THE PROBLEM OF THE DEFENSE OF ANY STATE, AND FIRST OF ALL OF RUSSIA turn XX-XXI centuries, as in past centuries, is one of the critical issues, the study of which is devoted to numerous scientific and journalistic works. However, the approaches to comprehension and especially the proposal of practical recommendations for the creation of a fundamentally new defense system in general and the military organization of the state in particular in these works continue to be vulnerable in many respects.

This is manifested in the hitherto unresolved contradictions between the dynamism of the development of the military-political situation in the world, the complexity of organizing the military affairs of the state and the lag in the intellectual, systemic understanding of the problem of defense. The contradiction between the narrowly professional understanding of defense and its actual role in ensuring the military security of the state remains unresolved. modern conditions. Political processes that are currently taking place both inside our country and abroad have had and continue to have their ambiguous influence on the understanding of the dialectic of war and peace.

Under these conditions, the publication of the book of one of the famous domestic military leaders and statesmen Army General A.I. Nikolaev, devoted to fundamentally new methodological approaches to solving the problem of Russia's defense, will undoubtedly attract the attention of military theorists and practitioners, politicians and diplomats. A bold attempt by the author of the book to determine the methodological prerequisites for understanding the modern defense of Russia, the rationale for his version of its organization, based on the nature international relations, the logic of military affairs and the real possibilities of the state, is not only original, but also valuable for the development of the theory and practice of military organizational development.

Of course, the author could not and did not seek to answer the huge array of questions in the field of defense that arose after the collapse of the USSR and the beginning of the construction of a new Russia. At the same time, the book contains sufficiently reasoned and complete answers to the fundamentally important, main questions of our time in the field of defense. In particular, the author quite rightly notes that without addressing such general issues as the question of future wars, the role and place of Russia in the modern world, and, most importantly, without answering the question of what kind of state and society should arise as a result of the ongoing transformations, it is impossible to create an effective defense. By the way, The author explains the failures of the repeatedly announced military reform precisely by this methodological error.

Indeed, an unclear idea about the purpose and tasks of the Russian Armed Forces (since there is no clear idea about the shape of the war of the future) dooms military reform to fuss, endless mistakes and useless waste of the country's material, intellectual and moral resources.

In turn, the book provides quite intelligible answers to questions of a methodological and practical nature for solving the problem posed. In particular, the author convincingly argues that the defense order (p. 18), i.e. its necessity for the state determines the nature of the international situation and the contradictions of this state with other countries and forces at the global, regional and local levels. At the same time, the possibility of war, the methods and forms of its conduct are dictated by the logic of the military affairs of the state, which “encompasses all issues of military theory and practice related to the construction, training and actions of the Armed Forces of the state in peacetime and war time, as well as with the preparation of the population and the country in case of war” (p. 11).

However, a precise definition of the defense order and the logic of military affairs is a necessary but not sufficient prerequisite for the creation of a modern defense of Russia. According to the author, it is important to take into account the peculiarities of its geopolitical position, as well as the internal possibilities for waging a modern war, which are (or are not) available in the economy, politics, and the military potential of the state itself.

Such is the dialectic, notes A.I. Nikolaev, that in the conditions of the still not fully meaningful struggle in the international arena, which more meets the requirements of a real world war, modern defense is necessary for the development of the economy, politics, strengthening social stability and social well-being of Russian citizens. It must be derived from the nature of contradictions on a global, regional and local scale. Defense should be built on the basis of the latest achievements in the field of military affairs and the state should be oriented towards the prevention and conduct of wars not of yesterday, but of tomorrow. A thorough scientific analysis of the wars of the past and those that are taking place today is a necessary condition and prerequisite for creating an effective defense of the state in the wars of the future.

At the same time, since the creation of a modern defense requires huge resources, both material and intellectual, this is beyond the power of even a very powerful military department in all respects. It is almost impossible to create a modern military organization and defense as a whole without the active participation of the state and the whole society. Moreover, the possibility of using historical experience Russia in the implementation of military reform. As is known, the harsh military lessons of the past often brought guilty verdicts not only to the military organization of Russia, but also to the organization of the economy, government, education and upbringing of citizens (p. 317).

Having carried out a strict and even somewhere merciless analysis of the state of Russia's defense, the society's light-hearted attitude to assessing the military-political situation and the insufficiently responsible approach of the authorities to the defense of the state, the author not only criticizes, but also offers his own version of the creation of a modern military organization in Russia. In addition, he very clearly indicates the real possibilities that Russia has to ensure its military security. Thus, the use of the possibilities of military-technical cooperation, and especially the systemic, strategically international politics, according to the author, is the factor that will minimize the likelihood of using military force against Russia.

The advantages of the book also include the fact that many provisions, conclusions and assessments developed and formulated by the author have been tested at various conferences, meetings with domestic and foreign experts. It is quite easy to be convinced of this after getting acquainted with the content of at least such chapters as “The logic of military affairs dictates”, “Wars of different possibilities”, “A special country - a special defense”, “Defenseless defense”, “Problems of defense”, “The system itself cannot reform itself”, “The program for the creation of a new military organization of Russia”, etc.

Significantly complement the author's text, helping readers to better understand the issues considered in the book, seven appendices to it with tables and graphs, as well as a "Dictionary" of terms and concepts used by the author. Their definitions are formulated logically and clearly, taking into account modern scientific views, which will allow many readers to get rid of the ambiguity of the terminology used in many scientific and "near-scientific" publications.

Apparently, the book was not created in one day, but throughout the entire time of the stay of Army General A.I. Nikolaev as Chairman of the Committee State Duma on defense in 2000-2003. At the same time, the book also reflects a number of fundamental judgments expressed by the author long before these years and which have not lost their relevance today. The content of the book makes it possible to verify the author's ability to assess current events with the utmost accuracy and conciseness (for example, an assessment of the nature and essence of terrorism), to verify the accuracy of his forecasts and determine the trends in the development of the military-political situation;

The form of presentation of the material is a rare dialectical combination of scientific depth and breadth of coverage of the phenomena under consideration with an accessible and understandable manner of bringing the content to a wide range of readers, and not only to military professionals, political scientists and sociologists. In this regard, there is every reason to assert that the idea of ​​general military-political education of the citizens of Russia, put forward by the author in his time, has been confirmed in practice in the form of a popular scientific work called "Defense of Russia".

Supercomputer for defense industry

Russia is developing a modern supercomputer for the design of advanced weapons, Olga Sokolova, General Director of NPO Molniya, said in an interview with RIA Novosti.

UAV for gunners

A separate unmanned aviation unit is being formed in the artillery brigade of the 2nd Combined Arms Army of the Central Military District in the Orenburg Region.

Il-112V handed over for flight tests

Il-276 is a project of a twin-engine medium-sized military transport aircraft that provides transportation of cargo weighing up to 20 tons at a speed of 800 km/h. It is planned that it will make its first flight in 2023, and serial deliveries to the troops will begin in 2026. Il-76MD transport aircraft, therefore, it will not be necessary to create new means of loading, unloading and landing for this aircraft, those that are used now will do. In the future, the IL-276 should completely replace the fleet of obsolete An-12 aircraft.

Mi-38T helicopter made its first flight

The Mi-38T was created on the basis of a certified civilian Mi-38 helicopter with retrofitting for solving transport and landing tasks. The helicopter provides for the possibility of conversion to a sanitary version and the installation of additional fuel tanks to increase the flight range.

“Mi-38 type helicopters will occupy a niche in demand, since oil and gas service companies, as well as a number of civilian industries, have long been in need of such a machine. It is through the individual that the state promotes social progress in general, improves and enriches the entire system of social relations.

In a state governed by the rule of law, where public and state life is built on the basis of fair laws, the security interests of the state and the individual are protected from any illegal encroachment. Mutually beneficial cooperation with other states is a diverse activity of the state aimed at establishing and developing equal economic, political, cultural and other relations that harmoniously combine the interests of the state's defense capability with the specific and common interests of all states. The current level of development of society objectively requires the integration of economic, political and cultural life of all civilized states, combining their common efforts to more effectively solve the internal problems of each state separately and the world community as a whole. Such cooperation implies a broad and mutually beneficial approach to integration issues, the ability to jointly find the most rational solutions that meet the interests of not only this country, but also all participants in cooperation.

The state, using its powers of authority, may conclude international treaties, participate in the creation international organizations and intergovernmental commissions designed to promote the development of foreign economic conditions for the access of citizens of a given state to the markets of other states

The transition to a more organized state cooperation between them in the political, social, cultural and other fields is a matter of time, a reasonable use of the experience of world civilization.

The main international body coordinating political interests modern states, is the United Nations (UN). The issues of political settlement of conflicts, including military ones, are dealt with by the Security Council, a permanent body of the UN. Its competence includes a wide range of powers to maintain international peace and security, development of cooperation in various spheres of interstate relations.

The security and defense of the country is carried out by economic, political, diplomatic and military means. AT Peaceful time- this is a comprehensive preparation of the country to repel a possible attack from outside. In wartime, defense and security take the form of direct armed struggle against the enemy, during which all the forces of the country unite to achieve victory.

The main goal of the practical activity of the state and society in the defense sphere is to improve the military organization to ensure a possible adequate response to the threats that may arise, with rational defense spending.

The vast majority of modern states have adopted a defensive doctrine, the essence of which is to create the optimal sufficiency of forces and means to prevent possible aggression from another state or group of states. Such an approach to questions of military confrontation greatly reduces the possibility of wars breaking out in the life of peoples, assuming in the future the prospect of their gradual disappearance. The concept of the defense capability of the state is capacious and multifaceted. It includes the entire system of measures to strengthen the country's defense capability and maintain the combat power of the armed forces both in peacetime and in wartime.

The main subject of ensuring national security is the state. Moreover, according to the Constitution of the Russian Federation, issues of defense and security, defense production, determining the procedure for the sale and purchase of weapons, ammunition, military equipment and other military property, the production of poisonous substances, narcotic drugs and the procedure for their use are within the jurisdiction of the Russian Federation (clause "m" article 71 of the Constitution of the Russian Federation).

The defense activity of the state is not based on its military doctrine and consists of five main areas.

First, strengthening the country's defense power. The high defense capability of the state is ensured by a developed and efficient economy based on the latest achievements of scientific and technological progress, which makes it possible to satisfy not only the material needs of society, but also to produce everything necessary to strengthen the country's defense potential. The modern economy provides the necessary level of development of the military industry, the production of the latest models of equipment and weapons, the creation of stocks of strategic raw materials and food and other components of the state's defense potential.

Secondly, the daily improvement of the armed forces, the constant increase in their combat capability and combat readiness. Each state constantly takes care that its armed forces are powerful, mobile, have modern means protection, professionally used all types of military equipment and weapons, had high combat capability and combat readiness, acted in the regime of legality and the provisions of international law.

The armed forces of a state are the state military organization that forms the basis of its defense.

For example, in Art. 11 of the federal law "On Defense" dated May 31, 1996, an exhaustive list of persons forming the armed forces of the Russian Federation is given: the central bodies of military administration, associations, formations, military units and organizations. In addition to the armed forces in the Russian Federation, other military units performing the tasks of ensuring military security and involved as necessary in the defense of the country: the Border Troops of the Russian Federation, the internal troops of the Ministry of Internal Affairs of Russia, the railway troops of the Russian Federation, the troops of the Federal Agency for Government Communications and Information under the President of the Russian Federation, the civil defense troops.

Moreover, they are part of a single mechanism of state administration in the field of ensuring the defense and security of the country.

Thirdly, the protection of state borders. This activity is carried out border troops or other special units and is aimed at ensuring the border regime determined by the legislation of a particular state.

Fourth, the organization of civil defense. States carry out a number of defense measures in peacetime in order to counter a possible attack from outside and ensure the stable functioning of the country's economy in wartime. This activity provides for the evacuation of residents from settlements that are most likely to be hit by weapons. mass destruction. It is associated with the creation of special protective structures, carrying out rescue and restoration work.

Fifth, the military training of the reserve of the armed forces (reserves). In many countries, periodic military retraining of persons on the military list is organized. This makes it possible in the event of interstate military conflicts to quickly deploy armed forces and replenish them with qualified personnel. The state also organizes non-military training, which is carried out in secondary and higher educational institutions.

Special mention should be made of the interaction between the defense policies of the states of the world community. In modern conditions, this interaction is aimed at reducing nuclear and conventional weapons, at excluding bacteriological, chemical, biological and other types of weapons of mass destruction from the defense means of each state. We are talking about the humanization of military confrontation, if such confrontation arises between warring states for certain reasons. The decrease in the level of military confrontation between different countries has a positive effect on the economic opportunities of all states, the cultural, spiritual and environmental well-being of their peoples.

A strong state is unthinkable without a strong, effective government. But strong power alone does not create a strong state. It is not supported by power alone. This applies, by the way, to both authoritarian and totalitarian states. How unshakable the power of the CPSU seemed, but it also disintegrated with a speed that struck the whole world, having lost those supports that helped it maintain constant control over the state machine and society.

No matter how important the maintenance and strengthening of power, in itself it does not solve the problems facing the state. It is one thing to firmly hold the helm of power in your hands, and another to skillfully use it, effectively perform the basic functions entrusted to the state.

There are several main functions on the effective implementation of which the strength of the state depends:

Reasonable law and order.

A growing economy and a strong budget.

Ensuring social justice as the basis of social harmony.

Sufficiently powerful armed forces and professional security services.

Thus, the functions of the state are an integral, interconnected activity of the entire system of state bodies, aimed at the harmonious economic, social and spiritual development of society, with indispensable interaction and cooperation with other states. Mutual equal partnership of states, their joint efforts to resolve the common problems facing humanity, create the necessary conditions for the normal life of individuals, various state and public associations and the world community as a whole. A state-organized society in modern conditions can develop progressively only if the functional activities of the states that form it are coordinated.

7. Restore prestige military service. Seriously increase the salaries of servicemen and their provision with housing. Guarantee the provision of officer families with schools and preschool institutions, cultural centers and sports facilities.
8. Recreate the system of military education and military science. Resume the activities of military schools and academies closed in recent years, abandoning the "super-academies" of the American type.
9. Revive the system of military-patriotic education and pre-conscription training.
10. Ruthlessly eradicate manifestations of corruption, hazing and other offenses in military units.
11. Encircle with the care of the state the families of soldiers who died in the line of military duty.
12. Guarantee a decent life for veterans of the Armed Forces.
