Story

The history of the institute begins with the creation, on the basis of the Decree of the Council of Ministers - the Government of the Russian Federation No. 791-r dated May 8, 1993 and the Order of the Minister of Internal Affairs of the Russian Federation No. 309 dated June 30, 1993, the Irkutsk Higher School of the Ministry of Internal Affairs of Russia on the basis of four educational institutions:

1. Irkutsk Faculty of the Higher Engineering Fire-Technical School of the Ministry of Internal Affairs of the USSR, which opened in 1978;
2. Irkutsk fire-technical school of the Ministry of Internal Affairs of the USSR, opened in 1968;
3. Correspondence departments of the Khabarovsk Higher Police School of the Ministry of Internal Affairs of the USSR, established in 1983;
4. Irkutsk branch of the Krasnoyarsk secondary special school militia of the Ministry of Internal Affairs of the USSR, opened in 1989.

Institute today

Today, the institute has 7 educational and laboratory buildings, 2 dormitories, a training fire station, a heat and smoke chamber, a training and sports camp, a medical unit, canteens, etc. The educational process is provided with 40 specialized rooms, 20 laboratories, 15 computer classes, 2 sports halls, 4 shooting galleries, a library and a special library with branches.

The Institute has all the necessary conditions for the implementation and permanent use in educational process the latest technical means learning and technology. The institute has sufficient means of statistical and dynamic projection, sound recording and reproducing equipment. The complex of technical teaching aids includes computing and computer technology, as well as means of special equipment and office equipment. A fiber-optic cable of an interuniversity communication channel with Internet access is connected to the electronic switching unit, which allows connecting any number of working PCs of departments and services of the Institute.

The Institute has a significant creative potential, which allows to form and develop scientific schools and directions. Scientists of the Institute participate in the creation of new fire fighting equipment, fire-extinguishing compositions and fire-retardant coatings, in the study of the problems of the activities of the internal affairs bodies, in the preparation of regulatory legal acts of the Irkutsk region.

The teaching staff of the Institute includes 20 Doctors of Science, 19 Professors, 95 Candidates of Science, 51 Associate Professors and 2 Senior Researchers.

At the departments of the Institute created the necessary conditions for research work of cadets and students. There are about 40 scientific circles and problem groups, the results of which are used in the educational process. Annually intrauniversity Olympiads and student conferences are held. The Institute is the base for holding the regional Olympiad in legal disciplines. Students of the Institute have repeatedly become winners of the All-Russian Student Legal Olympiads. According to the results All-Russian competition student work on natural, technical and humanities the institute took second place among the universities of the Ministry of Internal Affairs (medal and 7 diplomas).

Research work

Every year, dozens of scientific and educational publications are issued on the Institute's printing base, and the next issue of the scientific and practical journal Vestnik VSI MIA of Russia is published every quarter.

The international cooperation

The institute is actively working to establish international cooperation. The Institute conducts joint research with the International Center for the Study of Organized Crime of the Foundation for Legal Initiatives of ISU and the Police Academy of Mongolia.

The Institute is a collective member of the international non-governmental organization of police officers "Strength in Friendship", participates in the international program "Project Harmony". Work is being carried out on the exchange of specialists from the law enforcement agencies of Russia and the United States. Thus, the institute has already been visited by two delegations from the United States, which held two seminars on the problems domestic violence. The Institute's delegation traveled to the United States to get acquainted with the experience of the American police.

Sports life of the Institute

Much attention is paid to the combat, physical and special training of cadets. For sports, the institute has created a sports base, which includes two sports halls, a wrestling hall, two athletic halls, a stadium, two towers for practicing fire-applied sports, a special obstacle course for policemen, and four shooting ranges.

The combined teams of the institute participate in competitions of various levels. The most popular are the championships of Russia among educational institutions of the Ministry of Internal Affairs of Russia, the sports contest among the universities of Irkutsk, the sports contest of Dynamo teams, traditional competitions in various types sports. Athletes of the VSI of the Ministry of Internal Affairs of the Russian Federation regularly become leaders, take prizes in team and individual championships.

Work at the Institute sport sections in fire-applied sports, wrestling, sambo, judo, hand-to-hand combat, boxing, kickboxing, athletics, volleyball, football and basketball.

VSI provides training in the field of higher and secondary vocational education in the specialties: "Fire Safety", "Jurisprudence", "Forensic Expertise", "Law Enforcement", as well as in the field postgraduate education in scientific specialties: "Fire and industrial safety", " Criminal law and Criminology", "Criminal Law", "Criminal Procedure, Forensic Science and Forensic Expertise", "Operative and Investigative Activities", and also provides pre-university training, professional retraining and advanced training of executives and specialists of the State Fire Service (SFS) and internal affairs bodies in the specialties and disciplines of the institute.

The training of specialists of the State Fire Service of the Ministry of Emergency Situations of Russia is carried out at the faculties "Fire Safety" and "Jurisprudence", which are the largest structural divisions of the institute, providing the educational process for full-time learning. VSI is the only university in Siberia and the Far East that provides professional training for specialists of the State Fire Service of the Ministry of Emergency Situations of Russia for 39 eastern regions RF.

The priority of the institute's activities is to improve the training of specialists for the State Fire Service of the Ministry of Emergency Situations of Russia and the Department of Internal Affairs, to expand the range of educational programs, putting into practice the results of scientific research. Conditions have been created for the introduction and use of the latest technical teaching aids and technologies in the educational process; 12 computer classes are equipped; an electronic communication node was created, for which a fiber-optic cable of an interuniversity communication channel was installed, which allows connecting any number of PCs of departments and services of the institute to the Internet; the teleinformation center of the institute with computer program control and a video editing studio with digital processing of video signals are functioning.

The VSI has developed a system for conducting scientific research on the investigation and examination of fires. The publication of the periodical scientific and practical journal "Bulletin of the VSI of the Ministry of Internal Affairs of Russia", as well as the collection of scientific papers "Modernity in the work of university youth" was organized.

Since its inception, the head of the institute has been Major General of Police, Candidate of Legal Sciences, Associate Professor, Honored Lawyer of the Russian Federation and the Republic of Buryatia A.V. Chernov.

The Federal State Educational Institution of Higher Professional Education "East Siberian Institute of the Ministry of Internal Affairs of the Russian Federation" (FGOU VPO VSI MIA of Russia) provides training, retraining and advanced training for law enforcement agencies and the state fire service of the Ministry of Emergency Situations of Russia.

The training of specialists is carried out by 7 faculties: law enforcement, fire safety, training of investigators and forensic experts, training of scientific and pedagogical personnel, additional professional education, distance learning, special (non-budgetary); 20 departments; training fire department.

There are courses for the training of licensed security guards and private detectives, drivers of various categories, labor protection, INTERNET education and others.

During the period of the institute's existence, great changes took place in its structure, which became milestones in its history:

In 1994 advanced training courses for executives and specialists of internal affairs bodies were opened;

In 1995, on the basis of an educational and consulting center in Ulan-Ude, a department of correspondence education was created, with a degree in Jurisprudence;

In 1996, an adjuncture in the specialty "Fire Safety" was opened;

In 1997, the departments of the institute were reorganized, as a result of which their number increased to 17, the department of technical teaching aids was separated into a separate subdivision;

In 1998, a psychological support department was established as a structural unit; prepared materials on the reorganization of the Ulan-Ude OZO into a branch of the Institute;

The Institute's boxers have achieved impressive success. Master of sports of international class, major of internal service A.A. Akhmatgatin became the champion of the World Police Games in Australia and the Belgian Cup. Master of sports of international class A.M. Mishin took second place at the European Championship, participated in Olympic Games 2000 in Sydney. Athletes of the Institute Aleksey Gordeev and Andrey Derevtsov regularly win prizes in the championship of the Ministry of Internal Affairs of Russia in boxing, kickboxing, and hand-to-hand combat. For five years in a row, the institute's boxing team has won first place in competitions for the prize of the Minister of Internal Affairs.

Traditional mass sports events are held: sports and athletics of the institute, athletics run Irkutsk - Baklashi, dedicated to the Victory Day, athletics run in Irkutsk, night ski crossing Bolshoy Lug - Irkutsk, dedicated to significant dates.

The institute has developed its own tradition of taking the Oath by cadets of the 1st year and graduating young professionals for law enforcement agencies and the state fire service. On this day, representatives of the regional and city administrations, the leadership of the Central Internal Affairs Directorate of the region, the city, the Department of Internal Affairs in transport, the Main Directorate of the Ministry of Emergency Situations of the region, veterans of the internal affairs bodies and fire brigade. A highly moral and touching element of the ritual is farewell to the Banner of the Institute. At this moment, young specialists pay tribute and gratitude to the entire staff of the institute for the work invested in them and the knowledge gained.

A festive event for residents and guests of the city of Irkutsk are the days when rituals take place on the central square of the city. Over the entire period, from the date of the institute's formation, specialists have been trained: for law enforcement agencies, more than 1.5 thousand people in full-time education and more than 2.5 thousand people in part-time education; for the state fire service more than 5 thousand people on full-time and correspondence forms training, which replenished more than 30 component organs Far East and Siberia.

Celebrations of state and professional holidays, events are solemnly held at the institute dedicated to the Day knowledge, initiation of first-year students into the profession of "policeman" and "fireman", the birthday of the Institute and the Day of Open Doors. In order not to interrupt the live connection of generations, meetings of cadets with employees of practical bodies, the oldest employees of the University are held these days. All this provides invaluable assistance to the teaching staff in educating new generations of law enforcement officers and firefighters.

The university has a place to show their talents and creative abilities. During the hours of leisure and rest, cadets and students find interesting activities for themselves. Annual competitions of amateur performances are held, a brass band, vocal-instrumental and dance ensembles work. The KVN team is one of the strongest in Eastern Siberia. She was the champion of the Irkutsk region and the vice-champion of the "Baikal League", took part in the festival "KiViN" in Sochi.

There are literary and other creative associations. Cadets of the institute are indispensable participants in the regional youth competitions "New Names", "Student Spring" as well as the traditional rock festival in Baikalsk.

A significant role in the organization of the educational process at the institute is played by the veterans' organization and the history room. Veterans are the most honored and dear guests at all holidays and solemn events.

Education of patriotic feelings, rich life and practical experience, historical path educational institution handed over to future police and fire officers by former graduates, oldest teachers, heads of power departments Eastern Siberia and Irkutsk region. They are revered by young colleagues and cadets.

On the initiative of the veteran organization of the institute and the Administration of Irkutsk, a Sunday cadet corps was created. Training is carried out in two areas of preparation for admission to the Faculty of Law and the Faculty of Fire Safety on weekends from September to May.
