given, within the periods specified in clauses 3.1 and 3.3, an advantage by equating them to persons who have scored the maximum number of USE points (100 points) in a general education subject, if the general education subject corresponds to the profile of the Olympiad.

3.6. In order to grant the special rights specified in clauses 3.1 and 3.3, and the benefits specified in clause 3.5, the order of the University establishes the correspondence of the profile of the Olympiads to the areas of training, as well as the correspondence of the profile of the Olympiads to general subjects.

3.7. The special rights specified in clause 3.3, and the advantage specified in clause 3.5, are granted to winners and prize-winners of school Olympiads (with the exception of creative Olympiads and Olympiads in the field of physical culture and sports) if they have USE results not less than 75 points:

3.7.1. To use the special right specified in 3.3.1 - in a general education subject corresponding to the profile of the Olympiad. The specified general education subject is selected by the admissions committee from among the general education subjects corresponding to the profile of the Olympiad, established in the list of Olympiads for schoolchildren, approved by the federal executive body that carries out the functions of developing state policy and legal regulation in the field of education, and if in the specified list the general education subjects for which the USE is conducted have not been established - is established by order of the University.

3.7.2. To use the special right specified in clause 3.3.2, or the advantage specified in clause 3.5, in a general education subject corresponding to the entrance test.




In accordance with section 9 of the Rules for Admission to the State Autonomous Educational Institution of Higher Education "Moscow City University of Management of the Government of Moscow" for study in educational programs of higher education - bachelor's programs for the 2019/2020 academic year:

9.1. According to the results of the entrance examination conducted by the University independently, the applicant (trustee) has the right to file an appeal with the Appeal Commission about the violation, in the opinion of the applicant, of the established procedure for conducting the entrance examination and (or) disagreement with the obtained assessment of the results of the entrance examination.

9.2. An appeal can be filed in one of the following ways:

9.1. It is represented personally by the entrant (trusted person).

9.2. Sent through public postal operators by postal item with a return receipt and a description of the attachment according to postal address: 107045, Moscow, st. Sretenka, d. 28, admission committee of Moscow State University of Management of the Government of Moscow.

9.3. During the consideration of the appeal, compliance with the established procedure for conducting the entrance examination and (or) the correctness of the assessment of the results of the entrance examination is checked.

9.4. The appeal is filed on the day of the announcement of the results of the entrance examination or within the next business day. An appeal for violation of the established procedure for conducting an entrance test can also be filed on the day of the entrance test.

9.5. Consideration of the appeal is carried out no later than the next working day after the day of its submission.

9.6. The applicant (trustee) has the right to be present during the consideration of the appeal. With a minor applicant (under 18 years of age) one of the parents or legal representatives has the right to be present, except for minors recognized in accordance with the law as fully capable before reaching the age of majority.

9.7. After consideration of the appeal, the Appellate Commission decides to change the assessment of the results of the entrance examination or leave the specified assessment unchanged.

9.8. The decision of the appeal commission drawn up in the minutes is brought to the attention of the applicant (trustee). The fact of familiarization of the applicant (trustee) with the decision of the appeal commission is certified by the signature of the applicant (trustee).





In accordance with section 8 of the Rules for Admission to the State Autonomous Educational Institution of Higher Education "Moscow City University of Management of the Government of Moscow" for study in educational programs of higher education - master's programs for the 2019/2020 academic year:

8.1. According to the results of the entrance examination, the applicant (trustee) has the right to file an appeal with the Appeal Commission about the violation, in the opinion of the applicant, of the established procedure for conducting the entrance examination and (or) disagreement with the assessment of the results of the entrance examination.
