Story

The history of the institute begins with the creation, on the basis of the Decree of the Council of Ministers - the Government of the Russian Federation No. 791-r dated May 8, 1993 and the Order of the Minister of Internal Affairs of the Russian Federation No. 309 dated June 30, 1993, the Irkutsk Higher School of the Ministry of Internal Affairs of Russia on the basis of four educational institutions:

  1. Irkutsk Faculty of the Higher Engineering Fire-Technical School of the Ministry of Internal Affairs of the USSR, which opened in 1978;
  2. Irkutsk fire-technical school of the Ministry of Internal Affairs of the USSR, opened in 1968;
  3. Correspondence departments of the Khabarovsk Higher Police School of the Ministry of Internal Affairs of the USSR, established in 1983;
  4. Irkutsk branch of the Krasnoyarsk secondary special school militia of the Ministry of Internal Affairs of the USSR, opened in 1989.

Institute today

Today, the institute has 7 educational and laboratory buildings, 2 dormitories, a training fire station, a heat and smoke chamber, a training and sports camp, a medical unit, canteens, etc. The educational process is provided with 40 specialized rooms, 20 laboratories, 15 computer classes, 2 sports halls, 4 shooting galleries, a library and a special library with branches.

The Institute has all the necessary conditions for the implementation and permanent use in educational process the latest technical means learning and technology. The institute has sufficient means of statistical and dynamic projection, sound recording and reproducing equipment. The complex of technical teaching aids includes computing and computer technology, as well as means of special equipment and office equipment. A fiber-optic cable of an interuniversity communication channel with Internet access is connected to the electronic switching unit, which allows connecting any number of working PCs of departments and services of the Institute.

The Institute has a significant creative potential, which allows to form and develop scientific schools and directions. Scientists of the Institute participate in the creation of new fire fighting equipment, fire-extinguishing compositions and fire-retardant coatings, in the study of the problems of the activities of the internal affairs bodies, in the preparation of regulatory legal acts of the Irkutsk region.

The teaching staff of the Institute includes 20 Doctors of Science, 19 Professors, 95 Candidates of Science, 51 Associate Professors and 2 Senior Researchers.

At the departments of the Institute created the necessary conditions for research work of cadets and students. There are about 40 scientific circles and problem groups, the results of which are used in the educational process. Annually intrauniversity Olympiads and student conferences are held. The Institute is the base for holding the regional Olympiad in legal disciplines. Students of the Institute have repeatedly become winners of the All-Russian Student Legal Olympiads. The training of specialists of the State Fire Service of the Ministry of Emergency Situations of Russia is carried out at the faculties "Fire Safety" and "Jurisprudence", which are the largest structural divisions of the institute, providing the educational process for full-time learning. VSI is the only university in Siberia and the Far East that provides professional training for specialists of the State Fire Service of the Ministry of Emergency Situations of Russia for 39 eastern regions RF.

The priority of the institute's activities is to improve the training of specialists for the State Fire Service of the Ministry of Emergency Situations of Russia and the Department of Internal Affairs, to expand the range of educational programs, putting into practice the results of scientific research. The VSI has developed a system for conducting scientific research on the investigation and examination of fires. The publication of the periodical scientific and practical journal "Bulletin of the VSI of the Ministry of Internal Affairs of Russia", as well as the collection of scientific papers "Modernity in the work of university youth" was organized.

Since its inception, the head of the institute has been Major General of Police, Candidate of Legal Sciences, Associate Professor, Honored Lawyer of the Russian Federation and the Republic of Buryatia A.V. Chernov.

A festive event for residents and guests of the city of Irkutsk are the days when rituals take place on the central square of the city. Over the entire period, from the date of the institute's formation, specialists have been trained: for law enforcement agencies, more than 1.5 thousand people in full-time education and more than 2.5 thousand people in part-time education; for the state fire service more than 5 thousand people on full-time and correspondence forms training, which replenished more than 30 component organs Far East and Siberia.

Celebrations of state and professional holidays, events are solemnly held at the institute dedicated to the Day knowledge, initiation of first-year students into the profession of "policeman" and "fireman", the birthday of the Institute and the Day of Open Doors. There are literary and other creative associations. Cadets of the institute are indispensable participants in the regional youth competitions "New Names", "Student Spring" as well as the traditional rock festival in Baikalsk.
